With Beijing's success in bidding for the 2008 Olympic Games, the increasing demand for infrastructure development and reduced public sector funding capacity has created a significant funding gap which calls for alternative project delivery methods such as Public-Private Partnership (PPP). Although the exploration of infrastructure projects using PPP model have been practiced since the late 80s, the $560 million National Stadium which served as the main venue for the Olympic Games is the first stadium project in China to be delivered under PPP operation. The project is generally considered successful despite the concession transfer in 2009 with concern of better serving the public interest. Compared to other infrastructure projects such as transportation, waste management and water management, the development of major sports facilities for mega-sports events with PPP has its own unique features and is subject to different major risks. This research identifies and analyzes critical risks in the implementation of PPP in major sports facility development through case study of the National Stadium project. A questionnaire survey and several interviews are conducted to solicit expert opinions from experienced practitioners. The purpose is to provide additional insights in risk management strategies and opportunities in China's PPP implementations in major sports facilities for policy makers and private sectors involved with investment decisions in future similar infrastructure development.

본 연구는 체육지도자 자격제도와 실기 및 구술 자격검정에 대한 응시자들의 인식을 분석하여 향후 체육지도자 자격제도의 발전적 방향을 제시하였다. 2015년 2급 생활, 유소년, 노인, 2급 장애인스포츠지도사의 실기 및 구술 자격검정에 참여한 응시자 18,908명을 대상으로 온라인 설문조사를 실시하였으며 회신된 유효표본 2,895부를 대상으로 첫째, 조사응답자의 인구통계학적 특성 파악을 위한 빈도분석, 둘째, 측정도구의 신뢰도와 타당도 분석을 위한 요인분석, 셋째, 인구통계학적 특성에 따른 자격제도에 대한 인식의 차이분석을 위한 교차분석, 넷째, 실기 및 구술 자격검정에 대한 인식 분석을 위한 기술통계분석, 마지막으로 체육전공 여부에 따른 실기 및 구술 자격검정에 대한 인식의 차이를 알아보았다. 본 연구의 결과로는 첫째, 조사응답자의 연령, 학력, 체육전공여부에 따라 체육지도자 자격제도에 대한 인식에 차이가 있는 것으로 나타났다. 둘째, 조사응답자의 성별, 연령대, 학력, 체육전공여부에 따라 실기 및 구술 자격검정 인식에 통계적으로 유의미한 차이가 있는 것으로 나타났다.

The major objective of this study is to test if an Olympic Games sponsorship program can influence investors' behavior: stock returns, stock volatility and transaction volumes. The paper deals with stock market reaction on Olympic sponsorship announcement for service organizations using event study method. Our research intention is to test 440 daily stock prices and transaction volumes, in order investigate the potent influence between the announcement of a grand sport sponsorship program and investors' behavior. For this study we examined the announcement data of three grand sponsors of Olympic Games of Athens 2004 (Alpha Bank. Delta and G.T.O) The main contribution of this study is to examine how stock investors' behavior is influenced by the sponsorship program of companies and to extend research scope of marketing field toward stock market. They authors suggest that organizations interested in influencing investors' behavior should invest in sponsorship activities at the sports' sector.

이 연구는 체육인재 경력현황과 분석을 통해 체육인재의 경력유형별 역량모델을 개발하는 데 있다. 이를 위해 체육인재는 체육행정, 심판, 지도자, 스포츠정보분석가, 글로벌 스포츠인재로 제한하였고, 문헌분석, 경력개발 유형 및 경력경로 가이드 설계, 경력유형별 인터뷰를 연구방법으로 활용하여 전문가 적합성 검토를 거쳐 다음과 같은 연구결과를 도출하였다. 첫째, 연구 결과 공통역량, 전문역량, 글로벌 전문역량으로 구분되었으며, 공통역량은 글로벌, OA활용 등 6개, 전문역량은 5개 경력유형별로 29개, 글로벌 전문역량은 2개로 국제스포츠인재 대상 스포츠외교, 국제협회 및 연맹진출 준비로 구성되었다. 둘째, 모든 역량에는 역량정의 및 행동지표가 함께 개발되었으며 향후 체육인재 역량 수준 진단 및 역량기반 경력개발 아카데미 교육과정 수립에 활용할 수 있을 것이다.

Olympic uniforms emphasize aesthetics along with sports fashion trends and tendencies to display national competitiveness through colorful designs that use the national flag or colors as motifs. Korea needs to enhance the national brand through international sporting events such as the 2018 PyeongChang Olympic Games (30 years after the 1988 Seoul Olympic Games); therefore, a multilateral analysis is required to promote a global image of Korea. This study presents a development direction for more diverse national brand values for Korea through design research on Olympic uniforms. Research methods investigated the concepts and changes of the Geongongamli, and Taegeuk symbols as well as Olympic uniforms based on literature data and existing studies using uniforms. An Olympic uniform using symbols of the Korean flag was designed through a case analysis of Olympic uniform designs of countries that participated in the 2012 London Summer Olympic Games and 2014 Sochi Winter Olympic Games that reflect the countries' image. The research scope excluded uniforms for the actual games and limited the uniforms to official uniforms for the opening ceremony that represent the characteristics of each country; consequently, we analyzed 70 uniforms of 162 countries of the Winter Olympic Games. As a result, official national symbols were more frequently reflected than unofficial symbols in the uniform designs of the Summer and Winter Olympic Games with more frequencies of direct reflection than indirect reflection. Korea's national brand is expected to enhanced through a uniform that expresses Korea's image at international events and global exchanges.

The Court of Arbitration for Sport (CAS) has been adjudicating on sports-related disputes since 1984. CAS can be regarded as world supreme court for sports settling down about 4200 cases including doping issues. Doping disputes are generally processed by CAS Appeals division and Anti-Doping Division. An appeal against the decision by sports-related bodies may be filed with CAS Appeals Division. Doping issues concerning Olympic games are on Anti-Doping Division, introduced from 2016 Olympic games and invested with complete authority by IOC. The Award of Maria Sharapova finds a player is responsible if found to have committed any Anti-Doping Rule Violation regardless of his/her intention or fault. It offers detailed jurisprudence on imposing such a specific period of ineligibility in view of the totality of the circumstances. The award of Xinyi Chen also confirms the Strict Liability Rule on anti-doping disputes. The player appealed there could be either accidental contamination of drinks, or doping laboratories' mistakes that affected the test results. But, all of them were rejected. Though dealing with doping disputes in a timely manner is important for seasonal sports events like Olympic games, it is necessary to prepare the acceptable and fair process for the players in the future.

이 연구는 서울올림픽대회 조직위원회의 공문서에 대한 균형적 시각을 제공하고 올림픽 사료 이용의 체계화를 도모하기 위해서 서울올림픽대회 조직위원회의 공문서를 평가하기 위한 이론적, 실제적 기반을 마련하는데 그 목적이 있다. 이를 위해서 기록의 평가와 기록학의 평가이론을 검토하고, 서울올림픽대회 조직위원회 공문서의 성격을 규명하였고, 이를 기반으로 서울올림픽대회 공문서를 평가하기 위한 방법론을 탐색하여 평가 기준과 절차를 수립하였다. 이를 구체적으로 살펴보면 다음과 같다. 이 연구에서 수행한 첫 번째 연구 과제는 우선, 기록의 구조요소에 대한 통찰력 있는 분석과 이들과 평가와의 관계, 그리고 그간 발전되어 온 평가방법론의 흐름을 파악하는 것이었다. 이후 개별 이론의 구체적 방법론을 파악하기 위해서 각각의 대표적인 이론을 탐구하였고, 기록 평가의 일반적인 기준과 절차를 검토하였다. 그 다음, 이론적 검토를 통해서 구체적으로 파악된 기록학의 평가이론을 적용하기 위해서 서울올림픽대회 조직위원회 공문서의 성격을 규명하였다. 이를 위해서 서울올림픽대회 조직위원회의 구성과 운영에 대한 고찰과 공문서의 생산 구조를 분석하여 기록이 생산되는 원리를 파악하였다. 이후 서울올림픽대회 조직위원회 공문서 관리의 실제와 잔존 기록과의 관계를 파악하여 이들과 생산 원리와의 종합적인 분석을 통해 서울올림픽대회 조직위원회 공문서의 공시적이고 통사적인 특성을 제시하였다. 나아가, 서울올림픽대회 조직위원회 공문서의 성격을 종합적으로 고려하여 조직위원회 공문서를 평가하기 위해서 적합한 방법론을 탐색하고, 그 기준과 절차를 제시하였다. 이상의 연구 결과를 도출한 본 연구의 의의는 다음과 같이 정리할 수 있다. 이상의 연구 결과를 토대로 서울올림픽대회 조직위원회 공문서에 대한 기록학적 평가 작업이 이루어지면, 서울올림픽대회 사료에 대한 객관적 인식을 가능하게 하여 관련 학문의 발전에 이바지할 뿐만 아니라 올림픽을 포함한 체육 스포츠 분야의 사료의 체계적인 이용과 관리를 도모해 줄 수 있을 것으로 판단한다. 또한 이 연구는 체육 스포츠 분야의 기록 사료 관리를 위해 기록학적 방법론의 적용에 대한 논의를 다룸으로써 체육 스포츠학 분야에서 기록학에 대한 인식의 지평을 넓히고 있다. 끝으로, 체육 스포츠 사학과 관련 학문의 전반적인 진전을 위해서 체육 스포츠 분야의 사료 이용과 관리의 측면에서 기록학적 이론을 적극적으로 원용한 연구와 실제적인 적용 방식에 대한 천착이 요구됨을 제기한다.

As the Korea Sports Council and The Korean Olympic Committee (KOC) were integrated in June 2009, the Amended Articles expunged the applicable provisions of the e Korea Sports Arbitration Committee (KSAC), which was established in Markch 2006. To successfully host international sports events, such as 2014 Incheon Asian Games and PyeongChang 2018 Winter Olympics, the Korea Sports Arbitration Committee (KSAC) must be restored immediately. In this sense, this thesis places emphasis on the necessity of precise legal basis with the purpose of the revitalization of sports dispute settlement as well as the enhancement of the Korea Sports Arbitration Committee.

This paper deals with the selection method of effective engineering design problem based on LEGO Mindstorm NXT for basic design education. By YouTube case study of various LEGO-based engineering designs for olympic sports, performance criteria have been developed including programming complexity, structural complexity, sensor/actuator complexity and variety of game operation. Programming complexity includes range of programming code length and possible program variety. Structural complexity includes variety of structural elements such as length, shape, weight, and volume to overcome design restrictions. Sensor/actuator complexity includes variety of sensor used and number of possible actuator assemblies. Variety of game operation includes game complexity and required creativity to make LEGO robots. Based on these performance criteria, four representative sports were selected as the candidates for effective engineering design problem. Finally, feasibility and attributes of each candidate were verified by real implementation examples.

The Court of Arbitration for Sport (CAS) was created to focus on the procedural complexity in the resolution of sports-related disputes, confidentiality, the matter of expenses, and the necessity of prompt settlement in the field of international sports. The CAS had originally launched as one of bodies of International Olympic Committee (IOC), but later it became properly operational as an independent organization to facilitate sports-related disputes when the International Council of Arbitration for Sport (ICAS), which came into force in accordance with the Paris Agreement in 1984 and has acted in place of IOC, took responsibility for the administration and financing of the CAS. The CAS is composed of four divisions, the Ordinary Arbitration Division and the Appeals Arbitration Division, the Ad hoc Division created later in 1996 and the CAS Anti-Doping Division (CAS ADD) established as from 2016 only to conduct proceedings and to issue decisions on an alleged anti-doping rule violation, and two (Sydney and New York) permanent decentralized offices. The head office of the CAS is Lausanne, Switzerland. Since CAS ADD was established, CAS Ad hoc Division has had jurisdiction over the appeal case against a decision pronounced by the IOC, an NOC, an international Federation or an Organizing Committee for the Olympic Games. Although there are so many virtues of CAS as a resolution authority for sports-related disputes in terms of its organization, arbitration rules and procedures, it is also true that the CAS has not been showing the consistency. The CAS should overcome these issues through much more advanced system and its instant and fair decisions.
