  • Planetary boundary layer height (PBLH), produced by the Local Data Assimilation and Prediction System (LDAPS), was verified using RawinSonde (RS) data obtained from observation at Daegwallyeong (DGW) and Sokcho (SCW) during the International Collaborative Experiments for Pyeongchang 2018 Olympic and Paralympic winter games (ICE-POP 2018). The PBLH was calculated using RS data by applying the bulk Richardson number and the parcel method. This calculated PBLH was then compared to the values produced by LDAPS. The PBLH simulations for DGW and SCW were generally underestimation. However, the PBLH was an overestimation from surface to 200 m and 450 m at DGW and SCW, respectively; this result of model's failure to correctly simulate the Surface Boundary Layer (SBL) and the Mixing Layer (ML) as the PBLH. When the accuracy of the PBLH simulation is low, large errors are seen in the mid- and low-level humidity. The highest frequencies of Planetary boundary layer (PBL) types, calculated by the LDAPS at DGW and SCW, were presented as types Ι and II, respectively. Analysis of meteorological factors according to the PBL types indicate that the PBLH of the existing stratocumulus were overestimated when the mid- and low-level humidity errors were large. If the instabilities of the surface and vertical mixing into clouds are considered important factors affecting the estimation of PBLH into model, then mid- and low-level humidity should also be considered important factors influencing PBLH simulation performance.

  • Numerical prediction capability has been improved over the decades, but progress of prediction for high-impact weather (HIW) was unsatisfactory. One reason of low predictability for HIW is lack of observation data. The National Institute of Meteorological Research (NIMR) has been performed observation program for improvement of predictability, and reduction in social and economical cost for HIW. As part of this observation program, summer intensive observation program (ProbeX-2009) was performed at the observation-gap areas from 25 August to 6 September 2009. Sounding observations using radiosonde were conducted in the Gisang2000 research vessel (R/V) from the Korea Meteorological Administration (KMA) over the West Sea and the Eardo R/V from the Korea Ocean Research and Development Institute (KORDI) over the South Sea. Observation System Experiment (OSE) is carried out to examine the effect of ProbeX-2009 data. OSEs using Korea Local Analysis and Prediction System (KLAPS) and Weather Research and Forecasting (WRF) Model are conducted to investigate the predictability for a short time forecast. And, OSEs using WRF/3DVAR system and WRF forecast model are conducted to study the predictability for an extended time. Control experiment (K_CTL and CNTL) used only GTS observation and experiment (K_EXP and SWEXP) used ProbeX-2009 data from two system are performed. ETS for 3hr accumulated rainfall simulated by KLAPS-WRF shows that K_EXP is higher than K_CTL. Also, ETS for 12hr accumulated rainfall of SWEXP from 3DVAR-WRF is higher than CNTL. The results indicate that observation over the ocean has positive impact on HIW prediction.

  • The objective of this study was to assess the meteorological capability of Korea by comparing with that of the U.S. and Japan as of 2010. The research was conducted based on various indices and surveys, and quantified the results using the Gordon's scoring model. The index assessment used 11 items derived from 9 segments - surface observation, advanced observation and observations quality in the observation field; data assimilation, numerical model and infrastructure in the data processing field; forecast accuracy in the forecast field; climate prediction and climate change in the climate field - in this research, we classified the meteorological technology into four fields. In the survey assessment, another 10 items in addition to the above 11 ones (total 21 items) were used. In the field of climate, Korea was found to lag far behind the U.S. (96.5p) and Japan (90.5p) with 77.6 points out of 100, which is 18.9 and 12.9 points lower than them respectively. On the other hand, Korea showed the narrowest gap with Japan (95.3p) and the U.S. (94.2) in the forecasting field, recording 90.3 points. Particularly, in surface observation, infrastructure and forecast accuracy segment, Korea was on a par with the U.S. and Japan, boasting 100.5 percent compared to their counterparts. However, in advanced observation, data quality and climate change segment, Korea was only at the level of 81.5 percent compared to that of the U.S. and Japan. All in all, the technological prowess of Korea, scoring 84.6 points, stood at 89.7 percent of that of the U.S. (94.3p) and 91.9 percent of Japan (92.1p).

  • This paper presents an autonomous system for reconstruction of three-dimensional indoor environments using a mobile robot. The system is composed of a mobile robot, a three-dimensional scanning system, and a notebook computer for registration, observation planning and real-time three-dimensional data transferring. Three-dimensional scanning system obtains three-dimensional environmental data and performs filtering of dynamic objects. Then, it registers multiple three-dimensional scans into one coordinate system and performs observation planning which finds the next scanning position by using the layered hexahedral-map and topological-map. Then, the mobile robot moves to the next scanning position, and repeats all procedures until there is no scanning tree in topological-map. In concurrence with data scanning, three-dimensional data can be transferred through wireless-LAN in real-time. This system is experimented successfully by using a mobile robot named KARA.

  • KEOP (Korea Enhanced Observing Period)-2004 intensive summer observation was carried out from 20 June to 5 July 2004 over the Southwestern part of the Korean peninsula. In this study, the effects of KEOP-2004 intensive observation data on the simulation of precipitation system are investigated using KLAPS (Korea Local Analysis and Prediction System) and PSU/NCAR MM5. Three precipitation cases during the intensive observation are selected for detailed analysis. In addition to the control experiments using the traditional data for its initial and boundary conditions, two sensitivity experiments using KEOP data with and without Jindo radar are performed. Although it is hard to find a clear and consistent improvement in the verification score (threat score), it is found that the KEOP data play a role in improving the position and intensity of the simulated precipitation system. The experiments started at 00 and 12 UTC show more positive effect than those of 06 and 18 UTC. The effect of Jindo radar is dependent on the case. It plays a significant role in the heavy rain cases related to a mesoscale low over Changma front and the landing of a Typhoon. KEOP data produce more strong difference in the 06/18 UTC experiments than in 00/12 UTC, but give more positive effects in 00/12 UTC experiments. One of the possible explanations for this is that : KEOP data could properly correct the atmosphere around them when there are certain amounts of data, while gives excessive effect to the atmospheric field when there are few data. CRA analysis supports this reasoning. According to the CRA (Contiguous Rain Area) analysis, KEOP data in 00/12 UTC experiments improve only the surrounding area, resulting in essentially same precipitation system so the effects remain only in each convective cell rather than the system itself. On the other hand, KEOP data modify the precipitation system itself in 06/18 UTC experiments. Therefore the effects become amplified with time integration.

  • The aircraft observation campaign was performed to investigate thermodynamic conditions of snowfall cloud over the East Sea of Korean peninsula from 2 February to 16 March 2018. During this period, four snowfall events occurred in the Yeongdong region and three cases were analyzed using dropsonde data. Snowfall cases were associated with the passage of southern low-pressure (maritime warm air mass) and expansion of northern high-pressure (continental polar air mass). Case 1 and Case 2a were related to low-pressure systems, and Case 2b and Case 3 were connected with high-pressure systems, respectively. And their thermodynamic properties and horizontal distribution of snowfall cloud were differed according to the influence of the synoptic condition. In Case 1 and Case 2a, atmospheric layers between sea surface and 350 hPa contained moisture more than 15 mm of TPW with multiple inversion layers detected by dropsonde data, while the vertical atmosphere of Case 2b and Case 3 were dry as TPW 5 mm or less with a single inversion inversion layer around 750~850 hPa. However, the vertical distributions of equivalent potential temperature (θe) were similar as moist-adiabatically neutral condition regardless of the case. But, their values below 900 hPa were about 10 K higher in Case 1 and Case 2a (285~290 K) than in Case 2b and Case 3 (275~280 K). The difference in these values is related to the characteristics of the incoming air mass and the location of the snowfall cloud.

  • Oil spills are a principal factor of the ocean pollution. The complicated problems involved in detecting oil spills are usually due to varying wind and sea surface condition such as ocean wave and current. The Hebei Spirit accident was happened in the west sea ($36^{\circ}$41'04" N, $126^{\circ}$03'12" E) near about 8 km distant from Tae-An, Korea on December 7, 2007. The aim of this work is to improve the detection and classification performance in order to define a more accurate training set and identifying the feature of oil spill region. This paper deals with an optimization technique for the detection and classification scheme using multi-frequency and multi-polarization SAR and optical image data sets of the oil spilled sea. The used image data are the ENVISAT ASAR WS and Radarsat-1 of C-band and ALOS PALSAR of L-band SAR data and KOMPSAT-2 optical images together with meteorological or oceanographic data. Both the theory and the experimental results obtained are discussed.

  • This paper presents derivation of stage-discharge curve for Yangsan river. To derivate of stage-discharge lationship is one of the essential research areas in the water resource field. It provides reliable data a long term planning and hydrologic quantity on water resource development by quantitative analysis. The rating curve derivated through 15 discharge-observation on Yangsan river basin in 1997 has been estimated Q=1283.0262-1553.3158H+477.2702H2. According to the rating curve, the highest water level 2.6m, the limited water-level should be bound to the maximum of 2.6m. Before this research, stage-discharge curve of Yangsan river has not been developed, and only 15 discharge observation(hydrometry) has been carried out though this research. Therefore it seems necessary to collect observation data through a long term process to obtain a reliable rating curve equation.

  • Several validation studies have been made for QuikSCAT(QSCAT) wind data around the world, mainly in the offshore. However, until now, there were no validation studies for QSCAT wind with resolution of 12.5 km ('QSCAT 12.5 km wind') in the vicinity of Korean Peninsula. To validate 'QSCAT 12.5 km wind' and to investigate its characteristics around Korean Peninsula, the wind data from Ieodo Ocean Research Station, KMA buoys, and KORDI Realtime Observation Stations have been compared. Validation results showed that 'QSCAT 12.5 km wind' RMSE of wind direction and speed were $25.85^{\circ}$ and 1.83 m/s, respectively, at Ieodo Station. The mean wind speed correlation coefficient of KMA buoys and KORDI Realtime Observation Station were 0.78 and 0.61, and the mean wind speed RMSE were 2.2 m/s and 3.2 m/s, respectively. This seems to be mainly because of the distance between QSCAT and in-situ observation stations. The RMSE of wind direction were bigger than $40^{\circ}$ at all in-situ observation stations located near the shore, within 20 km from coastlines. Geophysical features where in-situ observation stations are located seem to affect wind validation scores.
