토양측정망과 특정토양오염관리대상시설 부지 등에서 토양오염조사의 효율성 제고를 위한 환경정책의 고찰

  • Attempts were made to increase an efficiency of soil contamination investigation systems (SCISs) including Soil Network and Special Soil Contamination Management Facility Sites in Korea. In order to increase low efficiencies resulting from inappropriate SCISs, possible policy suggestions are driven based on the results from problem findings of Korean policy and comparisons of policies on industrialized countries including United States, United Kingdom, Germany, the Netherlands and Japan. First, functions of Soil Environment Conservation Act (SECA) on liability should be updated and reinforced to initiate a soil contamination investigation process for stakeholders including an owner(s) or a responsible party(ies) of the potentially soil contamination sites positively. Second, appropriate SCISs should be emerged for implementing the Soil Network and Special Soil Contamination Management Facility Sites properly. Stakeholders for the potentially contaminated sites should easily access and raise the soil contamination issues, and soil contamination investigation implemented by liable and profit environment (consulting) companies should be encouraged. Third, the soil contamination reporting system of SECA needs to change legally responsible. Further more, public announcement system showing soil quality of a site which exceeds a certain scale would be considerable. Fourth, liable environment (consulting) companies should legally execute Soil Environment Assessment of SECA.

재난사고 정보공유를 위한 LTE-VPN기반 현장조사시스템 성능평가 (Performance Evaluation of LTE-VPN based Disaster Investigation System for Sharing Disaster Field Information)

  • 지진, 태풍, 산사태, 건물 붕괴와 같은 대규모 재난 사고 발생시 신속한 현장 상황 파악과 실시간 재난 정보 공유는 현장 통제나 주민 대피 등 재난 대응과 재난 관리 의사결정 단계에서 핵심적인 역할을 수행한다. 본 논문에서는 긴박한 재난 사고 상황에서 효과적인 현장 대응과 재난 사고 현장에서 취득된 관측 데이터와 분석정보를 실시간적으로 연계하고 공유하기 위하여 기존의 국립재난안전연구원에서 운용 중인 재난 사고 현장조사 시스템을 LTE-VPN 기반의 개선된 무선 통신 시스템 환경으로 구축하고, 통신 트래픽 데이터 전송 실험을 통해 현장 조사 시스템의 무선 통신 전송 요구 성능을 분석, 평가하였다. 개선된 무선통신 시스템의 현장 데이터 전송 성능 실험을 수행한 결과, 재난 현장과 끊김 없는 영상 회의 시스템을 보장하기 위해서 최소 4.1 Mbps 이상의 UDP(User Datagram Protocol) 대역 폭이, 현재 조사 차량에 탑재된 조사 장비간 통신과 현장 데이터를 원활하게 공유하기 위해서 약 10 Mbps의 무선 통신 대역폭이 확보되어야 할 것으로 사료된다.

말뚝기초 시공사례 실태분석을 통한 개선방안 연구 (A Study on the Improvement of Pile Foundations Based on the Analysis of Field Case Studies)

  • 본 연구에서는 말뚝기초의 설계 및 시공과 관련하여 국내 103 개소 대형교량건설현장에 대한 실태를 조사 분석하였다. 그 결과, 지반조사 단계에서 지지층에 대한 심도확인과 조사위치 배치기준 적용이 미흡한 것으로 나타났다. 설계단계에서는 말뚝시험시공 없이 지지력을 산정하는 경우가 많았으며, 말뚝재하시험 시 재하용량 적용기준이 불명확하여 극한(또는 항복)지지력을 확인할 수 없었다. 재하시험을 수행하더라도 시험결과의 반영이 미흡하여 경제성을 검토하지 않는 등의 문제점이 나타났다. 말뚝기초 설계기준이 현장여건을 제대로 반영하지 못하여 과다설계가 될 경우 경제성을 기할 수 없다. 따라서, 말뚝기초의 지지력과 관련된 기존문헌을 고찰하고, 교량기초 설계 및 시공사례 분석을 통하여 시방서의 일부 내용을 개선하도록 제안하였다.

  • 국립재난안전연구원에서는 인공위성, 드론, 조사차량 등 다양한 지구관측 플랫폼 기반의 재난 피해 분석·모니터링과 재난 활용 기술을 개발하고 있다. 본 특별호에서는 연구원에서 수행하고 있는 재난현장 조사와 위성기반 재난관리 기술, GIS를 활용한 재난정보 분석과 관련된 최근 연구성과를 자세히 기술하였다. 이러한 지구관측 기술개발 연구성과를 토대로 기존 공간정보 서비스 기술과 재난현장에서 수집되는 각종 정보들을 서로 연계하여 통합적인 국가 재난 조사·분석·모니터링 기술 고도화를 위해 지속적으로 노력을 해나갈 것이다.

사이클로옥시게나제의 작용부위 모델 (A Model for the Active Site of Cyclooxygenase)

  • The active site of cyclooxygenase was modeled by complementary receptor-cavity mapping procedure using 3D structures of the non-steroidal antiinflammatory drugs (NSAIDs). A total of 50 NSAIDs were chosen as data ligands which compete the same site on the enzyme. Partial atomic charges were estimated, and the energetic differences for various conformations were calculated so as to meet the need for a most efficient overlapping of the probably-equivalent functional groups of the ligand molecules. The structure activity relationships of the NSAIDs, if available, were fully considered throughout the modeling. The overall shape of the model obtained is similar to a boot-without-bottom. Most of inner surface of the cavity appeared as hydrophobic; two polar counterparts except the carboxyl-binding position were found. By this model, some clear explanations could be given on the experimental observations which were not satisfiably understood yet.

적지적수(適地適樹) 판정(判定)을 위한 Neural Network 기법(技法)의 응용(應用) (Neural Network Applications to Determining Suitable Tree Species for Site-Specific Conditions)

  • 이 연구는 인공신경망기법을 적용하여 적지적수를 판정할 수 있는 산림환경입지인자를 도출하고, 그들 인자 상호간의 관계를 분석하여 적지적수 판정방법을 제시하고자 수행되었다. 적지적수 선정을 위한 대상수종으로 5개의 주요 침엽수종(P. densiflora for. erecta, L. leptolepis, P. koraiensis, P. densiflora, P. thunbergil)을 선정하였다. 먼저 총 1,320개소의 표준지를 대상으로 각 수종별 지위지수가 높은 순으로 40개씩 추출하여 총 200개의 표준지를 선발하였다. 각각의 자료는 해당 표준지에 대한 13개 인자의 산림입지환경 정보를 보유하고 있다. 연구결과 인공신경망기법은 패턴분류에 의한 산림입지환경 조사 자료들의 전산정보처리에 매우 효과적인 것을 알 수 있었다. 이 기법을 적지적수 판정에 필요한 패턴의 유무 분석에 응용함으로써 적지적수 판정에 거의 영향을 미칠 수 없는 패턴을 소유하고 있거나, 불규칙한 양상의 패턴으로 인해 패턴분류 과정 자체를 교란할 수 있는 자료들을 선별하여 제거할 수 있었다. 그 외에 인공신경망기법은 입지인자 구성에 따라 적지적수 판정 적합도가 77.6%에서 91.8%까지 높게 나타남으로써 산림입지환경조사 자료를 토대로 하는 적지적수 판정에 매우 높은 잠재력을 보여주었다.

웹 사이트의 품질 결정요인과 고객 만족도, 몰입, 성과간의 관계에 관한 연구 (A Study on the Determination Factor of Web Site Quality and the Relationship with Customer Satisfaction, Involvement, and Performance)

  • The virtual space of internet has changed the existed market structure as more and more internet users have highly increased. And this situation has given a golden opportunity to the internet service firms that are supposed to meet their customers through the internet web sites. So, it is becoming a critical issues to construct and keep better web sites than their competitors to the internet service firms. This paper is intented as an investigation of determination factors of internet web site quality further, which of them are more important factors to the consumer satisfaction. For this purpose, empirical approach using factor analysis, regression analysis was used to develop dimensions of internet web site quality and to explore more important factors that internet service firms should choice to have competitiveness. Empirical results of the study presented that the determination factors of internet web site quality were composed of five factors like Responsiveness, Accessibility, Ease of use, System Performance, Communication. And we found that Communication and Ease of use are more important factors than other ones. Therefore, the internet service firms that are plan to have more competitiveness than their competitors should choice these important factors and concentrate on these ones to build excellent internet web sites.

토양 및 지하수 Investigation 과 Remediation에 대한 현장적용

  • Situated close to Heathrow Airport, and adjacent to the M4 and M25 Motorways, the site at Axis Park is considered a prime location for business in the UK. In consequnce two of the UK's major property development companies, MEPC and Redrew Homes sought the expertise of Intergeo to remediate the contaminated former industrial site prior to its development. Industrial use of the twenty-six hectare site, started in 1936, when Hawker Aircraft commence aircraft manufacture. In 1963 the Firestone Tyre and Rubber Company purchased part of the site. Ford commenced vehicle production at the site in the mid-1970's and production was continued by Iveco Ford from 1986 to the plant's decommissioning in 1997. Geologically the site is underlain by sand and gravel, deposited in prehistory by the River Thames, with London Clay at around 6m depth. The level of groundwater fluctuates seasonally at around 2.5m depth, moving slowly southwest towards local streams and watercourses. A phased investigation of the site was undertaken, which culminated in the extensive site investigation undertaken by Intergeo in 1998. In total 50 boreholes, 90 probeholes and 60 trial pits were used to investigate the site and around 4000 solid and 1300 liquid samples were tested in the laboratory for chemical substances. The investigations identified total petroleum hydrocarbons in the soil up to 25, 000mg/kg. Diesel oil, with some lubricating oil were the main components. Volatile organic compounds were identified in the groundwater in excess of 10mg/l. Specific substances included trichloromethane, trichloromethane and tetrachloroethene. Both the oil and volatile compounds were widely spread across the site, The specific substances identified could be traced back to industrial processes used at one or other dates in the sites history Slightly elevated levels of toxic metals and polycyclic aromatic hydrocarbons were also identified locally. Prior to remediation of the site and throughout its progress, extensive liaison with the regulatory authorities and the client's professional representatives was required. In addition to meetings, numerous technical documents detailing methods and health and safety issues were required in order to comply with UK environmental and safety legislation. After initially considering a range of options to undertake remediation, the following three main techniques were selected: ex-situ bioremediation of hydrocarbon contaminated soils, skimming of free floating hydrocarbon product from the water surface at wells and excavations and air stripping of volatile organic compounds from groundwater recovered from wells. The achievements were as follows: 1) 350, 000m3 of soil was excavated and 112, 000m3 of sand and gravel was processed to remove gravel and cobble sized particles; 2) 53, 000m3 of hydrocarbon contaminated soil was bioremediated in windrows ; 3) 7000m3 of groundwater was processed by skimming to remove free floating Product; 4) 196, 000m3 of groundwater was Processed by air stripping to remove volatile organic compounds. Only 1000m3 of soil left the site for disposal in licensed waste facilities Given the costs of disposal in the UK, the selected methods represented a considerable cost saving to the Clients. All other soil was engineered back into the ground to a precise geotechnical specification. The following objective levels were achieved across the site 1) By a Risk Based Corrective Action (RBCA) methodology it was demonstrated that soil with less that 1000mg/kg total petroleum hydrocarbons did not pose a hazard to health or water resources and therefore, could remain insitu; 2) Soils destined for the residential areas of the site were remediated to 250mg/kg total petroleum hydrocarbons; in the industrial areas 500mg/kg was proven acceptable. 3) Hydrocarbons in groundwater were remediated to below the Dutch Intervegtion Level of 0.6mg/1; 4) Volatile organic compounds/BTEX group substances were reduced to below the Dutch Intervention Levels; 5) Polycyclic aromatic hydrocarbons and metals were below Inter-departmental Committee for the Redevelopment of Contaminated Land guideline levels for intended enduse. In order to verify the qualify of the work 1500 chemical test results were submitted for the purpose of validation. Quality assurance checks were undertaken by independent consultants and at an independent laboratory selected by Intergeo. Long term monitoring of water quality was undertaken for a period of one year after remediation work had been completed. Both the regulatory authorities and Clients representatives endorsed the quality of remediation now completed at the site. Subsequent to completion of the remediation work Redrew Homes constructed a prestige housing development. The properties at "Belvedere Place" retailed at premium prices. On the MEPC site the Post Office, amongst others, has located a major sorting office for the London area. Exceptionally high standards of remediation, control and documentation were a requirement for the work undertaken here.aken here.

  • Recent economic slump has highlighted the needs for the construction industry to develop strategies to improve productivity and overhaul organization structure. Notably, it is urgent to improve productivity of apartment building construction projects that account for about half of the aggregate revenue of building construction projects in Korea. As construction site management manpower staffing plan has close relation with the productivity of building construction, it is essential to staff construction sites adequately in consideration of site conditions and characteristics. However, construction companies of Korea are still far from developing site management manpower staffing plan in reference to quantitative standards. Therefore, this research aims to analyze site management manpower staffing plan of apartment building construction project by means of density analysis. To be more specific, site organization charts and staffing plans of apartment building construction projects put together by large construction companies in Korea are studied and essential resources and their mobilization time of apartment building construction projects are examined. Conclusions herein will provide basic inputs to subsequent studies of apartment building construction site management manpower staffing standards.

  • In construction of high speed railway, the fan shape is limited to achieve reduction of required travel time and concrete railway which has structural stability and induces small maintenance cost with allowable ground settlement is recently applied. So construction of concrete railway on soft ground in which considerable ground settlement occurs increases and settlement management in soft ground section is required. Field monitoring on ground movement and integrated geotechnical information system which manages construction, design, and field monitoring data are essential for settlement management of concrete railway subgrade. Site investigation data are also required due to future repair work. Therefore in this study, integrated geotechnical information system for construction and maintenance of concrete railway is developed. The developed system consists of a database and an application program. The database contains site investigation, construction, design, and field monitoring data throughout a railway. Application program performs various functions on managing and utilizing information in the database with graphic visualization of output. And by providing integrating information with comprehensible visual displays, the applicability and effectiveness of the developed system for construction and maintenance management were confirmed.
