A Study on Characteristics of Letters-to-the-editor in Korean Newspapers: Content Analysis of Chosun Ilbo, Dong-a Ilbo, Hankyoreh, 1997-2009 (한국 중앙 일간지의 독자투고 특성 연구: 1997년~2009년 조선일보, 동아일보, 한겨레를 중심으로)

  • This study analyzed the contents of letters-to-the-editor and the characteristics of the letters' writers, featured in three major newspapers, Chosun Ilbo, Dong-a Ilbo and Hankyoreh, in Korea from 1997 to 2009. Additionally, based on whether the letters contained the feedback function or not, it scrutinized the attributes of the letters-to-the-editor. The results indicated that the role of letters-to-the-editor has changed from a space for showing merely personal dissatisfactions or complaints into a space for expressing the reader's opinions about various issues. The study also showed that the proportion of writers who have specialized jobs and are members of civic groups steadily increased. It seems to tell that the quality of the letters was improved accordingly, because they could give in-depth opinions about the matters in which the society were interested. The feedback function of the letters was also gradually more activated for those years, and it could be thought as another evidence supporting the quality improvement of the letters, which were supposed to form the healthful public opinion. However, the writers' residential districts are heavily concentrated on the region surrounding Seoul, the capital of Korea. The study suggested that the newspapers should develop tools to overcome such defects.

A Study on the Pre-printed Clause of the Bill of Lading (선하증권 인쇄약관에 관한 연구)

  • UCP600 Article 20 (a) (v) states that contents of terms and conditions of carriage will not be examined and Article 34 states that a bank assumes no liability or responsibility for the general or particular conditions stipulated in a document. From this perspective, banks may seem to have no obligation to examine the pre-printed clause of B/L. However, ICC decided that no opinion could be given in relation to the issues surrounding B/Ls that contain delivery clauses. Accordingly, it is agreed by previous cases and some scholars that banks may refuse the B/Ls that contain delivery clauses which are not present in other B/Ls of the same goods and transport routes. Also, ICC published ICC Decision in July 2010 regarding on board notation. In this decision, if a B/L indicates a place of receipt that is different from the port of loading and there is an indication of a means of pre-carriage, then a dated on board notation will be required indicating the name of the vessel and the port of loading. Therefore, banks may,, in some cases, need to scrutinize the pre-printed clauses especially appearing in the front page of B/Ls.

Development of an Algorithm for the Prevention and Management of Pressure Ulcers (입원 환자의 욕창예방과 중재를 위한 알고리즘 개발)

  • Purpose: The purpose of this study was to develop an algorithm for preventing and managing of pressure ulcer and to verify the its appropriateness. Methods: The first step was development of a pre-algorithm through a literature review and expert opinion. The second step was to establish content validity by submitting the algorithm questionnaires about the content to 12 experts. The third step was the revision of the algorithm. The fourth and last step was to establish the clinical validity of the algorithm with 25 experienced nurses. Results: For the ease of the practitioner the algorithm for prevention and the management of pressure ulcers was confined to one page depicting the main algorithm pathway and seven stepwise guidelines. The guidelines included skin care of pressure ulcer prevention, mechanical loading care, support surface care, reposition care of pressure ulcer, and Stages II, III and IV explanations along with debridement/wound irrigation and infection control. Most of all algorithm courses chosen more than 80% of agreement by expert index of content validity. The usefulness, appropriateness, and convenience of the algorithm were demonstrated through clinical validity with intensive care unit and ward nurses. Conclusion: The algorithm will improve the quality of pressure ulcer nursing care as it provides a model for decision making for clinical nurses as well as providing consistent and integrated nursing care for patients with pressure ulcer throughout an institution.

Strength in Numbers and Voice: An Assessment of the Networking Capacity of Chinese ENGOs

  • Under authoritarian regimes, citizen-led NGOs such as environmental NGOs (ENGOs) often operate under close scrutiny of the government. While this presents a challenge to a single ENGO, we propose here - in line with existing research on network effects - that there are opportunities for multiple ENGOs to coordinate and thus work in ways that supersede government controls, affect public opinion, and contribute to policy revision and/or creation. In this paper, we specifically examine the possibility that the gamut of citizen-based ENGOs in China are coordinating. Based on network analysis of ENGOs web pages as well as interviews with more than a dozen ENGO leaders between 2014 and 2016, we find that ENGOs have few direct and public connections to each other, but social media sites and personal connections offline provide a crucial function in creating bridges. A closer examination of these bridges reveals, however, that they can be substantive to the environmental discussion or functional to the dissemination of web page information but typically not both. In short, ENGOs in China are not directly connected but rather are connected in a way that responds to the available social media and the government's censorship practices.

A Study on Interest Issues Using Social Media New (소셜미디어 뉴스를 이용한 관심 이슈 연구)

  • Purpose Recently, as a new business marketing tool, short form content focused on fun and interest has been shared as hashtags. By extracting positive and negative keywords from media audiences through comment analysis of social media news, various stakeholders aim to quickly and easily grasp users' opinions on major news. Design/methodology/approach YouTube videos were searched using the YouTube Data API and the results were collected. Video comments were crawled and implemented as HTML elements, and the collection results were checked on the web page. The collected data consisted of video thumbnails, titles, contents, and comments. Comments were word tokenized with the R program, comparing positive and negative dictionaries, and then quantifying polarity. In addition, social network analysis was conducted using divided positive and negative comments, and the results of centrality analysis and visualization were confirmed. Findings Social media users' opinions on issue news were confirmed by analyzing and visualizing the centrality of keywords through social network analysis by dividing comments into positive and negative. As a result of the analysis, it was found that negative objective reviews had the highest effect on information usefulness. In this way, previous studies have been reaffirmed that online negative information has a strong effect on personal decision-making. Corporate marketers will analyze user comments on social network services (SNS) to detect negative opinions about products or corporate images, which will serve as an opportunity to satisfy customers' needs.

The Society Page of Newspaper of the colonized Korea, its politics of sentiment and modulation of social facts (식민지 신문 '사회면'의 감정정치 -사회적 사실들의 정치적 서사화)

  • This study inquires how human interest news on society section of newspapers had been modulated as multi-layered political narratives that would consistently have Koreans consider, realize and question on colonial situation as well as ethnic identity. Under totalitarian censorship of the colonial government, newspapers could not publish reports on political issues and current affairs, so society page of human interest such as crime, accident, conflict, disaster, and many kinds of sufferings of peoples to death would take great public attention and consequently be considered as a substitute of political section. Society page had enjoyed its influence on formation of public opinion of the colonized ethnic society and had maintained cultural-nationalist position ever since the founding of newspaper in mother-tongue in 1920. In colonial context, there is nothing non-political to the lives of the colonized, social facts would be necessary and happen to be modulated into a narrative that could trigger nationalist sentiment. For this end, news reporting of society section usually concentrated on aspects of 'Les Mis${\acute{e}}$rqbles', dramatic quality, and psychological factors in detail. Narrative style of news reporting got used to modulate factual informations with a proper taste of exaggeration, emotional expression, and commercial touch of exciting words. Even in a case of death by drug abuse, news was written to indicate what made him/her drive to miserable death on street, that is, what is de facto reason of all of social problems like as migration, hunger, leaving home, crime, suicide, violence, gambling, love affairs to death, adultery, and even opium habit. Those social problems and personal sufferings appeared up on newspaper 3rd page at daily base. Readers could acknowledge and identify what the real matter that should be resolved and then blame colonialism, capitalism, and militarism for those social problems. Journalists put values on inciting the colonized to realize the national and ethnic situation and feel sympathy for their people tied up by a common destiny. In this terms, news on society section of newspaper under Colonial Occupation were encoded as narratives of politically layered text and then decoded as intriguing sentiments against colonial dominance. I argue that society page of newspaper of colonial period engaged in a sort of cultural politics of sentiment and emotion which is a private area outside of imperial sight.

A Critical Examination of Public Sphere Communication in the Decision-making Process in Relation to Seoul City Hall Plaza (서울시청 앞 광장조성 관련 공론장에서의 의사소통에 대한 비판적 검토)

  • A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.

Perceived Homophily by the Degree of Self Disclosure among SNS Users (SNS 자기 노출 집단별 동질성 인식 연구)

  • This study examines perceived homophily by the degree of self disclosure among SNS users. In this research, there were three different groups in terms of the degree of self disclosure among SNS users such as strong, medium and weak self disclosure groups The major results are as follows: Firstly, the higher the degree of self disclosure, the more social network service use. In addition, the higher the degree of self disclosure, the smaller the degree of online activity including blog and mini web page. Secondly, the higher the degree of self disclosure, the higher the degree of socio-demographic homophily. It can be argued that the strong group had much more mean scores than that of medium and weak groups in terms of regions, gender, age and vocation except nationality. Also, the higher the degree of self disclosure, the higher the degree of shared homophily except of political opinion homophily.

Scar Wars: Preferences in Breast Surgery

  • Background The uptake of breast reconstruction is ever increasing with procedures ranging from implant-based reconstructions to complex free tissue transfer. Little emphasis is placed on scarring when counseling patients yet they remain a significant source of morbidity and litigation. The aim of this study was to examine the scarring preferences of men and women in breast oncoplastic and reconstructive surgery. Methods Five hundred men and women were asked to fill out a four-page questionnaire in two large Irish centres. They were asked about their opinions on scarring post breast surgery and were also asked to rank the common scarring patterns in wide local excisions, oncoplastic procedures, breast reconstructions as well as donor sites. Results Fifty-eight percent of those surveyed did not feel scars were important post breast cancer surgery. 61% said that their partners' opinion of scars were important. The most preferred wide local excision scar was the lower lateral quadrant scar whilst the scars from the deep inferior epigastric artery perforator (DIEP) flap were most favoured. The superior gluteal artery perforator flap had the most preferred donor site while surprisingly, the DIEP had the least favourite donor site. Conclusions Scars are often overlooked when planning breast surgery yet the extent and position of the scar needs to be outlined to patients and it should play an important role in selecting a breast reconstruction option. This study highlights the need for further evaluation of patients' opinions regarding scar patterns.

Development and Application of an Evaluation Model for Urban Biotope Appraisal (도시 비오톱의 자연체험 가치 평가모형의 개발과 적용)

  • The purpose of this study is to construct an evaluation criteria based on the relative importance and various combinations of each evaluation index and then to appraise urban biotope in terms of nature experience and recreation. After the standard of evaluation had been developed through the review of existing literature, the relative importance of the evaluation index through expert survey was determined, and the evaluation model to assess biotope value was established. The results of this study are as follows; 1) We have constructed the seventeen evaluation criteria through literature reviews, and have provided relative importance to each evaluation index of the natural in biotope, the diversity of landscape patterns, the appearance-existence of water space, the special landscape elements, and the access based on the results of expert survey. and then we have constructed an evaluation system using the relative importance criteria. 2) To evaluate urban biotope using the evaluation system constructed, we selected 14 sites. The final evaluation results of each site is as follows; The first grade areas are the water space with semi-natural style in front of Gangchon Woobang apartments, the forest zone near Page Temple at Mt. Palgong, the edge area of Jisan and Gosan and the tendril yard against Anshim middle school. The second grade areas are Hyomyung elementary school, the farm land behind the third Anshim Jugong apartment, Ehyun put and the swampy land in front of the Kangchon and Anshim construction site. The third grade areas are Seohan and Hwasung high-rise apartments at Beummul-Dong, the Korea Manpower Agency in the Sungseo industrial zone, and the adjacent area of St. Tongil. The only fourth grade area is the commercial zone near Taegu Department Store. 3) It is highly useful to evaluate urban biotope using the evaluation criteria constructed for this research, the evaluation criteria we developed may be difficult to encompass all expert opinion and the period of space-formation is difficult to estimate urban biotopes. In the future, it is necessary to gather the basic data suitable to estimate biotope and it is necessary to develop detailed evaluation criteria applicable to estimate every biotope that has specific property.
