The Optimal Inventory Level of the Maintenance Float to Achieve a Target Operational Availability of Korean-Made Helicopter (한국형 헬기의 목표 운용가용도 달성을 위한 정비대충장비 최적 재고수준 결정)

  • Achieving a target operational availability is more economical and efficient than having many quantities of the weapon system, since the cost of weapon system becomes expensive. The intent of this study is twofold; first, we develop the simulation model to determine the optimal inventory level of the maintenance float while achieving a target operational availability of the Korean-made helicopter. The quantity decision model considers following factors such as a reliability. a turn around time(TAT). a protection level for inventory, and so on. Second, we analyze whether the existence of a lateral transshipment among bases and the reduction of TAT relate to an inventory level and the operational availability. The research result shows that both TAT and lateral transshipment have an effect on reducing the inventory level of the maintenance float and improving an operational availability.

  • This paper deals with a design of a platform to simulate PRT vehicle operational control algorithms using on-board embedded process board. The configuration of the platform is composed of the central control module, the station control module, man-machine interface and monitoring module. Since PRT system needs inherently very reliable vehicle operational control algorithm in order to avoid the impact between vehicles, it is very important to construct a simulation platform to test a designed vehicle operational control algorithm during the development process For the test of the proposed platform a path of the each moving vehicle is predefined in the central control system before the dispatch order is given to the vehicle. The simulation results show the effectiveness of the proposed simulation platform for test and evaluation of the PRT operational control algorithms.

Empirical Results and Operational Cost Analysis of Geothermal Heat Pump System using Thermal Energy Storage in Cooling Season (축열식 지열원 히트펌프 시스템의 냉방기간 실증운전 결과 및 운영비용 분석)

  • The geothermal heat pump systems were installed for heating and cooling of public buildings in Jincheon Eco-friendly Energy town. The heat pump system was operated at night to save on operational costs, and the cold heat was stored in thermal energy storage (TES). In this study, the performance of geothermal heat pump systems with the TES during the summer season was analyzed, and the operational costs with and without the TES were compared. The electric chiller model was used to simulate a heat pump applied without the TES system. Electric rates of each system were measured to calculate operational costs. When the TES is used in the air conditioning system, the electric load (30.4 MWh) calculated in the daytime can move to off-peak load time, and the operational cost is reduced by 36~54%.

  • Measuring performance of corporate information system has become one of the core issues in that development of the information system requires substantial amount of investments and the system works as a crucial leverage to enhance competitive edge. Most of the previous researches for performance of the information system have narrow and limited focus on such as the effect of user satisfaction and productivity. This paper suggests a model to measures the comprehensive performance which is classified as user scope (user involvement and satisfaction), operational scope (task productivity, task innovation, customer satisfaction, management control) and efficiency scope (financial performance), and to represent the relationship among the scopes by the path analysis model. Followings are conclusions from statistical hypothesis test of the model: (i) user involvement through user satisfaction has positive effect on all the performances in the operational scope, (ii) task innovation and customer satisfaction in the operational scope has statistically significant impact on financial performance but task productivity and management control do not. This conclusion indicates that task productivity and management control has the long term effect in nature, and evaluation of the information system has managerial implication when it Is measured in comprehensive performance which includes internal operational performances as well as financial performance.

On determining a non-periodic preventive maintenance schedule using the failure rate threshold for a repairable system

  • Maintenance activities are regarded as a key part of the repairable deteriorating system because they maintain the equipment in good condition. In practice, many maintenance policies are used in engineering fields to reduce unexpected failures and slow down the deterioration of the system. However, in traditional maintenance policies, maintenance activities have often been assumed to be performed at the same time interval, which may result in higher operational costs and more system failures. Thus, this study presents two non-periodic preventive maintenance (PM) policies for repairable deteriorating systems, employing the failure rate of the system as a conditional variable. In the proposed PM models, the failure rate of the system was restored via the failure rate reduction factors after imperfect PM activities. Operational costs were also considered, which increased along with the operating time of the system and the frequency of PM activities to reflect the deterioration process of the system. A numerical example was provided to illustrate the proposed PM policy. The results showed that PM activities performed at a low failure rate threshold slowed down the degradation of the system and thus extended the system lifetime. Moreover, when the operational cost was considered in the proposed maintenance scheme, the system replacement was more cost-effective than frequent PM activities in the severely degraded system.

  • Purpose - After Korea's Free Economic Zone (FEZ) system was launched in 2003, there have been many debates about upgrading it and its support systems. However, as of 2013, there were insufficient results. Further, upon the designation of the East Coast and Chungbuk as official FEZs from February 4, 2013 by the 56th the Commission, there is a concern that many people are in the area designated as FEZ 8. This study investigates Korea's new FEZ system as part of Korea's primary new economic development policy in the 21st century. Therefore, this study examines views on the weaknesses of the past ten years of FEZs so that Korea can expand its FEZ system. Research design, data, and methodology -Many countries have considered the FEZ as an economic special zone. By reviewing previous research models, this study provides an update using recent data and materials, until 2013, from the Center of Free Economic Zones. In previous studies, the lack of support systems was attributed to proposals to ensure operational autonomy and differentiation of each FEZ; however, the main cause cannot be solved through regulatory issues, as difficulties caused by the operational system are responsible for the problems. We wish to analyze the FEZ, specifically the operational system; this is the main issue of this study. Results - After the first FEZs were established, it became necessary to have basic plans, as investment results in 2013 compared to the same period this year led to lower earnings in the first half of 2014. We propose an improvement of the operational system because in the free economic zones, the operational system is the root cause of the underlying problem. The results of this research are as follows. The weak management of the FEZ system is influenced by weak investment, delayed development, foreigners' living facilities, benefits of foreign investments, the control tower's policy making decision process, quickness of the process of satisfying legal requirements, and support For the independence of FEZs. Conclusion - Local governments do not have legal rights over FEZ deregulation and investment industries. This study suggests that the local government should have more independence from the central government. Moreover, independent management committees are more effective for ensuring public rights, better employee responsibilities, and better-qualified personnel. The FEZ committee struggles to effectively manage the locations of FEZs, foreign investments, and related facilities under the control of the Ministry of Trade, Industry and Energy. Thus, the FEZ committee should be under either the Prime Minister's office or the Presidential committee, to control and effectively coordinate between the local and central governments. If the problem clearly applies to the operational system in 2013, it is necessary to provide materials and methods so that the results of the first half of 2014 can be computed despite the data limits and lack of resources, and the data can be analyzed in a more diachronic thesis.

  • Navy forces of ROK asked for more than 90% operational availability in the requirement document of combat ship. This study proposes the evaluation methodology of operational availability with the evaluation process, calculation formula, analysis of operational test data. As the case study, the developed methodology is proved to apply for 00 batch-I naval ship using the data to be acquired during the operational test period. The operational availability by test data was 90.03%, and it was satisfied with objective value 90%. The paper will contribute not only to establish the evaluation methodology of operational availability for combat ship but also other general weapon system.

  • In the case of a low density branch line, these areas are operating at a loss. So much money is used for infrastructure maintenance cost. To solve the problem, our institute have a project to develop the Information & Communication Technology based train operation system. In a similar research in the Europe, The UK's Transport Research Laboratory experienced analysis of operational issue for developing ERTMS from Level II to Level III. In this paper, we study about railway operational issues before development of ICT based train operation system. An analysis target of operational issues are railway business process & data, drivability and moving or virtual block system.

  • The most important task in acquiring the weapon system is to determine the required performance and to test & evaluate it. The importance of the weapon system by ROC (Required Operational Capability) is not considered, and system development and test evaluation are carried out. In addition, technical incidental performance is tested on the same basis as ROC in the test evaluation and determined according to the result. Development test and evaluation that evaluates technical ability is very important, but development agency is supervised and performed. In this paper, we propose a method to give weights considering the importance of ROC, a technical incidental performance determination and test procedure, and a improvement plan for the development and operational test & evaluation.

  • The Operational Mode Summary/Mission Profile(OMS/MP) is a document which describes how a system or training device will be used in wartime and/or peacetime at the time it is field with focus on the future. OMS/MP is also typically used for the RAM goal setting in an early phase of weapon system development. This paper provides OMS/MP and RAM goal of the Next-MILSATCOM which is following military satellite system after ANASIS. We propose operational concepts, user-side OMS/MP model and RAM goal.
