Purpose: The conventional predicted MFTBF by military standard has a wide discrepancy to that of real-world operation, which leads to overstock and increase operation cost. This paper introduces a analyzing frame using operational reliability and cost data to overcome the discrepancy, and provides reliability improvement process employing the analyzing frame. Methods: This paper suggests Reliability-Cost Matrix (R-C Matrix) and Operational Reliability & Cost Index (ORCI) as a tool for reliability evaluation. Results: KOREIP(KAI's Operational Reliability Evaluation and Improvement Process) is developed employing Reliability-Cost Matrix and Operational Reliability & Cost Index. Conclusion: KOREIP provides a process and its activities based on Reliability-Cost Matrix frame. The process and activities leads reliability improvement of aerospace electronic equipments by means of categorizing and follow-up action based on the concept of frame.

Objectives : This study aimed to identify the perception of quality improvement in health care and operational performance after the implementation of the Healthcare Accreditation. Methods : Data were collected from 5 hospitals that have experienced the 2th Healthcare Accreditation in Busan, South Korea. A Likert 5-point scale was used to measure the research variables and a structured questionnaire was used. Finally, 206 valid cases were analyzed using SPSS win 18.0. For hypothesis testing, hierarchical multiple regression analysis were performed. Results : The perception of quality improvement in health care after the implementation of the Healthcare Accreditation was higher than the operational performance. In the customer orientation and job performance, the perception of quality improvement in health care and operational performance had a significant influence. Conclusions : It is necessary to use the Healthcare Accreditation as a virtuous cycle of management that can ensure enforcement of workplace regulations and improve the members'ability to provide high quality medical services.

Uncertainty is increasing around the world due to COVID-19 and Ukraine crisis. In this situation, each company is making countless efforts to survive. In Korea, smart factory projects targeting small and medium-sized businesses with difficulties have been continuously promoted. As for the smart factory business that has been promoted so far, the base expansion of the smart factory is also steadily increasing as the number of companies carrying out the project is increasing. It was also found that it contributed to productivity improvement and quality improvement. Despite these positive aspects, difficulties and operational problems are also appearing in the process of promoting smart factories. In this study, we investigated and analyzed operational problems and difficulties in the process of promoting smart factories. In addition, improvement plans for problems were presented according to the contents of this analysis, and improvement plans were presented by classifying them into introduction and supply companies, considering that the smart factory business is formed in the form of a consortium between introduction and supply companies.

본 연구에서는 서울시 작은도서관을 대상으로 작은도서관의 운영현황을 조사하고 중요도와 만족도 등에 대한 인식을 파악하고자 하였다. 이를 위해 서울시 861개 작은도서관을 대상으로 전반적인 운영 만족도, 운영 개선사항, 운영사항에 대한 중요도 등에 대해 조사하였다. 연구결과, 유형별 구분에 따른 공립과 사립에 구별 없이 작은도서관에 대한 운영지원 확대, 홍보 강화, 자원 봉사자의 교육 및 처우 개선, 장서의 질적향상 도모, 공간과 시설의 지속적 개선 등이 요구되는 것으로 나타났다. 또한 획일적인 예산지원 및 지도관리가 아니라 운영주체에 따른 운영 특성을 감안하여 공립과 사립으로 구분하여 작은도서관 개선을 위한 방안을 설립할 필요가 있을 것으로 보인다.

The most important task in acquiring the weapon system is to determine the required performance and to test & evaluate it. The importance of the weapon system by ROC (Required Operational Capability) is not considered, and system development and test evaluation are carried out. In addition, technical incidental performance is tested on the same basis as ROC in the test evaluation and determined according to the result. Development test and evaluation that evaluates technical ability is very important, but development agency is supervised and performed. In this paper, we propose a method to give weights considering the importance of ROC, a technical incidental performance determination and test procedure, and a improvement plan for the development and operational test & evaluation.

The purpose of this paper is to suggest the methodology for the establishment of operational concept for speed-up of defense robot and improvement direction of the defense acquisition system for the defense robot. In order to achieve this goal, the current defense acquisition system was analyzed into long-term planning, mid-term programming, and project execution stages. And I suggest the methodology for the establishment of operational concept for speed-up of defense robot and direction of development of the defense robot acquisition system considering the characteristics of the robot in terms of core technologies of robot, robot ecosystem and effectiveness-based-robot-design, respectively. Based on the methodology for establishment of the operational concept of defense robot and development direction of the defense acquisition system presented in this study, it will be possible to design efficiently the defense robot in the future.

Recently, IT outsourcing has been one of the major concerns of many companies. This study proposes a model which composed the outsourcing planning and operational risks affecting the outsourcing performance. Especially, this study focused on the contractors perspective, because the outsourcing risk relative researches are recently performed on the service receivers perspective, contractors perspective researches were relatively lacked. The result of this study, outsourcing planning risks had not affected the outsourcing performance but it had positively affected the operational risks. And also, the outsourcing operational risks had negatively affected the outsourcing performance. For this reason, It is necessary to reduced planning risk induction for the outsourcing performance improvement. Because the planning risks positively affect the operational risks, it is necessary to reduced planning risk induction for the outsourcing performance improvement.

This paper reviews a ceiling prediction method based on a mesoscale meteorological modeling system in South Korea. The study was motivated by the tendency of higher model ceiling height than the observed in daily operational forecasts. The goal of the paper is to report an effort to improve the operational ceiling prediction skill by conducting numerical experiments controlling a model parameter. In a case experiment, increasing constant values used in the relationship between extinction coefficients and concentration showed better performance, indicating a short-term strategy for operational local ceiling forecast improvement.

This study aims to provide the results of a case study, based on the action research approach, in which an user-oriented management system for enterprise information systems operational performance is successful developed and applied. This study performs the research and summarizes the results by adopting 5-step approach of action research, i.e., diagnosing, action planning, action taking, evaluating and specifying learning. The most important lessons learned from the study include (1) operation performance measures should be established to be shared by the management and users; (2) evaluation and improvement activities should be performed continually; and (3) formula to calculate the measure should be evolved so that improvement initiatives can be identified. The results of the study are expected to provide the companies intending to develop a management system for enterprise information systems operational performance with the practical and useful information. In addition, it is expected to suggest the research results that can be utilized as a basis for future research in this area.

하수처리장 운영 시장 규모는 전세계적으로 증가하고 있는 추세이다. 이에 하수처리장 관리 대행 제도는 국내 하수처리장의 효율적인 운영을 위해 도입되었지만 지속적으로 개선의 필요성이 제기되고 있다. 본 연구에서는 하수처리장 관리 제도의 활성화를 위해 현행 하수처리장 운영비용 현황 조사 및 개선 방안을 연구하였다. 하수처리장 용량이 클수록 하수처리단가가 감소하는 하는 경향을 보였다. 전체 하수처리장 운영 단가는 공기업이 가장 저렴하였지만, 유사 하수 처리장(유사 용량, 유사 공법, 유사 운영 기간)의 운영비용을 비교하였을 경우 민간 기업이 가장 저렴한 것으로 나타났다. 하수처리장 관리 및 운영 관계자들과의 면담 조사 결과 관리대행업자 선정 및 운영 비용 산정 방법 개선이 필요하다는 의견이 제시되었다. 본 연구는 하수처리장 관리 대행 활성화를 위한 방안 제시를 위한 기초 자료로 활용 될 수 있을 것으로 판단한다.
