Recently, various information technologies such as network communication and sensors have begun to be integrated into weapon systems that were previously operated in stand-alone. This helps the operators of the weapon system to make quick and accurate decisions, thereby allowing for effective operation of the weapon system. However, as the involvement of the cyber domain in weapon systems increases, it is expected that the potential for damage from cyber attacks will also increase. To develop a secure weapon system, it is necessary to implement built-in security, which helps considering security from the requirement stage of the software development process. The U.S. Department of Defense is implementing the Risk Management Framework Assessment and Authorization (RMF A&A) process, along with the introduction of the concept of cybersecurity, for the evaluation and acquisition of weapon systems. Similarly, South Korea is also continuously making efforts to implement the Korea Risk Management Framework (K-RMF). However, so far, there are no cases where K-RMF has been applied from the development stage, and most of the data and documents related to the U.S. RMF A&A are not disclosed for confidentiality reasons. In this study, we propose the method for inferring the composition of the K-RMF based on systematic threat analysis method and the publicly released documents and data related to RMF. Furthermore, we demonstrate the effectiveness of our inferring method by applying it to the naval battleship system.
The Autonomous ships are equipped with a function to judge and navigate the sea conditions on their own, so the job of the ship officer who operates it changes. The educational curriculum to nurture ship officer with the ability to operate and manage autonomous ships must also be changed. This study aimed to develop the curriculum for training autonomous ship officer by using the Delphi survey method suitable for predicting the uncertain future. Among the current 61 subjects for training ship officer identified in the Delphi survey, 32 subjects with high importance should be maintained in the training for autonomous ship officer, and subjects with low importance should be abolished or integrated into other subjects. These subjects were collectively referred to as 'general courses'. The expert panel of the Delphi survey suggested 42 items as new subjects, with 18 items of 'high', 14 items of 'middle', and 10 items of 'low'. Through in-depth analysis of these items by experts, 27 subjects were adjusted and three courses were proposed : 1)'Basic course(10 courses)' for developing basic capabilities such as basic theories for understanding advanced technology and information applied to autonomous ships, 2)'Job course(10 courses)' for practical competency directly related to autonomous ship operation, 3)'Intensive course(7 subjects)' for fostering land remote operators of autonomous ships. Since the introduction and spread of autonomous ships will progress rapidly, research to develop and supplement autonomous ship pilot training courses should be continued by reflecting the level of autonomous navigation of autonomous ships.
As competition between ports intensifies, port efficiency has always been a hot topic in the port and shipping economy. Boosting regional and national economies by improving port efficiency and promoting sustainable development of ports is also a concern for port operators and local and national governments. In this situation, this study has the following objectives. First, using panel data from 2010 to 2017, the efficiency of 14 major inland ports along the Yangtze River was analyzed, and changes in port efficiency over time were examined. Second, 14 inland ports are divided into the middle, upper, and lower Yangtze River port groups to compare and review differences in efficiency levels of ports by basin. For the study, we applied a three-step DEA analysis method, which evaluated the pure relative efficiency of the port itself by removing the effects of environmental factors and statistical noise that could affect the efficiency evaluation and presented the results. As a result, it was confirmed that there was a clear difference in the efficiency value of the port between the first-stage and the third-stage efficiency evaluation result. In addition, the downstream ports showed relatively high efficiency compared to the middle and upstream ports.
Purpose - Southeast Asia has been the focus of Korea's foreign investment. Korea has been helping developing countries in Southeast Asia achieve economic growth and win-win cooperation through capital exports. FDI is an important channel for technology diffusion. However, the impact of FDI on the bias of technological progress in the host country is dependent on the host country's own endowment structure and capital-labor factor substitution elasticity. Therefore, the central issue of this paper is to accurately evaluate the impact of Korea's FDI to the four Southeast Asian countries in various industries on their bias of technological progress. Design/methodology - The paper uses macroeconomic data for Korea and four East Asian countries to estimate capital-labor factor elasticities of substitution using nonlinear, seemingly uncorrelated regressions (NLSUR). Then, the biased technological change index (BTCI) is calculated for each country. Finally, panel data analysis is used to explore the impact of Korean FDI in various industries in the four Southeast Asian countries on their own directed technological progress, and a robustness test is conducted. Findings - There is a substitution relationship between capital and labor factors based on their elasticity in Korea, Singapore and the Philippines. There is a complementary relationship between capital and labor factors in Indonesia and Malaysia. According to the BTCI, there is a trend toward labor-biased technological progress in all countries. Korean investments in manufacturing, wholesale and retail trade in the host country trigger capital-biased technological change in the host country; investments in the finance, insurance and information and communication sectors trigger labor-biased technological change. In addition, this paper also confirms that directed technological progress can enable cross-country transmission. Originality/value - The innovation of this paper lies in three aspects. First, we estimate the BTCI for five countries and explore the trend and situation of directed technological progress in each country from each country's own perspective. Second, we explore the impact of Korean FDI in the host country on the bias to its technological progress at the industry level. Second, we explore the impact of Korean FDI in various industries in the four Southeast Asian countries on the four countries' own directed technological progress from a national perspective. Finally, we propose corresponding countermeasures for technological progress from the perspective of inverse factor endowment. These innovative points not only expand the understanding of technological progress and cross-country technology transfer in East Asia but also provide practical references for policy-makers and business operators.
The problem of maritime accidents due to the carelessness of fishing vessels, which is affected by the aging of fishing vessel operators. And there is navigation, communication and fish finder that is installed inside the narrow bridge of a fishing vessel. Therefore these system are monitors as many as of each terminal, which is bad influence on obscuring view of front sea from a fishing vessel bridge. In addition a large problem, it is occurs to reduce of the information recognition ability due to the confusion, which is can not check the display information each of screen equipments. Therefore, there has been demand to simply integrated the equipment, and it has wanted the integrated support system of these equipment. The display must be provided on a fishing vessels such as electronic charts, communications equipments and fish detection into one case. In this paper, the integrated system will be installed the GPS plotter, AIS, VHF-DSC, V-pass, fish finder and power supply in the narrow wheelhouse on a fishing vessel, which is configured in one case and operated by multi function display (MFD). The MFD is integrated to simplify for several multi terminals and provided necessary information on a single screen. This integration fishery support system will has improved in sea safety operation and fishery environment of fishing vessels by this implementation.
In South Korea, ongoing incidents related to drinking water quality have eroded consumer trust. Specifically, beyond quality incidents, there have been complaints about taste, odor, and other issues stemming from the presence of chlorine. To address this, water service operators are employing various management strategies from both temporal (scheduling) and spatial (rechlorination) perspectives to ensure uniform and safe distribution of chlorine residuals. In this study, we focus on the optimal monthly management of chlorine residuals, based on water distribution network analysis. Water quality reaction coefficients, including bulk fluid and wall reaction coefficients, were estimated through lab-scale tests and EPANET water quality simulations, respectively, accounting for temperature variations in a large-scale water distribution network. Utilizing these estimated coefficients, we examined the monthly variations in chlorine residual distribution under different chlorine injection conditions. The results indicate that the efficient concentration for chlorine injection, which satisfies the residual chlorine limit range, varies with temperature changes. Consequently, it is imperative to establish a specific and quantitative chlorine injection plan that considers the accurate spatial distribution of monthly chlorine residuals.

Shutdown chemistry evolution is performed in nuclear power plants at each refueling outage (RFO) to establish safe conditions to open system and minimize inventory of corrosion products in the reactor coolant system (RCS). After hydrogen peroxide is added to RCS during shutdown chemistry evolution, corrosion products are released and are removed by filters and ion exchange resins in the chemical volume control system (CVCS). Shutdown chemistry evolution including RCS clean-up time to remove released corrosion products impacts the critical path schedule during RFOs. The estimation of clean-up time prior to RFO can provide more reliable actions for RCS clean-up operations and transients to operators during shutdown chemistry. Electric Power Research Institute (EPRI) shutdown calculator (SDC) enables to provide clean-up time by Co-58 peak activity through operational data from nuclear power plants (NPPs). In this study, we have investigated the results of EPRI SDC by shutdown chemistry data of Co-58 activity using NPP data from previous cycles and modeled the estimated clean-up time by EPRI SDC using average Co-58 activity of the NPP. We selected two RFO data from the NPP to evaluate EPRI SDC results using the purification time to reach to 1.3 mCi/cc of Co-58 after hydrogen peroxide addition. Comparing two RFO data, the similar purification time between actual and computed data by EPRI SDC, 0.92 and 1.74 h respectively, was observed with the deviation of 3.7-7.2%. As the modeling the estimated clean-up time, we calculated average Co-58 peak concentration for normal cycles after cycle 10 and applied two-sigma (2σ, 95.4%) for predicted Co-58 peak concentration as upper and lower values compared to the average data. For the verification of modeling, shutdown chemistry data for RFO 17 was used. Predicted RCS clean-up time with lower and upper values was between 21.05 and 27.58 h, and clean-up time for RFO 17 was 24.75 h, within the predicted time band. Therefore, our calculated modeling band was validated. This approach can be identified that the advantage of the modeling for clean-up time with SDC is that the primary prediction of shutdown chemistry plans can be performed more reliably during shutdown chemistry. This research can contribute to improving the efficiency and safety of shutdown chemistry evolution in nuclear power plants.
Since the 2000s, ensemble streamflow prediction (ESP) has been actively utilized in South Korea, primarily for hydrological forecasting purposes. Despite its notable success in hydrological forecasting, the original objective of enhancing water resources system management has been relatively overlooked. Consequently, this study aims to demonstrate the utility of ESP in water resources management by creating a simple hypothetical exercise for dam operators and applying it to actual multi-purpose dams in South Korea. The hypothetical exercise showed that even when the means of ESP are identical, different costs can result from varying standard deviations. Subsequently, using sampling stochastic dynamic programming (SSDP) and considering the capacity-inflow ratio (CIR), optimal release patterns were derived for Soyang Dam (CIR = 1.345) and Chungju Dam (CIR = 0.563) based on types W and P. For this analysis, Type W was defined with standard deviation equal to the mean inflow, and Type P with standard deviation ten times of the mean inflow. Simulated operations were conducted from 2020 to 2022 using the derived optimal releases. The results indicate that in the case of Dam Chungju, more aggressive optimal release patterns were derived under types with smaller standard deviations, and the simulated operations demonstrated satisfactory outcomes. Similarly, Soyang Dam exhibited similar results in terms of optimal release, but there was no significant difference in the simulation between types W and P due to its large CIR. Ultimately, this study highlights that even with the same mean values, the standard deviation of ESP impacts optimal release patterns and outcomes in simulation. Additionally, it underscores that systems with smaller CIRs are more sensitive to such uncertainties. Based on these findings, there is potential for improvements in South Korea's current operational practices, which rely solely on single representative values for water resources management.
Obviating user churn is a prominent strategy to capitalize on online games, eluding the initial investments required for the development of another. Extant literature has examined factors that may induce user churn, mainly from perspectives of motives to play and game as a virtual society. However, such works largely dismiss the service aspects of online games. Dissatisfaction of user needs constitutes a crucial aspect for user churn, especially with online services where users expect a continuous improvement in service quality via software updates. Hence, we examine the relationship between a game's quality management and its user base. With text mining and survival analysis, we identify complaint factors that act as key predictors of user churn. Additionally, we find that enjoyment-related factors are greater threats to user base than usability-related ones. Furthermore, subsequent quasi-experiment shows that improvements in the complaint factors (i.e., via game patches) curb churn and foster user retention. Our results shed light on the responsive role of developers in retaining the user base of online games. Moreover, we provide practical insights for game operators, i.e., to identify and prioritize more perilous complaint factors in planning successive game patches.

Complex school facilities are being considered to meet increased public demands for culture and welfare in Korea, given the decreasing population. In this context, Gyeongi-do Hwaseong City's E-umteo is recognized as a relatively well-operated school complex. Therefore, this study considered seven E-umteo branches as case studies to examine the operations of educational programs and understand the techniques employed in the spatial configuration of E-umteo. To this end, field observations and interviews with facility operators were conducted. The case analysis results revealed that educational programs could be classified into three types: learning sharing , community communication, and lifelong learning. Furthermore, the learning sharing type was classified into education and physical education while the community communication type was classified into the community and convenience types. Meanwhile, lifelong learning was identified as the most actively used type by differentiating specialized programs. With regard to the spatial composition between the school and the "pitcher," only the connection and independent types were observed, and no integral type was discovered. Therefore, integrated future studies are mandated.
