재난안전관리 체계 개선 방안 연구 - 해양오일유출 확산방지기술 중심으로 - (A Study on Improved Emergency Management System - Focused on Response to Diffusion of Oil Spilled in Marine -)

  • In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

  • Oil spills and red tide can be very damaging to the environment and fishery farming. These catastrophic accidents must be detected as quickly as possible. In this paper, we report the results of applying the wavelet transform to SAR or marine radar images for the detection of the boundaries of an oil spill or red tide. The application of the wavelet transform to these phenomena looks quite promising in detecting the boundaries of oil spills and red tide areas.

  • With increasing offshore oil exploration, drilling, and production activities, and with a huge amount of petroleum being transported by tankers and pipelines through the ocean and coastal environment and resoures has been realized among government decision makers, oil industry personnel, and the general public. Assessment must be made of the potential risk of damage resulting from the exploration, development and transportation activities, based on predictive impact evaluations of the fate of hypothetical or real oil spills.(omitted)

해양 유류유출사고와 건강영향에 관한 해외 연구사례 분석 (A Literature Review on Health Effects of Exposure to Oil Spill)

  • Objectives : Our objective is to review and summarize the previous studies on the health effects of exposure to oil spills in order to make suggestions for mid- and long-term study plans regarding the health effects of the Hebei Spirit oil spill occured in Korea. Methods : We searched PubMed to systemically retrieve reports on the human health effects related to oil spill accidents. The papers' reference lists and reviews on the topic were searched as well. Results : We found 24 articles that examined seven oil spill accidents worldwide over the period from 1989 to August 2008, including the Exxon Valdes, Braer, Sea Empress, Erika, Nakhodka, Prestige and Tasman Spirit oil spills. Most of the studies applied cross-sectional and short-term follow-up study designs. The exposure level was measured by assessing the place of residence, using a questionnaire and environmental and personal monitoring. Studies on the acute or immediate health effects mainly focused on the subjective physical symptoms related to clean-up work or residential exposure. Late or mid-term follow-up studies were performed to investigate a range of health effects such as pulmonary function and endocrine, immunologic and genetic toxicity. The economic and social impact of the accidents resulted in the socio-psychological exposure and the psychosocial health effects. Conclusions : Studies of the health effects of exposure to oil spills should consider a range of health outcomes, including the physical and psychological effects, and the studies should be extended for a considerable period of time to study the long-term chronic health effects.

  • Ships and industries damage the delicate coastal ecosystem in many parts of the world by releasing oil or pollutants into rivers, coastal and offshore waters. After a tanker accident the biggest problem is to get a clear idea of the extent of the oil slick and predict the way it will move. For natural and man-made oil spills it is necessary to operate a regular and operational monitoring. In the Mediterranean, North and Baltic seas aircrafts or ships normally carry it out. This is expensive and is constrained by the limited availability of these resources, borders between countries, daylight hours, good weather conditions, etc. Satellite imagery can help greatly identifying probable spills over large areas and then guiding aerial surveys for precise observation of specific locations. The Synthetic Aperture Radar (SAR) instrument, which can collect data almost independently of weather and light conditions, is an excellent tool to monitor and detect oil on water surfaces. SAR is currently on board the ENVISAT, ERS-2 and RADARSAT satellites. The application of this technology to the investigation of oil pollution in the Caspian, Black, Mediterranean, North and Baltic seas is shown.

  • 해상 누유사고시의 방제대책은 오일펜스와 스키머를 사용하는 기계적 방법과 유화제를 사용하는 화학적 방법 그리고 현장에서 누출유를 소각하는 현장소각 방법으로 대별된다. 본 논고는 최근에 들어 관심이 집중되고 있는 해상누유 현장소각 기술에 대한 문헌 조사를 기초로 하여 작성된 것으로써, 해상누유 현장소각 기술의 특징, 역산, 현황, 장단점 그리고 실험적 연구 및 향후 적용가능성 등에 대하여 간략히 기술하였다.

생태학적 모델을 이용한 유류유출 사고에 의한 자연 수산자원 피해의 추정 (Oilspill Damage Assessment of Natural Fisheries Resources by Ecological Models)

  • 해양에서 유류유출사고가 발생했을 때 자연 생물자원에 미치는 피해량을 전산모델을 이용하여 추정하였다. 해양에서 이러한 오염물질이 유출되었을 때 피해 조사가 이루어져야 하지만 조사비용 이외에도 현장조사 자체의 어려움이 있다. 조간대를 제외한 해역에서는 현장보존이 어렵고 조사대상도 성체에 한정되기 때문이다. 미국의 경우 이를 위하여 데이터 베이스를 이용한 전산모델(NRDAM/CME)을 개발하였다(Reed et al., 1989). 이 모델에서는 급성 독성실험 데이터를 사용하여 피해량을 추정하였고 성체피해 뿐 아니라 먹이망을 통한 파급효과와 유생 및 치어손실에 의한 가입량 손실도 다루고 있다. 본 연구에서는 NRDAM/CME에 쓰인 논리체계를 응용하였으며 한국 연근해의 데이터 베이스를 사용하여 벙커 C유와 원유가 유출되었을 경우 황해와 남해를 대상으로 하여 유출규모에 따른 자연 생물자원의 피해정도를 추정하였다. 모델의 시험결과 유류의 유출량이 증가했을 때 생물자원의 피해량은 유출량의 증가율 보다 더 높은 율로 증가하였다. 유출된 유류의 화학적 특성, 특히, 점도와 용해도의 차이에 따라 피해량이 큰 차이를 보이는데 이는 유류의 분산을 촉진 시키기 위한 유화제의 사용이 피해량을 증가시킬 가능성이 있는 것으로 생각된다. 또한 생물량의 손실은 가입 손실에 의한 장기적 피해가 단기적 피해보다 더 클 수 있음도 시사하고 있다.

PlanetScope 영상을 이용한 해양 유출유의 색상 특성 분석 (Analysis of Color Characteristics of Marine Oil Spills Using PlanetScope Images)

  • 이 단보에서는 PlanetScope 영상을 사용하여 Red-Green-Blue (RGB) 히스토그램 (histogram) 분석을 통해 해양 유출유의 색상 특성과 유종 구분에 대한 실험을 수행하였다. 해양 유출유의 히스토그램은 각 밴드 화소값 분포에 따라 세 가지 카테고리(어두운 검은색 톤, 밝은 은색 톤, 밝은 무지개색 톤)로 나눌 수 있으며, 어두운 검은색 톤의 두꺼운 기름층은 중유(heavy oil)로 구분할 수 있고, 밝은 은색 및 무지개색 톤의 얇은 기름층은 경유(light oil)로 구분할 수 있다. 향후 보다 많은 영상에 대한 분석이 이루어진다면, 이러한 유출유 탐지와 유종 구분이 보다 더 일반화되고 신뢰도를 높일 수 있을 것으로 사료된다.

손상된 라이저로부터 유출된 기름 확산에 대한 수치해석 (Numerical Investigation on Oil Spill from Damaged Riser)

  • 해양에서 시추작업 중 라이저가 손상되어 기름유출이 발생하면 경제적인 피해 뿐 아니라 해양환경에 막대한 피해를 가져오게 되므로 사고 발생 시 신속하게 사고에 대처해야 될 뿐만 아니라 초기의 기름 유출량 및 확산 정도를 파악하는 것이 중요하다. 본 연구에서는 소스코드가 공개된 전산유체역학 라이브러리인 OpenFOAM을 이용하여 손상된 라이저로 부터 기름이 유출되는 현상을 해석하였다. 수치방법을 검증하기 위해 제트 유동과 밀도 차에 의한 확산 문제인 Rayleigh-Taylor instability를 해석하였다. 라이저의 손상된 크기, 기름 유출량, 손상된 위치, 해류의 속도를 변화시키며 해석하였다. 해석 결과 기름이 유출 될 경우 수면에 도달 할 때까지 이동한 거리 및 시간을 예측하여 기름 확산에 대비할 수 있는 가이드라인을 제시하였다.

오일 펜스 Anchor의 파주력 (The Holding Power of the Oil Boom Anchor)

  • An oil boom was set up in order to contain diffused oil from spills and for the retrenchment of damage caused by oil Pollution. Therefore, the oil boom anchor needed proper holding power to endure high resistance from flowing streams and to secure the oil boom around the spill, and must dredge directly into the seabed when it is dropped and block oil outflow immediately. This study investigated the holding power of the danforth anchor and the coastal fishing vessel anchor used for oil booms in the KMPRC (Korea Marine Pollution Response Corporation). For each type, a 30 kg and 20 kg anchor were used. The holding power of the danforth anchors were measured by dropping both weights 10 times. However the coastal fishing vessel anchors were dropped only 5 times each, because no substantial differences were found between drops. In the results of the danforth anchors, an anchor awoke occurred in 2 drops of the 30 kg anchor and in 4 drops of the 20 kg anchor, wherein there was no holding power to be measured. With exception to the anchor awoke cases, the maximum holding power of the danforth 30 kg and 20 kg anchors was 250-520 kg and 123-233 kg, respectively. In the case of the coastal fishing vessel anchors of 30 kg and 20 kg, throughout the experiment, there was no occurrence of an anchor awoke. For the 30 kg and 20 kg anchors, the maximum holding power was measured to be 209-230 kg and 155-170 kg, respectively. Therefore, the holding power of the coastal fishing vessel anchor was shown to be much poorer than that of the danforth anchor. However, the holding power of the danforth anchor was very unstable. Due to the occurrences of anchor awoke, there was no holding power and the measurement value of maximum holding power showed too much variation among the drop tests. Also, after the maximum holding power was achieved, anchor awoke occurred easily. In the case of the coastal fishing vessel anchor was much more stabile, because there was no anchor awoke and no instance where holding power failed. Also the maximum holding power was reached quickly and almost no variation occurred among the drop tests.
