Evaluation and Improvement of a Subsidy Policy on Early Scrapping of Old Diesel Vehicles (노후경유차량 조기폐차 보조금 지원 제도 성과분석 및 개선방안)

  • A subsidy policy on early scrapping of old diesel vehicles has been activated to improve air pollution in Seoul metropolitan area. The benefit-cost analysis on this policy evidently shows cost effective as benefit is greater than cost. The policy currently provides 80% of old diesel vehicle's worth within the maximum amount capped which limited the effects on increasing the level of subsidy. Therefore, to induce more old diesel vehicles scrapped, it is needed to consider that the level of subsidy and the maximum amount are raised at the same time. Meanwhile, taking account of insufficient subsidy amount, granting older vehicles more subsidy would be a good way of extending the policy effect.

  • According with annual report by the OECD (Organization for Economic Co-operation and Development), South Korea is at the top of the list of countries with bad air pollution (fine dust particles) and the South Korean government announced the cause to be due to the particle emissions of large and old diesel vehicles. To solve this issue, the government (jointly with related ministries), promoted the "Special Measures for Comprehensive Fine Dust Management Program" as a way to improve environmental pollution by reducing the overall output of fine dust particles emitted by public vehicles. The measure implemented a gas subsidy system to convert eco-friendly vehicles of city and chartered buses throughout the country. In this study, we take a look at the economical evaluation, comparison and analysis of the conversion of diesel vehicles to natural gas (CNG) vehicles. This report represent the basis for the need to expand the funds of the subsidy program and reviews the feasibility of the policy by taking into consideration the social and economical benefits and the effect in the environment when converting diesel fuel to natural gas vehicles through the type-specific fuel conversion scenarios.

An Evaluation and Management Strategy of Environmental Zone for Improving Air Quality in the Seoul Metropolitan Area (수도권 도심 대기질 개선을 위한 환경지역의 운영전략 및 평가에 관한 연구)

  • In the Seoul metropolitan area (SMA), transportation sector is the largest source of air pollutant emissions. Of the total amount of air pollutant emissions in the SMA, about 52% of the particulate matter emissions and 59% of the nitrogen oxide emissions are from superannuated heavy diesel vehicles. To lessen the air pollutant emissions from superannuated heavy vehicles in the SMA, this study devised several strategies for operating Environmental Zone (EZ) program, which requires superannuated heavy diesel vehicles to install reduction equipments as well as restricts them entering part of the SMA, and evaluated the effects of different strategies on air pollution in the SMA. By using the Korean traffic statistics, an evaluation has been made of six EZ scenarios, which were devised by different target areas and vehicles. The results showed that the EZ program with retrofitting a DPF (Diesel Particulate Filter) equipment to 7-year-old heavy diesel vehicles and early scrapping of pre-1998 heavy diesel vehicles is the most efficient alternative in terms of air pollution reduction. In addition, the results showed that the magnitude of air pollution reduction increases when implementing the EZ program to all entering superannuated heavy diesel vehicles to the SMA rather than registered ones in the SMA.

  • The government have been tightening EM regulation gradually but the effect is not good because of rapid increase of vehicles. And medium & heavy duty diesel vehicles, even though the number is small, exhaust very large pollutants(about over 50%). Especially it is more severe about old trucks and buses. Accordingly, CNG vehicle and the retrofit of diesel to CNG must be an alternative in order to protect the atmospheric environment and improve the air quality in the metropolitan area. The main object of this study is to secure the retrofit technology of diesel to CNG vehicle and the management system of CNG engine. we passed the government emission certification test. In addition to this, the mass production for retrofit is also studied. Results of emission and durability test for certification are as follows; there was no problem during 30,000km vehicle durability test and good emission levels satisfying the regulation.

A Study on the Fiscal Efficiency of the Early Scrappage Support System for Aged Diesel Vehicles (노후 경유차 조기폐차 지원제도의 재정 효율성에 관한 연구)

  • This study analyzes the financial efficiency of the early scappage support system using the benefit and cost analysis. To do so, we use comprehensive administrative data on the early scrappage of old diesel vehicles. The result shows that the benefit-cost ratio was greater than 1 before 2020, but it appeared to be less than 1 after 2020. This indicates that despite recent reforms to increase the subsidy of early scrappage of old diesel vehicles, the rate of the benefit of air quality improvement is not as fast as the increase in system operation cost of this system. The benefit of air quality improvement depends on how much the operating period is shortened due to early scrappage support system. The earlier this period is brought forward, the more likely it is that the benefits of early scrappage will exceed the costs. Upon examining the results of this study, it was found that when the scrappage timing is brought forward by 5 years, the B/C for 98% of the samples becomes 1, greatly securing financial efficiency. Therefore, it is important for the government to reform the system so that it can influence the decision of old diesel vehicle owners on the timing of scrappage.

  • The exhaust gas discharged by cars not only threatens the health of the human body, but also contributes to global warming, due to the resulting increase in the concentrations of ozone, fine dust and carbon dioxide. Therefore, the government has steadily implemented careful inspection systems for exhaust emissions, in order to efficiently regulate the exhaust gas of cars. Studies on reducing the exhaust emissions of automobiles have been conducted in various fields, including ones designed to reduce the generation of HC, NOx, and $CO_2$ in the exhaust emission of vehicles. However, there have been insufficient studies on the reduction of the exhaust emission for old diesel vehicles. To develop careful inspection systems for the exhaust emissions of old diesel vehicles, studies on the reduction of the exhaust emissions and improvement of power are necessary by cleaning the carbon sediment in both the intake manifold and injector. Therefore, in this study, we analyzed and compared the amounts of gas emitted when simultaneously cleaning or not cleaning the intake manifold and injector of diesel automobiles with mileages over 80,000 km and operating periods over 5 years. The experimental results showed that in the case where the intake manifold and injector were simultaneously cleaned, there was a decline of 75.2% in the gas emission compared to the cases where only the manifold or injector is cleaned. Also, it was found that simultaneously cleansing the intake manifold and injector enabled the exhaust standard to be satisfied for less than 30% within 8.5 sec.

Development of Large-sized Propane Engine for Emission Reduction of Construction Machinery (건설기계의 배출가스 저감을 위한 대형 프로판 전용 엔진 개발)

  • Aging construction machinery and vehicles with old diesel engines usually have a long life span, so they continue to emit harmful emissions. Therefore, replacing these older diesel engines with engines that meet the latest emisstion standard is expected to help improve air quality, and engines with propane fuels, which are easily available at construction sites, can be an appropriate alternative. In this study, a propane fueled engine was developed based on a 6.8-liter CNG engine, and technologies such as gas injectors, exhaust gas recirculation (EGR), and enhanced catalysts were applied. As a result, nitrogen oxides achieved half of the emission performance at the Stage-V level, the latest emission standard, while securing diesel engine output and torque in the same class.

A Study on Selective Catalytic Reduction on Diesel Particulate Filter Catalyst and Coating Technology the Removal of Particulate Matters and NOx for Old Special Cargo Vehicles (노후 특수·화물 차량 PM/NOx 저감을 위한 SDPF 촉매 및 코팅 기술 연구)

  • In this study, Selective Catalytic Reduction on Diesel Particulate Filter (SDPF) after-treatment system was introduced to simultaneously remove NOx and Particulate Matters (PM) emitted from trucks and special cargo vehicles using old engine. First, in order to select an Selective Catalytic Reduction (SCR) catalyst for SDPF, the de-NOx performance of V/TiO2 and Cu-Zeolite catalysts were compared, and the SCR catalyst characteristics were analyzed through Brunauer Emmett Teller (BET), X-ray Diffraction (XRD) and NH3-TPD (Temperature Programmed Desorption). From the activity test results, the Cu-zeolite catalyst showed the best thermal stability. For optimal coating of SDPF, slurry was prepared according to the target particle size. From the coating stability and back pressure test results of SDPF according to the amount of SCR coating, As a result of comparing coating stability, back pressure, and de-NOx performance by producing A, B, and C samples for each loading amount of the SDPF catalyst, the best results were found in the B sample. The engine dynamometer test was conducted for the optimal SDPF after-treatment system, and the test results satisfied Eu-5 regulations.

Estimation of Atmospheric PAH Concentrations and Sources at Several Sites Using Pine Needles as a Passive Air Sampler (소나무잎을 Passive Air Sampler로 이용하여 지역별 대기 중 다환방향족 탄화수소의 농도 및 발생원 추정)

  • Objectives: This study was carried out in order to estimate atmospheric polycyclic aromatic hydrocarbon (PAH) concentrations and sources using pine needles as a passive air sampler (PAS) in urban (Pyeongtaek), semirural (Anseong) and rural (Jincheon) sites. Methods: One-year-old pine needles were collected for analysis of their PAH concentrations ($C_{p,n}g/g$ dry) at the end of December. PAHs concentrations in the ambient air ($C_a$, $ng/m^3$) were calculated with a $Log(C_p/C_a)-LogK_{oa}$ correlational equation. Results: PAHs concentrations in ambient air ($C_a$) were high, in the order of urban ($114.03ng/m^3$), semirural ($105.17ng/m^3$) and rural ($61.91ng/m^3$) sites. However, distributions of PAH isomer concentrations were very similar. PAHs of which molecular weight is smaller than 228.30 (AcPy, Acp, Flu, Phen, Ant, Flt, Pyr, BaA, Chry) made up most of the PAHs in the ambient air (96.6-98.5%). Conclusion: At urban, semirural and rural sites, it was concluded that the main source of PAHs in the ambient air ratio of each PAH isomer concentration was cars, especially diesel vehicles.
