A Study on Issues of Heavy Debtors and Credit Counseling in Japan : Including the Interview of Counselors in the Credit Counseling Service (일본의 다중채무자문제 및 채무자상담에 관한 연구 :채무자상담기관의 상담자 면접조사를 포함하여)

  • This study is a qualitative analysis aimed at facilitating a plan of social support for heavy debtors. for this purpose, the status of issues related to heavy debtors in Japan is considered, and more is revealed about the status of operation for non-profit organizations and groups of heavy debtor victims as counseling agencies for heavy debtors. In addition, through interviews conducted with the counselors of these organizations, a survey has been made on whether the credit counseling provides particular functions for and increases the satisfaction of debtors. The root of Japan's large number of heavy debtors lay in that country's excessive growth of consumer financing, the increase of its use, the structural problems on the lending system of consumer financing and legal insufficiency, to name of few fundamental problems. The interviews on debtor counseling in private organizations revealed that the debtors being counseled showed a great change, due primarily to group counseling and activities, in such aspects as psychological stability, learning and understanding about heavy debts and willingness to take action for solving their own problems. In addition, regarding the aspects of time and cost, specialty, mutual exchange of experienced persons, psychological care and educational functions, the importance of the debtor counseling group's role has been established. To improve the problems of heavy debtors in Korea, there is a need to promote the importance of debtor counseling increase the interest and support of the administration, create a sense of solidarity among related organizations and promote public education on consumer credit. The support of the consumer credit industry and the development of human resources are also badly needed.

A Perception of Dietitians for Using Imported Foods and Pro-environment Farm Products for Elementary School Foodservice Operations in Busan (수입 식재료 및 친환경 농산물 사용에 대한 부산지역 초등학교 영양사의 인식 조사)

  • The purpose of this study was to assess the use of food materials at elementary school in Busan area and provide school meal management with basic data to improvement of guideline. A survey was done by e-mail with a set of questionnaires, which was responeded by 122 dietitians in elementary school foodservice. The results were as follows; Sixty percent of the dietitians though to the general imported food materials had to use. Regarding mean score of using the imported food materials; safety was 2.12/5.00, freshness 2.48/5.00, sanitation 2.68/5.00, nutrition 2.73/5.00, preference 2.93/5.00, external form 3.09/5.00, package 3.12/5.00, and price 3.63/5.00. Thirty seven percent of the dietitians had purchase the pro-environment farm products(PEFPs) and 32.0% of them purchased those products for the students' health. But 52.4% could not purchase to the PEFPs because of expensive price. They had negative opinions about deficient supplying of PEFPs 4.51/5.00, too expensive price 4.34/5.00, and the truth or false in source of PEFPs 3.96/5.00. Most of them perceived that using the PEFPs had to apply the step by step. Among of them, 33.9% had the knowledge of PEFPs, but 16.4 of them did not know to the PEPPs. 57.4% of them hoped to purchase the food materials through a center of supporting school meal servcie(it called non-profit-making organizations).

Taiwan Report on Quitline Activities

  • Aiming at reducing smoking population, Taiwan government adopted a successful smoking cessation quitline model from California Smokers' Helpline, commissioned a private non-profit organization-Teacher Chang Foundation, which was well-known for its quality telephone counseling service-to set up Asia's first quitline, Taiwan Smokers' Helpline (TSH) in 2003. The establishment of the quitline is a significant progress for tobacco control in Taiwan, as it built up a cooperative model with smoking cessation clinics to increase the quit rate through assisting smokers to overcome their psychological obstacles while quitting smoking.

  • The purposes of this study are to review the community-based care programs for the elderly among NPOs, focused on the Regional Council on the Social Welfare and Elderly Club, in Japan and to examine the way these programs help the community elderly to live independently in their own home in the community. First, the community welfare policy for the aged and service delivery organizations in Japan are reviewed. Second, using the informations about the elderly support programs carried out by the Regional Council on the Social Welfare and Elderly Club, various kinds and processes of specific programs developed to meet the local characteristics are introduced. Applicability of these programs to rural Korea is discussed.

  • BSC(Balanced Scordcard : 균형성과표)는 조직의 새로운 성과관리 도구로서, 영리조직을 비롯한 비영리조직에서도 널리 도입, 활용되고 있다. BSC는 단기적인 재무적 지표를 중시한 과거의 성과관리를 벗어나 비재무적 지표를 동시에 고려하여 조직의 본래 목적과 비전을 달성하는데 도움을 주는 균형잡힌 성과관리 시스템이다. 비재무적 지표에 의한 성과관리 시스템이라는 점에서 그간의 다른 시스템과는 달리 공익의 추구를 근본 목적으로 하는 비영리조직에 대한 적용 가능성은 보다 높다고 평가되고 있다(김철회 외, 2006). 그러나 BSC의 선구자인 Kaplan과 Norton(1996)이 지적한 것처럼 비영리조직에 대한 BSC 적용은 영리조직과는 다른 형태로 유연하게 이루어져야 할 것이다. 즉, 영리조직에서 활용되기 시작한 BSC를 조직의 특성과 목적, 비전이 전혀 다른 비영리조직에 도입하고자 할 때에는 반드시 그에 대한 고려 및 차별화된 접근방법이 필요하다는 것이다. 이에 본 연구를 통해 비영리조직에서의 BSC 시스템 도입에 있어서 고려사항을 살펴보고 개선방안을 제시하는 것은 향후 비영리조직에서의 바람직한 BSC 구현을 위해 의미가 있다고 할 수 있다.

  • To respond to global warming and climate change, Korean Government has implemented the GHG Target Management, which leads to a voluntary reduction in greenhouse gases from large businesses. Korean universities have put efforts on reducing GHG emissions and energy consumptions in the campuses, however, because of various activities and its characteristic of non-profit organization, establishing a long-term plan for reducing greenhouse gases is necessary. In this research, the Seoul National University's energy usage is analyzed and applicable technologies for reducing GHG emissions are extracted. Hence, three scenarios for performing the GHG Target Management are established. Proposed scenario is available for GHG Target Management and it would be expected to support decision- makings for reducing GHG emissions.

Outsourcing in Hospital Services: Experience of Korean Hospitals (우리나라 대형 종합병원의 아웃소싱 실태)

  • This study was conducted to investigate the degree of utilization of outsourcing in large hospitals in Korea. We also investigated the outcome and the level of satisfaction for adopting outsourcing in these hospitals. Types of work areas that were currently operated by outsourcing and were planned to adopt outsourcing in the future were identified. A total of 83 hospitals were eligible for this study, which had more than 500 beds, and were identified from the 2003 National Hospital List published by the Korean Hospital Association. A self-administered Questionnaire survey was conducted between April 25th and May 20th in 2003 with a personnel being charged of arrangement of outsourcing in each hospital. Among the 58 hospitals responding the survey(response rate=69.9%), 49 hospitals(84.5%) utilized outsourcing in at least one work field in their organizations. The largest proportion of the hospitals(85.7%) using outsourcing responded that the biggest outcome after introducing outsourcing were cost reduction(49.0%), followed by improved efficiency in operating the organization or human resources(34.7%) and the improved quality of the work(6.1%). The degree of satisfaction for outsourcing among the hospital managers(3.43) was significantly higher than that among the employees(3.l4) on a S-point Likert-type scale(p<0.05). Among the 7 work areas, the hospitals used outsourcing most frequently in facility management(housekeeping, building maintenance, hospital security and parking management), followed by non-medical profit business(funeral, convenient store, and cafeteria), logistics(provision of patient meal, in-house delivery, and purchasing), and information and computing system(hospital information system, maintenance of personal computers and printers). The work areas that the hospitals planned to adopt or expand the outsourcing in the future most frequently were facility management, non-medical profit business, logistics, and information and computing systems. In conclusion, outsourcing was highly diffused in large Korean hospitals, particularly in the work field of facility management and non-medical profit business. The satisfaction for outsourcing was not high yet in Korean hospitals.

  • At the spots of enterprises experiencing rapid environmental changes, necessity for ceaseless managemental innovation is raised. We can't deny that management quality is also a part of such managemental innovation. Introduction of management quality by an organization is different from introduction of other individual innovative techniques. Management quality is not one time project but complete historical change program to be pursued continuously. Furthermore, it must be understood as a strategic 'Quality Journey' looking for far future of an organization. Malcolm Baldrige Model has been increasingly used in Korea as a global standard for management quality. The model, however, has shown a number of limitations in application due to nonsystematic elements in the implementation process. The deployment process of the model should be detailed through a real world case study. In this research, we proposed a quality evaluation standard model which is suitable for the Korean public enterprise based on the Malcolm Baldrige Non-profit Criteria, and examined the model. A 7-Point Likert Scale was used based on the seven categories within the 2007 Malcolm Baldrige Non-profit Criteria: Leadership, Strategic Planning, Customer and Market Focus, Management Analysis and Knowledge Management, Workforce Focus, Process Management, and Results. Furthermore, we analysed the validity and causal relationship among the factors within the model. Through the above case study, following common factors for successful Malcolm Baldrige Model have been derived. The following is a summary of the results of this study. First, for Malcolm Baldrige Model management, needs powerful support Leadership. Second, for Malcolm Baldrige Model management, needs systematic Strategic Planning. Third, for Malcolm Baldrige Model management, needs the continuous Customer and Market Focus. Fourth, for Malcolm Baldrige Model management, needs systematic Measurement Analysis and Knowledge Management. Five, for Malcolm Baldrige Model management, needs systematic Workforce Focus. Six, for Malcolm Baldrige Model management, needs systematic Process Management. The finding are surely necessary factors to arrange the human resource management for upgraded management quality, those factors help to explain why all enterprises consider human resource as the strategic view.

  • In this study, the project manager-oriented organization model has been verified by analysing it with forming a clear definition of detailed unitary duty entity to develop current non-efficient CM system constituted by functional organization with the decentralized responsibility and apply the model As a result from verification that the model provides valid solutions by comparing it with the existing, the model is better than the existing in cost savings, target profit sales rate, total rate of new on sales. Moreover, various activities in cost savings and cases where improvement is feasible are executed.
