성공적인 개방형 혁신을 위해서는 조직 내부 기술 혹은 개발 전략과 함께 외부 자원을 동시에 고려하는 기술기획 도구가 필요하다. 본 연구는 개방형 혁신을 위한 조직 혹은 기업 내외부 자원 활용의 기획 수립과 수행을 위한 개방형 로드맵(open roadmap)을 제안한다. 개방형 로드맵은 내향적 그리고 외향적 개방형 혁신을 체계적으로 관리하고 계획하기 위해 사용된다. 또한 내향적, 외향적 혁신과 혁신 원천을 고려하여 여섯 가지 유형의 개방형 로드맵을 제시한다. 제안된 여섯 가지 유형의 개방형 로드맵은 P&G사의 혁신 성공 사례에 적용하여 개방형 로드맵의 유용성과 타당성에 대하여 검증하였다. 제안된 개방형 로드맵은 개방형 혁신을 지향하는 조직의 기술기획과 기술전략수립에 유용한 도구가 될 수 있을 것으로 기대된다.

The space industry is a comprehensive and technology-intensive industry involving different converging technologies. However, most of the companies in Korea's space industry are small and medium-sized enterprises (SMEs) and need to strengthen global capacity to export their products. However, the link between the destination country and the product remains insufficient. Consequently, the purpose of this study is to propose an export roadmap for space products to provide SMEs with export opportunities and strategic guidelines. For this, technology roadmap and portfolio analysis are applied to this purpose. This study is expected to be helpful to SMEs and government agencies.

본 연구는 '문헌정보학 분야 학술단체의 오픈액세스출판 선언'에 참여한 7개 학술지의 오픈액세스 전환 현황과 효과를 파악하여 문제점을 분석하고 개선 방향을 제시하기 위한 것이다. 이를 위하여 '국내 문헌정보학 분야 학술지의 오픈액세스 출판 전환을 위한 로드맵'에 제시된 요소를 근거로 현황을 파악하고 2개 학술지의 인용률을 분석하였다. 드러난 문제점은 다음과 같다. 첫째, 일부 학술지는 CCL을 적용하지 않거나 KJCI에 이를 정확히 등록하지 못하고 있었고 7개 학술지 모두 DOAJ에 등록하지 못하고 있었다. 둘째, 전환 이후 새롭게 사용한 학술지 플랫폼에 과월호를 모두 등록하지 못한 학술지가 많았다. 셋째, 저자부담 논문출판비는 부분적으로 인상된 경향이 있고 편집간사 인건비도 인상된 경향이 있다. 넷째, 전환 이후 인용지수는 두 학술지 모두 이전 4~5년 보다 낮게 측정되었다. 본 연구는 장단기적인 실무 문제를 학회 공동으로 해결하면서 규모의 경제를 살릴 수 있도록 학술지를 공동으로 출판할 필요가 있으며 이를 위하여 또 한 번 로드맵을 개발해야한다고 제안하였다.

Objective: To evaluate radiomics analysis in studies on mild cognitive impairment (MCI) and Alzheimer's disease (AD) using a radiomics quality score (RQS) system to establish a roadmap for further improvement in clinical use. Materials and Methods: PubMed MEDLINE and EMBASE were searched using the terms 'cognitive impairment' or 'Alzheimer' or 'dementia' and 'radiomic' or 'texture' or 'radiogenomic' for articles published until March 2020. From 258 articles, 26 relevant original research articles were selected. Two neuroradiologists assessed the quality of the methodology according to the RQS. Adherence rates for the following six key domains were evaluated: image protocol and reproducibility, feature reduction and validation, biologic/clinical utility, performance index, high level of evidence, and open science. Results: The hippocampus was the most frequently analyzed (46.2%) anatomical structure. Of the 26 studies, 16 (61.5%) used an open source database (14 from Alzheimer's Disease Neuroimaging Initiative and 2 from Open Access Series of Imaging Studies). The mean RQS was 3.6 out of 36 (9.9%), and the basic adherence rate was 27.6%. Only one study (3.8%) performed external validation. The adherence rate was relatively high for reporting the imaging protocol (96.2%), multiple segmentation (76.9%), discrimination statistics (69.2%), and open science and data (65.4%) but low for conducting test-retest analysis (7.7%) and biologic correlation (3.8%). None of the studies stated potential clinical utility, conducted a phantom study, performed cut-off analysis or calibration statistics, was a prospective study, or conducted cost-effectiveness analysis, resulting in a low level of evidence. Conclusion: The quality of radiomics reporting in MCI and AD studies is suboptimal. Validation is necessary using external dataset, and improvements need to be made to feature reproducibility, feature selection, clinical utility, model performance index, and pursuits of a higher level of evidence.

본 논문은 개방형 혁신 환경하에서 산학기술협력 활성화를 위한 기술경영전략에 대해서 연구하였다. 이를 위하여 기술경영의 중요성과 개념을 고찰하였으며 내부기술혁신과 외부혁신자원의 활용과 산학협력의 균형관점에서 기술경영의 프레임을 고찰하였다. 현재 개방형 혁신 환경하에서 기업이 성공적인 기술경영을 추진하기 위해서는 기업은 산학협력전략을 추진해야한다. 산학협력 활성화를 위한 기업의 기술경영전략을 다음과 같이 도출하였다. 첫째, 현재 개방형 환경을 고려한 산학협력전략을 추진하고 실행하여야 한다. 이를 위하여 조직내 전략기술로드맵을 활용할 수 있다. 둘째, 기업은 개방형 혁신시스템을 조직내에서 도입해야 하며 이를 위하여 조직내 문화도 NIH신드롬을 극복하고 개방형으로 전환해야 한다. 셋째, 기업은 기업, 대학, 연구소 등 다양한 혁신주체들과 다양한 목적으로 협력이 가능하도록 협력을 활성화할 수 있는 지원체계를 조직내에 갖추어야 한다.

UAE is first country in Middle East to approve UN Paris Climate Agreement. Ministry of Climate Change and Environment of UAE announced National Climate Change Plan for carbon reduction to replace 24% by clean energy. Dubai open its first hydrogen station in UAE and Middle East in 2017, and Abu Dhabi planed to open second hydrogen station in 2019 but not realized. Korean government announced hydrogen economy roadmap in 2019 and various hydrogen cooperation are realized between UAE, Korea, Germany, USA, and Japan. MOU between Ministry of State of UAE and Ministry of Land, Infrastructure and Transport of Korea in 2019 for the cooperation of hydrogen city. This study propose strategies for the 'Hydrogen Based Public Transport in UAE' by the support of Korea government considering various stakeholder.

This paper examines the main factors affecting the bank performance under the Basel II implementation in Vietnam, a transitional economy in Asia. We pay special attention to the implementation duration of the Basel II convention and how it affects profitability. Thereby, we can evaluate the effectiveness of Basel II in the whole system according to the roadmap to 2020. We employ the panel data regression method to analyze a sample of 300 bank-year observations from 25 commercial banks during the 2008-2019 period. Our empirical findings show that the size of the bank, net interest margin, state ownership, and Basel II convention have positive effects on bank profitability. However, our empirical findings indicate that bank age and branch number negatively reduce bank performance. Finally, our results indicate that commercial banks earn extra profit from delaying the implementation of Basel II. However, commercial banks will encounter higher credit, and operational risks arising from delaying the implementation of Basel II standards. Therefore, our study contributes to the insights into the bank's management to enhance profitability, especially after implementing Basel II in a transitional economy. Finally, our study also provides policy implications for bank managers and banking supervisory to maintain the sustainable development of the banking system.

The United Nations Environmental Program Governing Council has regulated mercury as a global pollutant since 2001 and has been preparing the mercury convention, which will have a strongly binding force through Global Mercury Assessment, Global Mercury Partnership Activities, and establishment of the Open-Ended Working Group on Mercury. The European Union maintains an inclusive strategy on risks and contamination of mercury, and has executed the Mercury Export Ban Act since December in 2010. The US Environmental Protection Agency established the Mercury Action Plan (1998) and the Mercury Roadmap (2006) and has proposed systematic mercury management methods to reduce the health risks posed by mercury exposure. Japan, which experienced Minamata disease, aims vigorously at perfection in mercury management in several ways. In Korea, the Ministry of Environment established the Comprehensive Plan and Countermeasures for Mercury Management to prepare for the mercury convention and to reduce risks of mercury to protect public health.

Manufacturing Resources Planning (MRPII) is one kind of manufacturing information system that can help manufacturing companies gain competitive advantages. It is estimated that more than one hundred MRPII systems are available in the market, many of them are mature enough to solve most operational issues in accordance with users' requirements. More often than not, many of these systems provide more functions than a company expects. Manufacturing companies worldwide have attempted to implement these MRPII systems, however, many companies experienced failure (Turbide, 1996) due to managerial rather than technical issues. The authors propose an approach utilising a roadmap to integrate BPR and the MRPII implementation in order to overcome this difficulty. A detail road map is developed to guide this implementation, which is designed using a hierarchical analysis technique known as Integrated DEFinition Method (IDEF). IDEF is a systematic manufacturing management and integration-modeling tool. The proposed approach is implemented and illustrated using a reference company and the results indicated that 66% reduction in errors for maintaining the bills of materials system; 99% reduction in time to carry out material requirement planning; and 70% reduction in time previously taken for non-productive discussions.
