Purpose - This study analyzed the effect of obtaining international products and qualification certification on exports according to the suitability evaluation system. Recently, non-tariff barriers have emerged as technical barriers, and the Biden administration is trying to achieve export growth and economic growth by utilizing the demand for conformity assessment following the Fourth Industrial Revolution and the free trade system from the perspective of Korea. Design/methodology - This study analyzed the effect of a manufacturer's product certification acquisition on a company's export performance using Resource-Based View-based multiple regression analysis. To this end, concentration validity was confirmed through Factor analysis and Cronbach's alpha, and correlation analysis was performed to verify discriminant validity. Findings - Product certification and qualification have a positive impact on the company's export performance. In particular, technological dynamism and relationship control have had a significant impact. Originality/value - Considering that the Conformity Assessment Management Act will take effect in earnest in 2022, this study is believed to suggest that companies that have been certified to meet international standards may improve their export performance and increase their value in the future. The basic structure for assessment of potential health risks from environmental chemicals is widely agreed upon, but many of the details of risk assessment procedures differ among practitioners. Government regulatory agencies typically have guidelines or standard procedures for their risk assessments, established to ensure consistency and comparability, to set standards for adequacy, and to embody underlying tenets. In setting and updating such guidelines, each agency takes into account not only the prevailing thinking about appropriate procedures, but also its own goals and responsibilities and the precedents it has set for itself in past analyses. This results in variations in methods, and consequently in characterization of risks, among regulatory assessments, even when they are based on the same data. As a result, adopting existing assessments from a variety of regulatory bodies needs to be done with caution. This paper examines some of the variants in risk assessment approaches among American federal regulatory agencies and relates them to the variations in regulatory responsibilities of those groups. Comparisons to international practices are also drawn. The impact on development of world-wide risk standards is discussed.
Many seafood processing and export companies are scattered in Pusan area. Most of them has experienced hardships, because of physical distribution and sanitary costs, rent costs and Non-tariff barriers. GamCheon One-Stop Seafood Export Complex (GOSEC) is considered as the project which is necessary to establish GamCheon port as the seafood trade hub of Northeast Asia. GOSEC is to build the processing and export complex for seafood export. It applies to small and medium seafood export company. This paper aims to examine the economic benefit which could be derived from the construction of GOSEC. It reviews the quantifiable benefits of companies which wants to move into GOSEC. It also shows the results of questionnaire carried out to find the characteristics of potential GOSEC tenants.
This paper described the contents of the WTO (world trade organization) SPS (world trade organization) Agreement and trends in the WTO SPS provisions such as equivalence, localization, transparency, and risk assessment. The purpose of the WTO SPS agreement is to promote international trade by preventing arbitrary and unreasonable use of SPS measures, which are the rights of a country for the protection of human health and animal and plant health, and by abolishing the non-tariff barriers. To this end, the requirements for implementing the SPS measures taken by the importing country are restricted to those that can scientifically prove to be inevitable for SPS protection. The major provisions in WTO SPS agreement were elaborated to promote international trades. When trade-restricted SPS measures such as prohibition of imports are made, a scientific basis should be provided. Therefore, it is essential to provide scientific evidence based on risk analysis to protect people's health from potentially harmful imported foods.
This study analyzed that the effects of AEO MRA benefit on decreasing of trade cost and the strategies for expanding of trade. It uses the system GMM for effective solutions of endogenous matter with lagged dependent variable. In terms of the result of analysis, AEO MRA has a positive effect on decreasing of trade cost, especially this study proved the result of previous study AEO MRA expanded the trade through improving the time required for customs clearance and deregulation of non-tariff barriers. In conclusion, this study proposes the policy fo AEO MRA by analyzing the trade cost of AEO MRA by using the system GMM.
With the advent of the WTO system in 1995, non-tariff barriers including technical barriers to trade(TBT) has become one of the important issues in world trade order. The purpose of this study is to analyse an impact of the calibration and measurement capabilities(CMC), the degree of equivalence of national measurement standards which is maintained by NMIs to provide governments with a technical foundation for wider agreements related to international trade. The results of the analysis using the gravity model with the proxy of the CMC shows that the CMC has a positive impact on Korean trade. Particularly, it was estimated that the CMC registered by high-income economies has more impact on Korean trade than those by low income economies. This implies that the countries highly dependent upon foreign trade like Korea need to have much more interest in the investment into measurement standards and science which is generally considered to be a public goods.
The Ministerial Declaration of the 4th WTO Ministerial Meeting at Doha in November 2001 announced the launch of the New Round and a completion date of January 1st, 2005. It agreed to eventually negotiate trade and environment linkage issues, such as the relationship between the WTO rules and Multilateral Environment Agreements and the reduction or elimination of tariff and non-tariff barriers to environmental goods and services. The Committee on Trade and Environment was instructed to pursue work on all items on its agenda within the current terms of reference and to give particular attention to the effects of environmental measures on market access, relevant provisions of the TRTPS Agreement, and labelling requirements for environmental purposes. This means that far the first time, the members of the WTO will discuss and negotiate trade and environment linkage in the framework of multilateral trade negotiation. Korea, from the standpoint of a smaller open economy heavily dependent on international trade, is obliged to overcome the challenges imposed by the environment agenda in the Doha declaration. This study examined the linkage among environment, economic growth and international trade in order to review the possible trade and environment policy implications in Korea. Mutual supportiveness of trade and environment depends much on the effectiveness of trade and environment policy coordination. In this regard, we conclude that the Korean government should provide an appropriate institutional framework to promote closer cooperation among policy makers engaged in negotiations. Trade and environment policy review and environmental impact assessment of trade negotiation should be considered as a work programme of this institutional policy coordination framework.
Korea-Us FTA negotiation started in February 2006 with a view to overcoming those uncertainties in the global market and was finally concluded in April, 2007. The Agreement was officially signed between ministers two month later and it is expected to be ratified this year even though the process is most likely to be painful in both countries by the political resistances. For the new President of the United States, effective leadership will depends largely on how to encourage domestic industries such as Automobile industry and Iron and Steel industry from the financial crisis. Many trading partners of US worry about US foreign trade policy changes to protectionism that might be unequal to bear. Korea textile industry is one of the major industry in Korea as it occupies 15% of total number of manufacturers, 11% of total employment and 5% of national GDP. Korea-US FTA will provide a breakthrough for bouncing back by exploring new market. US agreed to remove all tariff and non-tariff barriers to 87% of textile items under trading. This study shows that Korean textile industry has been losing it's competitiveness as textile quota system abolished in the year 2005 and has been traced by pursuers such as China, India and Vietnam. In case of woven fabric which was a representing export item of Korea lost price competitiveness against China after 2005. This study seeks the strategy of Korea textile industry in the US market by utilizing the capacity of KOTRA offices in US. All possible statistical data obtained in the US were used for analysing the competitiveness. Fabrics and Garments are analysed independently with a view to finding out real trends of textile market in US. This study also suggest Korea's textile industry strategic ideas obtained from the potential buyers to show the way to penetrate into US market.
After the establishment of WTO for strengthening of GATT in 1995, the world economy has gradually been integrating toward economic globalisation. Even though this multilateral agreement may be beneficial to many countries but it also interferes domestic policies of member countries and threatens the role of local government and policy independence. For these reasons, FTA between countries or regions has been increasing. According to this trend, Korea and China has reached a substantial agreement of Korea-China FTA for mutual benefits. In general, the Korean automobile industry will benefit from Korea-China FTA due to its competitiveness in the global market and improvement of market access. However in the provisional schedule of concessions and commitment reported by press, the automobile seems to be excluded in this schedule of concessions. Hence, Korean automobile industry can not use the price competitiveness from tariff elimination. Therefore, Korean automobile industry needs aggressive marketing strategies for enhancement of brand equity as well as development of environment-friendly cars for following environment policies of Chinese government. Furthermore, they should make efforts to create the efficient investment environment by the removal of non-tariff barriers.
Packaging materials and articles that are used in food contact applications can transfer constituents in the foodstuffs. This kind of risk of possible health hazards to consumers has been generally recognized for a long time with the consequence of establishing corresponding food regulations in most developed countries. However, the language of these laws, their interpretation, and their level of enforcement vary from country to country. Accordingly, the actual migrating levels from packaging materials can be varied depending on the migration testing methods as prescribed in the national legislation in each countries. Therefore, there are needs of elimination of non-tariff trade barriers raised by sanitary and phytosanitary or technical measures under the Final Act of the UR Agreement. In this connection, the EU and USA are currently in an ongoing process of legislation harmonization to overcome potential barriers to free trade. In general, regulations governing component transfer in the USA are more complicated and comprehensive than similar regulations in Europe. In future, standard migration testing procedures for microwave heat susceptor materials and for the use of fatty food simulant should be established and also harmonized among countries. The objective of this investigation is to compare the current regulations for migration testing for plastic containers and packaging materials in USA, EU and Korea or Japan. For those regulations, Korean standards are required to be kept up with the international standards. By doing this, the related Korean regulation could be amended along with the worldwide progress for harmonization.
