A Study on Reported Status and Management Plan of Marine Facilities in Korea 2. On the Basis of Region and Type of Facilities (국내 해양시설의 신고 현황과 관리 방안에 관한 연구 2. 지역별 및 시설종류별 현황을 중심으로)

  • Present state of nationwide marine facilities reported to 12 regional maritime affairs and port offices of MLTM in Korea for two years 2008 and 2009 was analyzed based on region and type of facilities, and national management plan was proposed in this study. As of the end of 2009, 8 types of marine facilities were reported to Yeosu regional maritime affairs and port office, while only 3 types of facilities were reported to Pohang, Daesan and Jeju regional offices, respectively. Oil and noxious liquid substances storage facilities belonged in the type of facility which was reported to all of 12 regional offices, and ranged from 11 facilities reported to Pyeongtaek regional office to the respective 38 facilities to Yeosu and Masan regional offices. In pollutants storage facilities, 4 facilities were reported to Masan regional office, 2 facilities to Donghae and Mokpo regional offices, respectively, 1 facility to Yeosu, Gunsan and Pyeongtaek regional offices, respectively, and none of facilities to the other regional offices. Ship construction, repair and scrap facilities belonged in the type of facility which was reported to all of 12 regional offices, and 45% of the facilities were concentrated in Southeastern Sea of Korea centering around Busan and Masan. In cargo handling facilities, 3 facilities were reported to Busan and Masan regional offices, respectively, 1 facility to Daesan regional office, and none of facilities to the other regional offices. In wastes storage facilities, 5 facilities were reported to Ulsan regional office, 4 facilities to Gunsan regional office, 2 facilities to Incheon regional office, 1 facility to Yeosu regional office, and none of facilities to the other regional offices. 65% of nationwide water intake and drainage facilities were concentrated in the areas of Pohang and Mokpo, and 78% of nationwide fishing spots at play were concentrated in the area of Masan. In other marine facilities, 4 facilities were reported to Donghae regional office, 3 facilities to Masan regional office, 2 facilities to Yeosu and Pyeongtaek regional offices, respectively, 1 facility to Incheon and Ulsan regional offices, respectively, and none of facilities to the other regional offices. In integrated marine science base facilities, 3 facilities were reported to Jeju regional office, 1 facility to Yeosu, Ulsan and Gunsan regional offices, respectively, and none of facilities to the other regional offices. The management based on the circumstances of regional offices, the management based on the characteristics of the type of facilities, the amendment of the relevant rules and regulations, facility owner's full knowledge and observance of the relevant rules and regulations with regard to the relevant type of facilities, and positive management actions from national point of view were proposed for national management plans of marine facilities.

The Chosun Governor General Office's Administration regarding Official Documents (조선총독부 공문서(公文書) 제도 -기안(起案)에서 성책(成冊)까지의 과정을 중심으로-)

  • In this article, the elements usually included in the official documents issued by the Chosun Governor General office, the process of a certain document being put together and legally authorized, and its path of circulation and preservation are all examined. In order to create an official document of the Governor General office with legal authorization, a draft of a bill had to go through several discussions and a subsequent agreement before it was finally approved. Personnels involved in the discussion stage had the authority to ask for modifications and retouching of the draft, and the modifying process were all recorded in order to make clear who was responsible for a certain change or who objected to what at any given stage of the process. The approved version of an official document was called the 'Completed one(成案), and it was issued after the contents were turned into a fair copy by the office that originated the draft in the first place. With the original finalized version left in custody of that office, the fair copy was handed over to the Document department which was responsible for issuing outgoing documents. After the document was issued and the contained orders were carried out, the originally involved offices began to classify the documents according to their own standards and measures for safekeeping, but it was the Document department that was mainly responsible for document preservation. The Document department classified the documents according to related offices, nature of the documents(편찬류별), and most suitable preservation methods(보존종별). The documents were made into books, and documents to be permanently destroyed were handed over to the Account office where they would be demolished. The manners of document processing of the Chosun Governor General office was in fact a modified version of the manners of the Japanese government. Modifications were made so that the process would be more suitable to the situations and environment of the Chosun society. The office's managing process was inherited by the Chosun government after the Liberation, and cast a significant impact upon the document managing manners of the Korean authorities. The official document administration of the Chosun Governor General office marked both the beginning of the colony document administration, and also the beginning of a modernized document managing system.

  • mankind has evolved to stand upright a million years ago. However entering an industrial society, much has changed in only a few decades. Human beings spend more time sitting down and working, which negatively affects their bodies. Leading medical studies have shown that the prolonged working conditions have significantly affected the causes of adult illnesses that we have known. Human beings have evolved in a moving direction. So, like modern societies, sitting or standing in one space for long periods of time without movement brings various side effects to the body. Reflecting this background, this study has led to think of work in an environment that is taking the evolutionary biology perspective from a traditional standing, standing work environment. They also plan to conduct an experiment to handle work with smartphones in the hopes of expanding their mobile office environment to use smartphones in the field, which is a type of smart work. The study could help build and establish a mobile office environment, a type of smart work. In addition to using smartphones, a working environment can be created that works by moving around. Furthermore, the paradigm of the work environment of businesses and students could be changed.

  • For the commercialization For the commercialization of autonomous vehicles (AV), the operational design domain (ODD) of automated driving systems (ADS) is to be clearly defined. A common language and consistent format must be prepared so that AV-related stakeholders can understand ODD at the same level. Therefore, overseas countries are presenting a standardized ODD framework and developing scenarios that can evaluate ADS-specific functions based on ODD. However, ODD includes conditions reflecting the characteristics of each country, such as road environment, weather environment, and traffic environment. Thus, it is necessary to clearly understand the meaning of the items defined overseas and to harmonize them to reflect the specific domestic conditions. Therefore, in this study, domestic optimization of the ODD classification system was performed by analyzing the domestic driving environment based on international standards. The driving environment of currently operating self-driving car test districts (Sangam, Seoul, and Gwangju) was investigated using the developed domestic ODD items. Then, based on the results obtained, the ranges of the ODDs in each test district were determined and compared.

  • The Korean government amended the Environmental Technology and Industry Support Act to foster the environment industry and support the advancement of domestic environmental companies into overseas markets. The amended act reflects changes in the government's policies on environment related issues. This paper uses outcomes of research conducted on environmental policies in foreign countries and the current status of the domestic environment industry to present long-term strategic plans and measures to support the expansion of environmental companies into the global markets and to vitalize the environment industry at home. The suggestions for assisting domestic companies in making inroads into overseas markets are as follows: building up and expanding cooperative network; fostering promising companies and exports by making the right choices and focuses; diversification of export markets and strengthening supports for development of new customers; promoting supports for winning overseas projects; and developing cooperative projects to respond to climate change in developing countries using the Global Climate Fund (GCF).

  • The purpose of this study was to investigate total $CO_2$ amount of steel and reinforced concrete construction, and compare and analyze $CO_2$ amount on construction-material. And then it was studied about new element that environment compatibility of architecture structure design based on paradigm of environment age. Architecture action should have proceeded course that reduce burden of the earth environment in relation between architecture and environment and increase contact of human and nature. As environment compatibility development is emphasized with architecture development, architecture structure design give improvement of one important element that environment compatibility except stability, function, economy and necessary propriety of environment compatability of construction design.

The Effects of DISC Behavior Styles of Office Workers on Job Satisfaction, Organizational Commitment and Job Performance (사무직 근로자의 DISC 행동유형에 따른 직무만족, 조직몰입 및 직무성과)

  • Purpose: In this research, we recognized the effects of DISC behavior styles of office workers on job satisfaction, organizational commitment and job performance, and tried to present a basic data for designing an efficient working system and enhancing the quality of personal life by applying them in the real office work environment. Methods: A survey was conducted for 315 office workers in D city from Jan. 28th to May 30th 2010, and the collected data were analyzed with the SPSS/WIN 17.0. Results: 1. The differences on job satisfaction, organizational commitment and job performance according to the general characteristics of subjects, were significant except for the gender in job satisfaction and education in organizational commitment. 2. Relationships in job satisfaction, organizational commitment and job performance of subjects, showed positive correlation. 3. Job satisfaction, organizational commitment and job performance according to the DISC behavior styles, were generally not significant. However, some questions were characterized by the DISC types. Conclusion: It is necessary to seek an efficient design method by identifying the differences of individual behavior types to enhance job satisfaction, organizational commitment and job performance of office workers, and such an effective job design should be made at the organizational level.

  • Petroleum is the most used energy source in Korea with a usage rate of 39.5% among the available 1st energy source. The price of liquid petroleum products in Korea includes a lot of tax such as transportation·environment·energy tax. Thus, illegal production and distribution of liquid petroleum is widespread because of its huge price difference, including its tax-free nature, from that of the normal product. Generally, illegal petroleum product is produced by illegally mixing liquid petroleum with other similar petroleum alternatives. In such case, it is easy to distinguish whether the product is illegal by analyzing its physical properties and typical components. However, if one the components of original petroleum product is added to illegal petroleum, distinguishing between the two petroleum products will be difficult. In this research, we inspect illegally produced gasoline, which is mixed with methyl tertiary butyl ether (MTBE) as an octane booster. This illegal gasoline shows a high octane number and oxygen content. Further, we analyze the different types of green dyes used in illegal gasoline through high performance liquid chromatography (HPLC). We conduct component analyses on the simulated sample obtained from premium gasoline and MTBE. Finally, the illegal gasoline is defined as premium gasoline with 10% MTBE. The findings of this study suggest that illegal petroleum can be identified through an analytic method of components and simulated samples.

Sitting Posture-Based Lighting System to Enhance the Desired Mood

  • Objective: As a cue for desired mood, we attempted to identify types of sitting postures when people are involved in various tasks during their working hours. Background: Physical behaviors in reaction to user contexts were studied, such as automated posture analysis for detecting a subject's emotion. Sitting postures have high feasibility and can be detected robustly with a sensing chair, especially when it comes to an office. Method: First, we attached seven sensors, including six pressure sensors and one distance sensor, to an office chair. In Part 1, we recorded participants' postures while they took part in four different tasks. From the seven sensors, we gathered five sets of data related to the head, the lumbar, the hip, thigh pressure and the distance between the backrest and the body. We classified them into four postures: leaning forward, upright, upright with the lumbar supporting, and leaning backward. In part 2, we requested the subjects to take suitable poses for the each of the four task types. In this way, we compared the matches between postures and tasks in a natural setting to those in a controlled situation. Results: We derived four types of sitting postures that were mapped onto the different tasks. The comparison yielded no statistical significance between Parts 1 and 2. In addition, there was a significant association between the task types and the posture types. Conclusion: The users' sitting postures were related to different types of tasks. This study demonstrates how human emotion can interact with lighting, as mediated through physical behavior. Application: We developed a posture-based lighting system that manipulates the quality of office lighting and is operated by changes in one's posture. Facilitated by this system, color temperatures ranging between 3,000K and 7,000K and illuminations ranging between 300lx and 700lx were modulated.

Extension Possibility of Indoor Air Standards in Office Building by Health Risk Assessment (건강위해성평가에 의한 사무실 실내공기오염물질의 관리항목 확대)

  • This study was performed to deduct the extension possibility of the standards establishment for $NO_2$, $O_3$, Asbestos, Radon, total volatile organic compounds (TVOC) excluded in the indoor air part of Industrial Safety Acts in Korea. The air pollutants were sampled for 30 office buildings from August to September, 2005 in the metropolitan area. The airborne concentrations of $NO_2$, $O_3$, Radon and TVOC were 0.0092 ppm, 0.0035 ppm, 0.57 pCi/L and $423{\mu}g/m^3$, respectively. The management plan and reduction methods is required in the aspect of indoor air quality(IAQ) because the emission sources of those also exist in indoor as well as outdoor even though those were not exceeded the standards of the Ministry of Environment in Korea. The standard for TVOC in the new and remodeling office has to be established based on the risk assessment when hazard index exceeded "1" in the worst case scenario. In the state of art, the management of each volatile organic compounds has a difficulty due to not enough data for toxicological reference. Therefore, it is suggested that first of all, the standard for TVOC be established and then expanded to each materials for decision-making of improvement of IAQ in office.
