Determination of Consistency according to the Status of Supplementary Education for Radiation Safety Management Managers (방사선안전관리책임자 보수교육의 현황에 따른 정합성 판단)

  • Medical institutions wishing to install and operate diagnostic radiation generators must complete appointment training within one year of appointment based on the 「Medical Act」 and the 「Rules on Safety Management of Diagnostic Radiation Generator Devices」 which will come into effect on January 1, 2024. Additionally, You must receive supplementary education every three years from the date you received it. The strengthening of safety management for diagnostic radiation generators used in medical institutions means that although the radiation exposure that may occur when using diagnostic radiation generators is low, the risk of carcinogenesis may be higher than previously evaluated. In addition, safety management of diagnostic radiation generators can be said to be an essential requirement because it has been reported that the incidence of leukemia and other diseases is increasing in diagnostic radiation tests. However, the safety management training targets and programs for radiation exposure management operated by other organizations other than diagnostic radiation generators are significantly different. In addition, since the public institutions that are responsible for radiation safety management are divided, there is a risk of duplicative, excessive, and under-administrative application to medical institutions and educational institutions that install and operate diagnostic radiation generators. Therefore, we would like to determine their consistency by comparing domestic and foreign related cases and the provisions of the 「Medical Act」 and the 「Nuclear Safety Act」.

Statistical Analysis Using Living Radiation Survey Data on Processed Products (가공제품에 대한 생활주변방사선 실태조사 자료를 활용한 통계분석)

  • Radiation Following the 2011 Fukushima nuclear accident in Japan, public interest and anxiety about radiation safety increased, and vague anxiety about commonly exposed living radiation was generated. The Atomic Energy Safety Commission has been conducting a survey of processed products that advertise "negative ions" and "far-infrared" emissions under the Living Radiation Safety Management Act. In this study, in-depth analysis was performed from a statistical point of view using the measurement data presented in the Nuclear Safety Committee's actual survey analysis report as secondary data. As a result, there was a statistically significant difference (p<0.005) between latex and civil affairs products. There were also statistically significant differences (p<0.05) in the results of testing whether there were significant differences in the annual exposure dose between groups after categorizing 71 civil products, including radon beds, into bed, bedding, and living and other categories. The correlation analysis results also confirm that, as is commonly known, the annual doses received from processed products are associated with radon derived from U-238 and Th-232.

  • The purpose of this study is to develop an efficient algorithm for the management of the shift schedule in nuclear power plants in consideration with the ergonomic criteria and the regulatory codes. The ergonomic criteria considered are the work hours, overtime-work frequency and working time, start and finishing time of works, allocation of rest times and duty-offs, rotating of shifts, etc. to comply with the regulations such as the Labor Standard Act, the ILO Convention No. 171, 178, "the detailed content of a periodic safety review," enforcement regulations 19-2 of the Atomic Energy Act. The developed algorithm for the shift schedule program adopts a heuristic method to minimize the difference the workload for shift workers in nuclear power plants.

  • A team of operators is required for nuclear power plant operation, and communication between the operators is an important aspect of the team's ability to successfully carry out tasks. It has been difficult to evaluate the quality of this communication though, and as the relationship between communication quality and team performance has yet to be clarified, it has not been applied to most human reliability analysis (HRA) methodologies. This study investigates the relationship between the quality of communication and team performance using data from a full-scope training simulator of a digital main control room (MCR). Two important characteristics of communication were considered to determine quality: each operator's ability to self-confirm the status of a given task in a digital MCR, and the type of communication, as divided into 1-way, 2-way, and 3-way between operators. To measure team performance, the concept of an unsafe act was employed, which is defined as a human error that has the potential to negatively affect plant safety. Analysis results showed that the communication quality and team performance were related to each other. With this more clearly defined relationship, the results of this study can be applied to related performance shaping factors to improve HRA.

  • Background: The Japan Atomic Energy Agency (JAEA) is specified in the Disaster Counter-measures Basic Act as a designated public corporation for dealing with nuclear disasters. Materials and Methods: The Nuclear Emergency Assistance and Training Center (NEAT) was established in 2002 as the activity base providing technical assistance to both national and local governments during nuclear emergencies. The NEAT has a robust structure and utilities and special installations, and it organizes training and exercises. Results and Discussion: Due to an offshore earthquake that caused a devastating tsunami in March 2011, a nuclear accident occurred at the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Station. The NEAT responded by conducting off-site environmental radiation monitoring and contamination screening, dispatching special vehicles, offering telephone consultations, and calculating the dispersion of radioactive materials. An examination of the emergency response activities revealed that the organization was prepared for these types of disasters and was able to plan long-term response. Conclusion: As a designated public corporation, the JAEA technically supports the national government, the Fukushima prefectural government, and the Ibaraki prefectural government, all of which responded to the off-site emergencies resulting from the March 2011 Fukushima Daiichi accident

RADIATION SAFETY ASSESSMENT FOR KN-12 SPENT NUCLEAR FUEL TRANSPORT CASK USING MONTE CARLO SIMULATION

  • The KN-12 spent nuclear fuel (SNF) transport cask is designed for transportation of up to 12 assemblies and is in standby status for being licensed in accordance with Korea Atomic Energy Act. To evaluate radiation shielding and criticality safety of the KN-12 cask, each case of study was carried out using MCNP4B Code. MCNP code is verified by performing benchmark calculation for the KSC-4 SNF cask designed in 1989. As a result of radiation safety evaluation for the KN-12 cask, calculated dose rates always satisfied the standards at the cask surface, at 2m from the surface in normal transport condition, and at 1 m from the surface in hypothetical accident condition. Maximum dose rate was always arisen on the side of the cask. For normal transport condition, photons primarily contribute to dose rate between two kinds of released sources, neutrons and photons, from spent nuclear fuel but for hypothetical accident condition, contrary case was resulted. The level of calculated dose rate was 27.8% of the limit at the cask surface, 89.3% at 2 m from the cask surface, and 25.1% at 1 m from the cask surface. For criticality analysis, keff resulting from the criticality analysis considering the condition of optimum partial flooding with fresh water is 0.89708(0.00065. The results confirm the standards recommended by all regulations on radiation safety.

Problems of the Radiation Safety Management System and Legal Improvement Plans in the Department of Radiological Science: Focusing on the survey of the head of the Department of Radiological Science (방사선(학)과 방사선 안전관리제도의 문제점과 법적 개선방안: 전국 방사선(학)과장 설문조사를 중심으로)

  • The current radiation safety management system is also applied to radiation practices at universities. The application of the law raised concerns about poor radiation practice education and hindering the development of radiology. Accordingly, the Korean Radiology Professors Association needed to grasp the reality of the management system for radiation practice education at each university and the current radiation safety management system in the department of Radiological science. So, a survey was conducted on heads of radiological science departments across the country. Through the survey, it was found that the current application of the Nuclear Safety Act to radiation safety management in the department of Radiological science is excessively restrictive and not very effective. In addition, radiology practice education for the purpose of training health and medical professionals should be controlled by the Ministry of Health and Welfare and the Korea Centers for Disease Control, but there is a problem of being supervised by the Nuclear Safety and Security Commission. Therefore, in this study, as a legal improvement plan to solve this problem, first, a plan according to a partial amendment to the Higher Education Act, second, a plan to be supervised by the Ministry of Health and Welfare through the amendment of article 37 of the Medical Service Act, third, article 20-2 of the Enforcement Decree of the Medical Service Technologists Act was newly inserted to propose three measures to be supervised by the Ministry of Health and Welfare.

A Study on the Effective Educational and Promotional Strategies for the Special Act on the Safety Management of Children's Dietary Life (어린이 식생활 안전관리 특별법에 관한 효과적 교육 및 홍보 방안 연구)

  • This study was conducted to investigate the effective educational and promotional strategies for the Special Act on the Safety Management of Children's Dietary Life on the basis of the survey conducted on parents. First of all, its result showed that most parents are well aware of the main contents of the law. They answered that, when choosing safe favorite food for children, the most important part is the article "Regulations on the standards for children's favorite food should be reinforced." As for the index of safety management for children's dietary life, most respondents think safety the most important; housewives and nuclear family members choose safety (p<.01), while large family members do nutrition. For the question asking how they get the information on safety management for children's dietary life, most of them answered that they generally use mass media, family and friends as a reference. Those with high income usually get the information from special books, those between 30s and 50 from mass media, and those with college graduates from civil social groups (p<.05). In case of taking the safety education programs for children's dietary life, they told that the most necessary information is concerned with hygienic dietary life and nutrition labeling on processed food; housewives are interested in the latter, while working people in the former (p<.05). As a method of informing parents of the Special Act on the Safety Management of Children's Dietary Life, mass media such as TV and radio, and school education are suggested in this survey. Therefore, this study proposes that mass media be considered as the most effective way of promoting the Special Act on the Safety Management of Children's Dietary Life and getting information concerning the law.

  • Modern medicine has not yet conquered behavior therapy for cancer radiation treatment, which is one of the professional groups involved in the justification of the act and reasonable human resources was analyzed. Radiation Oncology(Therapeutic Radiology) installed the role of the medical physicist in the current law, the act must have been within the limits given licenses, but the legitimacy of the act which can be given the current laws and regulations are not clear. Thus, certification and testing outside the medical physicist's research institutions, including the measures to be reflected in national legislation sought. Medical physicists, with the inherent illegality act because one of the areas to precluding the illegality of the content-based "medical law" and "Nuclear Safety Law", "medical technology in the field of radiation safety standards on management" was based on the interpretation. In conclusion, "medical law" and "in the field of medical technology on the management of radiation safety standards" that are consistent with the recognition of qualifications, increased activity in the radiation therapy and radiation safety management must deal with this will be feasible.

Study Radiological Defense Interrelationship Research in Career (경력에 따른 방사선방어 상관성 연구)

  • Purpose : This research the isotope of handling was to an actual act of the radiological defense which it follows in career of the clinical pathological companies in order to inquire the interrelation for a radiological defense. Materials and Methods : The tool of this research with question from 2010 October until November did electrification Chwung Cheng and the Seoul isotope thread clinical pathological company with the object person and it investigated in direct question or mail method, the data which is collected used SPSS19.0 programs and frequency and percentage and t-test, ANOVA, it used it analyzed a multiple regression analysis method. Results : The interrelationship of the radiological defense which it follows in career was visible the interrelation which considers statistically (p<0.01). But the correlation coefficient appeared lowly with 0.196. With the variable who affects in radiological defense act it appeared with worker providing by law educations and RI license acquisitions. Conclusion : There is to business progress and the radiological defense act respects a worker safety stands the unit only is the fact which is important. Consequently a possibility of saying that the radiation worker education is necessary, it executes the education which is continuous, RI license acquisitions, there is.
