The Japanese fishery management system has been established on the basis of various experience accumulated over many years. The fishery management system in Japan, one of the oldest fishery management systems in the world, is aimed at ensuring comprehensive utilization of the water surface and developing fishery productivity, by giving protection of the breeding environment of aquatic animals and plants, enabling the appropriate use of fishery grounds, preventing and solving disputes over fishery grounds and making other fishery adjustments. Japanese Fishery Law has been changed largely into (1) The Feudal Era(to 1900), (2) The Oldest Fishey Law(1901~48), (3) Current Fishery Law(1949 to present). Japanese fishery legislation is designed as a single package combining coastal, offshore and distant-water fisheries. During the period of the old fishery law, numerous conflicts arose over the joint use of fishing grounds and fish stocks. Such conflicts occurred among users of the same gear as well as between users of different gears or of different sizes of fishing craft. Large scale conflict sometime occurred between neighbouring fishing communities due to a lack of fairness in principle and coordination in practice. Therefore, the new fishery law enacted in 1949. This law was designed primarily to realize the most effective and rational use of fishing grounds and fishery resources, the basic philosophy being that, through democratic organization by fishermen themselves, productivity would be stimulated and incomes and living standards eventually improved. Nowadays, Community Based Fisheries Management through democratic organization by fishermen themselves have to enforce at coastal fisheries. This Community Based Fisheries Management manage to fishery resources by fishermen themselves and harvest in collaboration with that resources. Therefore, this paper is intended to briefly to describe the entire system and the historical development of Japanese fishery legislation in order to assist in reform of our country fisheries management regime.

The expansion of high-density aquaculture in the limited waters has caused a wide variety of problems. The problems include environmental problems nearby aquaculture sites, growth rate of aquatic organisms, quality decline of farmed fish and price fall in the market. The phenomenon of aquaculture industry happens in not only inshore but also offshore. Therefore, the fisheries authorities have been changing their policy paradigms from mass production to sustainable production based on ecosystem. Other countries, however, focusing on relieving poverty and providing protein from fish production have not recognized the degree of seriousness. When it comes to enhancing the problems, National Institute of Fisheries Science has been developing the technology of Integrated Multi-Trophic Aquaculture (IMTA) to reduce and to prevent contaminants from fish and aquaculture sites, remained feed from fish farming process. In long-terms of view, the system is one of the most sustainable fishery production methods based on ecosystem. As integration of nutrient feed system from aquatic organisms is firmly established, the earlier mentioned problems will be diminished gradually. In term of the substantiality, this study was conducted. The research on management system for IMTA also has been incorporated. This study also investigated the features and current status of IMTA and demonstrated the developed management system and direction for the future advancement.
Wangdol-cho, located 23 km offshore of Hupo in southwest of East Sea, is underwater rock floor, called to Wangdol-Am or Wangdol-Jam and has three tops as Mat-Jam, Middle-Jam and Set-Jam. The composition, abundance, diversity and community structure were investigated in winter and summer in 2002 around Wangdol-cho. The temperature around the Northwest and Southeast part of Wangdol-cho was influenced by the North Korea Cold Current (NKCC) and East Korea Warm Current (EKWC), respectively. Nutrient and chlorophyll-a concentration were higher at the top of Wangdol-cho than other area. A total of 41 genera and 78 species of phytoplankton were identified. The average cell abundance of phytoplankton in winter and summer were $286{\times}10^3\;cells/m^3,\;432{\times}10^3\;cells/m^3$ respectively. The largest community was Bacillariophyta containing 52 taxa. The dominant species were Lauderia anulata and Coscinodiscus spp. which preferred cold water in winter. In contrast, warm water species such as Rhizosolenia stolterfothii and Ceratium spp. were dominant in summer. The average species diversity index of phytoplankton in winter was higher than that in summer. According to dominant species and standing crops, phytoplankton community resulted in a clear separation. One group was western area, which showed low density, and the other was eastern area, which showed the higher density. The abundance and species composition of phytoplankton. were affected by topological characteristics around Wangdol-cho.

In this study, the fishery status of the octopus pot fishery in the east coastal sea were investigated, and the fishing performance of each pot shape was compared and analyzed. The fishery status survey was conducted through listening surveys at Jukbyeon Port, Uljin Port and Pohang Daebo Port in Gyeongbuk Province, and the amount of fishing gear used, fishing method, size and loss of octopus pot fishery was investigated. On the east coastal sea, octopus is one of the commercially important fish stocks and is caught in inshore pots, inshore combos, inshore gillnets and offshore pots. Among these fishing methods, pot fishing yields the highest catch. The shape of the pot differs depending on the region. In Uljin (Jukbyeon Port and Hupo Port), Gyeongbuk, rectangular type net pots are mainly used, and in Pohang (Daebo Port) in Gyeongbuk, drum-type pots are mostly used. Enteroctopus dofleini accounts for more than 90% of the catch of octopus. For the octopus fishing performance test by trap type, three types of traps (rectangular pot, drum pot and cylinder pot) were used on the coastal sea of Pohang Daebo. As a result, the total catch by pot shape was shown in the order of rectangular-type pot > drum-type pot > cylinder-type pot. The catch of octopus, the target species, was in the following order: rectangular-type pot > drum-type pot > cylinder-type pot. Such result shows a significant difference (Mann-Whitney test, p<0.05).

The feeding habits of shotted halibut, Eopsetta grigorjewi, were studied by examining the stomach contents of 419 individuals. We collected E. grigorjewi samples using offshore gill net and bottom trawl in West Sea of Korea from January to December 2019. The specimens ranged in total length (TL) from 22.5 to 50.3 cm. The main prey organisms were Macrura and Pisces, while Brachyura, Ophiuroidea, Littorinimorpha and Paguridea were found small amounts. E. grigorjewi fed on Macrura in summer and autumn, and mainly fed on Pisces in winter and spring. Smaller individuals (<30 cm TL) consumed Macrura such as Crangon hakodatei. The proportion of these prey items decreased with increasing Pisces such as Ammodytes personatus and Engraulis japonicus. The feeding strategy of E. grigorjewi is estimated to maintain prey individual as they grow, but increase their prey weight.
A malformation of the anal fin in longfin trevally, Carangoides armatus, is described and compared with normal specimens. The fish specimen is clearly shown anal fin deformity with missing of 3 spines and 6 rays. The remaining eleven anal fin rays are shorter than those in the normal specimen. The causative factors of this anomaly were discussed.

In order to investigate the relation between the phytoplankton and the catch fluctuation of set net fishing grounds located in the coastal waters of Yeosu, phytoplankton observations on the fishing ground were carried out by the training ship of Yeosu, Fisheries University from April to November in 1990, and the data obtained were compared with the catch data from the joint market of yeosu fisheries cooperative society in 1990. The results obtained are summarized as follows: 1) The phytoplanktons were more appeared in summer than in spring or autumn and their quantity was much in the shore of Dolsan-do, and little in the offshore waters distributed in the shores of Sori-do and Sejon-do, Thus, the quantity of the planktons could be used for estimating the distribution of watermass. 2) The fishes caught by the set net were arranged in the order of catch amounts as follows: Spanish mackerel > Hair tail > Common mackerel > Sardine > Anchovy > Horse mackerel > Yellow tail. The catches of anchovy and Sardine were high in April to May and Hair tail. Horse mackerel and Common mackerel were caught from June to October. But Spanish mackerel were caught during the whole period of fishing. 3) The catches by set nets showed a correlation with the quantity of phytoplanktons. The planktons appeared most in the inner waters. influenced largely by the inflow of land waters in summer. and the catches were high in summer when the offshore water was distributed least. Therefore, the most important factor influencing the catches were regarded to be the productivity of food organism in inner water into which abundant nutrients were supplied by the inflow of land waters. That is, the fluctuation of catches by set nets seemed to be influenced mainly by the productivity of food organism.
To characterize the community structure and spatial distribution of phytoplankton, observations on seawater temperature, salinity, nutrients, primary productivity and abundance and species composition of phytoplankton were made in the polar front region and its neighborhood off the east coast of Korea in summer 1990. Among the 96 taxa identified, Rhizosolenia setigera and Thalassionema nitzschioides were the most dominant species. The assemblage at the surface and 50 m depth was quite different in the northern inshore part of the study area but similar in the southern and offshore part. Principal component analysis by the species abundance showed that the phytoplankton consisted of the communities representing the surface of the northern inshore part with the neritic-warm dinoflagellates, the Northern Korean Cold Water with the cold water diatoms and the southern and offshore part, which seems to represent the Eastern Korean Warm Water, with the warm water diatoms. At the frontal region, diatoms were mixed with warm and cold water species. Primary productivity and phytoplankton standing crops were higher at the front than the neighboring waters. Nutrients were markedly high at the Northern Korean Cold Water. Horizontal advection of the Northern Korean Cold Water accompanied by nutrient supply seems to contribute to the high phytoplankton biomass at the front.

Fishing pots are one of the important fishing gears in our coastal and offshore fisheries. In terms of a sustainable use of marine resources, there are concerns about the ghost fishing by lost pots. It is reported that 10 to 70% of the pots are abandoned or lost annually. This study is to compare the catching efficiency of drum type whelk pots that are made of biodegradable nets to those made of the ordinary nets, in the eastern coast of Korea. Five types of drum pots were used with combination of biodegradable nets and ordinary (PA, PE) nets applied to the main and funnel parts of the pots: pots with biodegradable nets (Bio+Bio); pots with PE net (PE+PE); pots with body and funnel made of biodegradable nets and PE nets respectively (Bio+PE); pots with body and funnel made of PE nets and PA nets respectively (PE+PA); pots with body and funnel made of PE nets and biodegradable net respectively (PE+Bio). Field experiments were conducted from June $18^{th}$, 2015 to August $7^{th}$, 2015 using a commercial fishing vessel in the Uljin waters on the eastern coast of Korea. Two fleets of pots with one hundred in each, 20 pots of each type, were casted for 8 to 15 days to analyze their catching efficiency. The catch of target species, whelks, was 202,563.0 g with catch rate of 38.7% of the total catch, while the bycatch was 320,709.7 g with the rate of 61.3% of the total catch. The catch of whelks was the highest in the Bio+PE pots (46,020.3 g), followed by the Bio+Bio pots (42,027.5 g), the PE+Bio pots (41,849.9 g) and the lowest being PE+PE pots (38,054.2 g). Compared to the conventional pots, the pots with biodegradable nets on the body or entrance part had slightly higher catch rate for both the target species and the bycatch. The PE+PE had the lowest catch rate. There is no significant difference in catch between the pots with biodegradable nets and the ordinary nets for the target species such as Buccinum opisthoplectum, Neptunea eulimata, Buccinum striatissimum. Consequently, using biodegradable nets for the conventional whelk pots can reduce ghost fishing by lost gears while keeping the performance of the pots.

Pacific anchovy (Engraulis japonicus) eggs were collected during the spawning season (2000-2003) using a revised ring net in the coastal waters adjacent to the Geum River Estuary in the West Sea of Korea (Yellow Sea). Anchovy eggs were present from May to September, showing a peak in spawning from June to July when the water temperature and salinity were $17-27^{\circ}C$ and above 30.00 psu, respectively. During the main spawning season, no clear diel cycle (regarding the 24-h sampling period of dusk, night, dawn, and daytime) was detected in the vertical distribution of anchovy eggs near Eocheong Island (50-60m depth). Judging from the developmental stages of the collected eggs, it appeared that anchovies spawned mostly at night and that the eggs hatched at dusk and during the night. The density of anchovy eggs was high in the southwest-northeast direction in June, and spawners appeared to move offshore in July. Mean egg density was higher in June 2002 than in June 2003 when water temperatures and salinities were lower. This study on the spatiotemporal distribution of eggs will contribute to developing management plans for the Pacific anchovy in Korea.
