본 연구는 국내 연구자의 학술지 선택 특히 오픈액세스 학술지 선택의 기준과 오픈액세스 학술지 투고 경험을 조사함으로써 오픈액세스 인식 수준을 평가하고자 하였다. 대표적인 오픈액세스 메가 학술지인 PLOS ONE에 투고 경험이 있는 국내 교신 저자를 대상으로 온라인 설문을 진행하였으며, 총 238명이 응답하였고 202개의 유효 설문을 대상으로 분석을 수행하였다. 데이터의 해석을 위해 유사한 조사를 수행한 국제적인 연구 결과와 비교를 하였다. 오픈액세스 출판 경험이 있는 국내 연구자에게 학술지의 영향력 지수는 학술지 선택에 있어 가장 중요한 고려 사항이다. 또한 일반적인 학술지 선택의 기준과 오픈액세스 학술지 선택의 기준은 상당한 차이가 있는 것으로 나타났다. 국내 연구자들의 오픈액세스 출판 경험에 대한 만족도는 비교 연구의 결과에 비해 전반적으로 낮은 수준이다. 이는 국내 연구자들의 오픈액세스에 대한 기대 수준이 낮은데서 기인한 것으로 향후 정책과 교육을 통한 개선이 필요한 부분이다.

저전력으로 옥내 고품질의 통신환경을 제공하는 펨토셀에는 등록된 유저만 접근이 가능한 Closed Access mode와 모두에게 접근을 허락한 Open Access mode, 이렇게 대표적으로 두 가지의 접근 모드가 있다. 본 논문에서는 두 접근 방식의 펨토셀이 혼재된 LTE 기반의 OFDMA 셀룰라 환경에서 유저 간의 성능 차이를 완화하고, 시스템 전체의 성능을 향상시키는 접근 모드에 따른 자원 분배를 제안한다. 상대적으로 Closed Access mode보다 다른 유저들에게 고품질의 통신 환경을 제공하는 Open Access mode 펨토셀에게 더 많은 무선 자원을 허용한다. 무선 자원을 더 많이 허용하면 Open Acees mode 펨토셀을 사용하는 유저의 성능은 향상하지만 동시에 다른 유저에게 미치는 간섭 또한 증가하기 때문에 이러한 trade-off 관계를 고려한 최적의 자원 할당이 필요하다. 따라서 시스템 레벨 시뮬레이션을 통해서 최적의 자원 할당 값을 구하고 기존 방식과 최적 값을 적용한 제안한 방식을 시뮬레이션 한 결과, 제안한 방식이 기존 방식보다 전체적인 셀 성능을 향상 되는 것을 볼 수 있었다.

본 연구는 국내 학회가 자신의 학술지 유통방식에 따라 오픈액세스를 수용하고 추진하는데 필요한 가이드를 제공하는 것을 목적으로 하였다. 이를 위해서 BOAI 오픈액세스 선언 이후 오픈액세스 유형과 추진전략을 조사하여 학술지 출판사의 오픈액세스 수용모형을 도출하였다. 그리고 SHERPA/RoMEO, DOAJ 그리고 PMC 데이터베이스의 통계자료를 토대로 학술지 출판사의 오픈액세스 수용과 추진현황을 조사하였다. 이를 토대로 국내 학회가 오픈액세스를 수용하고 추진하는 방안을 제안하였다. 국내 학회는 오픈액세스 추진전략간에 오픈액세스 정도에 차이가 있다는 것을 이해하고 자신의 학술지 유통방식에 따라 적합한 오픈액세스 유형과 추진전략을 선택할 필요가 있다. 또한 학술지 유통방식은 국내 학회의 대내외적 출판여건에 따라 언제든지 변화할 수 있기 때문에 오픈액세스 유형과 추진전략은 고정적인 것이 아니라 출판여건에 따라서 유동적으로 변화할 수 있다. 마지막으로 학회의 저작권 및 오픈액세스 정책을 성문화하고 저자와 이용자를 위해 홈페이지뿐만 아니라 SHERPA/RoMEO, DOAJ 그리고 PMC 등에 대외적으로 공시할 필요가 있다.

The study investigates the utilization of open access repositories for visibility of academic publications by lecturers in South-East, Nigeria. The specific objectives were to investigate the types of academic publications available, platforms used in self-archiving, level of satisfaction derived by lecturers with the contribution of open access repositories, challenges and strategies. It adopted descriptive survey design. Proportionate stratified sampling technique was used to draw a sample size of 418 from the total population of 4,187 lecturers. Questionnaire and observation check list were used for data collection. Frequency count, percentage, and mean score were used to analyze the data. The study revealed that there are enough academic publications available such as books, journals, projects, and thesis with the exception of handouts. It also revealed that Google Scholar, Research Gate and Open Access Journal were the main platforms lecturers use in self-archiving; while other platforms like Institutional Repositories, among others were minimally employed. Lecturers are less satisfied with the contribution of open access repositories. All the suggested challenges such as inadequate power supply, poor network, lack of awareness and inadequate research grants were all accepted. Similarly, all the suggested strategies for improving them were accepted. Recommendations were made based on the findings such as more awareness creation on importance of open access repositories; re-training of lecturers and provision of adequate ICT infrastructures that will improve the utilization of open access repositories by lecturers which could enhance the global visibility of academic publications from the Nigerian Universities.

Since the users have direct access to search and browse freely, the open access system has been employed to all the usual modern libraries. However, library space shortage problem created by the continuously increasing printed materials caused the degradation of usability and quality of the library space. Open Access system is superior in user convenience but is inferior in space efficiency. Keeping the open access system is considered as one of the reasons of the space shortage problem. Even though the closed access system does not provide free access or easy browsing for the uses, it's space efficiency is much higher than the open access system. The closed access system should be employed as a plan to relieve space shortage problem. Since the closed access system does not allow the public direct access to books, it is very economical. It also provides much better space efficiency with higher book shelving density. In this article, closed access library system models and their characteristics are examined as the reduction plans for the library space shortage problems.

본 연구는 오픈액세스 출판지원 서비스 플랫폼인 AccessON 학술지 리포지터리 인터페이스 중 관리자 인터페이스의 사용성 평가를 통해 오픈액세스 출판지원 서비스 플랫폼의 개선방안을 모색하고자 하는 연구이다. 인터페이스의 사용경험 응답 수집, 이를 통한 이슈 및 개선점 도출, 타 오픈액세스 출판지원 서비스 플랫폼을 위한 제안사항 분석 및 도출이라는 세 가지 연구 질문에 대한 응답을 위해 오픈액세스 출판 및 사용성 평가에 관련된 각종 문헌과 사례같은 선행연구를 검토하였으며, 설문조사와 포커스그룹 인터뷰를 통해 관리자 인터페이스 사용경험에 대한 응답을 수집하였다. 이를 종합하여 AccessON 학술지 리포지터리 인터페이스의 사용성 평가 결과를 각종 수치정보를 통해 제시할 수 있었다. 사용성 평가의 결과는 AccessON 학술지 리포지터리 관리자 인터페이스의 이슈 및 개선점을 제안가능하게 하였으며 최종적으로 이후 개발될 오픈액세스 학술출판지원 서비스 플랫폼을 위한 제안사항을 도출할 수 있었다.

This paper discusses awareness of institutional repositories and open access publishing among faculty members in Annamalai University, Tamil Nadu, India. The authors distributed 200 questionnaires among the faculty members in Annamalai University. Out of 200 questionnaires, 160 responses (80.00%) were received from faculty members. The respondents mentioned the motivating factors while using an institutional repository and indicated the benefits, constraints and strategies to develop open access in publications. It is evident from the table that more than 95% among the average of the faculty members confirm the benefits of open access in publications. 150 (93.75%) of faculty members have awareness, 6 (3.75%) have no idea and 4 (2.50%) state no opinion about awareness of institutional repository and open access publishing.

The article suggests criteria of dividing transport systems into systems of limited and open access. Possibilities of implementing principles of the open access in conjunction with the adaptive control at the railway transport have been analyzed. The author makes a grounded conclusion that the development of transport systems based on the open access and adaptive control can play a positive role in overcoming the global instability of the economy and form prerequisites of its stable grows.

본 연구는 오픈액세스 출판에서 대학도서관이 어떠한 역할을 하고 있는지를 출판비용 지원과 그 외 서비스로 구분하여 살펴보았다. 그 결과 대학도서관은 COPE와 $SCOAP^3$라는 협력프로그램에 참여하거나 또는 개별적인 도서관차원에서 오픈액세스 학술지 출판비용을 지원하고 있었다. COPE 참여 대학도서관의 경우 하이브리드 오픈액세스 학술지에 투고하는 논문에는 APC 지원을 거의 하지 않고 있었다. 이에 비해 개별적으로 기금을 지원하는 대학도서관은 하이브리드 학술지 투고논문에 대한 APC 지원에 조금 더 관대하였다. 또한 기금지원이외의 오픈액세스 학술지 출판과 관련하여 대학도서관은 저자의 논문투고 과정에서의 저작권 협상 지원, 발행과정의 기술적인 측면, 배포를 확산시키는 역할을 담당하고 있었다.

도서관계, 연구 집단, 출판계로 구성되는 학술정보 유통시스템의 주요 관심사항은 학술지이며, 각각의 이해집단이 학술지에 거는 기대와 전략, 보상과 권리보호에 대한 서로의 입장에는 상당한 괴리가 존재한다. 이러한 입장 차이가 결국 오픈 액세스 잡지와 오픈 액세스 아카이빙을 전략적 수단으로 하는 오픈 액세스 운동을 가시화시키고 있다. 이에 본 연구는 오픈 액세스의 동향과 한계를 정리하고, 쟁점을 분석하고자 한다. 특히 오픈 액세스의 중심에서 그 당위성과 필요성을 논하던 국내외 문헌정보학 분야 오픈 액세스의 현주소를 분석하는데 목적이 있다.
