A Study on Operational Status of the Six Sigma Action in Manufacturing Industry (제조부문의 6시그마 활동 운영 실태에 관한 연구)

  • Purpose: Most enterprises adopt six sigma acts to maximize the business performance with raising the executiveness for the project improvements in each parts. But there are little studies about six sigma actual operations in manufacturing whether the six sigma improvements that have injected a lot of budget, efforts, labours and time are run properly. Methods: This study select 31 interviewees who have MBB or BB from 5 large enterprises running six sigma over 10 years and 5 SMEs running six sigma over 5 years to understand and review the operational status of six sigma actions in manufacturing industry and to secure representativeness. This study identify the operational status of six sigma actions and key factors enhancing or impeding execution of six sigma projects through face-to-face interviews and online surveys by e-mail. Results: This study figured out the operational status of six sigma actions and key factors enhancing or impeding execution of six sigma projects. We used SPSS 16.0 for the reliability and the validity of survey data. Conclusion: There can be a lot of different factors that affect six sigma project improvements besides the key factors from this study. More study need to think of the organization characteristics and the basic conditions and to remedy the unreasonable points and defects rather than following foreign companies and enterprises.

Analysis on the Actual Conditions for Efficient Use of Rural Closed School in Chungchungnam-do - Focused on Closed School Operators - (충청남도 농촌 폐교자원의 효율적 활용을 위한 현황분석 - 폐교 운영자를 대상으로 -)

  • School closings in rural area continue to occur due to drops in population in those areas. Many studies have been done in order to effectively utilize such closed schools. However, there is a lack of studies targeting operators of the closed facilities for revitalization. Therefore, the goal of this research is understanding the real operational status of and finding solutions for the closed schools after studying the current operational status of the closed schools by conducting surveys with their operators. The survey was performed with closed-school-operators in Chungcheongnam-Do as the target; and the analysis was conducted regarding the acquisition type of the closed schools (purchase, lease), building condition, repair and construction status, annual visitors, operational days, operational fees, seasonal ups and downs, operational profits, and satisfaction of local government support. The results showed that there were differences with visitors and operational days along acquisition types as well as low operational profits and seasonal ups and downs including dissatisfaction of local government support. In this study, institutional and political improvement measurements were suggested for the effective operation of the closed facilities based on the main results.

  • In this paper are reviewed the current status of nuclear fuel management and reactor operational aid tools. In addition, we indicate deficiencies in current capabilities and what future research is judged warranted. For the nuclear fuel management review the focus is on light water reactors and the utilization of stochastic optimization methods applied to the lattice, fuel bundle, core loading pattern, and for BWRs the control rod pattern/core flow design decision making problems. Significant progress in addressing separately each of these design problems on a single cycle basis is noted; however, the outstanding challenge of addressing the integrated design problem over multiple cycles under conditions of uncertainty remains to be addressed. For the reactor operational aid tools review the focus is on core simulators, used to both process core instrumentation signals and as an operator aid to predict future core behaviors under various operational strategies. After briefly reviewing the current status of capabilities, a more in depth review of adaptive core simulation capabilities, where core simulator input data are adjusted within their known uncertainties to improved agreement between prediction and measurement, is presented. This is done in support of the belief that further development of adaptive core simulation capabilities is required to further significantly advance the utility of core simulators in support of reactor operational aid tools.

Opening Status of the Korea Midwifery Birthing Centers and Development of Midwifery Practice Guideline (한국 조산원 개원실태 및 조산직무지침 개발)

  • Purpose: This study was to investigate the operational status of the midwifery birthing centers (MBCs) and midwives' job status (Phase 1) and to develop midwifery practice guidelines (MPG) (Phase 2) in Korea. Methods: In the first phase, the subjects were 15 midwives who operated 11 of 14 MBCs that were opened as of August 2018. The questionnaire consisted of items to measure the operational status of the MBC and midwives' job status. In the second phase, the MPG was developed from literature review, interviews with five midwives opening their MBCs, surveys with 74 midwives, and a validity evaluation conducted by seven experts. Results: The distribution of operating MBCs was five in Gyunggi-do, two each in Seoul and Incheon, one each in Busan, Chungcheongbuk-do, Gyeongsangbuk-do, Gyeongsangnam-do and Jeju-do. The mean age of midwives was 54.3 and all were female. In 2017, a total of 762 births including 81 homebirths were performed by midwives. The job performance was highest in the order of neonatal care 3.81, childbirth care 3.56, and postpartal care 3.53, respectively. The MPG included seven areas of prenatal care, childbirth care, postpartal care, neonatal care, primary health care, law/ethics, and administration, with 56 tasks and 166 task elements. Conclusion: This study provides the valid basic data for the operational status of the MBC and the midwives' job status. The MPG describes the midwife's job and may be used as basic data for preparing policies for the development of midwifery practice in Korea.

The Operating Status of Security Alarm Systems and the Polices for Inproving the Operational Quality (기계경비시스템 운용현황 고찰과 운용품질개선 방안)

  • This study has been conducted to provide data that contribute to increasing efficiency of 'Private Security', which is cooperated by customer, security companies and the police which carried out 'Public Law Enforcement' and controls security companies. To reach this purpose, we investigated the status of the 'Security Alarm Systems' operated by security service companied in Korea, analyzed arising problems, considered the polices for improving the operational quality. 'Electronic Security Systems' will increase working efficiency in performing 'Private Security'. There can be no two opinions on this matter. Therefore, it can be supposed that the improvement of operational quality of 'Electronic Security System' is an important factor to accomplish security services. 'Security Alarm System' is one of the 'Electronic Security System'. The critical problems in operating 'Security Alarm system' are unnecessary response by false alarm and nuisance alarm. To reduce the problems, it is suggested that security specialist officially licensed should improve security planning, installation and maintenance, and the 'Alarm Verification System' should be introduced with appropriate facilities.

  • Recent increases in the road and rail infrastructure, but the urban traffic problems such as accidents, congestion are increasing. The reason is that the high cost and lack of accessibility of railway transportation, the low quality of road services, and efficient transport links, etc.. The developments of a variety of policy and technical means are being performed to solve these problems. Among them, the Bimodal Tram which is combined low-cost of bus and high service quality of railway transportation is attracting attention. In this paper, the development status of technology and efficient utilization of operational and infrastructure elements for the operational efficiency, safety and passenger comfort of Bimodal Tram is studied.

Safety Management in Norwegian Fish Farming: Current Status, Challenges, and Further Improvements

  • Background: Safety management is required to ensure health and safety of personnel in Norwegian fish farming. However, few studies have addressed the status and practical relevance of this risk-reducing measure. Methods: This article provides new knowledge through interviews with 35 employees at different company levels, addressing perceptions of various safety management activities according to managers and operational personnel. Results: The interviews show that managers and operational personnel at fish farms agree that the quantity of measures aimed to improve safety has increased in recent years. However, some activities are perceived to have higher practical relevance than others. In general, measures that fit well with the practical reality are well received by the employees at the fish farms. Conclusion: Suggested improvements include involving operational personnel in the design of procedures, considering all risk dimensions that may affect occupational health and safety, and challenging the value of specific safety activities based on a detailed knowledge of the distinctive characteristics of work practice in fish farming.

Analysis of Health Promoting Schools: Focusing on Large-sized Elementary Schools in Urban Areas (건강증진모델학교 분석: 도시 지역 대규모 초등학교를 중심으로)

  • Purpose: The purpose of this study was to investigate the operational status and operational problems of health promoting model schools, particularly of the large-sized elementary schools in urban areas. Methods: The study analyzed the data of 14 large-sized elementary schools in urban areas selected from 85 health promoting model schools, an initiative led by the Ministry of Education from 2012 to 2014. Results: The study examined the operation process of health promoting schools in five stages; system development, needs survey & current status survey, school health policy development, program development & execution, and evaluation. In addition, the study discovered three key factors in operating health promoting schools and examined the status of each factor; connection with the curriculum, connection with the community, and consensus among members. Four problems were identified as operational problems: lack of research on faculty health issues, school physical environment and community resources, inadequate presentation of performance indicators, no close coordination in core task development and lack of linkage with the curriculum. Conclusion: It turned out the concept of health promoting school suggested by WHO was relatively faithfully realized in this study. Compared to small-sized elementary schools in rural areas, health promoting schools in this study showed better aspects overall. The connection with the community was good, but the connection with the curriculum was poor.

Indicator of Facility Performance Evaluation (FPE) for Educational Facilities of BTL Projects

  • Build-Transfer-Lease (BTL) was introduced to the domestic construction market in 2005. Now, seven years later, the BTL model is most active for educational facilities. In 2011, 93 educational facility projects entered the maintenance stage. Considering the characteristics of today's BTL projects for educational facilities, the main issues are the initial performance and maintenance of educational facilities and the service-providing status for the 20-year operational management period, in relation to providing safety and convenience to students, the facility users. Seeking a solution, local education offices and departments in charge of BTL under the Ministry of Education, Science, and Technology have been exploring various methods of evaluating operational maintenance performance from various perspectives. For educational facility BTL projects, however, the appropriateness of initial operation performance evaluation, rather than considering the 20-year operational management period, is controversial in regards to sustainability. On this account, performance evaluation items in four areas-operational maintenance evaluation, facility performance status evaluation, maintenance subject evaluation, and sustainable change response evaluation-should be extracted. An indicator of facility performance evaluation is presented in this study through an AHP survey targeting experts, as part of establishing an operation performance evaluation system for educational facility BTL projects.

A Data Fault Detection System for Diesel Engines Using Neural Networks (신경회로망을 이용한 디젤기관의 데이터 이상감지 시스템에 관한 연구)

  • The operational data of diesel generator engine is two kinds of data. One is interactive the other is non interactive. We can find the fault information from interactive data measured for every sampling time when the changing rate, direction and status of data are investigated in comparition with those of normal status to diagnose the fault of combustion system. The various data values of combustion system for diesel engine are not proportional to load condition. The criterion to decide the level of data value is not absolute but relative to relational data. This study proposes to compose malfunction diagnosis engine using neural networks to decide that level of data value is out of normal status with the data collected from generator engine of the ship using the commercial data mining tool. This paper investigates the real ship's operational data of diesel generator engine and confirms usefulness of fault detecting through simulations for fault detecting.
