Developing the tidal flat information system using satellite images and GIS

  • The costal area where takes up over 32% in domestic teritory is considered as very importantly because it has not only economic facilities such as harbor and an industrial complex but also recreation facilities. Moreover, the tidal flat area has been used as culture ponds and salt farms because this area is occupied by various oceanic species. Also, the tidal flat area has played an important role to purify ocean pollution and maintain an ecosystem. However, the costal ecosystem has seriously threatened by domestic reclamation projects and a large-scale tide embankment during recent 10 years in Korea. This serious problem results in loosing 34%(810$km^2$) of the entire domestic costal area. In this paper, the micro-landform in the tidal flat area, which is called as Garolim bay in Korea, is classified by using Landsat TM images also verified through a filed report. Through the result of this, the tidal flat area is expected to manage efficiently especially through analyzing sediment environment and characteristic of grain size by using satellite images.

  • 최근 우리나라 연안어업은 한일, 한중어업협정, WTO 가입 등으로 주변 환경이 급격하게 변화되는 한편, 연근해 어자원의 감소와 근해어업과의 경쟁조업 등으로 인해 경영수지가 극도로 악화되고 있다. 이로 인해 연안어민들의 최소 생계기반 마저 위협받고 있는 실정이다. 이에 본 연구는 연안어업의 수익향상과 자원관리 측면에서 경제성 연안 어선의 선형개발 방안을 검토하였다. 이를 위해 새로운 어선어업 환경에서 요구하는 자원관리, 채산성보장 등의 경제 사회적 요건을 기술적 요소로 변환하여 다목적어선의 개념을 설정하고 관련 기초자료를 마련하였다. 특히, 연안어업을 동해, 서해, 남해, 서남해 등으로 나누어 허가업종의 실태와 어민 요구사항이 서로 다른 점을 감안하여 다목적화 가능 업종을 선정하고, 선형개발 방안을 도출, 정리하였다.

  • Geotechnical limit state design methods; LRFD of North America is an approach that estimates resistance using design model and then multiplies resistance factor by calculated resistance to reflect the uncertainty of geomaterials and design models; whereas, Eurocode of the Europe employs the partial resistance factor applied directly to each variable in the resistance equation that individual soil properties such as cohesion and angle of internal friction are applied. This discussion paper is a study on characteristic value which has globally been argued through processing of development of Eurocode 7 for geotechnical design even to the present. Estimating the characteristic value of soil properties affects not only determination of design value applied directly to design of geotechnical structures, but also economic feasibility and stability of the structures.

  • Costal regions in Korea often suffer severe damages due to wave-induced disasters, storm surge disasters and so on. therefore, many engineers and researchers have devoted their energy to prevent these costal disasters. The development of artificial reefs including sunken vessels is one of their remarkable achievements and various kind of these artificial upwelling structures have been designed and applied. However, the flow characteristics around a Tetrapod under the water has not been investigated experimentally. So in this article, in uniform flow of circulating water channel and some different velocities, PIV measurement has been conducted on the flow characteristics behind a Tetrapod. The results were analyzed on the flow characteristics of both cases of a Tetrapod. Therefore, it can be concluded that the both cases have its own distinctive flow characteristics behind the bluff body; Case A has an steep upstream flow pattern. On the contrary, Case B has an developed downstream flow pattern in the near wake of the Tetrapod. The velocity gradient at position x=150mm of Case-A appears gently up and down But, the velocity gradient at the same position of Case-B appears better highly up and down.

  • 최근 우리나라 연안어업은 한 일, 한 중어업협정, WTO 가입 등으로 주변 환경이 급격하게 변화되는 한편, 연근해 어자원의 감소와 근해어업과의 경쟁조업 등으로 인해 경영수지가 극도로 악화되고 있다. 이에 따라 정부에서는 연안어업의 경영수지 개선을 목적으로 1척의 선박으로 3개 이하의 업종을 허가하여 여기에 맞추어 선택조업이 가긍하도록 하였다. 하지만 기존선박은 단일업종을 대상으로 한 전용선반으로 건조되어 업종변경시 개조비용 발생은 물론 이거니와 개조에 따른 조업중단 또는 차질로 제 효과를 얻지 못하고 있는 실정이다. 그리고, 조선공학적 제 성능에 관한 면밀한 검토가 부족한 가운데 개조 사용함으로써 안정성을 저해하거나 조업효율이 오히려 떨어져 복수조업요건을 모두 수용할 수 있는 새로운 선형개발이 요구되고 있다. 이에 본 논문에서는 동해역 2톤급 다목적어선을 대상으로 하여 어선세력, 어민요구사항 및 어로시스템 분석 등을 통해 다목적어선 대상업종을 선정하고, 선정된 업종의 어로장비를 동시탑재 또는 부분 교체하여 조업할 수 있는 선형을 개발함으로써 연안 어민의 선박건조비 절감, 업종 교체에 따른 부대 경비경감과 안전도 저해요인 해소에 기여하고자 한다.

Environmental Standards for Beneficial Uses of Dredged Materials (준설토 활용과 환경기준)

  • Environmental standards for beneficial uses of dredged materials are proposed. Even though chemical analysis of ocean sediments are carried out frequently, their analyses results were not interrelated with the effects of biological lives due to a shortage of biological data. These facts have resulted in difficulty to develope Korean's standards of recycling dredged materials. This paper first searched existing current foreign standards, analyzed local contaminated ocean sediment data, identified their main chemical components of contaminants, and then compared with clean-up standards of sediments consisting of lower and higher levels. From these analysis, new environmental standards considering Korean domestic circumstances are proposed. It is judged that new standards are appropriate to both Korean national sedimental environments and economically recycling aspects because environmental standard levels proposed are higher than background levels of sediments in Korean and foreign standards.

  • The rising global demand for energy resources may lead to greater interest in the Arctic region. Since it has various resources, such as oil and gas, and large potential as a strategic location in exploration and production (E&P), there is likely to occur island sovereignty issues between the five arctic costal states and other countries. While global warming has led to the opening of the Northeast Passage and the Northwest Passage, several obstacles may impede the development of this area such as the low temperature environment, infrastructure problems in a limited area, flow assurance, environmental regulations, etc. To overcome these problems, various techniques have been applied in the exploration, development, production, transportation, and environment fields and it seems to be made technical development in extreme environment. In this study, the E&P status of representative states and development technologies in the Arctic region have been summarized with regard to carrying out E&P related to drilling, development, production, and operation in oil and gas fields. Furthermore, environmental factors have been taken into account to enhance progress with regard to E&P and ensure sustainable development in the Arctic. On that basis, it will be possible to secure oil and gas field development, production technology and R&D infrastructure in the Arctic.

  • The solution for wind drift current in a three-layered open sea region is derived using the Galerkin-Eigenfunction mothod. The presence of discontinuities in the vertical eddy viscosity required a definition of a scalar product which involves the summation of integrals defined over each layer. The expansion of fourth-order B-spline functions is used in determining eigenvalues and corresponding eigenfunctions. In a three-layered system a low value of eddy viscosity is prescribed within the pycnocline to represent the suppression of turburent intensity at the thermocline level. A high concentration of knots within the pycnocline is important in determining eigenfunctions and the associated eigenvalues accurately. Due to the global property of eigenfunctions nonphysical oscillations appear in the current profiles below the surface layer, particularly within the pycnocline.

A basic study on the introduction of safety management system for the costal/offshore fishing vessels in Korea (연근해어선 안전관리체제 도입에 관한 기초 연구)

  • This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

Characteristics of Storm Surge by Forward Speed of Typhoon in the South Coast of Korea (태풍의 이동속도에 따른 한국 남해안 폭풍해일고의 특성)

  • The damage caused by typhoons is gradually increasing due to the climate change recently. Hence, many studies have been conducted over a long period of time on various factors that determine the characteristics of storm surge, and most of relationships have been discovered. Because storm surge is complexly determined by various factors, it often show different results and draw different conclusions. For this reason, this study was conducted to understand the various characteristics of storm surge caused by changes in the forward speed of typhoons. This study was carried out with a numerical model, and the effect of forward speed could be analyzed by simplifying other factors as much as possible. When forward speed is increased, storm surges caused by typhoons tended to increase gradually. The storm surge showed a wide and gentle increase at a slow speed, but a narrow and steep one at a fast speed. In the case of the same forward speed, it was found that the storm surge was significantly influenced by the water depth of actual sea area. It was confirmed that the change in forward speed after passing Jeju Island did not significant affect on the storm surge in the south coast of Korea.
