사할린 연안 유전개발 프로젝트 현황과 전망 (A Summary of Oil and Gas Development Projects on Sakhalin Offshore and Its Prospects)

  • Offshore of Sakhalin Island is one of potential oil and gas development fields in Russia. American and Japanese companies are actively participating in the developments. They plan to export the produced oil and gas to East Asia including Korea, Japan and China. So far, offshore oil and gas field developments are mainly concentrated in the Russian Arctic area such as Barents Sea, Kara Sea and Tinman-Pechora Sea. In this article, the projects under development on the Sakhalin Shelf are reviewed and the environmental conditions in this area are summarized. At the end, the future prospects of the Sakhalin developments are reviewed.

중국의 해외 석유자원 개발 전략에 관한 연구 (A Study on the Development Strategy of Offshore Oil Resource in China)

  • 제한된 석유자원으로 인해 세계적으로 석유를 확보하기 위한 경쟁이 치열하게 전개되고 있다. 급속한 경제성장과 정체된 국내석유 생산으로 인해 중국은 1993년 이후 석유 순수입국으로 전환되었다. 따라서 중국은 급속히 증가하는 수요에 대응하기 위해 해외석유자원의 안정적이고 장기적인 확보에 우선순위를 두고 있다. 이를 위해 다양한 전략 예를 들어 해외석유자원개발, 석유수입국의 다변화 등을 취해 왔다. 예를 들어 세계 최고의 외환보유고 2010년 기준으로 3조달러를 보유하고 있는 중국은 이를 활용하여 해외 석유자원 개발을 적극적으로 추진하고 있다. 이 논문은 중국의 해외석유자원개발전략을 분석하고 정책적 시사점을 제시하는 데 있다. 중국은 안정적인 석유확보를 위해 석유 생산국에 차관 공여, 해외 석유개발에 대한 해외직접투자, 석유탐사 및 생산업체의 인수합병 그리고 석유수입국의 지리적 다변화 등의 다양한 정책을 추진해 오고 있다. 또한 중국은 석유자원 확보를 위해 다른 국가와 협력보다는 공격적인 전략을 추진해 왔는데 이는 주변 국가와의 갈등과 자원개발에 대한 비용 급증을 가져왔다. 이제 중국은 장기적으로 협력적 관계를 모색해야 할 뿐만 아니라 재생에너지에 대한 투자를 확대함으로써 미래 지향적인 에너지 자원의 확보를 추진해 나갈 필요가 있다.

The technical analysis and study of decommissioning and abandonment of offshore oil field surface facilities and subsea system

  • With more than 100 years exploration and development of offshore oil, more and more offshore oil fields will gradually lose the economic profit to operate. In this article, to take the target oil field for example, the procedure of decommissioning for FPSO, TCMS, subsea system and well abandonment have been analyzed. Meanwhile, the environment impact and mitigation measure have been proposed. The successful project experience will provide a guide line for the offshore facilities decommissioning and abandonment.

동북아 해역 권원중첩수역 공동개발합의와 공동환경보호합의 도출 방안 (A Study on the Ways to Joint Marine Development and Joint Marine Environmental Protection in Northeast Asia)

  • China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

  • This paper introduces a review and literature study of offshore engineering and constructions from 1920s to 2000s. The study was focused on the literature survey and the history of Brawn & Root and J. Ray McDermott in the Gulf of Mexico and other offshore areas. The fluctuations of oil and gas prices have been strongly influenced the development of offshore industry since its very beginning. Scientific projects on the space and under the earth had played very important roles in offshore development in 1950s and 1960s. Deepwater developmentshave been influenced by the computer assisted analysis and design in 1970s and 1980s. Innovative technology provided continuous developments of deepwater structures in 1990 and after.

  • This technical note is intended to introduce a state-of-the-art offshore construction vessel. This unique vessel is for multi-purpose Field Development Ship (FDS) for deepwater to ultra-deepwater. The FDS is a construction vessel with dynamic positioning (DP) system intended to develop offshore oil and gas field in water depth up to 3000 m. The design criteria and main capacities of the vessel are discussed.

  • 해양 오일-가스 개발을 위한 플랜트 산업은 많은 장비들을 설계 및 배치하고 운영해야 하는 산업이며, 최근 동향을 보면 생산설비가 해저면(Subsea)쪽으로 증대되고 있다. 해양이라는 특성상 한번 설치되면 변경하기가 용이하지가 않으므로 기본 설계단계에서부터 적절한 시추정 개수, 위치 및 심도, 생산관 직경, 생산 시 관막힘 또는 손상 등의 생산 및 운영과 직접 관련된 정보뿐 아니라 해저에 설치되는 장비들의 안정성과 효과적인 생산운영을 위한 배치에 대한 고려가 필요하다. 이러한 정보들을 근본적으로 제공하기 위한 기법으로 해양탐사를 본 해설에서 다루고자 한다. 먼저 해양 오일-가스 개발을 위한 플랜트장비들을 요약하고, 오일-가스 해양플랜트 설계 및 설치 단계에서 해양탐사가 담당하는 역할을 요약하였다. 그리고 해외사례를 통하여 독자의 이해도를 높이고자 하였다. 해양 오일-가스 플랜트에 적용될 수 있는 해양탐사기법에 대한 이해와 향후 이 분야에 필요한 국내 해양탐사기술 개발에 도움이 되고자 한다.

내식합금 (CRA) 동향 및 해양 파이프라인 설계 적용에 대한 고찰 (Trend and Review of Corrosion Resistant Alloy (CRA) for Offshore Pipeline Engineering)

  • Offshore fields are increasingly important for the development of offshore resources due to the growing energy needs. However, an offshore field for oil and gas production has difficult development conditions, e.g., high temperature, high pressure, sweet/sour compositions of fluids, etc. Corrosion is one of the biggest issues for offshore pipeline engineering. In this study, a Corrosion Resistant Alloy (CRA) pipe for corrosion prevention was investigated through its global demand and trends, and three types of CRA pipelines were introduced with detailed explanations. The usefulness of CRA was also evaluated in comparison to a carbon steel pipeline in terms of the structural strength, cost, and other factors. Offshore pipeline engineering, including mechanical design and verification of the results through an installation analysis based on numerical software, was performed for the carbon steel type and solid CRA type. The results obtained from this study will be useful data for CRA pipeline designers and researchers.

  • The offshore plant industry has basically functioned with a rigid teamwork culture and many operations are managed by ship's crew, shifts and affiliates together. The marine sector of offshore plant has much similarity with ship's environment. So a person who had experienced on board will have advantages to work for offshore industry. But in spite of all that, only a few korean seafarers are able to join in the offshore industry due to lack of information about the offshore environment. This study analyze the employee's wage structure, nature of employment contract, requirements of job qualifications. Therefore, this study will assist for seafarers to set up how to get their work and also suggest to develop relevant offshore training courses by researching the gap competency matrix.
