민간경비 자격검정 개선방안에 관한 연구 (A Study on Developing Qualification Criteria in the Private Security Industry)

  • 21세기에 들어서면서 선진국은 민간경비산업의 전문화를 위해 자격제도 및 교육훈련을 강화하고 있는 추세이다. 우리나라도 전문성 강화를 위한 교육훈련 시스템의 변화를 시도하고 있으나 합리적이지 못한 선발기준과 교육시스템 운영으로 과점시장이 형성되어 있는 실정이다. 오히려 '직업면허제도'를 통하여 자격증 소지자나 경비업체, 교육기관 및 위탁자의 지대추구행위가 증가하고 있는 상태이다. 경비산업 종사자의 질적 향상을 목적으로 자격증 발급 및 지정교육기관을 통한 기본교육이 실시되고 있으나 실질적인 효과는 적은편이다. 이에 본 연구는 민간경비원 선발 및 교육에 관한 문제점을 찾아본 결과, 이원화된 검정제도와 교육시스템의 구조적 문제 그리고 경비업체 운영자 및 최고관리자(임원)의 전문성과 운영능력에 대한 검증이 전혀 이루어지지 않고 있는 것을 알 수 있었다. 이러한 문제를 해결하기 위해서는 이원화 되어있는 경비지도사 자격증 제도와 경비원 교육 이수 제도를 '공인자격검증제도'로 단일화하며, 그 자격검정 대상은 관련 종사자 전체로 확대하여야 할 것이다. 또한 시장 지배적 지위를 이용한 과점현상으로 발생되는 후생손실을 최소화하고 자율경쟁이 가능하도록 지정교육기관의 수를 늘리고 경비원들의 교육 및 취업(업체) 선택에 자율권을 부여하여야 할 것이다. 앞서 제시한 문제점들을 최소화 하고 객관성을 유지하기 위해서는 전문가 집단부터 이해관계자, 시민단체 까지 모두 참여하는 거버넌스 네트워크 형태의 '민간보안산업위원회'와 같은 새로운 관리 감독 기관 설립이 필요하다.

사서교사의 허약한 직업적 존재감 실태와 출구에 대한 연구 (A Study on the Status and Gates of Teacher Librarians' Frail Vocational Presence in Korea)

  • 교사와 학부모 그리고 학생은 사서교사를 수업에 참여하지 않는 자료 관리자로 인식하고 있다. 따라서 사서교사는 직업 기능과 전문직의 특성을 충족하지 못한 채 존재감이 매우 허약한 실정이다. 이것은 사서교사 배치를 외면한 학교도서관 정책과 사서교사와 사서의 자격과 역할을 동일시하는 법과 제도 때문이다. 그러나 근본적인 원인은 교수자의 자질을 갖춘 유능한 사서교사를 양성하기 위한 맞춤형 프로그램을 갖고 있지 않은 배경학문 공동체의 방관자적 태도이다. 따라서 사서교사의 직업적 위상 강화를 위해서는 사서직 공동체가 사서교사를 교수매체 전문가로 인정하고, 다양한 교육과정을 개발하여야 한다. 또한 사서교사 스스로 개인 역량 개발을 위한 자기평가를 활성화하고 전문 단체의 활동력을 강화할 필요가 있다.

치과위생사의 의료인화에 대한 의료종사자들의 견해 (The opinions of health care workers on the inclusion of dental hygienists in the category of medical personnel)

  • Objectives: The study investigated health professionals working in the metropolitan area and Jeolla-bukdo, South Korea, from April 30 to May 17, 2017 to understand their views on the issue of including dental hygienists in the scope of medical personnel of South Korea. Methods:A total of 270 surveys were analyzed in this study. The survey consists of 5 questions on general issues; 10 on the awareness of present work of dental hygienist; and 1 on opposition or approval about including dental hygienist in medical personnel. The collected data were analyzed using SPSS for Windows 18.0, as well as frequency analysis, cross analysis and logistic regression analysis. Statistical significance level (${\alpha}$) is 0.05. Results: 1. Broken down by gender, male subjects showed more oppositions against including dental hygienists in the category of medical personnel while female subjects showed more favorable opinions (p<0.05). In terms of academic background, those who had graduated from graduate school or higher showed a higher propensity for opposition while those who had graduated from a 3-year college showed a higher tendency for approval on the idea (p<0.05), In terms of occupational type, health professionals showed more opposing views whereas medical technologists showed more approvals than others (p<0.001). 2. With respect to the awareness of work specialty and proficiency of dental hygienist according to general characteristics, the higher the age, the higher the awareness level was. In terms of the occupational type, medical technologists were found to have higher awareness level than health professionals (p<0.001). 3. With respect to the relationship between general characteristics and view on including dental hygienists in medical personnel, the occupational type of health professional was found to have 6.33 times more oppositions than medical technologists. When the awareness level on proficiency of dental hygienist was low, opposition was 6.52 times more frequent (p<0.05). Conclusions: Based on the findings above, the inclusion of dental hygienists in medical personnel seems necessary in properly establishing the specialty and role of dental hygienist in the dentist medical environment of the country in order to enhance national oral health related preventive dental service and expand the demand. To this end, it is necessary to provide nationwide promotion, work to change the awareness of health professionals in other occupational types, and facilitate public promotion for legal ground establishment.

장애인 거주시설 물리치료사의 직무 만족도와 물리치료 실태 (Physical Therapy Status and Job Satisfaction of Physical Therapist in Residential Facilities for the Disabled)

  • PURPOSE: This study examined the actual condition of physical therapy in residential facilities for the disabled and determined the degree of job satisfaction of physical therapists. METHODS: In this study, data were collected using a structured questionnaire targeting 117 physical therapists (male: 49, female: 68) working in residential facilities for the disabled. The questionnaire consisted of 21 items, including six general characteristics, one job satisfaction, and 14 actual situation-related items. RESULTS: The job satisfaction of the physical therapists working in residential facilities for the disabled was 3.81 ± .83, which was between 'normal' and 'satisfactory'. One physical therapist worked in 91.5% of places. The physical therapy room was used only by the physical therapist, occupational therapist or speech therapist, and a nurse and other departments in 65.8%, 9.4%, and 23.1% of cases. On average, six to 10 patients per day were treated the most with 45.3%, followed by physical therapy alone at 19.7%, and work related to medical rehabilitation and other departments at 72.7%. A higher number of overtime hours and nurses resulted in lower job satisfaction. CONCLUSION: The job satisfaction of physical therapists working in residential facilities for the disabled was similar to those of physical therapists working in medical institutions, but the factors affecting the job satisfaction were different. Professionalism in physical therapy was not secured, and the relationships with colleagues were an important factor in increasing job satisfaction.

지역신문 기자들의 경력 이동 연구 (A Study on the Career Mobility of Reporters at Local Newspapers)

  • 이 연구는 지역신문 기자들의 직업이동을 통해 지역언론의 현실과 기자들의 직업정체성 변화를 살펴보고자 했다. <대전일보>, <중도일보>, <충청투데이>의 대전지역 3개 종이신문에서 퇴직한 기자들이 어떤 이유로, 어디에서 어디로, 어떻게 경력 이동했는지를 알아본 결과, 동종 종이신문과 인터넷신문 같은 저널리즘 영역에서 활동하는 기자들이 있는가 하면 정치 행정 학계 경제 문화예술 등 여러 분야로 이직했다. 이들이 신문을 떠난 이유는 보수 복지 미흡과 미래비전 부재가 가장 많았으며 구조조정, 취재보도 활동제약, 많은 업무량도 영향을 주었다. 1997년 IMF 외환위기 이전 언론노동시장은 공채로 입사해 평기자, 차장, 부장, 국장으로 승진하는 전형적인 내부노동시장이었지만 뉴미디어의 등장과 신문기업의 경영난으로 내부노동시장이 약화되고 있음을 보여줬다. 기자들은 자기 개발을 통해 전문성을 높여 직업을 바꾸기보다는 지연 학연, 출입처 같은 사회자본을 적극적으로 활용함으로써 지역신문 본연의 감시비판 기능을 위축시키는 부작용과 함께 기자들의 직업정체성까지 훼손시키고 있었다.

치과기공사의 직업능력개발훈련 만족도 분석 (An Analysis of Satisfaction with Job Ability Development Training among Dental Technicians)

  • Purpose: This study were to analyze satisfaction with job ability development training among Dental Technicians', examine the degree of their actual satisfaction with training courses and their status, and provide some basic data to help improve the quality level, satisfaction, and effective operation of job ability development training in the future. Methods: This study carried out self-administered questionnaire survey from January 15, 2011 to March 10 by having research subjects as 180 dental technicians who participated in the course of employees' Job Ability Development Training by 'Gil Occupational Training Institute,' which is being conducted as part of dental technicians' job ability development in Seoul region. Among these things, 160(88.8%) copies were collected. Except 19 copies with incomplete response, 141(78.3%) copies were used as the materials of final analysis. Results: First of all, as a result of grasping the whole satisfaction with training according to general characteristics, the significant difference was indicated in the whole satisfaction with training depending on gender & age, and voluntary participatory intention. Second, the satisfaction with contents of Job Ability Development Training was in order of helpful level in ability development with 4.10(${\pm}.70$), co-worker's recommendation and a plan for reparticipation with 4.08(${\pm}.77$), consistence with the content goal with 4.07(${\pm}.71$), and reflection of demand with 4.01(${\pm}.70$). Third, examining satisfaction with instructors of Job Ability Development Training, it is being indicated with a little higher score compared to the satisfaction with other items. Fourth, satisfaction with service of supporting learners in job ability development training was shown to be slightly low in all the items. Especially, the convenience of administrative procedure was indicated to be the lowest with 3.52(${\pm}.92$) Fifth, satisfaction with the facility of job ability development training was showing very low satisfaction compared to other satisfaction items. Conclusion: A continuous effort will be needed in order to be possibly strengthened dental laboratory technicians' professionalism and reinforced qualitative level in major ability through offering more educational opportunities and education in good quality.

국내 의료보건계열 신설동향과 치위생(학)과 추이에 관한 연구 (Comparison between division of health science and dental hygiene in Korea)

  • Objectives : This review suggests prospect of educational institutions through research on the establishment trend of Korean dental hygiene programs by comparison with health science programs, analysis based on location and year. Methods : For the research, 78 dental hygiene programs, 11 dental colleges, 144 nursing programs, 41 medicine programs, 38 radiology programs, 49 optometry programs, 39 biomedical laboratory science programs, 65 physical therapy programs, 48 occupational therapy programs were analyzed using SPSS 12.0v. The result is as follows. Results : Establishment trend of dentistry-related programs and dental hygiene programs is twice as high as nursing programs and medicine-related programs. Number of 3-years dental hygiene programs is twice as high as 4-years dental hygiene programs. Entrance quota of 3-years dental hygiene programs is four time higher than 4-years programs. On regional basis, number of dental hygiene programs is the highest in Gyeonggi-do by 9 while it is the lowest in Incheon-si and Jeju-do by 1. Number of students in dental hygiene programs is the highest in Gyeonggi-do by 2,514. Establishment of dental hygiene programs showed the biggest increasing trend in Gyeonggi-do and Jeju-do from 1995 to 1999; and in Gangwon-do, Chungcheongbuk-do, Chungcheongnam-do, Gyeongsangbuk-do, Gyeongsangnam-do, Jeollabuk-do, Jeollanam-do from 2005 to 2010. Conclusions : Assurance of legal rights in the workplace and improvement of educational environment should take prudence over establishment of dental hygiene programs in order to develop professionalism among students in dental hygiene.

학교안전망 운영에 관한 개선방안 - 학교보안관 및 CPTED 중심으로 - (An Improvement Way of School Safety Operation Network - Centering on School Marshal and CPTED -)

  • 학교 안전망 구축 사업의 일환으로 현재 실시되고 있는 서울시 학교보안관제도와 그 외 지역의 배움터 지킴이 사업이 점진적으로 개선되고 있다고는 하지만 지속적으로 발생하는 학교 내 및 주변의 범죄 문제는 쉽게 해결되지 않고 있음을 본 연구에서 알 수 있다. 따라서 학교안전망 구축 사업의 효과적인 개선방안으로는 다음과 같다. 첫째, 직업성 전문성 강화를 위한 제도적 뒷받침으로 학교 안전에 관한 전문인력 양성 및 교육을 위한 준교사급의 학교안전교사 제도를 시행해야 한다. 둘째, 범죄로부터 안전할 수 있는 환경조성을 위한 학교 안전 CPTED의 법적제정을 통해 학교 안전망 구축 사업을 실시할 것을 제시하고 있다. 따라서 본 연구는 학교 안전망의 실태 및 문제점을 알아보고 임시방편적인 학교안전대책이 아닌 체계적이고 계획적인 학교안전대책방안으로 학교안전교사제도와 CPTED의 법적 제정을 제시하고자 한다.

Professional Project and the Evolution of Non-Dominant Medicines;The Case of Osteopathy and Chiropractic

  • This article explores how non-dominant medical practitioners shape their own self-images and the identity of relevant medicine and in what ways fashioning of self-images and accompanying modalities of medical practice informs the social evolution of the medicines at specific times and over specific places, by means of the historical configuration of osteopathy and chiropractic in the UK and the US. Attention is directed onto motivations and pursuits for professional recognition and actual strategies and activities of non-dominant medicines and its practitioners by turning to historical instances such as osteopathy and chiropractic in the UK and the US, not least drawing focus on professional desires with regard to circumstances it faces within and without. Some non-dominant medicines as a way with which to acquire and protect the exclusive monopoly of its knowledge and practical skills, adopted various forms of professionalism project, as dominant biomedical groups pressed up non-dominant medicines by virtue of marginalizing tactics. Meanwhile, non-dominant medicines took somewhat distinctive professionalisation strategies from each other. Strategies they took were diversified depending on medical philosophy, healing modality, the degree of occupational solidarity embodied as forms of medical organisation, and especially vocational aspiration and prospect. Change of socio-medical culture and the state's policy seems to have wielded critical influenceon the determination of the ups and downs of non-dominant medicines. From the perspective of long-term time span, dominant biomedicine eventually did not have much influence on the ups and downs of marginalized medicines in so far as in the case of osteopathy and chiropractic in Englandand the U. S.

포괄치위생관리 과정을 적용한 스케일링 수행 경험에 관한 질적 연구 : 근거이론적 접근 (Qualitative study on the scaling experience through the application of comprehensive dental hygiene care : A grounded theory approach)

  • Objectives: This study was performed in order to provide evidence-based data for the expected professional impact of dental hygienists, and to apply and disclose the comprehensive dental hygiene care process through an in-depth analysis of their scaling experience and investigation of the importance of an evidence-based scaling work performance. Methods: The data were collected from June 3, 2019 to October 3, 2019 by conducting in-depth individual interviews on 10 dental hygienists who are working in dental clinics and hospitals by region. The data were analyzed by using the grounded theory methodology, which is a field of qualitative research method. Results: Study results showed that the core category derived from the paradigm model and change process in this study was 'a process of becoming a mature professional outside practical work'. Conclusions: In this study, the participants were able to gain a sense of occupational accomplishment as dental hygienists by performing scaling based on the comprehensive dental hygiene care (CDHC) process, and to advance into professionals through continuous efforts and research in order to enhance their job competencies.
