원전 유치에 대한 태도의 결정요인: 지진 경험의 영향 및 전기요금 감면 효과 (The Determinants of Attitudes toward Nuclear Power Plant : The Effects of Earthquake Experience and the Reduction in Electricity Charges)

  • 리스크에 대한 개인의 태도와 원자력발전 수용성의 관계에 대한 기존의 연구가 다수 존재함에도 불구하고 최근 경주 지역을 중심으로 하여 빈번하게 발생하는 지진과 같은 자연재해의 경험이 원자력 수용성에 미치는 영향에 대해 분석한 국내 연구는 많지 않다. 본 연구는 2017년 3월 1,349명을 대상으로 실시된 설문조사 데이터를 기초로 하여 지진의 경험 및 정부의 보상조건(10년간 전기료 '10% 인하', '30% 인하', '50% 인하', '100% 인하')을 주요 변수로 하여 원전 유치 태도의 결정요인을 분석하였다. 프로빗 모형을 이용한 분석 결과에 따르면, 인근 원전의 존재 자체가 원전에 대한 위협감을 높이는 요인으로 작용하지는 않지만, 지진의 경험이 더해지면 원전 유치를 반대할 확률이 높아졌다. 물론, 정부의 보상 수준이 높아지면 원전 유치를 반대할 확률은 낮아진다. 그러나 10년간 전기료 무상지원이라는 보상이 주어진다고 해도 원전 유치에 찬성할 확률은 50%를 밑돈다. 특히 최근 지진이 빈번하게 발생하며 시민들의 지진 경험이 높아진다는 점을 고려할 때 원전 건설에 대한 국민의 동의를 얻어내기 위한 경제적 비용은 더욱 커질 것으로 예상된다.

  • 지난 2017년 1월, 트럼프가 미국의 제 45대 대통령으로 취임하였다. 그는 대선기간 중에 '미국 우선주의'(America First)를 적극적으로 표방하였다. 그의 이런 주장이 대외정책에 있어서 '고립주의'(Isolationism)를 표방하는 것으로 비취지고 있다. 북한의 핵위협에 대하여 미국의 '확장억제'(Extended Deterrenc)에 전적으로 의존하고 있는 한국에 있어서 이는 단순한 문제가 아니다. 즉 미국이 고립주의로 회귀하여 한미동맹 공약이행 의지가 약화되는 것으로 인식될 경우 북한의 오판 가능성은 그만큼 높아질 것이기 때문이다. 그동안 한국사회에서는 미국으로부터 안보를 지원받고 정책적 공조를 제공하는 전형적인 '비대칭 동맹'(Asymmetry Alliance)인 한미동맹의 가치를 재평가하려는 다양한 시도가 있었다. 이에 북한의 고도화된 핵도발 위협에 효과적으로 대응하고, 신장된 한국의 국력수준에 부합된 한미동맹의 효용성을 동맹이론에 입각하여 평가해보고 대책을 강구하였다. 이를 위해 본 연구는 한미동맹을 '자율성-안보 교환 모델'에 기초하여, 위협인식, 정책공조와, 동맹국으로서 가치 측면으로 구체화하여 평가해보고, 향후 한미동맹의 전략적 함의를 도출하였다.

시스템엔지니어링에 기반한 원자력 사업대상국가 평가방법 연구 (Study on Prioritizing the countries for BOT nuclear power project using Analytic Hierarchy Process)

  • Developing Build-Own (or Operate)-Transfer (BOT) nuclear power project carrying large capital in the long term requires initially well-made multi-decision which it prevents sorts of risks from unexpected situation of target countries. In order to analyze the feasibility of project country, the Analytic Hierarchy Process is adopted. Firstly, the factors influencing the success of BOT nuclear power project in overseas countries were investigated through the literature survey for the country risk and were evaluated by expert interview for estimating comparative weight through pairwise comparison between such factors. Finally, it is developed comparative database of alternate countries with respect to each factor. This analytic method enables the developer to select and focus on the country which has preferable circumstance so that it enhances the efficiency of the project promotion. Also, it enables the developer to quantify the qualitative factors so that it diversifies the project success strategy and policy for the target country.

PRA RESEARCH AND THE DEVELOPMENT OF RISK-INFORMED REGULATION AT THE U.S. NUCLEAR REGULATORY COMMISSION

  • Over the years, probabilistic risk assessment (PRA) research activities conducted at the U.S. Nuclear Regulatory Commission (NRC) have played an essential role in support of the agency's move towards risk-informed regulation. These research activities have provided the technical basis for NRC's regulatory activities in key areas; provided PRA methods, tools, and data enabling the agency to meet future challenges; supported the implementation of NRC's 1995 PRA Policy Statement by assessing key sources of risk; and supported the development of necessary technical and human resources supporting NRC's risk-informed activities. PRA research aimed at improving the NRC's understanding of risk can positively affect the agency's regulatory activities, as evidenced by three case studies involving research on fire PRA, human reliability analysis (HRA), and pressurized thermal shock (PTS) PRA. These case studies also show that such research can take a considerable amount of time, and that the incorporation of research results into regulatory practice can take even longer. The need for sustained effort and appropriate lead time is an important consideration in the development of a PRA research program aimed at helping the agency address key sources of risk for current and potential future facilities.

Investigations on the Pu-to-244Cm ratio method for Pu accountancy in pyroprocessing

  • Non-uniformity of Pu and Cm composition in used nuclear fuel was analyzed to determine its effect on Pu accountancy in pyroprocessing, while employing the Pu-to-244Cm ratio method. Burnup simulation of a typical pressurized water reactor fuel assembly, required for the analysis, was carried out using MCNP code. Used fuel nuclide composition, as a function of nine axial and two radial meshes, were evaluated. The axial variation of neutron flux and self-shielding effects were found to affect the uniformity of Pu and Cm compositions and in turn the Pu-to-244Cm ratio. However, the results of the study showed that these non-uniformities do not affect the use of Pu-to-244Cm ratio method for Pu accountancy, if the measurement samples are drawn from the voloxidized powder at the feed step of pyroprocessing. 'Material Unaccounted For' and its uncertainty estimates are also presented for a pyrprocessing facility to verify safeguards monitoring requirements of the IAEA.

Effect of test-caused degradation on the unavailability of standby safety components

  • This paper proposes a safety-critical standby component unavailability model that contains aging effects caused by the elapsed time from installation, component degradation due to surveillance tests, and imperfect maintenance actions. An application of the model to a Motor-Operated Valve and a Motor-Driven Pump involved in the HPIS of a VVER/1000-V446 nuclear power plant is demonstrated and compared with other existing models at component and system levels. In addition, the effects of different unavailability models are reflected in the NPP's risk criterion, i.e., core damage frequency, over five maintenance periods. The results show that, compared with other models that do not simultaneously consider the full effects of degradation and maintenance impacts, the proposed model realistically evaluates the unavailabilities of the safety-related components and the involved systems as a plant age function. Therefore, it can effectively reflect the age-dependent CDF impact of a given testing and maintenance policy in a specified time horizon.

Explorations of Evidence-based Policymaking (EBPM) for Reconciling Science and Policy: Developing a Conceptual Framework for Improved Understanding of EBPM in Wind Industry Emergence

  • This study explores how to reconcile science and policy in the wind energy sector by providing a conceptual framework for better understanding evidence-based policymaking (EBPM). Regarding this framework, the core issue is to discover how knowledge is formed over time, and which factors affect this knowledge formation. Comparative cases of wind industry emergence in Spain and Britain are examined. This analysis shows that knowledge formation initially starts in the scientific arena in parallel with its formation in the practical, and is followed by political knowledge formation near the beginning of commercial projects. Regarding knowledge formation, three more comparisons are made between wind industry emergence in Spain and Britain: the different approaches to R&D projects, the different adoptions of supporting measures, and the different ways of coping with public opposition. The factors affecting the comparisons are mainly perceptions of energy supply, nuclear power, environment and science and technology. Communication and unfamiliarity are likely to affect the comparisons in EBPM.
