문화정보화 부문의 통합전산환경 구축.운영의 기대 성과분석 (An Analysis on the Expected Performance of Constructing and Operating the Integrated Computing Environment in case of Culture Informatization)

  • 본 연구에서는 문화관광부의 소속기관 및 산하단체의 정보시스템 운영환경을 통합한 문화정보 통합센터의 구축 운영을 가정한 사례를 중심으로 기대성과를 분석하는 방법론을 제시하였다. 본 연구의 주요 목표로는 첫째, 문화정보 통합전산환경 구축 운영에 따른 성과를 사업적 기대가치와 전략적 기대가치로 구분하여 성과항목을 도출하도록 하였으며, 둘째, 사업적 기대가치의 경우에는 균형성과표(BSC) 관점에서 핵심성공요인(CSF) 기법을 이용하여 정보화업무 효율화성과, 조직혁신 및 발전성과, 대민서비스 향상성과, 문화적 가치제고 성과 등 4가지 관점으로 범주화하여 세부 성과항목을 도출하는 방법을 제시하였다. 셋째, 사업적 기대가치중 정보화업무 효율화 성과의 경우에는 TCO(Total Cost of Ownership) 관점에서 경제적 성과 측정을 위한 세부 평가항목 및 평가지표를 개발하고 문화정보화 부문의 사례를 중심으로 구체적인 측정방법을 제시하였다.

  • 평생교육기관의 역할을 수행하고 있는 방송통신고등학교의 특별활동은 제반 여건의 부족과 수업 연구에 대한 부족으로 사실상 운영되지 못하고 있는 실정이다. 이에 본 연구에서는 방송고 특별활동의 효과적인 운영 방안을 탐색하기 위하여 특별활동 온라인 콘텐츠를 방송고에 시범 적용하였으며, 그 결과 수업 운영에 필요한 시사점을 도출하였다. 이러한 시사점을 바탕으로 방송고 특별활동 운영에 필요한 5가지 Blended-Learning 영역을 선정하였으며, 이 중 방송고 특별활동에 맞는 교수 학습 방법과 전략을 블랜딩한 직접교수모형을 구안하였다. 따라서 이러한 연구 결과를 바탕으로 방송고 학생의 특수성과 특별활동 내용상의 특성을 반영한 방송고 특별활동 Blended-Learning 수업 모형을 개발하였다.

전자무역 플랫폼의 기본요건과 운영방안에 관한 연구 (A Study on the Basic Requirements and Operation Plan of E-trade Platform)

  • The rapid development of internet information technology has increased interest in e-Trade these days, but it is not activated greatly up to now. In order to promote e-Trade, it is essential to construct cooperative process such as connecting systems among trade related parties. Building e-Trade platform which is based on the infrastructure of the past trade automatic system is key point of promoting e-Trade. To do this, a study on the basic concept and specific components of e-Trade platform is needed absolutely. At this point of view, after this paper has examined domestic and foreign studies on the fundamental technologies about electronic commerce, it drew several key technologies that could be applied to e-Trade considering the current IT trend. Then it evaluates these technologies according to Technology Reference Model(TRM) of the National Computerization Agency. This will help us to show the operation strategy as well as the concept of future e-Trade platform and its composition. On the basis of the theoretical background, this paper classified NCA's technology model into 6 fields, which are application. data, platform, communication, security and management. Considering the key technologies, e-Trade platform has to be mutually connected and accept international standards such as XML. In the aspect of business side, trade relative agencies' business process as well as trading company's process has to be considered. Therefore, e-Trade platform can be classified into 3 parts which are service, infrastructure and connection. Infrastructure part is compared of circulating and managing system of electronic document, interface and service framework. Connecting service (application service) and additional service (application service) consist of service part. Connecting part is a linking mutual parts and can be divided into B2B service and B20 service. The organization operating this e-trade platform must have few responsibilities and requirements. It needs to positively accept existing infrastructure of trade automatic system and improving the system to complete e-trade platform. It also have to continuously develop new services and possess ability to operate the system for providing proper services to demanders. As a result, private sector that can play a role as TTP(Third Trust Party) is adequate for operating the system. In this case, revising law is necessary to support the responsibility and requirement of private sector.

통신지사의 성과평가 : 비재량 요인을 포함한 DEA 적용 (Evaluating Performance of Telecommunication Branch : Application of DEA with Non-Discretionary Factor)

  • Improving efficiency of the telecommunication is crucial to the development and growth of Korean economy. Recently, it has become important with the huge development of information technology and its greater potential for extensive impact on the rest of the economy. Hence, it is useful to determine the factors that help enhance efficiency in telecommunication and consider them in improving the evaluation model. This study applies DEA (data envelopment analysis) to evaluate the relative efficiency of 51 branches of a Korean telecommunication company. Using the super-efficiency approach, we tested outliers which may affect the results and ranked the efficient branches. A method of deriving key variables applied to business operation is proposed to identify the key performance indicators for evaluation that takes environmental (non-discretionary) factors into account. We used the extended CCR model proposed by Banker and Morey to investigate the influence of non-discretionary factor. The information provided by the model (slacks, weights) and the sensitivity analysis shows that the most important indicator that affects the branch performance is operating cost. The results of sensitivity analysis show that average efficient score decreases from 0.972 (base case) to 0.863 for CASE2-COST. The average score of the data proves the priority of operating cost over other indicators. The effect of environmental (non-discretionary) variable was found to be significant. The population effect was positive and improved overall efficiency by 0.91% on average. Non-discretionary factor plays a meaningful role explaining the performance of branches. The performance optimization report can help a manager of an inefficient branch to develop branch strategies. Managers can identify the top-performing units, study best practices and adopt the strategy to the organization.

  • Regional information infrastructure(RII) plays an increasingly important role in determining the competitiveness of companies operating within the region. The purposes of this research are (1) to identify the types of RII demanded by the companies operating within Pusan and KyungNam areas in Republic of Korea, (2) to explain the levels of RII demand using variables including organizational environment, organizational strategy, and the importance of information systems for the organization, and (3) to examine whether the types of RII demand are different depending on the competition strategies that companies are pursuing. The most important type of RII that region companies demand is information systems personnel having knowledge in systems control, systems planning, communication network, database administration, and system construction. In addition, demanded are TSDN, satellite communication network, and shareable software and hardware. The levels of RII demand are different depending on the importance of information systems(IS) roles for the businesses. The more important IS role is for a company, the more sharable computing equipments and facilities are demanded. The importance of IS role is affected by the organizational environment and organizational strategy. The levels of RII demand are different also depending on the competitive advantages that companies are pursuing. Companies focusing on achieving short-term and direct benefits using information technology tend to have higher demands on sharable computing equipments and facilities as well as on information communication services. This research is explorative in nature One major limitation of this research, therefore, is that the plausibility of the postulated hypotheses was not examined simultaneously. This research is meaningful in that it first attempted to measure the demands of regional companies for RII.

Arsenic removal from drinking water by direct contact membrane distillation

  • In this study, the treatability of arsenic (As) contaminated water by direct contact membrane distillation (DCMD) at different delta temperatures (${\Delta}T$) 30, 40 and $50^{\circ}C$ has been investigated. Two different pore sizes ($0.22{\mu}m$ and $0.45{\mu}m$) of hydrophobic membranes made of polyvinylidene fluoride (PVDF) were used. The membrane pore sizes, the operating temperatures, the feed solution As concentration and conductivity have been varied during the experimental tests to follow the removal efficiency and flux behavior. Both membranes tested had high removal efficiency of arsenite (As (III)) and arsenate (As (V)) and all permeates presented As concentration far lower than recommended $10{\mu}g/L$ of world health organization (WHO). As concentration was below detection limit in many permeates. Conductivity reduction efficiency was over 99% and the transmembrane flux (TMF) reached $19L/m^2.h$ at delta temperature (${\Delta}T$) of $50^{\circ}C$ with PVDF $0.45{\mu}m$ membrane. The experimental results also indicated that $0.45{\mu}m$ pore sizes PVDF membranes presented higher flux than $0.22{\mu}m$ pore sizes membranes. Regardless of all operating conditions, highest fluxes were observed at highest ${\Delta}T$ ($50^{\circ}C$).

  • 본 연구는 재난현장 소방공무원 회복실 설치에 대한 근거를 제공하여 소방공무원의 안전과 회복탄력을 위한 회복실 설치 모델을 제공하고자 한다. 연구목적을 달성하기 위하여, 우리는 소방공무원을 대상으로 회복실의 효과성 검증을 위한 설문조사 및 빈도분석과 분산분석을 실시하였다. 연구의 결과를 바탕으로 효과적인 회복실을 운영하기 위한 정책적 제언은 다음과 같다. 각 소방본부에 회복실 운영을 위한 조직이 구축되어야 하고, 회복실 운영을 위한 인적자원을 확보하여야 한다. 그리고 회복실 운영책임자의 임무 내용, 회복실 운영자의 임무 내용, 회복실 운영절차 등 세부적인 운영기준이 마련되어야 하고, 회복과 회복실에 대한 이해를 높일 수 있는 교육이 필요하다.

Utilization of desktop 3D printer-fabricated "Cost-Effective" 3D models in orthognathic surgery

  • Background: In daily practice, three-dimensional patient-specific jawbone models (3D models) are a useful tool in surgical planning and simulation, resident training, patient education, and communication between the physicians in charge. The progressive improvements of the hardware and software have made it easy to obtain 3D models. Recently, in the field of oral and maxillofacial surgery, there are many reports on the benefits of 3D models. We introduced a desktop 3D printer in our department, and after a prolonged struggle, we successfully constructed an environment for the "in-house" fabrication of the previously outsourced 3D models that were initially outsourced. Through various efforts, it is now possible to supply inexpensive 3D models stably, and thus ensure safety and precision in surgeries. We report the cases in which inexpensive 3D models were used for orthodontic surgical simulation and discuss the surgical outcomes. Review: We explained the specific CT scanning considerations for 3D printing, 3D printing failures, and how to deal with them. We also used 3D models fabricated in our system to determine the contribution to the surgery. Based on the surgical outcomes of the two operators, we compared the operating time and the amount of bleeding for 25 patients who underwent surgery using a 3D model in preoperative simulations and 20 patients without using a 3D model. There was a statistically significant difference in the operating time between the two groups. Conclusions: In this article, we present, with surgical examples, our in-house practice of 3D simulation at low costs, the reality of 3D model fabrication, problems to be resolved, and some future prospects.

스포츠이벤트 프로세스 관리시스템 표준 프레임워크 개발 (The Development of the Standard Framework of Sports Event Process Management System)

  • 스포츠이벤트의 운영 환경은 크기, 종류, 지역에 따라 다양하고, 단위업무별 업무가 독립적이지 않고 상호 유기적인 관계를 이루고 있으며, 복잡한 이해관계자가 매트릭스구조로 이루어져 있어 일반화된 운영 모델을 구축하는 것은 결코 쉬운 일은 아니다. 이 연구에서는 이러한 문제를 해결하기 위해 스포츠이벤트 관리의 개념 및 프로세스의 지침을 제공하는 '표준'을 제안한다. 표준개발을 위해 산업분야 및 활동의 품질경영을 위한 국제 표준 규격인 ISO 9001:2015에서 제시하는 프레임을 따라 표준화를 진행하였다. 이 연구에서 제안하는 표준의 구성은 적용범위, 인용표준, 용어와 정의, 조직의 상황, 리더십, 계획수립, 지원, 운용, 성과평가, 개선으로 구성되어 있다. 이 연구에서 제시하는 스포츠이벤트 프로세스 관리 시스템 표준은 스포츠이벤트의 형태 또는 규모에 관계없이 스포츠이벤트를 유치하고, 준비하여, 운영하고자 하는 모든 조직에 적용될 수 있다. 또한, 스포츠이벤트의 생애주기 단계별 프로세스 관리에 초점을 맞춘 접근방법을 시도하여, 프로세스와 프로세스 간 상호 관련성과 의존성을 관리 할 수 있도록 하였다.

  • 2022년 2월 24일, 우크라이나-러시아 전쟁이 발발했다. 이 전쟁에서 특이한 현상들이 발생하고 있는데, 그중에 하나가 2차 세계대전 이후 장군들의 전사율이 가장 높다는 것이다. 이것은 우크라이나군이 러시아군의 장군들만을 제거하는 핀셋작전을 전개하고 있기 때문이다. 이를 위해, 우크라이나군은 군사정보팀이라는 특수작전 부대를 운용하고 있는데, 이들은 자체, 미군·나토군, 민간 등의 자산을 융복합하여 다영역에서 활용함으로써 시너지를 창출하고 있다. 특히, 이들은 스타링크를 활용하여 '감시-결심-타격' 활동을 실시간 초연결함으로써 생존성과 작전효용성을 극대화하고 있다. 한국군 또한 다양한 특수작전부대를 보유하고 있고, 한반도에는 대량살상무기 위협이 내재되어 있다. 따라서 우크라이나군에서 운용하는 군사정보팀의 조직편성, 무기체계 및 운용 방법은 한국군이 미래 위협을 상쇄하는데 방향성을 제공할 수 있다.
