  • This study has analyzed the scale, location, resource potential and feasibility of offshore wind farm scientifically and systematically based on the national wind map and GIS. For long-term wind power development, this study pursues siting strategy building, selection of target area and deciding development priority as well as the presenting a basis for assessment that are necessary for policy decision making by making theme layers under GIS environment. According to the analysis after organizing technological development by stages, even if only the most suitable sites are developed among the area of offshore wind farm candidates that can be developed under the current technological standard, it has been evaluated as being able to develop about 3 times of the wind power dissemination target until 2012. It is expected that about 5% of territorial water area can be developed in a short-term future while the southern offshore area possessing relatively favorable wind resource than the western offshore has been identified as the most feasible site. While about 23% of territorial water area has been classified as potential area for offshore wind farm development in a long-term future, even Jeju Island and offshore of Ulsan possessing excellent wind resource have been analyzed as feasible sites. The feasibility assessment of offshore wind lam development established by this study is expected to assist national strategy building for accomplishing the wind power dissemination target.

  • The objective of this study was to contribute to domestic offshore wind farms by reasonably predicting the expected completion time and installed power generation capacity of offshore wind projects in South Korea. Offshore wind power is drastically regarded as a core tool for clean energy transition and industrial decarbonization in the fight against the climate crisis globally. Especially in South Korea offshore wind power is the main tool in partaking in RE100 and K-RE100, and the Korean government aims to install 14.9 GW of offshore wind farms by 2030. However, this seems to have been significantly delayed due to the complex process of obtaining permits for offshore wind power in Korea. Thus, a reasonable prediction of power generation and a timeline for the final construction are imperative. To establish the delay time for permit licenses, classified location factors were included into site analysis. These factors comprised reviews of transmission and military operability, environmental impact assessment, maritime traffic safety examination, wind resource assessment and an analysis of current offshore wind projects. According to the analysis, the majority of offshore wind projects currently being developed in Korea are predicted to be delayed by 3-5 years as they are among the criteria included in key discussion points for obtaining permits. The cumulative installed power capacity and annual power generation after construction are expected to be 37 GW and 97 TWh respectively.

  • This paper introduces remote-sensing data which can be practically applied for offshore wind resource assessment. Development of offshore wind energy is inevitable for Korea to achieve the national dissemination target of renewable energy, i.e., 5% uptil 2010. However, the only available offshore in-situ measurement, marine buoy data would not represent areal wind characteristics. Consequently, remote-sensing technology has been started to apply to offshore wind resource assessment and is actively developing. Among them, NCAR/NCEP reanalysis dataset, QuikSCAT blended dataset, and offshore wind retrieval from SAR imagery are briefly summarized in this paper.

  • Offshore wind power has been extremely popular in recent years, and in the energy technology field, relevant research has been increasingly conducted. However, research regarding patent portfolios is still insufficient. The purpose of this research is to study the status of mainstream offshore wind power technology and patent portfolios and to investigate major assignees and countries to obtain a thorough understanding of the developmental trends of offshore wind power technology. The findings may be used by the government and industry for designing additional strategic development proposals. Data mining methods, such as multiple correspondence analyses and k-means clustering, were implemented to explore the competing technological and strategic-group relationships within the offshore wind power industry. The results indicate that the technological positions and patent portfolios of the countries and manufacturers are different. Additional technological development strategy recommendations were proposed for the offshore wind power industry.

  • Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.

  • The objective of this research aims preliminary assessments of the proposed plans of offshore wind farm development based on the recently established national offshore wind map and suitability assessment system of offshore wind farm. Incheon Mueodo, Busan Dadaepo-Gadukdo, Sinangun Haeodo have been assessed considering geographic constraints such as water depth, offshore distance, national park, grid connection, and meteorological constraint such as wind power density and wind direction. According to the assessment, Mueodo plan has a weak point in grid connection and several geographic limitations are involved in Haeodo plan while Dadaepo-Gadukdo seems the most possible plan among the review cases. Because of limited assessment in this research, more detail and further consideration are necessary to make a decision of a feasibility project at proposed sites.

  • As offshore wind farms are developed, the importance of cooperation with stakeholders such as fishermen from the initial phase is gradually increasing. This study developed a methodology that can promote the involvement of fishermen in the site feasibility review process. The spatial scope is Gunsan City, which is establishing an initial offshore wind project strategy. A survey was conducted for representatives of 12 fishing villages on the location preference for offshore wind farms. As a result, fishermen suggested negotiable or absolute opposite locations by examining a local sea map. Location preference seems to depend on the degrees of vitalization of fisheries using vessels. This study shows that fishermen can have reasonable opinions according to the location, not unconditionally, in initial discussions on offshore wind power. Investigating stakeholders with various positions is essential, and adjustments are needed for conflicting points in the future.
