In this paper we proposea method for estimating the bandwidth in next-generation If network. Especially, we concentrate on the edge routers accommodating the VoIP connections as well as a group of data connections. Bandwidth dimensioning is carried out at call level and packet level for voice traffic in the next-generation IP network. The model incorporates the statistical estimation approach at a call level for obtaining the number of voice connections simultaneously in the active mode. The call level model incorporates a statistical technique to compute the statistics of the number of active connections such as the mean and variance of the simultaneously connected calls in the network. The packet level model represents a load map for voice and data traffic by using non-preemptive M/G/1 queuing model with strict priority for voice over data buffer, From the proposed traffic model, we can derive a graph for upper bounds on the traffic load in terms of bandwidth for voice and data connections. Via numerical experiments we illustrate the implication of the work.

In the real world situations that some jobs need be processed only on certain limited machines frequently occur due to the capacity restrictions of machines such as tools fixtures or material handling equipment. In this paper we consider n-job non-preemptive and m parallel machines scheduling problem having two machines group. The objective function is to minimize the sum of earliness and tardiness with different release times and due dates. The problem is formulated as a mixed integer programming problem. The problem is proved to be Np-complete. Thus a heuristic is developed to solve this problem. To illustrate its suitability and efficiency a proposed heuristic is compared with a genetic algorithm and tabu search for a large number of randomly generated test problems in ship engine assembly shop. Through the experimental results it is showed that the proposed algorithm yields good solutions efficiently.

The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.
Background: Early identification of patients who are highly likely to develop severe illness among confirmed cases of coronavirus disease 19 (COVID-19) can be expected to lead to effective treatment. This study therefore aimed to determine whether the presence of nonalcoholic fatty liver disease (NAFLD) has an impact on the exacerbation of COVID-19 symptoms. Methods: The study used the Korean National Health Insurance claim data for treatment of COVID-19 patients in 2020. NAFLD includes nonalcoholic fatty liver (NAFL) and nonalcoholic steatohepatitis (NASH). The outcome variables used were hospitalization and the use of medical devices. Hospitalization was defined by a length of stay exceeding one day and the use of medical devices was defined as one or more uses of a ventilator or extracorporeal membrane oxygenation. Multivariable logistic regression analysis was performed to determine if there was a difference in the hospitalization and use of medical devices of COVID-19 patients depending on the presence of NAFLD. Results: The odds ratio of hospitalization was 1.059, indicating slightly higher odds of hospitalization for patients with NAFL or NASH compared to those without the conditions, but it was not statistically significant (0.969-1.156). On the other hand, the odds ratio of use of medical devices was high at 1.667 and was statistically significant (1.111-2.501). Conclusion: The study results found NAFLD to be a risk factor that can exacerbate symptoms in COVID-19 patients. Accordingly, it is necessary to identify NAFLD patients through preemptive screening and provide them with appropriate treatments.

Korea's security response to application service app is still insufficient due to the initial opening of the public safety network. Therefore, preemptive security measures are essential. In this study, we proposed to establish a 'public safety network app security system' to prevent potential vulnerabilities to the app store that distributes app in public safety network and android operating system that operate app on dedicated terminal devices. In order for an application service app to be listed on the public safety network mobile app store, a dataset of malicious and normal app is first established to extract characteristics and select the most effective AI model to perform static and dynamic analysis. According to the analysis results, 'Safety App Certificate' is certified for non-malicious app to secure reliability for listed apps. Ultimately, it minimizes the security blind spots of public safety network app. In addition, the safety of the network can be secured by supporting public safety application service of certified apps.

Data-driven structural health monitoring (SHM) of civil infrastructure can be used to continuously assess the state of a structure, allowing preemptive safety measures to be carried out. Long-term monitoring of large-scale civil infrastructure often involves data-collection using a network of numerous sensors of various types. Malfunctioning sensors in the network are common, which can disrupt the condition assessment and even lead to false-negative indications of damage. The overwhelming size of the data collected renders manual approaches to ensure data quality intractable. The task of detecting and classifying an anomaly in the raw data is non-trivial. We propose an approach to automate this task, improving upon the previously developed technique of image-based pre-processing on one-dimensional (1D) data by enriching the features of the neural network input data with multiple channels. In particular, feature engineering is employed to convert the measured time histories into a 3-channel image comprised of (i) the time history, (ii) the spectrogram, and (iii) the probability density function representation of the signal. To demonstrate this approach, a CNN model is designed and trained on a dataset consisting of acceleration records of sensors installed on a long-span bridge, with the goal of fault detection and classification. The effect of imbalance in anomaly patterns observed is studied to better account for unseen test cases. The proposed framework achieves high overall accuracy and recall even when tested on an unseen dataset that is much larger than the samples used for training, offering a viable solution for implementation on full-scale structures where limited labeled-training data is available.

In 2018, the real estate markets have hardly been transacted according to the government's tight regulations of real estates, and have the high possibility to reach a low hit due to the hike of loan interest rates following the U. S rise of base money rate. The key profits for the large construction companies mainly come from the overseas plant projects and the domestic non-governmental construction projects. They suffered a lot such as the lowering of their credit ratings due to the large losses caused by the frquent design changes and work delay. Even in the domestic non-governmental construction projects, the general business risks are on the rise due to the property marketing moving over to the decreasing phase. The small and medium sized security companies has realized a lot of operaring profits as they participated in the PF market to make up for the losses in the securities trading business. But, now as the housing market is not so good around the nation except Seoul and the financial states of large construction companies are not good enough, they can face the liquidity crisis if there happens the problems in the PF backed securities which they have handled. As Korean economy experienced the crisis in the savings banks before, it is recommended that Financial Supervisory Service proposes the preemptive control method and supervision direction to overcome the crisis.
To promote the aviation safety reporting system that is operated to enhance aviation safety and to utilize related information, it should first be preceded by standards for non-punishment and data protection. It is because the purpose of collection and analysis of aviation safety related data through the aviation safety reporting system is to prevent recurrence of accidents by investigating their causes through collection and analysis of diverse types of information related to aviation safety. Both mandatory and voluntary reporting systems are in operation for aviation safety under the current Aviation Safety Act. It is said that they were introduced to survey causes for accidents and to prevent recurrences. In fact, however, it is hard to expect active implementation of the reporting system for aviation safety unless the reporters are firstly exempted from punishment. Therefore, the system should be improved so that it can satisfy its purpose and the purposes of data collection concerning aviation safety through examination of the purposes of the reporting system. One of the matters that needs to be considered to promote the reporting system should be the scope of aviation safety hindrances presupposed under the current institution. The voluntary aviation safety reporting system differs from the systems of ICAO or the key advanced countries, including the USA and the UK as it limits the target accidents subject to reporting to minor aviation safety hindrances only. That being said, improvements should be made by requiring mandatory reporting of aviation safety hindrances based on their severity while recognizing a greater variety of aviation safety concerns like international standards. Safety actions and sharing of information based on collection and analysis of diverse data related to aviation safety will greatly contribute to enhance aviation safety as the purposes of the reporting system are to explore causes for accidents and to prevent their recurrences. What is most important in this regard is strict data protection and non-punishment principles; compliance with them should be secured. We can hardly expect the successful operation of the system unless the reporter is exempted from punishment and the relevant data is protected as promotion of voluntary reporting is an essential factor for enhancing the safety culture. Otherwise, the current system may induce hiding of relevant facts or data to evade punishment. It is true that the regulation for enhancing safety tends to have limitations or blind spots; nevertheless, it should still be enforced strictly and completely. Technological progresses and mistakes of operators appear in different forms based on individual cases. The consequential damages may amount to a truly severe level. Therefore, we have studied and suggested to the methods of activiation and amendments on the aviation safety reporting system, which is referred for one of the proactive safety management systems. The proposed improvement of the reporting system and introduction of non-punishment for collection of aviation safety data for deploying a preemptive prevention system would serve as the backbone for enhancing aviation safety in Korea.
The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.
Owing to the increase of FTA, food trade, and versatile preferences of consumers, food import has increased at tremendous rate every year. While the inspection check of imported food accounts for about 20% of the total food import, the budget and manpower necessary for the government's import inspection control is reaching its limit. The sudden import food accidents can cause enormous social and economic losses. Therefore, predictive system to forecast the compliance of food import with its preemptive measures will greatly improve the efficiency and effectiveness of import safety control management. There has already been a huge data accumulated from the past. The processed foods account for 75% of the total food import in the import food sector. The analysis of big data and the application of analytical techniques are also used to extract meaningful information from a large amount of data. Unfortunately, not many studies have been done regarding analyzing the import food and its implication with understanding the big data of food import. In this context, this study applied a variety of classification algorithms in the field of machine learning and suggested a data preprocessing method through the generation of new derivative variables to improve the accuracy of the model. In addition, the present study compared the performance of the predictive classification algorithms with the general base classifier. The Gaussian Naïve Bayes prediction model among various base classifiers showed the best performance to detect and predict the nonconformity of imported food. In the future, it is expected that the application of the abnormality detection model using the Gaussian Naïve Bayes. The predictive model will reduce the burdens of the inspection of import food and increase the non-conformity rate, which will have a great effect on the efficiency of the food import safety control and the speed of import customs clearance.
