극저준위 해체폐기물 처분을 위한 방사성폐기물 인수기준 분석 (Review of the Acceptance Criteria of Very Low Level Radioactive Waste for the Disposal of Decommissioning Waste)

  • 원자력발전을 지속가능한 에너지원으로 활용하기 위해서는 원전 해체 및 운영 과정에서 발생하는 방사성폐기물의 안전하고 효율적인 처분이 매우 중요하다. 방사성폐기물 종류는 다양하지만 해체과정에서 가장 많이 발생할 것으로 예상되는 극저준위방사성폐기물 인수기준수립은 원전해체전략수립에 큰 영향을 줄 것으로 보인다. 본 연구에서는 영국과 미국의 극저준위방사성폐기물처분장 인수기준을 경주에 건설 중인 원자력환경센터의 인수기준과 비교분석을 통해 향후 우리나라 극저준위방사성폐기물 처분을 위한 폐기물 인수기준을 분석하고자 한다.

The acceptance of nuclear energy as an alternative source of energy among Generation Z in the Philippines: An extended theory of planned behavior approach

  • Nuclear Power Plants (NPP) are widely utilized around the globe from different base forms as it is one of the most dependable renewable resources that technological advancements have offered. However, different perceptions of the usage of NPPs emerged from different generations. The purpose of this study was to investigate the acceptance of nuclear energy as an alternative source of energy among Generation Z in the Philippines by utilizing an extended Theory of Planned Behavior (TPB) approach. An online questionnaire which consisted of 31 items was distributed using a purposive sampling approach and 450 respondents of Generation Z voluntarily answered. Structural Equation Modeling (SEM) showed that the knowledge regarding NPP had significant effects on risk perception and benefit perception which subsequently led to subjective norms. In addition, perceived behavioral control and subjective norms had significant effects on behavioral intention which led to nuclear acceptance. Interestingly, the respondents perceived the benefit of NPP as slightly higher than the perceived risk. With these, it was clear that the commissioning Nuclear Power Plant must consider as an alternative source of electric energy in the Philippines. Moreover, this study is one of the first studies that investigated the acceptance of NPP among Generation Z. Lastly, the model could be a basis to strengthen the acceptance strategy of opening NPP among Generation Z, particularly in developing countries.

Analysis of values-beliefs-norms of decommissioned nuclear power plant reestablishment acceptance in developing countries: a perspective from the Philippines

  • Amid the ongoing discourse on clean energy solutions, the reopening of decommissioned plants, such as the Bataan Nuclear Power Plant (BNPP) in the Philippines has become a focal point in the country. This study delved into the complex web of factors influencing public acceptance of BNPP, employing the values-beliefs-norms theory. By utilizing partial-least square structural equation modeling, the research unravelled the intricate relationships among biospheric values, altruistic values, egoistic values, ecological worldview, awareness of consequences, personal norm, social norm, and the broader acceptance of BNPP establishment. With 434 respondents participating in a self-administered online survey, the study identified key correlations. Emphasizing the collaborative impact on decision-making processes by social and personal norms, the study also highlighted the role of ecological values in shaping awareness. The foundational impact of values on ecological worldviews was explored, shedding light on public attitudes toward nuclear energy. This research offers actionable insights for policymakers, advocating for targeted communication strategies and public engagement initiatives to navigate barriers and promote informed decision-making in the dynamic landscape of nuclear energy development. The study contributes to the global conversation on sustainable energy strategies, emphasizing the pivotal role of public perception in shaping the trajectory of nuclear power.

Strain-based plastic instability acceptance criteria for ferritic steel safety class 1 nuclear components under level D service loads

  • This paper proposes strain-based acceptance criteria for assessing plastic instability of the safety class 1 nuclear components made of ferritic steel during level D service loads. The strain-based criteria were proposed with two approaches: (1) a section average approach and (2) a critical location approach. Both approaches were based on the damage initiation point corresponding to the maximum load-carrying capability point instead of the fracture point via tensile tests and finite element analysis (FEA) for the notched specimen under uni-axial tensile loading. The two proposed criteria were reviewed from the viewpoint of design practice and philosophy to select a more appropriate criterion. As a result of the review, it was found that the section average approach is more appropriate than the critical location approach from the viewpoint of design practice and philosophy. Finally, the criterion based on the section average approach was applied to a simplified reactor pressure vessel (RPV) outlet nozzle subject to SSE loads. The application shows that the strain-based acceptance criteria can consider cumulative damages caused by the sequential loads unlike the stress-based acceptance criteria and can reduce the overconservatism of the stress-based acceptance criteria, which often occurs for level D service loads.

Moderating effect of regulatory focus on public acceptance of nuclear energy

  • Public acceptance has become the most critical question for sustainable development of nuclear energy in recent decades. Many researches concentrated on risk and benefit perception, which were deemed as the most influential factors of Public Acceptance of Nuclear Energy (PANE). But few researches focused on psychological factors including regulatory focus. Therefore, this paper aimed to explore the moderating effect of regulatory focus on PANE based on Regulatory Focus Theory in order to find ways to increase/decrease PANE. An Internet-based survey had been carried out in China nationwide. The results indicated that trust in government was positively related to PANE and this relationship was mediated by risk and benefit perception. In addition, the strength of the associations between risk and benefit perception and PANE were moderated by regulatory focus, consisting of prevention focus and promotion focus. Prevention focus strengthened the negative relationship between risk perception and PANE, while promotion focus weakened. Moreover, promotion focus weakened the positive relationship between benefit perception and PANE, but no significant moderating effect of prevention focus was founded on the relationship between benefit perception and PANE. Some policy implications were also proposed on the basis of above-mentioned findings.

  • When the decommissioning of South Korea nuclear power plants is promoted in earnest with the permanent shutdown of Kori Unit 1 in 2017, a large amount of various types of radioactive waste will be generated. For minimal generation and safe management of decommissioning waste, the waste should be made by appropriate classification of the dismantling waste characteristics in accordance with physical, chemical and radiological characteristics to meet the acceptance criteria of disposal facilities. Replacing the preliminary inspection at the site for the compliance of the waste acceptance criteria (WAC) of medium and low-level radioactive waste with the generator's own radioactive waste certification program (WCP), from the perspective of disposal, the optimization of waste management at the national level contributes to the efficient availability of disposal, such as the processing of non-conforming radioactive wastes at the site. To this end, it is important to evaluate radioactivity in each system and area such as nuclear reactors before decommissioning is carried out in earnest, and the prior removal of harmful wastes is important. From waste collection to waste disposal, decommissioning waste should be managed at each stage in consideration of the acceptance criteria of disposal facilities to minimize the generation of non-conforming waste.

  • An uncertainty propagation methodology based on the Monte Carlo method is applied to PWR nuclear design analysis to assess the impact of nuclear data uncertainties. The importance of the nuclear data uncertainties for $^{235,238}U$, $^{239}Pu$, and the thermal scattering library for hydrogen in water is analyzed. This uncertainty analysis is compared with the design and acceptance criteria to assure the adequacy of bounding estimates in safety margins.

Analysis of revised regulatory guidance on electromagnetic interference qualification for nuclear safety

  • In this paper, we analyzed the revised guidance on electromagnetic (EM) interference qualification of Regulatory Guide 1.180 (Revision 2), which is published by the U.S. Nuclear Regulatory Commission for electromagnetic compatibility qualification for nuclear safety, by comparing it with that of the previous version. We confirmed that the test methods and the acceptance criteria of both CE101 and CE102 tests for conductive emission and RE102 test for radiating emission are changed in the recently revised Regulatory Guide 1.180 (Revision 2). Furthermore, we found that the revised Regulatory Guide 1.180 provides flexibility in the use of alternative methods for EM interference (EMI) qualification, in that a mix of the various base-standards is technically allowed. In addition, the primary revision of the updated Regulatory. Guide 1.180 is that MIL-STD-461G is to be adopted as the latest base-standard, instead of MIL-STD-461E. To evaluate the influence on EMI qualification for nuclear safety due to the endorsement of MIL-STD-461G, we thoroughly analyzed the modifications in the acceptance criteria and test methods for EMI qualification, and then validated the analyzed effect on the EMI qualification, which is caused by the revision of MIL-STD-461, by performing electromagnetic simulation for equipment under RE102 test.

  • 체르노빌 핵사고직후 대형 핵사고에 대한 반응은 이 사고가 정치, 경제 및 사회적 요인에 밀접하게 관련된 대중정보에 어떻게 영향을 주는가의 극명한 사례가 되었다. 오늘날 다양한 정보화 시대에 살면서도 '핵'에 관한 한 정보원의 수용은 항상 제한 받는 경향에 있다. 그러므로 본 조사에서는 보도원으로부터 수용된 미확인보도 내지는 과장된 핵사고 상황보도 등의 문제로 파급될 수 있는 심리적인 동요와 혼란을 극소화할 수 있는 방법과 대책을 모색하여 개연성(probability)이 상존하는 크고 작은 핵사고의 경우에 대비코자 하는 한 사례로 삼고자 하였다. 또한, 핵사고시 제시된 방사선 제반분야에 대한 총망라된 보도영역에서 과학기사 보도 작성지침으로서의 관련 학술용어의 가능한 사용한도를 표로써 설정하였고, 아울러 본질적인 면에서 본 국민이해와 방사선 재해방지 홍보대책과 더불어 몇 가지 방법론을 거론하였다.
