By examining care from a normative perspective projected in the Constitution of South Korea, this paper attempts to assess care from the standpoint of justice and establish the status of care as a concrete political value. The point that this paper focuses on in the Constitution is about the "human worth and dignity" and "right to pursue happiness" clauses of the Article 10 at the beginning of Chapter II which defines the rights and duties of citizens. The clauses of "human worth and dignity" and the "right to pursue happiness" are generally interpreted as the highest values of the constitutional order. While exploring the human dignity and the pursuit of happiness clauses in light of care, this paper intends to address the value of care as human dignity, which is the highest ideology and constitutional principle of the Constitution and, at the same time, the limitation of explaining the freedom to care with a liberal concept of freedom implied in the pursuit of happiness. Ultimately, this paper argues for the justification of putting 'care' in the Constitution. In the end, this paper aims to emphasize the significance of care as a guiding principle for the maintenance of our lives and society, a primary principle of social regulation and public governance, and a direction for a just state which can identify and rectify care injustices.

This study aims to explore the theoretical and practical potentials of the late modern social space theories concerning deinstitutionalization issues in the field of the Mental Health. Deinstitutionalization, the process of converting the living space mentally ill people from facilities to the community, is a meaningful event realizing the modern ideology of human rights and welfare in social work territory. Although the continuos and accumulative efforts to realize the ideas of deinstitutionalization, which have focused on the ideological validity and the conditions and administrative supports needed for materialization, however, discussing the issues without analyzing late modern societal space neglects the constraints of the generic and comprehensive 'space' in which the deinstitutionalization can actually occur. Thus, this study attempts the following by analyzing the concrete reality of social space: focusing on deinstitutionalization in a larger social context, different from previous studies that discussed it on a normative and fragmentary level; and more concretely analyzing the realistic limits and challenges facing deinstitutionalization. In order to do this, previous literature related to deinstitutionalization is laid out and theories of late modern social space are studied. Based on this, the kinds of phenomenon that occur when this sort of late modern social space meets with the deinstitutionalization of mentally ill people are analyzed. Finally, based on the results, the study suggests several implications to realize the rights and welfare of mentally in the late modern space concerning deinstitutionalization.

The purpose of this study is to examine the issues of school arts & culture education policy in Korea, using the four dimensional model of Cooper, Fusarelli, & Randall(2004). Research method is literature analysis, the accumulated policy documents and academic papers were used as the basis data. As a result, the followings are required for effective policy outcome: From the normative dimension, overcoming the pursuit of national growth ideology and bureaucratic rationality; from the structural dimension, securing of practical forms and content through the reform to the teacher mandate system in curriculum operation; from the constituentive dimension, clear division of roles among members through the change of awareness about arts & culture education; and finally from the technical dimension, rational allocation of resources based on firm educational criteria. Building upon the results, promotion of basic academic research, accepting the opinions of arts & culture education parties concerned, expansion of opportunities for cultural art experience of teachers, building up the integrated arts & culture education teacher training system, the reorganization of the teacher training system, and raising the professionalism of teaching artists.
