Necessity for Establishing International Certification Authority System for Global Electronic Commerce (인증 관련 주요 국제기구 및 국가인증제도 현황 분석)

  • 전자상거래는 비대면(非對面) 거래로 모든 제반과정이 진행되기 때문에 상대에 대한 신뢰성의 문제가 크며, 거래 당사자와 거래 내역에 대한 입증을 해줄 인증기관이 필요하게 된다. 현재 미국의 베리사인 등 사설인증업체가 국내전자상거래 업체의 인증업무를 담당하고 있는 실정이다. 또한, 인중은 필연적으로 관련 기술의 표준화가 수반되는데 이에 대한 국내기술이 미흡하므로 국제동향을 고려한 국내인증기술의 개발이 시급하다. 특히, 글로벌 전자상거래에서는 인증기관에 대한 문제가 더욱 절실한데 문제는 어떠한 형태로 어떤 기관이 주축이 되어 인중체계를 구축하는가 하는 것이다. 현재, 인증체계는 네트워크 방식, 계층구조, 혼합형의 세가지가 논의되고 있으며, 각각의 장단점이 존재하므로 이에 대한 심도있는 논의가 필요하다. 이러한 체계는 국가별로 상이할 수 있지만, 문제는 글로벌 전자상거래를 활성화하기 위해서는 보다 일관된 형태의 인증체계 구축이 필요하다는 점이다. 현재까지 이와 관련한 심도있는 논의는 미흡한 실정이며, 미국 EU 등 일부국가와 UNCITRAL, OECD, ICC 등 관련 기구에서 다양한 의견을 제시하고 있는 상태이다. 이러한 문제는 단시일 내에 해결되기는 어려울 것으로 보인다. 다만, 단기적으로는 관련국가들간의 상호인증을 통한 해결이 가능할 것으로 판단되며, 이러한 상호 인증이 전세계적으로 확산되어감에 따라 글로벌 전자상거래를 위한 인증체계가 심도있게 논의될 것으로 판단된다. 이와 관련하여 상호 인증과 관련한 국내관련 법제의 보완이 필요하며, 실제로 인증을 담당할 관련 당사자들의 자구노력이 매우 시급한 시정이라 하겠다.

  • As globalization of communication is going on and as the media have become increasingly central to the world economy, media policy matters have become the province of world economic organizations like the IMF and the WTO. The WTO service negotiation is focused primarily on the discriminatory and quantitative barriers associated with the trade of audiovisual services. Domestic measures such as subsidization, content regulation including quotas, and licensing requirements and restrictions on foreign ownership and control are at issues here. These measures have been successfully implemented by countries wishing to withstand competition from the American audiovisual industry. The debate about trade in audiovisual services is permeated by the unstated assumption that these programs are pure commodities whose production, distribution, exhibition and in turn, values are solely determined by the market forces. It is therefore presumed that liberalization of trade in audiovisual services will benefit all, serving cultural pluralism and diversity as well as economic efficiency. However, this assumption is not shared by developing countries, the recipients of U.S. television material. They argue audiovisual sector requires a social and cultural approach, since it plays a key role in the preservation of people's identity and social bonds. They claim that it is the each state's right to define its media policy and to implement it through the means it considers fit. These clashing views over the nature of the audiovisual material and the ways in which protect cultural pluralism and diversity do not confine to be the realm of theoretical debate. Each state's interest and motivation to protect its local industry and to have a competitive advantage in the international market is working in this battle. Consolidation with the countries like Australia, Canada, and EU nations, in favour of cultural exemption, seems to be the best policy for us. However, we are not entirely free from the WTO pressures, considering relation to the U. S. This study analyzes Korean Broadcasting Law compared with those of other OECD countries and tries to propose some strategical guidelines facing WTO service negotiation in the area of broadcasting.

Development of a Nutrient Budget Model for Livestock Excreta Survey (가축분뇨실태조사를 위한 양분수지 산정 모델 개발)

  • Nutrient (i.e., nitrogen and phosphorus) budgets are required under a 'Livestock Excreta Survey'. A nutrient budget is one of the agri-environmental indicators that calculates the difference between the inputs and outputs of the amount of nutrients within a certain boundary and for a certain time period (e.g., 1 year). In this study, a nutrients budget model was developed to effectively determine the surplus of nutrients within a region in Korea. The C# program language was used in order to facilitate the deployment of a graphical user interface (GUI) and to enhance compatibility. Also, the model was developed on Windows OS, which is the commonly used operating system in Korea. The model was based on the OECD/Eurostat nutrient budget method, and it was modified to consider manure composting procedures as well. There are key features of the nutrient budget model, including directly use of the original data sets from various input and output sources, and a collectively exchange of the address in different formats. The model can quickly show the results of various spatial and temporal resolutions with the same data, as well as perform a sensitivity analysis with coefficients and easily compareresults using tables and graphs. Further, it would be necessary to study the extension of the scope of utilization, such as the application of various nutrient budget methods. It would also be helpful to investigate both pre and postprocessing information such as linking input data through online systems.

Risk Assessment of Soil through Earthworm Toxicity Test of Nonylphenol and Bisphenol A (Nonylphenol과 Bisphenol A의 지렁이 독성시험 및 토양 중 생태 위해성평가)

  • Earthworm (Eisenia fetida) acute toxicity test was carried out and ecological risk assessment in soil was performed with national monitoring data. 14 day - $LC_{50}$ of nonylphenol and bisphenol A were 288.1 mg/kg and 90.1 mg/kg, respectively. And NOECs of nonylphenol and bisphenol A were 250 mg/kg and 50 mg/kg, respectively. Significant weight decrement was appeared at 70 mg/kg of bisphenol A, however, nonylphenol at concentrations tested did not severe adverse effect on the weight decrement. The environmental monitoring has been carrying out by NIER since 1999. Exposure levels of nonylphenol in soil were ND$\sim$10.55 $\mu$g/kg and those of bisphenol A were ND$\sim$15.50$\mu$g/kg in National Monitoring data which had been performed from 2000 to 2004. The measured soil exposure level was applied to evaluate the environmental risk assessment. The values of PNEC for bisphenol A and nonylphenol were determined as 0.5 mg/kg and 2.5 mg/kg, respectively using the safety factors which were suggested in EU and OECD. The values of HQ (PEC/PNEC) were determined to be below I for bisphenol A and nonylphenol when the maximum exposure levels for bispheol A (15.50$\mu$g/kg) and nonylphenol (10.55$\mu$g/kg) were applied. Conclusively, the environmental risk assessment of bisphenol A and nonylphenol was not critical in soil.

Monitoring of Brominated Flame Retardants (BFRs) for the management of Their Contamination in Environments (브롬화 난연제의 환경오염도 관리 방안)

  • Brominated flame retardants have the market share of 40%, comparing others because of their low cost and highly effective retardation against the flame. However, their toxic effects in human and properties of the accumulation in the environments have been issued among the international organization such as EU, OECD and etc. It, therefore, was surveyed the classification, toxic effects, and the usage of Brominated flame retardants, the trends for their managements in the world and Korea, and their contaminated levels in Korean Peninsula. In addition, the management directions for them were proposed. Penta, octa, and deca-BDE among brominated retardants will seem to be prohibited by the regulation as a flame retardants for plastics in Europe because of their toxic effects. Although Penta and Octa BDEs was used marginally in Korea, deca-BDE was 27% of brominated flame retardants (49,050 ton) which had been used in 2002. However, risk assessment for brominated retardants might not launched in Korea, yet. These reports demonstrate that toxic brominated retardants such as PBDEs will be assessed for their usage and the level of contamination in the environment in the area of the point sources like the industrial areas, incinerators and etc. However, the law to regulate the hazardous chemicals seems not to be dictated the monitoring of their contamination in the environment. We, therefore, suggest how to evaluate and to monitor the toxic contaminants with EIA (Environmental Impact Assessment) and LCA (Life Cycle Assessment) system. Further, to establish the management system of BFRs (such as the monitering of contamination levels in environments, life cycle assessment, and risk assessment for the toxic chemicals), It can be recommended the law to deal with the method analyzing chemicals will be established, which contains QA/QC (Quality Assurance and Quality Control) to evaluate the analytic capability of the companies to prepare EIS (Environment Impact Statement) or other institutes for analyzing chemicals.

Prescribes penalties of up to a fairly systematic method from the case records of patients would not have occurred in the management and implementation of the law and the protection of the author of the book focuses on the subject of medical records and physician records between patient confidentiality and privacy it can be seen that the method defined in. This indicates the need for the establishment of an independent medical information laws to protect all records relating to the patient systematically Korea also.

Toxicity Assessment of Tetrabromobisphenol A with the Benthic Amphipod, Hyalella azteca (저서 단각류인 Hyalella azteca를 이용한 브롬화방염제 Tetrabromobisphenol A의 독성평가)

  • Tetrabromobisphenol A (TBBPA) is the most widely used BFR (brominated flame retardants) as a reactive flame retardant in printed circuit boards, and as additive applications in several types of polymers. The purpose of this study is to assess the adverse effects of TBBPA on the benthic amphipod (Hyalella azteca). Results on the acute toxicity of TBBPA using Hyalella azteca showed that NOEC and LOEC are 100mg/kg and 200mg/kg, respectively. In addition, when chronic toxicity of TBBPA was investigated at the concentration ranges between 0.01 to 100mg/kg, it was found that NOECs are $10mg/kg(fecundity){\sim}100mg/kg(viability)$, respectively. Significant fecundity inhibition was appeared at 100mg/kg of TBBPA, however, this concentration did not show severe adverse effect on weight increment. The values of PNEC were determined as 0.1mg/kg (fecundity) and 1mg/kg (lethal effect), respectively, using a safety factor suggested by EU and OECD.

  • Due to the exhaustion of resources and increasing concerns about the environment, reverse logistics has become a critical issue in recent years. We discuss the conventional logistics operations and the reverse logistics operations in the automotive industry. The traditional supply chain (TSC) and the reverse supply chain (RSC) models are developed to compare performance between two systems. In addition, results of the simulation models are discussed in respect to total costs, inventory levels and stock-outs to analyze the effects of introducing of reverse logistics system.

  • Ultrasonic nebulizer with the application of new engineering methodology and the design of electronic circuit and 766ppm Cd nebulizing solution were used to generate cadmium aerosol for inhalation toxicology study. The results of particle size analysis for cadmium aerosol were as following. The highest particle counting for source temperature 20℃ was 43.449 x 10³ in inlet temperature 250℃ and particle diameter 0.75㎛. The highest particle counting for source temperature 50℃ was 43.211 x 10³ in inlet temperature 100 ℃ and particle diameter 0.75㎛. The highest particle counting for source temperature 70℃ was 41.917x10³ in inlet temperature 250℃ and particle diameter 0.75㎛. The ranges of geometric mean diameter(GMD) were 0.677-1.009㎛ in source temperature 20℃, 0.716-0.963㎛ in source temperature 50℃, and 0.724-0.957㎛ in source temperature 70℃. The smallest GMD was 0.677㎛ in source temperature 20℃ and inlet temperature 20℃. and the largest GMD was 1.009㎛ in source temperature 20℃ and inlet temperature 20℃. The ranges of geometric standard deviation(GSD) were 1.635-2.101 in source temperature 20℃. 1.676-2.073 in source temperature 50℃, and 1.687-2.051 in source temperature 70℃. The lowest GSD was 1.635 in source temperature 20℃ and inlet temperature 20℃, and the highest GSD was 2.101 in source temperature 20℃ and inlet temperature 200℃. Aerosol generated for cadmium inhalation toxicology study was polydisperse aerosol. The ranges of mass median diameter(MMD) were 1.399-5.270㎛ in source temperature 20℃. 1.593-4.742㎛ in source temperature 50℃, and 1.644-4.504㎛ in source temperature 70℃. The smallest MMD was 1.399㎛ in source temperature 20℃ and inlet temperature 20℃, and the largest MMD was 5.270㎛ in source temperature 20℃ and inlet temperature 200℃. Increasing trends for GMD, GSD, and MMD were observed with same source temperature and increase of inlet temperature. MMD for inhalation toxicology testing in EPA guidance is less than 4㎛. In our results. inlet temperature 20 and 50℃ in source temperature 20℃, and inlet temperature 20 to 150℃ in source temperature 50 and 70℃ were conformed to the EPA guidance. MMD for inhalation toxicology testing in OECD and EU is less than 3㎛. In our results, inlet temperature 20 and 50℃ in source temperature 20, 50, and 70℃ were conformed to the OECD and EU guidance.
