A study on the policy implementation strategy through public participation (정부의제의 국민참여를 통한 정책화 추진 전략에 관한 연구)

  • This study examines the actual operation and performance of the public participation platform by analyzing various public participation processes from 2018 to 2021, when 'Gwanghwamun 1st Street', a representative public participation platform operated by the Ministry of Public Administration and Security, was launched. Through this, the influencing factors that were able to successfully induce the process of policyization through public participation were derived as follows. First, online participation channels were diversified to encourage public participation. Second, it is also important that the public opinion contest and compensation for public review were implemented to encourage and expand public participation. Third, the participation of experts was encouraged to refine and refine the people's ideas. Through these research results, it is judged that the Korean government will be able to contribute to inducing the policyization process through continuous public participation. In deriving success factors for policyization through public participation in the future, how influencing factors such as the public participation process, communication through online channels, and collaboration with experts affect the public participation process using quantitative analysis techniques A study to prove it will have to be conducted subsequently.

The Impact of Individuals' Political Tendency on the Perception of Reliability and Social Impact of Online Newspaper Comments (개인의 정치성향이 뉴스 댓글에 대한 신뢰성과 사회적 영향력의 인식에 미치는 영향)

  • As newspapers which have been major news media are being replaced by on-line news media in recent years, many researchers are paying attention to "comments(news users' short remarks on an article)", a newly emerged way of forming public opinion. This study is examining how the similarity between political disposition of on-line news visitors and that of news media impacts upon their evaluation on quality of comments from the viewpoint of 'social identity theory.' This study may have academic significance because it inspected the pattern of media usage and the cognition of comments in relation to political disposition for the first time and showed 'comments reading' and the function of comments to form public opinion(comments journalism).

A Topic Modeling Analysis for Online News Article Comments on Nurses' Workplace Bullying (간호사의 직장 내 괴롭힘 관련 온라인 뉴스기사 댓글에 대한 토픽 모델링 분석)

  • Purpose: This study aimed to explore public opinion on workplace bullying in the nursing field, by analyzing the keywords and topics of online news comments. Methods: This was a text-mining study that collected, processed, and analyzed text data. A total of 89,951 comments on 650 online news articles, reported between January 1, 2013 and July 31, 2018, were collected via web crawling. The collected unstructured text data were preprocessed and keyword analysis and topic modeling were performed using R programming. Results: The 10 most important keywords were "work" (37121.7), "hospital" (25286.0), "patients" (24600.8), "woman" (24015.6), "physician" (20840.6), "trouble" (18539.4), "time" (17896.3), "money" (16379.9), "new nurses" (14056.8), and "salary" (13084.1). The 22,572 preprocessed key words were categorized into four topics: "poor working environment", "culture among women", "unfair oppression", and "society-level solutions". Conclusion: Public interest in workplace bullying among nurses has continued to increase. The public agreed that negative work environment and nursing shortage could cause workplace bullying. They also considered nurse bullying as a problem that should be resolved at a societal level. It is necessary to conduct further research through gender discrimination perspectives on nurse workplace bullying and the social value of nursing work.

Emerging Gender Issues in Korean Online Media: A Temporal Semantic Network Analysis Approach

  • In South Korea, as awareness of gender equality increased since the 1990s, policies for gender equality and social awareness of equality have been established. Until recently, however, the gap between men and women in social and economic activities has not reached the globally desired level and led to social conflict throughout the country. In this study, we analyze the content of online news comments to understand the public perception of gender equality and the details of gender conflict and to grasp the emergence and diffusion process of emerging issues on gender equality. We collected text data from the online news that included the word 'gender equality' posted from January 2012 to June 2017 and also collected comments on each selected news item. Through text mining and the temporal semantic network analysis, we tracked the changes in discourse on gender equality and conflict. Results revealed that gender conflicts are increasing in the online media, and the focus of conflict is shifting from 'position and role inequality' to 'opportunity inequality'.

  • The importance of comments is constantly growing as a participation of individual in Online News that being invigorated. The 'Best Comments', which strongly related by major participants are recognized as a primary public opinion, and obtains the power. Thus this study is aimed to analyze the characteristics of the 'Best Comments' by utilizing the data of comments on Online News. For this study, a possible element that may reveal the difference between 'general' comments and 'best' comments were set up, digitalized the data, and examined the difference between 'general' and 'best' comments. This study is expected to provide a clue for the problematic issues, such as 'online comment rigged scandal' in recent; also as a basic data that subjected by the individual, academic society, government, and etc.

A Study on Resolution Methods of Overseas Direct Purchase Dispute by ODR (ODR을 통한 해외직구 분쟁해결방안)

  • As the Internet rapidly emerges as a speedy and cost-effective way of purchasing goods from overseas websites, the number of disputes arising out of overseas direct purchases also increases. In such situations, a disgruntled consumer might be left without an effective remedy. Providing an alternative approach to redress such grievances might assist in resolving such disputes and in increasing consumer confidence in e-commerce. Online Dispute Resolution (ODR) will allow consumers to solve their disputes without going to court, in a quick, low-cost, and simple way. It also helps to eliminate complex jurisdictional and choice-of-law problems. On the other hand, it has many problems such as having inadequate confidentiality and security, not being able to meet the "writing" requirement for arbitration of disputes, having difficulty in enforcing online arbitration agreements, having difficulties in enforcing online decisions and so on. This article investigates relationship online disputes and ODR and suggests ways that ODR can work best in resolving disputes arising out of overseas direct purchases. To expand the ODR system in online disputes, it is very important for domestic consumers to recognize the concept and usefulness of the Alternative Dispute Resolution (ADR) and ODR systems. The Korean government must also help consumers recognize the ADR mechanisms of dispute resolution by public campaign advertisement of ADR systems. Further education of dispute resolution in higher educational institutions is also required as well as assisting the KCAB with funds and the establishment of ADR Law.

Gender Differences in Problematic Online Behavior of Adolescent Users over Time (남녀 청소년 소비자의 온라인 문제행동 차이에 대한 종단 분석)

  • This study identifies and tracks changes gender differences in adolescent users' problematic online behavior. This study used Korea Youth Panel Survey (KYPS), which has tracked respondents over 7 years, with self-control theory and social learning theory applied as a theoretical framework. The model included individual-level variables such as self-control and respondent's experience of problematic behavior (offline), as well as socialization variables such as the number close friends who engaged in problematic offline behavior, parent-child relationships, and parental monitoring. Dependent variables included problematic online behavior, unauthorized ID use (ID theft) and cyberbullying (cursing/insulting someone in a chat room or on a bulletin board). Control variables consisted of academic performance, time spent on a computer, monthly household income, and father's educational attainment. Random and fixed effects models were performed by gender. Results supported self-control theory even for the within-level analysis (fixed effects models) regardless of gender, while social learning theory was partially supported. Only peer effects were found significant (except for unauthorized ID use) among girls. Year dummy variables showed significant negative associations; however, academic performance and time spent using computers were significant in some models. Father's educational attainment and monthly household income were found insignificant, even in the random effects models. We also discuss implications and suggestions for future research and policy makers.

Shift of Vietnamese Consumer E-purchasing Behavior During and After Covid-19 Pandemic

  • Purposes: The study aimed at examining the impact of the COVID-19 pandemic on the shift of online consumer purchasing behavior and whether the new behaviors would be maintained after the epidemic season. The study also aims to investigate how online customers change based on perceived risks. Research design and Methodology: The study investigated purchasing behavior of the same 377 online Vietnamese consumers during two periods: (1) during the period of social distancing and (2) one and half year after that, allowing data to be collected in real time, so that consumers do not have to recall their behavior. Results: Purchasing behavior appeared to be more influenced by gender, age and household size. Aged consumers are more concerned about risks than those in the younger group, who only worry about the risks during the pandemic. Consumers in households with two or more people are more concerned about the risks than those living alone. Female appeared to be more influential in both during and after pandemic than male. Conclusions: The findings contribute to clarify shift of online consumer purchasing behavior, which helps business to develop effective marketing strategies and enhance their presence in the e-commerce sector.

Governance of A Public Platform Project in the Context of Digital Transformation Focusing on the 'Special Delivery' (공공플랫폼 구축사업의 거버넌스: 경기도 배달플랫폼 '배달특급'의 사례를 중심으로)

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

Public Opinions Perception and Expression of Individual Opinion by Issue Types in the Internet (인터넷 공간에서의 이슈 유형별 여론지각과 의견표명에 관한 연구: 인터넷 여론조사와 게시판을 중심으로)

  • This study aims to examine the relation between opinion perception and opinion expression by issue types by analyzing online poll results and respective bulletin boards. To find out how opinion poll results affect the public opinion perception cues and opinion expression through the internet, the study applied a method of content analysis to the online contents provided by Naver.com, one of the most popular portal sites in Korea. A total of four issue types, along with 2,250 messages were chosen for analysis. The study results revealed that internet users perceived opinion atmosphere through the poll results and expressed their opinions depending on the issue types. In case of an issue where majority views are manifested as online poll results, users tended to follow that majority views by retaining their initial opinion. Majority opinion by the poll results held a dominant position in bulletin board. The results partially support Noelle-Neuman(1994)'s spiral of silence theory in the context of computer-mediated communication contrary to the belief that anonymity in the cyberspace tends to encourage participation of minority opinion group. According to the findings, people when they perceive their opinion as that of minority are discouraged to express their views even when they are online.
