  • Due to the high demand on energy resources accompanied by continuing industrialization and urbanization, the world marine transportation of crude and product oils is being gradually increased. In Korea, we are exposed to the large-scale marine oil spill accidents because a very large oil tanker of 300,000 tonnage must enter Korean Ports every day to meet the domestic demand on oils. Although we are exerting our strength to reduce the probability of marine oil pollution accidents, a unrestorable oil spill is to occur owing to human errors, severe weather conditions, or combined causes. Thus, area contingency plan equipped with appropriate management system for response and restoration for the worst case discharge scenario must be entirely prepared to protect mine environments and coastal resources. In particular, we are focusing on the Environmental Sensitivity Index Map(ESI Map) to reduce the environmental consequences of both spills and clean-up efforts by specifying protection Priorities in advance and identifying in-situ response strategies. In this paper, Korean ESI Map is introduced with brief definition of sensitivity to oiling and main features of the software developed hitherto.

HPLC analysis of Polycyclic Aromatic Hydrocarbons(PAHs) in Mussels(Mytilus edulis) living in the Intertidal Zone of Kori, Korea

  • Polycyclic aromatic hydrocarbons(PAHs) are ubiquitous contaminants in coastal marine environment. PAHs enter estuarine and nearshore marine environment via several routes such as combustion of fossil fuels, domestic and industrial effluents and oil spills. In August of 1997, mussels(Mytilus edulis) were collected at 6 sites near Kori nuclear power plant in order to analyze the PAH content by HPLC with uv/vis detection. Unfortunately, I could not find any living oysters in which I firstly intended to measure the PAH content in the study area. NPTHL and ANCPL were the major dominant PAH compounds in mussels living in the intertidal zone of Kori, Korea, and DahA, BbF, BaP were the next dominant PAH group in mussels in the study area. The mean concentrations of 15 PAH in mussels ranged from 3.2 to 1,680 ppb(mean 105$\pm$60.5 ppb). Compared with other studies world over, the concentrations of carcinogenic PAHs were relatively low in mussels in the study area, even though total PAH content was rather high. According to N/P(Naphthalene/Phenanthrene) ratio(147) and the ratio of 2∼3 ring to 3∼5 ring PAHs(58∼90 %) in mussels in the study area, I expect that the major source of PAHs in this study area is rather fresh petroleum-derived. This study presents preliminary data for the PAH levels in mussels from the intertidal zone of Kori, and the data will hopefully be utilized for the assessment of oil pollution in the East Sea, Korea.

The concentrations of 15 PAH in sediment ranged from < 1 to 5,900 ppb ( mean 173.5$\pm$99.7 ppb), and in mussels, from < 0.5 to 4,125 ppb (mean 105$\pm$60.5 ppb). Compared with other studies world over, the concentrations of carcinogenic PAHs were relatively low in both sediment and mussels from the intertidal zone of Kori. This study presents preliminary data for the PAH levels in sediment and mussels from the intertidal zone of Kori, and the data will hopefully be utilized for the assessment of oil pollution in the Southeast East Sea, Korea (especially for the PAHs).

An Analysis of Pre-service Elementary Teachers' Oceanographic Literacy and Opinions on Teaching Strategies for Ocean-related Topics (초등 예비교사들의 해양학적 소양과 해양 관련 주제의 교수 전략에 대한 의견 분석)

  • This study aims to analyze pre-service elementary teachers' oceanographic literacy, understanding of ocean environmental problems and opinions on teaching strategies for ocean topics. As survey participants, this study selected 126 pre-service elementary teachers. Firstly, as a result of testing their oceanographic literacy, this study found out that out of all the basic principles, 'Oceans Largely Unexplored' was highest in the mean score, followed by 'Human Connections', 'Ocean & Its Life Shape Earth', 'Habitability', 'Biodiversity', 'Weather & Climate' and 'Size of Ocean'. Besides, regarding environmental problems affecting all the aspects of ocean, they mentioned oil spills caused by vessel accidents, so called 'Oil Pollution', as the most serious marine environmental problem. Regarding environmental problems affecting coral reefs, they considered over-fishing as the most serious problem. Secondly, as a result of analyzing their opinions on effective teaching strategies for ocean-related topics in elementary science textbooks, this study found out that regarding topics about understanding the undersea topography in the chapter of the earth and moon, they proposed 'Making an Undersea Topographic Model with Sand' most as an effective teaching strategy. As an effective teaching strategy for the chapter of animals' lives, they proposed 'Classifying Animals with Marine Animal Cards' most. As an effective teaching strategy for the chapter of ground surface changes, they proposed 'Making and Simulating Seashore Topography' most.

  • IOn 7th of Dec. 2007, large oil spill took place the seas off the Taean coast caused by the collision between VLCC Hebei Spirit and crane floating barge Samsung-1 and a lot of problems were revealed during response to the accident. The author, accordingly, examined to analyze the cause of this accident on the aspect of spill prevention and presented some preventive measures, such as strictness to the current standard for tug operation, expansion of VTS service area and transfer of the VTS responsibility to Korea Coast Guard, designation of appropriate anchorage per ship's type, cargo and visiting purpose, and special management for dangerous goods carriers.

Oil Spill Visualization and Particle Matching Algorithm (유출유 이동 가시화 및 입자 매칭 알고리즘)

  • Initial response is important in marine oil spills, such as the Hebei Spirit oil spill, but it is very difficult to predict the movement of oil out of the ocean, where there are many variables. In order to solve this problem, the forecasting of oil spill has been carried out by expanding the particle prediction, which is an existing study that studies the movement of floats on the sea using the data of the float. In the ocean data format HDF5, the current and wind velocity data at a specific location were extracted using bilinear interpolation, and then the movement of numerous points was predicted by particles and the results were visualized using polygons and heat maps. In addition, we propose a spill oil particle matching algorithm to compensate for the lack of data and the difference between the spilled oil and movement. The spilled oil particle matching algorithm is an algorithm that tracks the movement of particles by granulating the appearance of surface oil spilled oil. The problem was segmented using principal component analysis and matched using genetic algorithm to the point where the variance of travel distance of effluent oil is minimized. As a result of verifying the effluent oil visualization data, it was confirmed that the particle matching algorithm using principal component analysis and genetic algorithm showed the best performance, and the mean data error was 3.2%.

  • Spills of $M/V$ Hebei Spirit on $7^{th}$ December 2007 caused a seriously damage to the ecosystem of Korean coast. Of these, microbial communities (i.e., attached benthic micro-algae) were reported to be sentive to the environmental change so it can be used for ecological risk assessment. Our experiment was designed to examine the ecological risk assessments for oil pollutant using benthic attached algal community on the artificial substrates of acrylic plates. Field monitoring in the culture system was conducted in Jangmok Bay. The abundances of attached micro-algae on artificial substrates gradually increased with increasing of sampling times. Among them, diatoms were the most important colonizer of coastal water, with the genera $Cylindrotheca$ and $Navicular$ most abundant. In particular, developed the culture system has correctly measured qualitative and quantitative abundance of attached micro-algae because same acrylic plates as artificial substrates were used. Thus, this culture system may be directly applied to the ecological risk experiments of microbial community structure from oil pollutants.

  • With data of historical spill from vessels occurred in korean coastal waters, the author analyze the causes of spill and evaluate response technique adopted during spill. It is found that the majority of spill caused by operational failure, bad weather, violation of navigation rule and hull defect. As a result of evaluation of response measures, it is suggested that responsible agency establishes criteria for various response options and standards of tier response time and capability according to the size of spill.

Heavy Metal Pollution Monitoring at King Sejong Station, King George Island, Antarctica

  • The coastal environment of King George Island is potentially subject to contamination by pollutants arising from station operations, such as emissions from fossil fuel burning, oil spills, waste disposal, etc. As a preparatory step to assess such impacts on the marine environment and living organisms of this island, two molluscan species (the bivalve Laternula elliptica and the gastropod Nacella concinna) were selected as biomonitors for metal pollution monitoring, and their baseline levels have been investigated for the past several years at King Sejong Station. In this review, variability of the baseline levels is discussed in relation to body size, tissue type, and sex. Natural elevations of some metals are also discussed with respect to the environmental characteristics of this region.

Individual Ortho-rectification of Coast Guard Aerial Images for Oil Spill Monitoring (유출유 모니터링을 위한 해경 항공 영상의 개별정사보정)

  • Accidents in which oil spills occur intermittently in the ocean due to ship collisions and sinkings. In order to prepare prompt countermeasures when such an accident occurs, it is necessary to accurately identify the current status of spilled oil. To this end, the Coast Guard patrols the target area with a fixed-wing airplane or helicopter and checks it with the naked eye or video, but it was difficult to determine the area contaminated by the spilled oil and its exact location on the map. Accordingly, this study develops a technology for direct ortho-rectification by automatically geo-referencing aerial images collected by the Coast Guard without individual ground reference points to identify the current status of spilled oil. First, meta information required for georeferencing is extracted from a visualized screen of sensor information such as video by optical character recognition (OCR). Based on the extracted information, the external orientation parameters of the image are determined. Images are individually orthorectified using the determined the external orientation parameters. The accuracy of individual orthoimages generated through this method was evaluated to be about tens of meters up to 100 m. The accuracy level was reasonably acceptable considering the inherent errors of the position and attitude sensors, the inaccuracies in the internal orientation parameters such as camera focal length, without using no ground control points. It is judged to be an appropriate level for identifying the current status of spilled oil contaminated areas in the sea. In the future, if real-time transmission of images captured during flight becomes possible, individual orthoimages can be generated in real time through the proposed individual orthorectification technology. Based on this, it can be effectively used to quickly identify the current status of spilled oil contamination and establish countermeasures.
