  • This paper seeks to analyze how the welfare state has developed both in the Kim Young Sam government and in the Kim Dae Jung government. Among other things, the two governments share some similarities: compared to the previous authoritarian governments, both of them enjoyed a high level of democratic legitimacy; the two were under pressure to win the elections to acquire and remain in power; and finally, the two tried to strengthen welfare system. But there exist more critical differences. The Kim Dae Jung government was a minority government, while the Kim Young Sam government was a majority one. Compared to the latter one, the former came to power in an extremely bad economic condition. Fortunately, however, the Kim Dae Jung government was able to enjoy a relatively high level of state autonomy resulting from an exceptional situation of foreign currency crisis. In addition, it was more reformist in policy orientation and had a more open cooperative network with civil society. All these differences added up to produce remarkable differences with regard to the improvement in welfare development. Especially, it is noted that the Kim Dae Jung government was very successful in several respects: provision of national minimum, integration of national medical insurance, development of productive welfare system, and final1y increase in welfare spending. Recently, criticisms from the opposition party, the press, and middle and upper class people mount against the Kim Dae Jung government which has made significant mistakes in instituting the separation of medical and pharmaceutical businesses. However, the important improvements in welfare institutions and programs by the Kim Dae Jung government need to be maintained to deal with all the negative effects of a naked market economy. They must also be sustained to keep alive democracy that Korean people have fought for nearly half a century.

Marital communication scales are composed of six subfactors such as The selectivity of channel (SC), Channel direction (CD), communication style(CS), Comprehension of nonverbal communication (CNC), Communication contents and frequencies(CCF) and Olson's marital communication (LCQ). The number of the subjects are 582, who are living in Pusan in 1987 and they divided into six stages family life cycle; The newly married (FLC 1). The family with preschoolers(FLC 2), The family with schoolages (FLC3), The family with teenages(FLC4), The family with launching children(FLC 5) and The postparenthood (FLC 6). This study is surveyed by Frequencies and Mean score from six subfactors and tested by chi-square test and ANOVA. the results are as follows; 1) There are a few significant differences in CS and CNC by FLC. The wives from FLC 1 and FLC 2 use the most open communication style and them form FLC5 use the most closed style. There are revealed that comprehension of nonverbal communication is the highest of FLC2, but on FLC 1 it is the lowest. 2) There are significant difference in CCF. Children, Wive's life, Husband's life, Affection and sex and Empathy show significant differences over the over the FLC. Regardless of FLC, there are conclueded that Children, Wive's and husband's life and economy management are the most frequence communicative contents. These results suggest that there needs to be further investigation on Olson's marital communication scale for comparing another country with ours and on the training and programs for couple's skillful communication ability.

They recognize the clothing made in Korea as high-quality and high-price of high-quality articles. They have high interest in the Korean fashion as the younger generation. They prefer to modern, active, refined and mature atmosphere in the clothing atmosphere, but they still do not reach to the level yet in actual. They generally have strong tendency with the preference of black color or dark color because they have small holding amount. The field materials of fiber did not become high-quality articles because they hold in the level of 1960s in Korea. So, the color level of Chinese-Koreans in Yanbian is still low.

  • This essay offers a historically based critique of the idea of "alternative modernities" that has acquired popularity in scholarly discussions over the last two decades. While significant in challenging Euro/American-centered conceptualizations of modernity, the idea of "alternative modernities" (or its twin, "multiple modernities") is open to criticism in the sense in which it has acquired currency in academic and political circles. The historical experience of Asian societies suggests that the search for "alternatives" long has been a feature of responses to the challenges of Euromodernity. But whereas "alternative" was conceived earlier in systemic terms, in its most recent version since the 1980s cultural difference has become its most important marker. Adding the adjective "alternative" to modernity has important counter-hegemonic cultural implications, calling for a new understanding of modernity. It also obscures in its fetishization of difference the entrapment of most of the "alternatives" claimed--products of the reconfigurations of global power--within the hegemonic spatial, temporal and developmentalist limits of the modernity they aspire to transcend. Culturally conceived notions of alternatives ignore the common structural context of a globalized capitalism which generates but also sets limits to difference. The seeming obsession with cultural difference, a defining feature of contemporary global modernity, distracts attention from urgent structural questions of social inequality and political injustice that have been globalized with the globalization of the regime of neoliberal capitalism. Interestingly, "the cultural turn" in the problematic of modernity since the 1980s has accompanied this turn in the global political economy during the same period. To be convincing in their claims to "alterity", arguments for "alternative modernities" need to re-articulate issues of cultural difference to their structural context of global capitalism. The goal of the discussion is to work out the implications of these political issues for "revisioning" the history and historiography of modernity.

  • This paper was to evaluate social enterprises' management efficiency with Data Envelope Analysis (DEA). The data was based on the 168 social enterprises' of annual performance reports published in 2015. The research focused on to measure both financial efficiency and social impact of the companies simultaneously. To apply DEA, the paper classified the enterprises into seven types based on types of socal impacts which each company provides before the estimation of the efficiency. The research results showed that group D, which employes disadvantaged people, provides social services and shares resources was the most efficient group and had higest net worths in Pure Technical Efficiency. In contrast, Group B, which only employs social advantage people and provides social service, was the least efficient one. The research suggests a practical and efficient framework in measuring social enterprises' management efficiency, including both the financial performance and social impacts simultaneously with their self-publishing reports. Because the Korea Social Enterprise Promotion Agency does not open business reports which social enterprises submit each year, there are basic limitations on researchers attempting to analyse with data from all social enterprises in Korea. Thus, this study dealt with only 10% of the social enterprises which self-published their performance report on the Korea Social Enterprise Promotion Agency's web site. Regardless of these limitations, this study suggested substantial methods to estimate management efficiency with the self-published reports. Because self-publishing is increasing each year, it will be the main source of information for researchers in examining and evaluating social enterprises' financial performance or social contribution. The research suggests a practical and efficient framework in measuring social enterprises' management efficiency, including both the financial performance and social impacts simultaneously with their self-publishing reports. The research results suggest not only list of efficient enterprises but also methods of improvement for less efficient enterprises.
