  • Mobile number portability(MNP) means currently number portability among the 2G cellular phone in Korea and subscriber can change his mobile phone system operator without change his phone number. MNP system use QoR(Query on Release) method in call processing. We shows that the realization and performance of MNP system and the problems that is related with MNP system.

Competing Risk Model for Mobile Phone Service (이동통신시장 서비스를 위한 경쟁위험모형)

  • Since Korean government has implemented the "Number Portability System" in the domestic mobile communications market, mobile communication companies have been striving to hold onto existing customers and at the same time to attract new customers. This paper presents a competing risk model that considers the characteristics of a customer in order to predict the customer's life under the "Number Portability System." Three competing risks considered are pricing policy, quality of communication, and usefulness of service. It was observed that the customers who pay more are less sensitive on pricing policy younger people are less sensitive than older people to the quality of communication and women are more sensitive than men to the degree of usefulness of service. We expect that the result of this study can be used as a guideline for effective management of mobile phone customers under the Number Portability System.

The Analysis of Effect of New Mobile Number System in Korean Mobile Market (이동통신시장 번호제도 개편 효과 분석)

  • We analyzed the effect of 6-month lagged number portability policy and introduction of common number among carriers on Korean mobile market. Our result shows that the policy change contributed to both the increase in number of mobile subscribers and decrease in dominant carrier's market share. We found that unified prefix among mobile operators is more effective than the lagged number portability policy. The carriers' profit, however, decreased a lot due to excessive marketing expenditure. We also estimated market shares of carriers up to year 2005 when full number portability policy is adopted. The results show that dominant carrier's monopolistic power will be recovered by the end of 2005 implying government's number policy itself cannot guarantee the effective competition in Korean mobile market.

  • The network configuration of SMS number moving service is a very important factor to improve the user convenience to Internet Telephone. To provide the service, The SMSC system is required the the function of DB process and management of the subscriber, In case of SMSG system to interconnects with the other network and SMSC, the function of the call processing of subscriber who has changed his number by interconnecting with NPDB(Number Portability DB) is required. This paper had studied the way to consist the efficient network by the number moving technique.

  • Local Number Portability (LNP), an Intelligent Network (IN) service, provides the ability to retain existing telephone numbers when switching from one telecommunications carrier to another, from one region to another, or from one service to another. Local Number Portability (LNP), an Intelligent Network (IN) service, provides the ability to retain existing telephone numbers when switching from one telecommunications carrier to another, from one region to another, or from one service to another. LNP is a key service for increasing competition in the local telephone marketplace. Many countries are now establishing detailed rules for ensuring competition between network operators. Because many major carriers will deploy their own LNP databases, a single access point must be provided to effectively manage and distribute updates to the common regional LNP database. This is called Number Portability Administration Center (NPAC). Recently, CORBA is being accepted as one of the key technologies for developing distributed application systems. To use CORBA for managing IN services, several standard organizations are working towards the integration of IN, TMN and CORBA. In this paper, we present our work on applying the TMN and CORBA technology for the service management of LNP. We first propose a CORBA-based LNP service management system architecture, We then present the design and implementation of a LNP service management system using CORBA.

  • This paper proposes a prepaid system promotion policy for the 3G(WCDMA) MVNO with regard to the newly included paragraphs 3, 4 and 5 of Article 32 (User Protection) and Article 38 (Provision of Wholesale Telecommunications Services) of the Telecommunication Business Act, which was revised on March 22, 2010. As of June 2011, there are only a few prepaid system subscribers to the mobile communications service due to various limitations, including prepay, interconnection, carrier selection, the MVNO policy, and number portability. However, overseas communications service regulatory agencies and service providers are increasingly presenting policies and strategies for mobile prepaid plans, in order to accommodate the various customer demands that are increasing the use of smart phones and data. This paper advances various proposals concerning promotion of the prepaid system by the 3G MVNO under the current Telecommunication Business Act, including separation of the prepaid data system and the mobile network; introduction of a monthly fixed-rate hybrid prepaid system, a top-up system and USIM system; introduction of mobile network carrier selection; differentiated retail discounts between prepaid and post-paid prices; revision of the retail discount policy for wholesale provision; increase in the number of mandatory service providers; and in-depth consideration of the introduction of a number portability policy for the prepaid and post-paid systems.

Study on Mobile Terminal Distribution Act: Effects of Subsidy Regulations (단말기 유통법에 관한 연구: 보조금 규제의 영향)

  • Purpose - This paper analyzes the effect of the handset subsidy and the Mobile Number Portability subscriber subsidy regulation, which are the main regulation adopted in "Law on the Improvement of the Mobile Terminal Distribution System" (Mobile Terminal Distribution Act), on the social surplus, the consumer surplus and profits of telecommunications carriers. We focus our analysis on whether the service charge competition is stimulated enough so that it can compensate for the loss of subsidies. Research design, data, and methodology - We use simple economic model to assess the impact of the handset subsidy and the Mobile Number Portability subscriber subsidy regulation. Unlike the former researches on this topic, we depart from using Hotelling model, and instead use the switching cost model, which uses switching cost as a parameter of market powers of telecommunications carriers. We also study the effect of the two different regulations when they are adopted both independently and concurrently. Results - If the market powers of telecommunications carriers are over certain threshold, contrary to the regulatory agency's assertion, the service charge competition would not be stimulated enough to compensate for the deduction in the subsidies, and thus the consumer surplus is compromised. Number Portability subsidy, especially, undermines the rival's market power and thus reduces the service charge. On the other hand, the regulations will also increase the profits of telecommunications carriers. However, social surplus is maximized when both of the regulations are present because the regulations reduces the frequency of switching handsets inefficiently. Conclusions - In enacting the Mobile Terminal Distribution Act, the telecommunications regulatory agency asserted that the regulation on subsidies will stimulate service charge competition, and in the long run, enhance the consumer surplus. However, contrary to the regulatory agency's assertion, subsidy regulation, especially the regulation on Number Portability subsidy, reduces consumer surplus. On the other hand, the Mobile Terminal Distribution Act can also increase the profits of telecommunications carriers because it decreases competition among the telecommunications carriers. However, the Mobile Terminal Distribution Act can increase the social surplus because it reduces inefficient switching of handsets.

Factors Affecting Subscribers' Switching between Providers within Mobile Number Portability System (이동전화 이용자의 번호이동에 영향을 미치는 요인에 대한 실증분석)

  • We study factors that affect consumers' switching behaviors among service providers in Korean mobile telecommunications service market. For empirical analysis, quarterly time series data from the first quarter of 2004 through the second quarter of 2007 were used. We chose the number of switchers to each mobile service provider in each quarter as dependent variables. Independent variables include acquisition costs per subscriber, which play the role of subsidy to mobile handset, switching costs, time trend, structural change effect, and waiting demand effects. Through the empirical analysis, we found that each provider's churn-in customers are affected by different factors. Specifically, the number of churn-in customers into SK Telecom is explained mainly by SK Telecom's customer acquisition costs and waiting demand from KTF, while the number of customers switching into KTF is better explained by switching costs from the previous service provider and waiting demand from SK Telecom. Those who chose LG Telecom as their new provider, on the other hand, were mainly attracted by LG Telecom's high subscriber acquisition cost.
