The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation of current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and processes its improvement scheme to secure the safe operation of vessels.
This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.

The purpose of this study is for Human error prevention to acquire Collision Risk Perception Index (CRPI) sensed by the Officer Of the Watch (OOW) when the approaching distances are reduced in six types of ship encountering situations (Head on, $045^{\circ}$, $090^{\circ}$, $135^{\circ}$, Overtaking, Overtaken) between own ship and a target ship and then to predict CRPI fitting coefficients with polynomials in the curve-fitting process. CRPI acquisition experiments are carried out on two coast-guard ships and with the total of 30 crew members. Analysing results shows that CRPI data have goodness of fit to the six types of encountering situation. Futhermore, the One-Way ANOVA results show that CRPI has a negative affect to the OOW's age, career and license grade as the approaching distances is reduced. The availability of CRPI curve fitting with 3 degrees of polynomial was testified through the RMSE as 1.19 to Head on, 0.87 to $045^{\circ}$, 0.81 to $090^{\circ}$, 0.71 to $135^{\circ}$, 1.29 to Overtaking and 0.87 to Overtaken.
Naval ships that are navigating always have the possibility of colliding, but there is no clear maneuvering procedure for collision avoidance, and there is a tendency to depend entirely on the intuitive judgment of the Officer Of Watch (OOW). In this study, we conducted a questionnaire survey when and how to avoid collision for the OOW in a Constant Bearing, Decreasing Range (CBDR) situation wherein the naval ships encountered obstacles. Using the results of the questionnaire survey, we analyzed the CBDR situation of encountering obstacles, and how to avoid collision in day/night. The most difficult to maneuver areas were Pyeongtaek, Mokpo, and occurred mainly in narrow channels. The frequency appeared on average about once every four hours, and there were more of a large number of ships encountering situations than the 1:1 situation. The method of check of collision course confirmation was more reliable with the eye confirmation results, and priority was given to distance at closest point of approach (DCPA) and time at closest point of approach (TCPA). There was not a difference in DCPA between the give-way ship and stand-on ship, but a difference between day and night. Also, most navigators prefer to use maneuvering & shifting when avoiding collisions, and steering is 10-15°, shifting ±5knots, and the drift course was direction added stern of the obstacles to the direction of it. These results will facilitate in providing officers with standards for collision avoidance, and also apply to the development of AI and big data based unmanned ship collision avoidance algorithms.

Many studies have shown that having perception of spatial information is important for air traffic control officer (ATCO) since it helps them understand the current situation and predict the situation it leads to. However, little or no research has been done to investigate if there is any difference at the levels of expertise in perceiving spatial information and predicting a prospective situation. This study investigates the difference between expert and novice ATCO groups in how accurately each group of ATCO perceive spatial information such as position, altitude, speed, and flying direction, and predicting such information they will encounter shortly. In completing a task to watch the movement of airplanes displayed on the computer monitor as a blip, the participants were asked to predict the position, speed, and the altitude of the aircraft in a minute by marking on the sector map. The results show that the expert group performed better in accuracy and had tendency to overestimate on position and altitude; however, no significant difference was found between the two groups in terms of reading a flying direction. Therefore reading a flying direction may not be a reliable indicator to judge expertise of ATCO. But the expert group shows better predicting performance by perceiving spatial information such as airplane's position and altitude with feeling on time. The study suggests that it is important to enhance perceptive skills in ATCO training in improving their expertise in predicting accuracy traffic situation, preventing from air collision, and improving productivity for more efficient air traffic flow. A further study on the relationship between the perception of spatial information and the sense of time in predicting future information and effectiveness as an independent factor would contribute to providing more insights into expertise of ATCOs.

Although navigation systems and automatic identification technologies are in use for nautical safety of ocean vessels, ship collisions are increasing due to the growing number of overseas transportations. Since these accidents are mostly caused by the watch officers and crews' human mistakes, it is essential to develop a new set of systems to prevent such misfortunes. Therefore, we suggest a control and management system which monitors crews in order to conduct secure on-board navigation and nautical safety. We also materialized a mobile terminal system and portable device for the crews to check the status of the ship, and we designed a platform for an integrated surveillance system to assure a harmless voyage. Lastly, we attested the mutual connections of integrated safety-related data.

Now AIS (Automatic Identification System) has been under full operation for ocean-going vessels, and it is expected not only to identify target ships but also to take collision avoidance using AIS information with Radar and ARFA information in restricted waters. AIS information is very useful not only for target identifications but also for taking collision avoidance, but OOW (Officer OF Watch-keeping) should take care of systematic observation of AIS because of miss-operation or malfunction of AIS. In this paper, we propose the application of Onboard Ship Handling Simulator with visual system displayed 3D scene added AIS performance such as blind areas of Island, microwave propagation, ok. and maneuvering simulation using TK models, applied real time AIS information and research the effectiveness of this system for ship handling in restricted waters, and discus the principal issues through the on board experiments. Conclusion will be expected that; 1) systematic observation of ASS information using visual scene simulator with AIS information will be effectively done, 2) observation compared with Radar and ARPA information will be also useful to make a systematic observation, 3) using the recording and replay function of simulation will be useful not only for systematic observation but also to measure and to encourage officers' skill.

About 90.5 % of barge-towing tugs weigh less than 200 gross tonnage and most are served by the master alone. They are also not subject to the regulations on the working hours and manning levels stipulated in the Seafarers' Act. Therefore, the master of barge-towing tugs cannot take sufficient rest during the navigational watch. Moreover, barge-towing tugs do not satisfy the human seaworthiness due to the inevitable performance of the navigational watch which must be alternately undertaken with an unqualified person, called the "Boatswain". Furthermore, there are many cases in which the master or owner of a tug fails to comply with the additionally required minimum manning levels stipulated in the Ship Of icers' Act when a tug tows a barge. This study reviews the following: (1) the regulations on the working hours and manning levels that are stipulated in the Seafarers' Act, (2) the regulations on the minimum manning levels for ship of icers of the tug's deck part that are stipulated in the Ship officers' Act, (3) marine accidents in the barge-towing tugs. As a result I suggested that one additional deck officer should be on board when a tug tows a barge through the revision of the minimum manning level for ship of icer on the deck part in order to prevent marine accidents of tugs effectively. Especially, the Act on the Punishment, etc. of the Serious Accident came into effect on January 27, 2022. If marine casualties occur continuously at sea due by the same cause, and the cause of such marine casualties would be turned out by the fatigue of the ship of icer caused by insufficient institutional arrangements, the administrator of competent Authorities of Maritime and Port could be punished, so it seems to prepare for it.

Based on the previous studies on alcohol effects on human behaviour and performance in transportation system such as air-plane and car driving, the alcohol exposure before and on watch of a ship has a great influence on subsequent behaviour. In this paper, to examine the drinking status of officers on board multiple choice questionnaires are circularized under instruction and surveyed for 118 officers. According to the results of the questionnaire survey on alcohol dependency (Alcoholism) that was invented by WHO, over 27 % of those surveyed represented alcohol abuse symptoms. In addition to that, the existing state and awareness for on-board-drinking was summarized to make a scenario of drink-operation with a ship handling simulator to investigate the effect of alcohol (0.08 g% blood alcohol concentrations) on ship operational performance. A main effect for alcohol was found indicating that ship operational performance was comparatively impaired by this alcohol relative to performance in the non-alcohol condition The results of this research can be applied to minimize marine accidents as basic data.
The collisions at sea among marine casualties are not reduced as the tonnage and speed of ship's increase as well as the traffic quantity increase at sea, in spite of the improvement of nautical equipment, enforcement of crew's education and training as well as improvement of quality standard according to the implementation of ISM code. The measures to prevent the collisions at sea are simple, and are composed of six stage.: The first stage is that the officer on duty detect the target from his eye or radar information. The second stage is determining the type and kind of target-ship. The third stage is target tracking; calculation of target speed, course, CPA and TCPA from radar information or visual check. The fourth stage is determination of vessel in danger after calculation of third stage. The fifth stage is the judgement of situation if own ship is stand-on or give way vessel according to the 1972 COLREG. The last stage is to carry out proper action according to 1972 COLREG, under the circumstances. But by the case, the situations are so different under the different external conditions; for example, natural/navigational conditions, crew's human factors, ship's particular, rule or regulation, management system on board, the condition of watch keeping. Therefore the reasons and casualties are so complicated. This study aims to investigate the collision casualty at sea which needs to clarity all these causal factors of afore-mentioned, and to analyze the causes of problems so as to utilize them to establish the measures of preventing marine accidents. This study, described the concepts of causal factors into three groups; environmental factor, and company/on board management system and navigator's act. Also described how to investigate and analyzes the casual factors. Even though it was described in this paper how to detect the causal factors and reasons of collisions, and how to analyze the inter-relation of each causal factors, it is necessary to do further study how to analyze between the liability of concerned parties and the casual factors involved.
