A Study of Health and Safety Management Practices of Contractors in Southern Vietnam

  • In spite of the socio-economic benefits of the construction industry, it accounts for many deaths, injuries and illnesses in many countries. In developing countries like Vietnam, the situation is even worse. Health and safety (H&S) management plays a crucial role in the efforts to improve H&S performance as it contributes to mitigating the risks of occupational injuries and illnesses. However, within the wider H&S literature in Vietnam, there is no insight into the current state of affairs of H&S management, particularly in terms of the management practices that need attention in order to improve H&S management across the construction sector. This study therefore presents the findings of an inquiry into the H&S management practices of contractors in Vietnam. The study employed a questionnaire survey which yielded 58 responses from contractors, particularly those operating in Southern Vietnam. Some commonly implemented H&S management practices by the contractors are: provision of personal protective equipment (94%), allocation of H&S supervisor on site (90%), and displaying of company H&S policy on construction sites, company website, and head/branch offices (86%). Some of the less implemented practices are: networking/engaging with other companies/institutions (e.g. government offices) about H&S issues (39%), rewarding workers for safe work behaviour (39%), reviewing and updating H&S plans (48%), and displaying regulatory H&S posters on site (45%). The findings have provided some insight into the current state of affairs of the H&S management practices of contractors in Southern Vietnam and could thus inform efforts by industry stakeholders to improve the aspects of H&S management that are lagging.

안전문(screen doors) 설치 이후 지하철 기관사의 직무스트레스와 정신건강과의 융복합적 관련성 (Convergence Relationship between Job Stress and Mental Health of Subway Operators after the Installation of Screen Doors)

  • 본 연구는 서울시 소재 지하철 기관사 669명을 대상으로 안전문(screen doors) 설치 이후 직무스트레스 수준 및 직무스트레스와 정신건강과의 관련성을 파악하고자 실시하였다. 자료 수집은 구조화된 설문지로 웹 사이트에서 하였고, 자료 분석은 SPSS 20.0 통계프로그램을 이용하여 다중선형회귀분석을 실시하였다. 연구결과, 지하철 기관사의 직무스트레스 전체 점수는 기준 점수 보다 높았으며, 물리환경, 직무요구, 직무자율성 결여, 관계갈등 및 직장문화는 상위 50%에, 조직체계는 상위 25%에 해당되었다. 상관분석결과, 직무스트레스는 정신건강 하위영역 모두와 유의한 양의 상관관계로 나타났다. 직무스트레스가 정신건강에 미치는 영향에서는 직무요구, 조직체계, 보상부적절 및 직장문화에서 유의한 차이가 있었으며, 설명력은 36.6%이었다. 향후 지하철 기관사의 직무스트레스 예방을 위해 직무특성에 맞는 조직차원의 관리방안마련과 정신건강증진을 위한 중재프로그램의 개발 및 운영을 위한 근거마련의 자료로 활용하고자 한다.

  • Korean domestic workers are trend to avoid harmful and dangerous jobs calls 3D work due to the poor working conditions. Therefore, the incoming population of foreign workers is increasing to fulfill the required labor force. Mostly these foreign workers are placed in small and medium-size industries. As work that induces musculoskeletal disorders(WMSD) is equally exposed to domestic workers as well as foreign workers, this study attempted to investigate the work burdened by musculoskeletal disorders and derive improvement measures by understanding the actual conditions of the worksites of foreign workers. The result of this investigation defines that the possibility of developing musculoskeletal disorders is very high in the environment in which more than 40% of the respondents work with heavy objects and repetitive work of wrists and elbows. To prevent the symptoms of musculoskeletal disorders among foreign workers, three measures were proposed. To reduce the mandatory check-up period of WMSD under the Occupational Safety and Health Act, to revise the employment permit system, and to enhance the practical help of EPS education. Safety and health management of foreign workers is becoming an essential task not only for securing a workforce but also for the national image. Personal and economic losses at the national level should be minimized through policy support such as financial support for small and medium-sized businesses in Korea and supplementation of legal systems for the protection of foreign workers.

우리나라의 유해물질 분류체계 및 관리방안 (Research on the Classification System of Hazardous Substances in Korea)

  • The objectives of this study were (1) an investigation of the current status of the hazardous substances, (2) a comparative analysis of classification system of hazardous substances between Korea and other countries, (3) a development of the new classification system in Korea, finally a review of prerequisites for effective enforcement of the new system. The results are summarized as follows : 1) The backbone of classification system of hazardous substances in Korea is based on Japanese classification system and EC(European Committee) guideline of hazardous substance. There are many problems in managing and handling of hazardous substances due to discordant of Japanese and EC system. It is desirable to revise the classification system to be harmonized with international guideline for example, guideline of IFCS(The Inter-governmental Forum on Chemical Safety) and EC guideline. 2) There are several problems in definitions of corrosive, sensitizing and irritation in MSDS Code of Ministry of Labour. It is desirable to reform those definitions. 3) Among the hazardous substances under the current system, there are several substances such as, beta-propiolactone, methyl bromide, ethyleneimine, etc that are not used and produced in Korea. It is desirable to exclude the substances from the list of controlled substances. 4) The section 39, about 'substance that designated to attach warning label' in Korea Occupational Safety and Health Act(OSHAct) should be eliminated, because above section is unnecessary under the MSDS system. 5) The researchers recommend to establish a new list of hazardous substance which are controlled by OSHAct. It is desirable that the new list is consist of two types. The first type is 'a list of the specially controlled substances' and the other is 'the generally controlled substances'. 6) It is recommended that the specially controlled substances should include hazardous substances that are highly toxic and widely used in Korea. And the generally controlled substances should include hazardous substances that can be analysed by instrument and carry threshold. limit values(TLV's).

Development of a Tailored Analysis System for Korean Working Conditions Survey

  • Background: Korean Working Conditions Surveys (KWCS), referencing European Working Conditions Surveys, have been conducted three times in order to survey working condition and develop work-related policies. However, we found three limitations for managing the collected KWCS data: (1) there was no computerized system for managing data; (2) statistical KWCS data were provided by limited one-way communication; and (3) the concept of a one-time provision of information was pursued. We suggest a web-based public service system that enables ordinary people to make greater use of the KWCS data, which can be managed constantly in the future. Methods: After considering data characteristics, we designed a database, which was able to have the result of all pairwise combinations with two extracted data to construct an analysis system. Using the data of the social network for each user, the tailored analysis system was developed. This system was developed with three methods: clustering and classification for building a social network, and an infographic method for improving readability through a friendly user interface. Results: We developed a database including one input entity consisting of the sociodemographic characteristics and one output entity consisting of working condition characteristics, such as working pattern and work satisfaction. A web-based public service system to provide tailored contents was completed. Conclusion: This study aimed to present a customized analysis system to use the KWCS data efficiently, provide a large amount of data in a form that can give users a better understanding, and lay the ground for helping researchers and policy makers understand the characteristics.

일개요양병원 호스피스·완화의료의 서비스의 직종별 행위 분석; 후향적 의무기록 중심으로 (Hospice-Palliative Care Activities of personnel in a Long-Term Care Hospital; a retrospective chart review)

  • 일개요양병원에 입원한 호스피스 환자에게 제공되고 있는 직종별 호스피스 완화의료 서비스 행위와 빈도를 파악하여 향후 요양병원 호스피스 완화의료 수가 개발의 기초자료를 마련하는데 목적이 있다. 본 연구는 후향적 연구로 요양병원에 사망한 12명의 말기암환자에 대한 의무기록을 자료 로 임종 전 6개월 동안 1개월 간격으로 호스피스 완화의료 서비스 행위를 조사하였다. 직종별 호스피스 완화의료 서비스 행위를 살펴보면 의사는 수혈, 보호자 면담, 투약설명 등, 간호인력은 석션, 산소공급, 환자상태관찰, 투약 간호, 위관영양 등을, 그 외 사회복지사는 개별프로그램적용, 물리치료사는 전기신경자극치료, 영양사는 영양평가와 영양관리, 요양보호사는 식사 및 영양보조, 기저귀교체 등을 수행하는 것으로 나타났다. 조사대상 요양병원을 분석한 결과 요양병원의 호스피스 완화의료 서비스는 미흡한 실정으로 급성기 중환자에게 제공되는 공격적이며 적극적인 서비스가 중심이 되고 있어 편안하고 존엄한 임종 돌봄이 제공되지 못한 것으로 나타났다. 따라서 요양병원에서 제공되는 호스피스 완화의료 서비스 질을 향상시켜 노인들이 삶의 마지막 순간을 존엄하고 평화롭게 맞이할 수 있도록 호스피스 완화의료 수가적용 등의 제도적 방안을 마련할 필요가 있다.

  • Urban air mobility (UAM) is emerging as an innovative transportation solution for cities. However, the potential noise impact on urban life must be carefully examined. Continuous exposure to UAM noise, with its unique frequency characteristics and temporal variability, may adversely affect citizens' health by causing sleep disorders, cardiovascular disease, and cognitive impairmenet, particularly in children. NASA has formed a UAM Noise Working Group to study this issue comprehensively. In Korea, the Seoul Metropolitan Government's UAM demonstration project is expected to accelerate related research and development. Scientific analysis, including noise measurement, prediction modeling, and health impact assessment, must be prioritized. Measures to minimize noise should be established based on this evidence, such as optimizing flight modes, developing noise reduction technologies, and establishing new noise management standards. Transparency and social consensus are crucial throughout this process. Expert review and open communication with civil society are necessary to address related concerns. Sharing demonstration project results and providing opportunities to experience UAM noise through digital twin simulations can help address public concerns and build social consensus. Proactively and scientifically tackling noise issues is essential for the sustainable development and successful integration of UAM into daily life.

성주류화 실행의 거버넌스 구축 방안 (Constructing Governance to Implement the Gender Mainstreaming System)

  • 우리나라는 성평등 실현을 목적으로 성주류화 제도를 도입했다. 성주류화 실행이 체계적이고 지속적으로 작동되기 위해 가장 중요한 것은 모든 사회구성원과 조직, 다양한 집단의 적극적인 참여라 할 수 있다. 본 연구에서는 실효성 있는 성주류화 실행을 위해 여성, 소외계층, 교육기관, 직능단체, NGO, 전문가, 연구기관, 기업, 언론, 정부, 의회, 성별영향분석평가 센터 등이 참여하는 거버넌스 모형과 구축 방안을 제안한다.

A Retrospective Comparative Study of Serbian Underground Coalmining Injuries

  • Background: During 2011, a study was undertaken to assess safety conditions in Serbian underground coalmines by analysis of injury data. The study covered all Serbian coalmines, identified week spots from the aspect of safety, and recommended possible courses of action. Since then, Serbia has made changes to safety and health legislation; all coalmines introduced new preventive measures, adopted international standards, and made procedures for risk management. After 10 years a new study has been performed to analyze the impact of these changes. Materials and methods: In this study, the injuries that have occurred in the Serbian underground coal mines over the last 20 years were analyzed. Statistical data analysis was performed by IBM SPSS Statistics v23. The injuries that occurred in the last ten years were compared with the results of the previous study (2000-2009). The average values of injury rates for both periods were compared for each of the categories (severity, age, body part, qualification), and the results were presented as absolute difference or percentile difference. Results: The results showed reduction in the number of injuries in the category of 20-30 years old workers, where the new training procedures for workers, which were set by mandatory legal regulations, certainly contributed. They also showed an increase in the number of injuries in the category of old workers, which indicates that the law did not have a positive effect on this category. Conclusion: The total number of injuries is still high; therefore, it is necessary to introduce mechanization and automation in mines and have a better policy for older workers who retire later nowadays.

연구 실험실 내 국소배기장치의 제어풍속 평가 사례 (Case Study on the Evaluation of Capture Velocity of Local Exhaust Ventilation System in a Laboratory)

  • Objectives: To protect researchers using chemicals, it is necessary to monitor whether the working environment is well managed through the performance evaluation of the local exhaust system in the research laboratory. These results need to be reflected in the work environment management policy of research laboratories in the future. Methods: By measuring the capture velocities of fume hoods and arm hoods, which are the most commonly used local exhaust systems in research laboratories in a domestic research institute, we tried to confirm the degree to which the actual capture velocity values and legal standards were satisfied. The capture velocities were measured using a hot wire wind speedometer (TSI 9565-P, USA, 2016 with all exhaust systems in operation in the laboratory. As for the measurement position for each local exhaust system, in the case of the fume hood, the wind speed in the center of the opening surface was measured after opening 50% of the door of the hood. For the arm hood the capture velocities were measured at a distance of 10 cm vertically from the opening surface of the hood Conclusions: The total number of arm hoods measured was 546, and the average capture velocity was 0.61 m/sec with an S.D of 0.49. Among them, 99 satisfied the capture velocity standard of 1m/sec, meaning only 18.1% of the total satisfied with the standard. The total number of fume hoods measured was 625, and the average control wind speed was 0.48 m/sec with an S.D. of 0.17. Among them, the number of fume hoods that satisfied the capture velocity standard of 0.4 m/sec was 518, meaning 82.9% of the total satisfied the standard. Therefore, research institutes that operate local exhaust systems to protect researchers from chemicals should further strengthen the capture velocity management of hoods, and government agencies need to reflect this in work environment management policies based on further evaluation results.
