In this paper, we propose a web-based open artificial intelligence (AI) platform which provides high convenience in input data pre-processing, artificial neural network training, and the configuration of subsequent operations according to inference results. The proposed platform has the advantages of the GUI-based environment which can be easily utilized by a user without complex installation. It consists of a web server implemented with the JavaScript Node.js library and a client running the tensorflow.js library. Using the platform, many users can simultaneously create, modify and run their projects to apply AI functionality into various smart services through an open web interface. With our implementation, we show the operability of the proposed platform. By loading a web page from the server, the client can perform GUI-based operations and display the results performed by three modules: the Input Module, the Learning Module and the Output Module. We also implement two application systems using our platform, called smart cashier and smart door, which demonstrate the platform's practicality.

This study analyzed the usefulness of Web 2.0 techniques for improving archival information service. As a result, Web 2.0 was found to be useful for information service in National Archives of Korea(NAK). The results show that Open API is the most influential factor and RSS is the second-most useful factor for information services. These results can be used as a framework for developing Web 2.0-based information services in the NAK.

Linked Data는 서로 분리돼 있는 데이터를 HTTP와 SPARQL을 이용하여 한 번에 질의하는 것이 가능하다. 많은 공공정보들이 여러가지 형식으로 공개되고 있지만 데이터의 재사용성을 높이고 공개된 다른 데이터들과의 활용도를 높이기 위해 Linked Open Data (LOD)로 발행되고 있다. 국내 LOD 중 국가서지 Linked Data와 RISS Linked Data를 중심으로 발행현황을 살펴보고 LOD 발행 후 외부자원과의 연결을 시도한 활용서비스에 대하여 점검하고 활용방안에 대해 고찰하였다. LOD 발행에 있어 SKOS, FOAF, DC 등과 같은 국제 표준용어집을 사용하여 연계 용이성을 확보하고 LOD 연계에 대한 실질적 활용과 운용경험을 공유할 수 있는 플랫폼의 중요성을 제안하였다. 또한 국내외 LOD 플랫폼을 통해 홍보 및 네트워크를 구성하는 노력과 기술적인 운용에 대한 가이드의 필요성을 제안하였다.

3차원 공간정보는 u-Korea, 전자정부, 유비쿼터스, LBS등의 기반 인프라 및 3차원 그래픽 처리기술, 가상현실 기술 등의 종합적으로 적용되는 고부가가치 통합 기술로 필요성이 부각되고 있다. 본 연구에서는 컴퓨터 그래픽스 분야에서 많이 적용되고 있는 공개 그래픽 라이브러리인 OpenGL(Open Graphics Library) 기반의 3D-GIS 가시화 어플리케이션 아키텍쳐를 중심으로 렌더링 기법을 분석하고자 한다. 한편 본 연구의 실험은 Visual Studio.NET환경에서 3D-GIS 모델 Prototype을 구현하여 수행하였으며 향후 실시간 모바일 3D-GIS 렌더링을 위한 기반 기술로 적용될 수 있는 OpcnGL-ES의 확장 가능성을 검토하고자 하였다.

This study aimed to identify the problems by analyzing the actual condition based on the legal requirements among Saemaul mini-libraries in Busan Metropolitan City. The results are like these. There were 154 Saemaul mini-Libraries. Of them, the rate of Small-Libraries which satisfied the requirements of a municipal library to the Library Act was 0%(0) in part of building floor space, 1%(1) in part of a reading room, 40%(59) in part of the data in a library and 31%(45) in the number of books to be supplemented per year. Mini-library which satisfied as the requirements for a small-scale public library was 37%(58) in part of the floor space, 66%(101) in part of a reading room, and 73%(112) in part of data in a library. 50%(77) of the mini-library was open more than 5 days per week. 52% (80) Mini-libraries was open for more than 5 hours per day. mini-library with permanent professionals(librarians) was only 1%(2). Mini-libraries of 99%(152) were non-professional workers(no librarians). For the average budget per year, 81%(127) spent less than 10 million won. 5%(5) received government subsidies. The mini-library of 74%(114) spent less than 5 million won on average for purchasing materials. Most of mini-libraries didn't meet the requirements of small-scale libraries to be private libraries or public libraries. It was also found that mini-libraries had various features on the location.

This study analyzed the library's library development policy at home and abroad, established basic principles and guidelines for the library's library development policy, and proposed details of the library's library development policy. In this study, the vision of the supreme court library was established as an open legal and judicial information center that provides services to the public at the eyes of the general public, as well as a representative law library that focuses The five basic directions for establishing a book development policy to realize this vision are as follows: 1) Book development centered on mission and responsibility as a national representative legal library, 2) Development of books as an open legal/judicial information center for public service, 3) The development of books in line with the changing times and information environment, 4) Development of books by subject and language considering the characteristics of the court library, 5) Development of a collection, preservation, and disposal of data based on consistency and systematicity. It is expected that systematic or strategic book development can be promoted through the development of books in the court library based on policy documents.

In information society, enhancing information literacy is a common goal of the academic and school libraries. Consequently the academic libraries connect with the school libraries through information literacy In this study, a academic library visiting program is presented and proposed as a policy to link the academic and school libraries. This program may be a alternative to activate school library-based teaming and overcome lacks of resources and teacher librarians, in the academic libraries. it may be a policy to improve lacks of materials and carrels and overcome the problem of service increase in the opening academic library for local communities. And it will contributes to the educational role or the librarian.

As a society rapidly advances in technology and industry, various demands for information arc increasing and becoming more specialized than every before. The college library can no longer restrict its service to the people or, the campus alone. There is no fundamental change in its place on a college campus, but it has an additional role to play: to meet the demands for information from the community outside of the campus. Thyre is no denying that there are public libraries meant to serve the comnlunity and some small spacialized libraries to support certain institutions. But it is also well known that these libraries are inadequate to satisfy the demands for information in a highly diversified and specialized soceity of today largely due to lack of facilities, funds. and personnel. Under these circdmstances, it is almost imperative that the college library open its door to the community. It was attempted in the article to point out the nccds of cooperation between the college library and the community for economic and intellectual advancement on thc campus and in the community. Various ways of making the college library available to the community werc also discussed.
