도시 하천유지유량 공급의 저수지 운영 방법 (Operation rule curve for supplying urban instream flow from reservoir)

  • To provide the operation rule curve for suppling instream flow to urban stream from reservoir, the Soho reservoir with watershed area of 7.4 $km^2$ and total water storage of 2.58 $Mm^3$ was planned at the headwaters of the Daejeoncheon. Daily streamflow was simulated and using the simulated streamflow and desired instream flow, the operation rule curve by Senga method was drawn and evaluated through reservoir operation. Senga method is derived by accumulating the differences between streamflow and desired instream flow adversely. Water storages were simulated on a daily basis to supply urban instream flow from Soho reservoir, but the amount of supplying instream flow to urban stream was not nearly increased comparing with that of normal operation that does not used the rule curve. Thereafter the new simulation-based operation rule curve was derived and applied to supply instream flow from Soho reservoir. In normal operation, the amount of instream flow was shown to 15,000 $m^3$/d, but it was increased to 27,700 $m^3$/d in withdrawal limited operation using the new derived rule curve, in which the applicability of this rule curve was proved. Also comparing with the flow duration curves at station just before urban Daejeoncheon stream without and with upstream Soho reservoir, the 95th flow was decreased from 1.64 mm/d to 1.51 mm/d, and the 355th flow was increased from 0.17 mm/d to 0.30 mm/d. Monthly streamflows during October to March were increased from 10.6~24.1 mm to 24.1~34.0 mm with the increasing rate of 141~227%.

  • This paper presents a method to measure the similarity of assigned jobs in the gravure printing operation based on the chromaticity and color sequence, and order the jobs accordingly. The proposed dispatching rule can be used to fulfill diverse manufacturing site requirements because the parameters can be adjusted to prioritize chromaticity and color sequence. In general, dispatching rules either ignore the job-changing time or require that the time be clearly defined. However, in the gravure printing operation targeted in this study, it is difficult to apply the general dispatching rule because of the difficulties in quantifying the job-changing time. Therefore, we propose a method for generalizing assignment rules of the job planner, allocating relative similarity among assigned jobs, and determining the sequence of jobs accordingly. Chromaticity priority is determined by the arrangement of the color assignments in the printing operation; color sequence priority is determined by the addition, deletion, or change in a specific color sequence. Finally, the job similarity is determined by the dot product of the chromaticity and color sequence priorities. Implementation of the proposed dispatching rule at an actual manufacturing site showed the planner present the same job order as that obtained using the proposed rule. Therefore, this rule is expected to be useful in industrial sites where clear quantification of the job-changing time is not possible.

다목적댐의 연계운영을 위한 최적 운영률 개발 (Development of Optimal Operation Rule for Multipurpose Reservoirs System)

  • 하천을 구성하는 수공시스템의 구성요소 중에서 댐과 같이 하천유량 조절에 중요한 역할을 하는 시설이 신규건설을 통해 시스템에 추가되면, 기존 시스템의 운영방식은 이를 고려하여 변화되어야 된다. 기존댐에서 사용되던 운영률은 기왕의 시스템의 입력과 출력에 적합하도록 설계되었으므로, 신규댐이 하천에 추가되면 운영률 또한 이를 고려하여 변화되어야 한다. 본 연구에서는 하천에 신규댐 건설로 인하여 기존댐 운영률의 변화가 필요할 때, 기존댐과 신규댐의 운영목적을 동시에 고려하여 새로운 운영률을 작성하기 위한 기법을 제시하였다. 이를 위하여 추계학적 기법을 통해 발생된 유입량과 최적기법을 사용한 댐 연계운영을 실시하여 저수지 운영률을 개발하였다 본 연구에서 제안된 기법의 검증을 위해 금강유역을 선정해 적용한 결과 새로운 운영률의 적합성을 확인하였다.

유역배율이 작은 저수지의 이수관리방법 (Operation Rule Curve for Reservoir with Low Areal Ratio of Watershed to Downstream Paddy Field)

  • To provide a operation rule curve for reservoir with low ratio of watershed area to paddy field area, Duckyong reservoir with watershed area of $15.8km^2$ and paddy field area of 1,071ha was selected, in which 4 meters are being heightened and full water levels will be increased from EL.26.0m to EL.30.0m, total water storages from 365.6M $m^3$ to 708.0M $m^3$. There was no operation rule curve that satisfied over 90% reliability of water supply in reservoir with watershed area of 1.48 times of paddy field area. The differences between observed and simulated reservoir daily water storages were minimized to determine parameters for simulating reservoir inflow in case of paddy field area of 550ha from 1991 to 2010. A operation rule curve was drawn to have a maximum storage with total water storage, which was in paddy field area of 700ha with ratio of 2.3 between watershed area and paddy field area. This case showed that annual irrigation water supply was 668M $m^3$ and instream flow of 57M $m^3$, water supply reliability of 55.6% in normal operation, and annual irrigation water supply was 605M $m^3$ and instream flow of 38M $m^3$, water supply reliability of 95.6% in withdrawal limited operation. Water supply reliabilities showed 35.6% without flood regulation and 17.8% with flood regulation in existing reservoir before heightening.

한강수계 저수지군의 갈수대응 운영을 위한 Hedging Rule의 개발과 적용성 평가 (Development and Assessment of Hedging Rule for Han River Reservoir System Operation against Severe Drought)

  • 본 연구는 수계관리 측면에서 물 공급의 기준이 되는 하류 제어지점에서 발생할 수 있는 물 부족을 최소 허용하면서 저수지군 최적 운영방안을 제공할 수 있도록 위험도 평가기준을 목적함수 및 제약조건에 반영한 hedging rule을 혼합정수계획법(MIP, Mixed Integer Programming)으로 구성하고 이에 대한 이행도를 분석함으로써 기존의 용수공급 신뢰도에 중점을 두었던 저수지군 최적 운영 분석기법을 개선하고자 하였다. 이를 위해 한강수계 5개 저수지(소양강댐, 충주댐, 화천댐, 청평댐, 팔당댐)군을 대상으로 수계관리를 위한 모형을 구축하였으며, 한강수계 내에 총 8개의 가상 제어지점을 구성하여 댐 하류 제어지점에서의 물 부족에 대해 위험도를 평가하였으며, 개발된 hedging rule의 적정성을 검증하기 위하여 2개의 유입량 계열('93. 1월~'97. 12월, '99. 1월~'03. 12월)에 대하여 적용 검토하였다. 팔당댐 하류 제어지점의 월별 최소유량을 비교하면 '93. 1월~'97. 12월의 모의기간에서는 hedging rule 적용 시 $317.5{\times}10^6m^3$으로 단독운영의 $310.6{\times}10^6m^3$, 연계운영의 $56.3{\times}10^6m^3$ 보다 많은 유량을 보였으며, '99. 1월~'03. 12월의모의기간에서도 hedging rule 적용시 $243.7{\times}10^6m^3$ 으로 단독운영의 $204.2{\times}10^6m^3$, 연계운영의 $111.2{\times}10^6m^3$에 비해 최소 유량이 많은 것을 확인하였으며, 이는 제안한 hedging rule에 의해 하류 제어지점에서의 최대 물 부족량이 감소하는 결과를 보여주고 있다.

저류량을 고려한 병렬저수지 연계운영 (A Study of Parallel Reservoir Integrated Operation considering Storage)

  • 본 연구에서는 병렬구조를 가진 안동댐과 임하댐에 대하여 할당법칙(Allocation rule, AR)을 이용하여 용수공급해석과 신뢰도지표를 산정하였다. 할당계수의 분석결과로는 안동댐이 용수공급의 기여도가 임하댐과 비교해서 Rule(A), Rule(B)에서는 66%이상으로 분석되었으며, Rule(C)의 경우 거의 대등한 기여를 하는 것으로 분석되었다. Rule(C)의 경우는 안동댐과 임하댐의 각각의 저류상태와 공급능력 상태에 따라 저류량과 유입량의 합을 댐의 평균저류량으로 나눈 비에 의해 공급량이 할당되어서 우수한 결과를 나타내었다. 병렬저수지 시스템의 용수공급의 분석기준에 있어 월별로 일정한 양을 기준으로 분석하는 것보다는 월별 용수변화량을 고려한 경우가 용수공급분석에 있어 우수한 결과를 나타나는 것으로 분석되었다. 본 연구를 기초로 하여 용수공급해석을 위한 새로운 기법이 개발되어 병렬저수지에 적용되었으며, 이 운영규칙은 여러 종류의 병렬저수지 시스템의 적용에 있어 효율적인 운영방안을 수립할 수 있을 것이다.

A Performance Comparison between Operation Strategies for Idle Vehicles in Automated Guided Vehicle System

  • An Automated Guided Vehicle System (AGVS) with a unidirectional loop guide path is modeled as a discrete-time stationary Markov chain. It is discussed how to estimate the mean response time, the utilization, and the cycle time of AGV for a delivery order. Three common operation strategies for idle vehicles - central zone positioning rule, circulatory loop positioning rule and point of release positioning rule - are analyzed. These different operation strategies are compared with each other based on the performance measures.

From the present percentage of reservoir storage and the operation rule curve, it could be determined to ristrict the irrigation water supply to a certain level and eventually to overcome the shortage of water in the irrigation reservoir.

  • The principal operation rule of irrigation reservoir is to accelerate the water use and supply water actively when water is sufficient, and to restrict water use and supply water deficiently in order not to stop the irrigation activity when water is scarce. In drought seasons. water should be saved in order to keep the reservoir not to be dried up during the irrigation season. It is important to know how much water should be saved, depending on the rice-growing season and water storage volume. For the drought control of irrigation reservoirs. the rotational irrigation scheduling in paddy with the operation rule curve developed in this study could be utilized as a software program to install TM/TC system for irrigation water supply by automation facilities.

농업용 저수지 이수관리를 위한 저수율 가뭄단계기준 개선 (Improvement of Drought Operation Criteria in Agricultural Reservoirs)

  • Currently, the operation rule of agricultural reservoirs in case of drought events follows the drought forecast warning standard of agricultural water supply. However, it is difficult to preemptively manage drought in individual reservoirs because drought forecasting standards are set according to average reservoir storage ratio such as 70%, 60%, 50%, and 40%. The equal standards based on average water level across the country could not reflect the actual drought situation in the region. In this study, we proposed the improvement of drought operation rule for agricultural reservoirs based on the percentile approach using past water level of each reservoir. The percentile approach is applied to monitor drought conditions and determine drought criteria in the U.S. Drought Monitoring (USDM). We applied the drought operation rule to reservoir storage rate in extreme 2017 spring drought year, the one of the most climatologically driest spring seasons over the 1961-2021 period of record. We counted frequency of each drought criteria which are existing and developed operation rules to compare drought operation rule determining the actual drought conditions during 2016-2017. As a result of comparing the current standard and the percentile standard with SPI6, the percentile standard showed severe-level when SPI6 showed severe drought condition, but the current standard fell short of the results. Results can be used to improve the drought operation criteria of drought events that better reflects the actual drought conditions in agricultural reservoirs.
