국민의료비 결정요인분석 (Determinants of the National Health Expenditures: Panel Study)

  • This study estimates the determinants of national health expenditures of OECD countries using panel regression method. The data used are OECD Health Data(2003) covering 33 countries and from 1970 to 2001. This study shows several important different results compared to the previous studies. Further this study estimates the determinants of Korean case using data from 1m to 2000, and compare with the results of OECD panel. The main findings are as follows. The income elasticity of health expenditures is estimated below 1.0, but is shown above 1.0 when the different health systems of each country are controlled. The women's labor participation influences strongly positive effect on the health expenditures. The diffusion of new technologies is positively related with the increasing expense. The increasing government expenditures have a tendency not to contain health expenses, but to increase expenses. The expansion of public health insurance holders is containing the expenses, and the increasing number of doctors is pushing expenditures. This implies the health expenditures are influenced more by the induced demand of providers rather than the moral hazard of patients. However, the above result is opposite in Korean case. The existence of primary care doctors affects slightly up warding rather than containing expenditures. Finally the determinants are seriously depending upon which factors are included in the model and which statistical model is chosen. Therefore it must be cautious to interpret the results of statistical model.

The Comparison of Basic Science Research Capacity of OECD Countries

  • This Paper Presents a new measurement technique to derive the level of BSRC (Basic Science and Research Capacity) index by use of the factor analysis which is extended with the assumption of the standard normal probability distribution of the selected explanatory variables. The new measurement method is used to forecast the gap of Korea's BSRC level compared with those of major OECD countries in terms of time lag and to make their international comparison during the time period of 1981∼1999, based on the assumption that the BSRC progress function of each country takes the form of the logistic curve. The US BSRC index is estimated to be 0.9878 in 1981, 0.9996 in 1990 and 0.99991 in 1999, taking the 1st place. The US BSRC level has been consistently the top among the 16 selected variables, followed by Japan, Germany, France and the United Kingdom, in order. Korea's BSRC is estimated to be 0.2293 in 1981, taking the lowest place among the 16 OECD countries. However, Korea's BSRC indices are estimated to have been increased to 0.3216 (in 1990) and 0.44652 (in 1999) respectively, taking 10th place. Meanwhile, Korea's BSRC level in 1999 (0.44652) is estimated to reach those of the US and Japan in 2233 and 2101, respectively. This means that Korea falls 234 years behind USA and 102 years behind Japan, respectively. Korea is also estimated to lag 34 years behind Germany, 16 years behind France and the UK, 15 years behind Sweden, 11 years behind Canada, 7 years behind Finland, and 5 years behind the Netherlands. For the period of 1981∼1999, the BSRC development speed of the US is estimated to be 0.29700. Its rank is the top among the selected OECD countries, followed by Japan (0.12800), Korea (0.04443), and Germany (0.04029). the US BSRC development speed (0.2970) is estimated to be 2.3 times higher than that of Japan (0.1280), and 6.7 times higher than that of Korea. German BSRC development speed (0.04029) is estimated to be fastest in Europe, but it is 7.4 times slower than that of the US. The estimated BSRC development speeds of Belgium, Finland, Italy, Denmark and the UK stand between 0.01 and 0.02, which are very slow. Particularly, the BSRC development speed of Spain is estimated to be minus 0.0065, staying at the almost same level of BSRC over time (1981 ∼ 1999). Since Korea shows BSRC development speed much slower than those of the US and Japan but relative]y faster than those of other countries, the gaps in BSRC level between Korea and the other countries may get considerably narrower or even Korea will surpass possibly several countries in BSRC level, as time goes by. Korea's BSRC level had taken 10th place till 1993. However, it is estimated to be 6th place in 2010 by catching up the UK, Sweden, Finland and Holland, and 4th place in 2020 by catching up France and Canada. The empirical results are consistent with OECD (2001a)'s computation that Korea had the highest R&D expenditures growth during 1991∼1999 among all OECD countries ; and the value-added of ICT industries in total business sectors value added is 12% in Korea, but only 8% in Japan. And OECD (2001b) observed that Korea, together with the US, Sweden, and Finland, are already the four most knowledge-based countries. Hence, the rank of the knowledge-based country was measured by investment in knowledge which is defined as public and private spending on higher education, expenditures on R&D and investment in software.

우리나라의 R&D 생산성 및 효율성 분석: OECD 국가와의 비교를 중심으로 (An Analysis on the R&D Productivity and Efficiency of Korea: Focused on Comparison with the OECD Countries)

  • 본 연구는 1984년부터 패널자료의 확보가 가능한 17개 OECD 국가를 표본으로 하여 R&D 생산성 및 효율성에 대한 실증분석을 통해 비교하고 우리나라의 수준과 특징을 살펴보고자 하였다. 이를 위해 그 성과를 산출(output) 측면과 성과(outcome) 측면으로 구분하고, 맘퀴스트 생산성지수와 자료포락분석방법을 활용하여 R&D경로단계별 생산성 및 효율성과 그 변화추이를 비교분석하였다. 우리나라는 R&D 투자 대비 산출 생산성은 매우 높은 반면, 평균효율성은 매우 낮게 나타났으며, 효율성의 시계열 변화추이를 보면 최초 지수 0.10에서 시작하여 최종 0.83까지 가파르게 상승하면서 주요 선진국들 수준에 도달하였다. R&D 산출 대비 생산성은 매우 낮으며, 통합 프런티어에 대한 효율성은 최초 지수 1.00에서 최종 0.057까지 주요 선진국들 수준으로 가파르게 하락하여 왔다. 그리고 상관분석을 통해 R&D 산출 대비 생산성이 곧 R&D 투자 대비 생산성을 가늠하는 지표가 될 수 있음을 보았다. 본 연구는 우리나라의 R&D 생산성 및 효율성 향상을 위해서는 R&D 투자 및 산출 증대의 노력이상으로 R&D 산출물의 활용 측면이 보다 강화되어야 하고 이를 위해 효과적인 기술확산 체계 구축, 기술금융시장환경 조성 및 사업화에 성공하기까지 실질적인 인큐베이팅 제공 등 전반적인 기술사업화 시스템의 혁신이 주요 과제임을 시사하고 있다.

OECD 회원국의 녹색지수 측정을 통한 녹색정책방향 도출

  • 최근 들어 녹색성장에 대한 관심이 전세계적으로 높아지고 있다. 한국의 정책 또한 녹색을 키워드로 삼아 정책의 방향성을 설정하고 있는 상황이다. 본 연구는 한국의 녹색지수를 OECD 회원국과 상호 비교하여, 한국의 녹색현황과 향후 정책방향을 설정하는 것을 목적으로 삼는다. 정량분석 결과, 한국의 녹색지수는 OECD 회원국의 평균에 비해 상당히 낮은 것으로 평가되었으며, 향후 효율적인 녹색정책을 개발하기 위해서는 영국을 벤치마크 삼아야 함을 보여주었다. 방대한 자료를 사용하여 녹색지수를 개발하여 국별 상호비교를 수행했다는 점에서 본 연구의 기여도를 찾을 수 있다.

OECD의 개념에 따른 우리나라 약제비의 국제 비교 (Korean Pharmaceutical Expenditure according to OECD's System of Health Accounts)

  • Detailed analyses of total health expenditure and its sub­categories are essential for the evidence­based health policy(EBHP). These analyses, again, should be based on timely and reliable data that are comparable across countries. The System of Health Accounts (SHA), published by the OECD in 2000, provides an integrated system of comprehensive and internationally comparable accounts. The author has implemented the SHA manual into Korean situation, and examined overall expenditure estimate and its basic functional breakdown following the manual. This study explains how pharmaceutical expenditure is estimated. The results are, then, analyzed particularly from the international perspective. Both administrative data in Statistical Yearbooks (National Health Insurance, Medical Aid, Industrial Accident Compensation Insurance) and survey data on Health and Nutrition are used for the estimation. Per capita pharmaceutical expenditure in Korea (183 US$ PPPs) was far less than the OECD average (308 US$ PPPs) in 2001, but pharmaceutical expenditure share in total health expenditure (20.3%) was higher than the average (16.7%). This can be explained by the fact that there is a statistically significant correlation between pharmaceutical expenditure share and per capita GDP of each country. Korean people follow the tendency of relatively low­income countries to spend less than OECD average for health care, but follow again their tendency to spend more on drugs than on other health care services. In consideration of results and analysis as above, per capita pharmaceutical expenditure in Korea is expected to grow in the future, but the growth rate of the pharmaceutical expenditure is expected to be less than that of overall health expenditure.

OECD 21개국의 부모권과 노동권 보장수준을 통해 본 가족정책의 비교연구: 부모휴가와 아동보육시설 관련 정책을 중심으로 (The Level of Support in Parents' Childcare and Work in 21 OECD Countries: Parental Leave and Childcare)

  • 본 연구는 부 모 노동력의 탈상품화 가족화와 상품화 탈가족화 정도를 반영하는 부모권과 노동권 지원수준을 통해 OECD 21개국을 비교분석하여 몇 가지 중요한 결과를 도출하였다. 첫째는 남성생계 부양자에 근거한 주류 복지국가 논의에 대한 대안적 논의의 가능성을 열어 놓았다는 점이고, 둘째는 사민주의 4개국은 구사회위험 뿐만 아니라 신사회위험에 대해서도 (상대적으로) 적절한 대응을 하고 있다는 점이다. 셋째는 부모권의 지원 문제, 즉 가족정책의 가족화 수준이 반드시 탈가족화 수준과 일치하지 않을 수도 있다는 것이다. 프랑스, 오스트리아의 예에서 보듯 두 국가 부모휴가제도의 탈상품화 수준은 낮지만 가족화 수준은 상대적으로 높게 나타났기 때문이다. 이러한 결과에 근거해 한국가족 정책에 대한 몇 가지 주요한 함의를 정리하였다. 첫째, 가족정책과 관련된 정책목표의 달성은 단순히 제도도입 여부와 같은 형식적 문제가 아니라 부모휴가(육아휴직)제도 등이 실제적으로 부 모의 실제적 이해와 요구를 반영하는 수준의 지원이 이루어져야한다는 점이다. 둘째, 한국가족정책에서 높은 수준의(탈)상품화 (탈)가족화를 제도화할 수 있는 힘은 한국사회의 여성유급노동에 대한 객관적 필요에 의해 결정될 것이므로, 여성의 유급고용 확대를 위한 시장과 비시장부분에서의 충분한 정책적 노력이 진행되어한다. 셋째, 임신, 출산, 양육이라는 신사회위험에 대한 가족정책의 대응을 위해 계급과 계층을 가로지는 새로운 사회연대를 모색해야 한다.

Impact Analysis of Intellectual Property Infrastructure

  • As the value and role of intellectual property increases in our knowledge-based economy, countries around the world have exerted various efforts to secure, utilize, and protect their intellectual property. The present study diagnoses the level of IP infrastructure of major OECD countries and analyzes their characteristics and impact. According to the diagnosis, the US, Switzerland, and Germany form a leading group followed by the mid-level countries of Korea, Ireland, Australia, and France, with Spain and Italy in the bottom group. In contrast to Korea's competitiveness in S&T and R&D infrastructures, its competitiveness in IP infrastructure is lower than the OECD average. This is thought to be due to Korea's IP infrastructure being hastily formed under the influence of international pressures rather than having been gradually built up by internal needs. A TFP analysis of the impact of IP infrastructure on economic growth shows IP infrastructure positively influences economic growth. Though this analysis is limited due to inability to secure sufficient data and indicators, it is a useful guide for understanding the nature and key characteristics of IP infrastructure.

  • The performance of US economy in the last cecade is considered to be driven by the IT investment. However, the causal relationship has not been conclsive between IT investment and economic performance, which makes a decision in IT investment tricky. IT as a growth strategy is critical to the developing countries which experienced resource constraint. In case IT acts as a driving force in the new technology paradigm, the less investment in IT will continue to which the growth gap between countries. When IT dose not make a significant contribution to growth, heavy investment in IT means misallocations of resources. The Impact of Tax Treaties on Foreign Direct Investment: The Evidence Reconsidered

  • This paper reconsiders the empirical evidence of the relationship between tax treaties and FDI using U.S. outbound FDI to 78 countries over the period of 2007-2018. Unlike previous studies, we explicitly consider differences in the tax environments of recipient economies, including their tax-haven status, transfer pricing rules, CFC rules and anti-avoidance regulations, in our estimations. Our results confirm the importance of controlling for country-specific tax environments, especially the tax-haven status and transfer pricing rules. We find that tax treaties positively contribute to FDI inflows in developing countries, while they have no statistically significant impacts on OECD countries. Recently signed tax treaties still foster FDI but less than older ones do. Finally, our results indicate, all other things being equal, that the weaker the transfer pricing regulations, the greater the amount of U.S. direct investment into a non-OECD economy.

은행 자기자본의 경기순응성에 대한 국제비교분석과 Basel II에 대한 시사점 (Procyclicality of Buffer Capital and Its Implications for Basel II: A Cross Country Analysis)

  • 본 연구는 30개 OECD 회원국과 7개 아시아 국가 은행들의 재무제표를 통해 구축된 불균형 패널자료를 이용하여 은행 자기자본의 경기순환적 패턴을 살펴본 것이다. 특히 은행의 잉여자본과 경기순환 간의 관계가 다른 자기자본 결정요인들의 영향을 고려한 후에도 국가 그룹별로 체계적인 차이를 나타내는지를 분석하였다. 실증분석 결과, 선진국 은행들에서는 잉여자본과 경기순환 간에 양(+)의 상관관계가 있으며, 아시아 개도국 은행들에서는 잉여자본과 경기순환 간에 음(-)의 상관관계가 있는 것으로 나타났다. 이는 신바젤자기자본협약(Basel II)이 도입될 경우 개도국에서 경기의 변동성이 더욱 확대될 가능성이 높음을 시사한다. 본 연구는 이와 같은 분석을 바탕으로 은행대출의 경기순응성문제를 완화하기 위한 감독정책 방안들을 점검하였다.
