A Critical Examination of Public Sphere Communication in the Decision-making Process in Relation to Seoul City Hall Plaza (서울시청 앞 광장조성 관련 공론장에서의 의사소통에 대한 비판적 검토)

  • A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.

A study on the correlation between the number of elementary school students and the opening year using linear regression analysis (선형회기분석을 통한 우리나라 초등학교 재학생수와 개교년도간 상관성 연구)

  • Due to the sudden drop in the number of students currently, Korea is facing a turning point in the urgent need to revise the school acceptance plan policy. Especially, in the case of the decrease of the number of students, the reckless establishment of a school in a certain area has an adverse effect of further reducing the number of students in the nearby school. The purpose of this study is to provide basic data on the appropriate scale policy through the correlation between the opening school year and the number of enrolled students in 19 out of 1,179 schools. The results of the linear regression analysis are as follows : First, in 19 cities nationwide, 17 cities except Suwon city and Anyang city had a hypothesis that 'the number of new school students is more than the number of existing school students'. Second, not only the results of the analysis of 1,179 schools in Korea, but also the results of regional analysis showed a hypothesis. Third, there are many small schools and oversized schools in the national city. It is necessary to establish an appropriate school policy.

Awareness Change of Senior Ride-Free Program on Metro - Focused on Difference between Busan and Gimhae City Officials - (도시철도 노인 무임승차제도에 대한 의식변화 연구 -부산과 김해 공무원의 인식 차이를 중심으로-)

  • Recently, controversy has been a growing over senior ride-free programs that provide free rides on the subway for those aged 65 or older. In this study, we compare and analyze changes in awareness levels about senior ride-free programs over the past ten years, targeting local government officials in Busan and Gimhae. Busan and Gimhae support an operational deficit of the Busan-Gimhae light rail system, which is the only subway that does not permit senior citizens to ride for free in South Korea. This study traces changes in the level of awareness of local government officials and presents administrative and policy recommendations. We conducted surveys in September of 2011 and April of 2021, finding that the level of awareness clearly differed before and after the opening of the Busan-Gimhae light rail system. We found that positive and negative responses arrived at similar percentages as time passed. Additionally, we found that the percentage of positive statements decreased over time if respondents did not have transportation-related work experience. Also, over time, we found that examining alternatives took priority as opposed to maintaining the current senior ride-free program.

Comparing the Effects of the Access to the International School on Apartment Sales and Rental Prices: A Case of Songdo International School in Incheon (국제학교 입지가 아파트 매매 및 전월세 가격에 미치는 영향 비교·분석 -인천 송도국제도시 사례 -)

  • This study intends to compare the factors influencing the location of international schools on apartment sales and monthly rent prices for Songdo International School in Incheon, which has a history of more than 10 years. At the latest point, 10 years after the opening of the school, apartments in areas near international schools are divided into sales and monthly rent markets and analyzed. Songdo International City, designed as a planned city, was set as a spatial scope, and 2018-19, which is a relatively stable real estate period, was set as a temporal analysis period to avoid the overheating period of real estate after COVID-19. Considering the urban image of the "New Special Education Zone," such as the opening of Songdo Campus by private academies formed around international schools and domestic and foreign universities, the multiple regression model was applied based on the traditional Hedonic price model. As a result of the empirical analysis, first, differences in the price determinants of sales and monthly rent were confirmed. Second, the price influence of international schools was much higher than that of the variables. Third, the influence of international schools was more pronounced in the monthly rent market than in the sales market.

  • Recently, the necessity of open spaces is increased greatly in the city. But in many reasons, open spaces are diminishing gradually in the existing cities. It is more difficult to keep that space because of expensive land price, and the interests between the neighbors. To solve this problem, the local governments tries to change the street system more convenient to the pedestrian by adapting no vechile street system during some specific time. In this point of view, the street which include fence of school, house, and apartment can be the open space. Especially, removal of the school fence can be a useful solution providing open spaces to small cities suffering from lack of open spaces. In this researching background, several schools in Wonju were selected in this research, some has already been opened, and others yet. Opinions of students, presidents of these schools, and citizens are surveyed about removal of fence. In the basis of this result, we deduce problems followed by removing the fence, and reflect it in the plan of opening the fence to present the guidance to cross over the functional limitation of the fence and use it as a open space.

  • The further economy and trade cooperation between China and the Korean Peninsula should be carried out due to the process of globalization. Being the biggest border city and one of the windows of opening outside policy, Dandong plays a very important role in the economy and trade cooperation between China and D.P.R.K. With the tendency of regional economy cooperation amony countries of Northeast Asia, Dandong should also act as a bridge in the economy and trade cooperation between R.O.K and D.P.R.K.

  • The west express way which links south west area of the central city of Seoul has been notorious for extremely heavy traffics since its first opening in 1991(i.e. the average vehicle speed is less than 25km/h, a daily traffic is 112,000 and among them, more than 94% of the vehicles are the light vehicles). The city government recently initiated a new BTO(Build-Transfer-Operate) project as an alternative in releasing heavy traffic and a high construction cost. The proposed underground express road is the first double-level tunnel (i.e. a total length of road is 10,91km and the tunnel is 9.308km long) ever built in South Korea, while such tunnel system is not new worldwide as such A86 East tunnel in France, SMART tunnel in Malaysia, and Fuxing tunnel in China. This paper discusses major design issues regarding the internal structures such as deck slab, and secondary liner.

  • The purpose of this study is to investigate the introduction and practice method of "an architectural agreement" for renewal of urban residential districts. To solve this theme, this paper is intened to consider the formative procedure and sustainable development of an architectural zone by mutual agreement focused on Aneyakouji district in the center of Kyoto city. The results of this study were as follows ; an Aneyakouji district organized "a society recollecting Aneyakouji district", conflicting between the preservation of the traditional residential context and the construction of high-rise mansion, attracted so many town meetings and various events, and contracted an architectural zone by mutual agreement on 2002, 7. And so this architectural agreement zone had been sustainedly developed, it is based on deep-rooted relationships, opening of events and meetings, and partnership of residents companies administrators professionals. We will introduce "an architectural agreement" considering the former contents such as the case study of Aneyakouji district.

A Study on Intra-Regional Cooperation in Trade and Investment : The Case between Incheon, Korea, and Three Provinces in Northeastern China (인천과 중국 동북 3성 지역 간 교역 및 투자 협력에 관한 연구)

  • This study was conducted in order to develop inter-local cooperation strategies between the City of Incheon, in Korea, and three provinces in northeastern China. We begin with a description of the history of and prospects for trade between Korea and China, an explanation of the current economic status of Incheon, statistics on the economy, trade and investment trends in the region, and information on the ports of the three Chinese provinces. The following strategies are suggested for inter-local cooperation based on the current circumstances. First, cooperative industrial strategies and economic investment for promoting the mutual concerns and interests of China and Korea were developed. Second, a practical way of utilizing the Incheon Industrial Park located in Dandong, China, was devised to stimulate industrial and investment cooperation. Third, a method of building a network among major ports in Korea and other Northeast Asian port cities was developed. Fourth, an international logistics transportation system that makes connection between sea, land and air easier through logistics standardization was suggested in preparation fur the changing environment of logistics brought about by the opening of the new Incheon International Airport. Fifth, methods of Improving port facilities are suggested. And, finally, the role and necessity of the Incheon City Interchange Center in executing inter-local cooperation strategies is described.

Two Newly Naturalized Plants in Korea: Euphorbia heterophylla L. and E. hirta L. (한국 미기록 귀화식물: 아메리카대극과 털땅빈대)

  • Two naturalized plants (Euphorbiaceae) were recorded from Busan Metropolitan City and from the Jeju Special Self-Governing Province. Euphorbia heterophylla L. (A-me-ri-ka-dae-geuk) was found in a park near Suyeong-gang, Allak-dong, Dongnae-gu, in Busan Metropolitan City. This species is distinguished from E. dentata by its alternating leaves of main stem and glands of involucres with a circular opening. Euphorbia hirta L. (Teol-ttang-bin-dae) was found in Yerae village, Yerae-dong, Seogwipo-si, in Jeju Special Self-Governing Province. It is distinguished from E. hypericifolia as it has capsules with hairs.
