Assessment and Support Measures of Academic Journals in the National Open Access Platform AccessON

  • This study aims to assess the maturity of Korean open access (OA) journals using the OA infrastructure provided by the Korea Institute of Science and Technology Information, and develop necessary strategies for future improvement. The assessment model consists of three dimensions, 12 items, and 24 sub-items. The importance of the three dimensions (A: OA policy establishment and disclosure, B: OA sustainability, and C: Journal openness quality) was differentiated by the Analytic Hierarchy Process, and the maturity stages were divided into five levels (Entry, Growth1, Growth2, Maturity1, and Maturity2). The assessment was carried out twice for 100 academic journals. The results indicated that the proportion of journals at or above the Growth1 level increased by 11% to reach 83% during the second assessment phase, which could be owing to the learnings of the first assessment. Following expert consultations on the assessment results, three support measures were identified to activate OA. The first includes OA promotion and education activities, which involve creating standard regulations and guidelines, and advancing educational activities for societies that are either preparing for or currently implementing OA. The second involves providing support for technical aspects, such as identifiers, XMLization, and copyright management, through peer review and OA publishing platforms. The third includes collaborative activities to enhance journal evaluations and the recognition criteria for researchers' achievements in OA journals, and fostering cooperation with national and research and development institutions for financial support.

Global Scenario of Open Access Publishing: A Decadal Analysis of Directory of Open Access Journals (DOAJ) 2003-2012

  • The present study aims to assess the growth of open access journals at a global level. The concept of Open Access (OA) publishing is being well received among academic circles and as a result we can see more and more scholarly content is being made these days available in open access format. The present study is simply an attempt to assess the trend and growth of open access journals during the last decade, viz. for the period 2003-2012, for which data has been retrieved from the Directory of Open Access Journals (DOAJ), which as of date hosts more than 9700 journals from 120 countries across the world covering major languages of the world. But keeping in view the period of our study the data has been retrieved as per our applicability, which as a result confines our study to 8453 journals only. The directory covers 18 main subject areas having 76 sub-disciplines, each having on average 118.53 journals. During the entire decade the number of countries which entered into OA publishing rose from 49 to 120 with a growth of 144%, and if this growth rate continues to be the same for the next five years, viz. by 2018, the world will turn into 100% open access. At the continental level Europe leads the tally by publishing a maximum of 3140 OA journals contributed by 43 countries across Europe, which again is the highest number from any continent.

Awareness and Perceptions of Korean Researchers on Open Access

  • This study aims to determine the awareness and perceptions of Korean researchers regarding mandatory open access (OA) and OA publishing of publicly-funded research papers. In July 2019, Korean researchers who had published in Science Citation Index Expanded journals as first authors and corresponding authors participated in an online survey distributed via e-mail. A total of 1,172 valid responses were collected and analyzed using SPSS 18. The results indicated that the level of awareness of OA differed significantly based on occupation and research experience (p<0.001). Although 52.56% of the respondents had experienced OA publishing, only 22.35% had self-archiving experience. Regardless of the amount of publishing cost support, researchers showed a high level of willingness to publish OA articles. Yet, since the importance of impact factor was evaluated to be very high, at present OA publication might have a limited role as a publication platform.

Open Access (OA) 논문의 비중과 방식, 피인용 유도 효과에 대한 국가 간 차이 분석 (Analysis of Differences between Countries in the Proportion, Method and Citation-inducing Effect of Open Access (OA) Articles)

  • 본 연구는 Web of Science (WoS) 논문을 기반으로 주요 5개국의 Open Access (OA) 논문 비중과 방식을 분석하고 조절효과(Moderating Effect) 검증을 통해 OA의 피인용 유도에 차이가 나타나는지 검증하였다. 분석 결과, OA 비중은 영국이 62.7%로 가장 높았으며, 중국이 38.0%로 가장 낮게 나타났다. 또한 셀프 아카이빙과 Gold Hybrid가 OA의 주요 실천 방법 중 하나로 나타난 영미와 달리, 중국과 한국의 OA 논문은 Gold 저널 출판에 집중되어 있는 것으로 분석되었다. 두 번째, 조절효과 분석 결과, 우수 논문의 OA 출판 및 유통이 활성화된 영국, 미국, 일본의 경우 OA 비중이 높을수록 피인용량을 유도하는 효과가 커지는 것으로 나타났으나, 한국(B=-0.00003, p<0.01)과 중국(B=-0.00001, p<0.01)에서는 역의 방향성이 나타나 차이를 보였다. 더불어 대부분의 학문분야에서 OA가 피인용을 유도하였으나 공학 분야(B=-0.00002, p<0.01)에서는 역의 방향성을 보이는 것으로 분석되었다.

Impact of Open Access Models on Citation Metrics

  • We report results of selection-bias-free approaches to the analysis of the impact of open access (OA) models on citation metrics. We studied reference groups of Gold and Green OA articles and the group of non-OA (Paywall) articles with the new functionality of the Web of Science Core Collection database, the InCites platform of Clarivate Analytics, and the Dimensions database of Digital Science. For each reference group we obtained the values of the percent of cited articles and citation impact and their dependence on the depth of the citation period. Different research fields were analyzed in two schemas of the InCites platform. We report the higher values and growth rates of the citation metrics: citation impact and %Cited, in the OA reference groups over the Paywall group. The Green OA articles demonstrate the highest values of citation metrics among all the OA models. Dependence of the value of citation impact on citation period follows linear law with R2 values close to 0.9-1.0. The overall annual growth rates of citation impact of the Green OA, Gold OA, and the Paywall articles, k equal, respectively, 3.6, 2.4, and 1.4 in Dimensions and 4.6, 3.6, and 2.3 in the Web of Science Core Collection. We suppose that earlier results reported for the articles in pure OA journals vs. articles in Paywall journals were affected by the high citation impact of the Green and Hybrid OA articles that could not be elucidated in the Paywall journals at that time.

AHP를 활용한 국내 학술단체 오픈액세스 성숙단계 가중치 부여 연구 - 한국과학기술정보연구원을 중심으로 - (A Study on the Weighting of Open Access Maturity Stages of Domestic Academic Organizations Using AHP: Focusing on Korea Institute of Science and Technology Information)

  • 본 연구 목적은 KISTI 오픈액세스 성숙도 모델 진단기준에 대한 가중치 부여이다. 해당 성숙도 모델은 3개 차원, 12개 세부항목, 28개 측정질문으로 구성되어 있다. 가중치 부여는 상대적 중요도를 알아보기 위한것으로 3개 차원, 차원에 속하는 12개 세부항목에 대해 수행하였다. 그 결과 3개 차원에서는 'OA 제도화'(49%)가 가장 중요한 요소로 도출되었다. 'OA 제도화'의 하위 요소 중 관련 규정 제·개정(65%)이 중요하였고, 'OA 지속가능성'에서는 재정(40%)이 중요한 요소로 도출되었다. '학술지 개방성'의 중요한 요소로는 투고와 심사(26%), 저자 권리(22%)가 확인되었다.

해외 학술지 논문의 OA 접근가능성에 관한 연구: 정보관리학회지에 인용된 논문을 중심으로 (A Study on the Possibility of Open Access to International Journal Articles: based on Articles cited in the Journal of the Korean Society for Information Management)

  • 본 연구는 국내 문헌정보학 분야 연구자가 인용한 해외 학술지 논문의 OA 접근가능성을 살펴보고자 하였다. 이를 위해 정보관리학회지에 인용된 해외 학술지 논문 1,543편을 수집하였고 해외 학술지의 OA 정책과 OA 정책상 OA로 공개가 가능한 논문 현황을 조사하였다. 그리고 OA finder(Google Scholar, Unpaywall, OA Button)들을 활용하여 실제로 온라인에서 어느 정도까지 접근이 가능한지를 조사하였다. 조사결과, 해외 학술지들은 대부분 그린 OA 정책을 채택하고 있었다. 그리고 해외 학술지 논문의 95.4%에 해당하는 1,476편의 논문이 정책상 OA로 공개가 가능하였다. 이에 OA로 공개가 가능한 논문들에 대해 OA finder들을 활용하여 접근가능여부를 파악한 결과, Google Scholar가 68%로 가장 높은 OA 접근성을 보였고 Unpaywall과 OA Button은 각각 39%와 36%의 비슷한 OA 접근성을 보였다. 그리고 이들 OA finder들을 조합할 경우 최대 72%까지 OA 접근성이 상승하는 것을 확인하였다.

Analysis of DOAJ-Registered Open Access Journals in Asian Countries

  • This study aims to understand the characteristics of Asian OA journals and to identify differences by the countries. 3,103 DOAJ-registered OA journals from 21 Asian countries as of 2020 were selected and analyzed from various perspectives using correspondence and correlation analysis. The results revealed that Indonesia had the most DOAJ-registered open access journals, followed by Iran and India. An APC was not charged by 70% of journals, but this varied greatly by country. Meanwhile, as a result of comparing DOAJ-registered Asian journals with international citation database listed journals, 11% of journals were listed on Scopus and only 2.6% and 0.1% were listed on SCIE and SSCI, which is represents less than half of the global level. In addition, although there are many free to read local journals in China, Japan, and Korea, the number of OA journals registered in DOAJ is relatively small. Therefore, it is difficult to say that the progress of OA in local journals is fast even if the country's global research competitiveness is high.

국내 오픈액세스 학술지 특성에 관한 연구 - KCI 등재지를 중심으로 - (Characteristics of Open Access Journals in Korea: Focused on KCI Journals)

  • 본 연구는 KCI 등재지 1,438종을 대상으로 오픈액세스 학술지를 식별해내고, 이들 학술지의 원문공개 채널, 분야별 차이, 발행기관별 차이를 파악하고자 하였다. 조사 결과, 등재지의 21%는 상용DB를 통한 서비스를 하지 않는 오픈액세스 학술지였으며, 34%는 무료공개와 상용DB를 통한 원문서비스를 동시에 하고 있었으며, 나머지 34%는 오직 상용DB에서만 원문서비스하고 있음을 알 수 있었다. 또한 오픈액세스 학술지의 48%는 무료원문 DB를 통하여, 52%는 발행기관 홈페이지를 통하여 원문을 공개하고 있었다. 원문공개 채널은 분야별로 차이가 있었다. 즉, 인문, 사회과학 분야 학술지는 주로 발행기관 홈페이지, 과학기술 및 의학 분야 학술지는 주로 무료DB에 원문을 공개하고 있었다. 전체 오픈액세스 학술지 중 약 30%는 의학 분야 학술지였으며, 사회과학 분야 학술지도 25%를 차지하였다. 그러나 분야별 분포로 볼 때 사회과학과 인문학 분야 학술지의 오픈액세스 비율은 약 15%정도에 불과하였다. 이에 비해 의학 분야의 경우 약 60%가 오픈액세스 학술지였으며, 자연과학과 공학 분야도 각각 33%, 24%가 오픈액세스 학술지였다.

Determinants of Adoption and Use of Open Access Publishing by Academic Staff in Nigeria Universities

  • The emergence of the World Wide Web (WWW) has changed the scholarly publishing system. Today, Open Access (OA) scholarly publishing offers free access and wide dissemination for research findings anytime and anywhere as an additional value for scholarly content. Despite the potentials of OA publishing, its adoption and use is still low.This paper determines factors influencing the adoption and use of OA publishing by academic staff in universities in Nigeria using an adapted Unified Theory of Acceptance and Use Technology (UTAUT). The study applies methodological triangulation by combining quantitative and qualitative approaches. The empirical data were collected from 317 academic staff in universities in southwest Nigeria. The questionnaire forms were analyzed using the Statistical Package for Social Sciences (IBM-SPSS) 19.0 version to generate descriptive statistics, Analysis of Variance, and Hierarchical Multiple Regression. Thematically, analysis also applies to the interviews. The results show that awareness, attitude, performance expectancy, Internet self-efficacy, and facilitating conditions significantly influenced the adoption and use of OA publishing. The study also reveals that due to lack of OA policy, most of the respondents did not know about OA. The findings further establish that all predictors and moderating variables jointly contributed 64.4% total variance towards the adoption and use of OA publishing. One of the implications of this study is that there is a need for adequate facilities to support adoption and use of OA publishing. The findings inform the proposed framework for improving and evaluating the adoption and use of OA publishing. The findings also have theoretical, societal, and methodological significance to all stakeholders.
