Developments in Space Law in regulating commercial space activities (우주(宇宙) 상업활동(商業活動) 규율(規律)에 있어서의 우주법(宇宙法)의 발전적(發展的) 위상(位相))

  • This paper examines current developing status of space law as defined in terms of its unique principle that "the utilization of outer space for all mankind's interest". As commercialization of space activities has brought about heated debate on its legitimacy with respect to that principle, space law has come to witness a dual situation. One is the realization of that principle in establishing commercial space activities system where all mankind's interest is respected through the non-discriminatory distribution mode of space benefit. In satellite telecommunication system, the INTELSAT Organization assures its public service policy while protecting itself against a competition from separate systems. For remote sensing, commercialization of LANDSAT Systems promoted since 1984 seems not to affect present non-discriminatory distribution of data and information obtained. On the other hand, active participation of private entity aiming at commercial profit enables national government to manage more effective control and supervision of those activities with a view to promoting national interests. Also, newly developed private rules and regulations are emerging in business relations about commercial space activities. Extended capacity of national government assuring its national interest in production and distribution of international resources that is outer space, and regulation of space activities by newly developed rules and customs provoke a concern about a identity problem of space law. The best way to summarize this perspective might consist in saying that non space law regulations, which are not assumed as aiming at the promotion of all mankind's interest, are confirming their role about space related activities. For those reasous, we are now facing a developing status of space law as developments of commercial space activities continues.

Redundant Storage Device in Communication System (교환 시스템에서의 이중화 저장장치)

  • In general communication system is composed of processor subsystems, I/O processor subsystems and data storage device subsystems those are classified as their functions. In order to improve the data reliability, all subsystems are redundant. Storage device keeps the operational information such as system related information and charging information, and such informations must be stored in non-volatile memory. Flash memory and battery backup memory are commonly used as the non-volatile storage devices. But such kind of memories are expensive per unit capacity and data can't be restored when lost while not being backed up. In this paper we develop a redundant storage device to store a lot of data safely and reliably in communication system. The device consists of micro-controller, FPGA and hard disk It provides many functions those are rebuilding, automatic remapping, host service and remote host service. Also it is designed to provide host service while rebuilding is being done in order not to interrupt the communication services. The developed device can be used instead of expensive storage device like flash memory in various communication systems.

Surface Characteristics of Titanium/Hydroxyapatite Double Layered Coating on Orthopedic PEEK by Magnetron Sputtering System (마그네트론 스퍼터링 시스템을 이용한 정형외과용 PEEK의 타이타늄/하이드록시아파타이트 이중 코팅층의 표면 특성 분석)

  • In this study, we have fabricated pure titanium (Ti)/hydroxyapatite (HA) double layer coating on medical grade PEEK from magnetron sputtering system, an investigation was performed whether the surface can be had more improve bio-active for orthopedi/dental applications than that of non-coated one. Pure Ti and HA coating layer were obtained by a radio-frequency and direct current power magnetron sputtering system. The microstructures surface, mechanical properties and wettability of the pure Ti/HA double layer deposited on the PEEK were analyzed by scanning electron microscopy (SEM), energy dispersive X-ray spectroscopy (EDS), X-ray diffraction (XRD), nano-indentation, and contact angle test. According to the EDS and XRD results, the composition and crystal structure of pure Ti and HA coated surface were verified. The elastic modulus and hardness value were increased by pure Ti and HA coating, and the pure Ti/HA double layer coating surface has the highest value. The contact angle showed higher value for pure Ti/HA double layered coating specimens than that of non-coated (PEEK) surface.

A Study on Non-Contact Care Robot System through Deep Learning

  • As South Korea enters the realm of an super-aging society, the demand for elderly welfare services has been steadily rising. However, the current shortage of welfare personnel has emerged as a social issue. To address this challenge, there is active research underway on elderly care robots designed to mitigate the social isolation of the elderly and provide emergency contact capabilities in critical situations. Nonetheless, these functionalities require direct user contact, which represents a limitation of conventional elderly care robots. In this paper, we propose a solution to overcome these challenges by introducing a care robot system capable of interacting with users without the need for direct physical contact. This system leverages commercialized elderly care robots and cameras. We have equipped the care robot with an edge device that incorporates facial expression recognition and action recognition models. The models were trained and validated using public available data. Experimental results demonstrate high accuracy rates, with facial expression recognition achieving 96.5% accuracy and action recognition reaching 90.9%. Furthermore, the inference times for these processes are 50ms and 350ms, respectively. These findings affirm that our proposed system offers efficient and accurate facial and action recognition, enabling seamless interaction even in non-contact situations.

An Efficient and Stable Congestion Control Scheme with Neighbor Feedback for Cluster Wireless Sensor Networks

  • Congestion control in Cluster Wireless Sensor Networks (CWSNs) has drawn widespread attention and research interests. The increasing number of nodes and scale of networks cause more complex congestion control and management. Active Queue Management (AQM) is one of the major congestion control approaches in CWSNs, and Random Early Detection (RED) algorithm is commonly used to achieve high utilization in AQM. However, traditional RED algorithm depends exclusively on source-side control, which is insufficient to maintain efficiency and state stability. Specifically, when congestion occurs, deficiency of feedback will hinder the instability of the system. In this paper, we adopt the Additive-Increase Multiplicative-Decrease (AIMD) adjustment scheme and propose an improved RED algorithm by using neighbor feedback and scheduling scheme. The congestion control model is presented, which is a linear system with a non-linear feedback, and modeled by Lur'e type system. In the context of delayed Lur'e dynamical network, we adopt the concept of cluster synchronization and show that the congestion controlled system is able to achieve cluster synchronization. Sufficient conditions are derived by applying Lyapunov-Krasovskii functionals. Numerical examples are investigated to validate the effectiveness of the congestion control algorithm and the stability of the network.

Experimental study of controllable MR-TLCD applied to the mitigation of structure vibration

  • MR-TLCD (Magneto-Rheological Tuned Liquid Column Damper) is a new developed vibration control device, which combines the traditional passive control property with active controllability advantage. Based on traditional TLCD governing equation, this study further considers MR-fluid viscosity in the equation and by transforming the non-linear damping term into an equivalent linear damping, a solution can be obtained. In order to find a countable set of parameters for the design of the MR-TLCD system and also to realize its applicability to structures, a series of experimental test were designed and carried out. The testing programs include the basic material properties of the MR-fluid, the damping ratio of a MR-TLCD and the dynamic responses for a frame structure equipped with the MR-TLCD system subjected to strong ground excitations. In both the analytical and experimental results of this study, it is found that the accurately tuned MR-TLCD system could effectively reduce the dynamic response of a structural system.

Preparation of Electrochemically Stable and SERS Active Silica@Gold Microshell (전기화학 반응용 표면증강라만산란 활성 실리카@금 마이크로쉘의 제작)

  • In order to monitor in situ electrochemical reaction we prepared the gold microshells on silica microspheres of $2{\mu}m$ in diameter which were able to not only work as electrodes but also surface enhanced Raman scattering (SERS) active substrates. Previously reported gold microshell using polystyrene as core material have a few serious problems, mostly coming from solubility in organic solvent, nonuniform distribution in size and toxicity of the polystyrene. Here we prepared silica core-gold microshell to obtain a strong SERS active platform benefitting from the physicochemical stability, uniformity and non-toxicity of silica. Varying the concentration of 3-aminopropyl triethoxysilane (APTES), the surfaces of silica beads were modified and the optimal condition was determined to be 1% APTES that made the SERS activity of gold microshell strongest. The gold microshells as made were characterized by homemade Micro-Raman system spectrometer, Field-Emission Scanning Electron Microscope.

Chemiresistive Sensor Based on One-Dimensional WO3 Nanostructures as Non-Invasive Disease Monitors

  • In this study, a chemiresistive sensor based on one-dimensional $WO_3$ nanostructures is presented for application in non-invasive medical diagnostics. $WO_3$ nanostructures were used as an active gas sensing layer and were deposited onto a $SiO_2/Si$substrate using Pt interdigitated electrodes (IDEs). The IDE spacing was $5{\mu}m$ and deposition was performed using RF sputter with glancing angle deposition mode. Pt IDEs fabricated by photolithography and dry etching. In comparison with thin film sensor, sensing performance of nanostructure sensor showed an enhanced response of more than 20 times when exposed to 50 ppm acetone at $400^{\circ}C$. Such a remarkable faster response can pave the way for a new generation of exhaled breath analyzers based on chemiresistive sensors which are less expensive, more reliable, and less complicated to be manufactured. Moreover, presented sensor technology has the potential of being used as a personalized medical diagnostics tool in the near future.

A Study on Practical Problems of the Sea Waybill (해상화물운송장의 실용상의 문제점에 관한 연구)

  • The active use of the container vessel has brought with it high speed and reduced transit time ; however, the system of delivering the goods via B/L at the destination has lagged behind technical advances, becoming a burden to today's international traders, especially consignees and/or importers. More recently the sea waybill(SWB), that is to say an ocean-type AWB, has come on the scene. In Europe and the USA the use of SWB has increased significantly, but has also left room for improvement due to its short history of use. However, Recently, more attention is paid to SWB as a means to solve the B/L Crisis is getting more and more serious. In addition, due to its non-negotiability, the sea waybill could easily be replaced by messages sent between the interested parties by Electronic Data Interchange. With the paper document, transfer of title is fulfilled by transferring the original bill of lading to the buyer of the goods. However, in an electronic environment this is difficult to replicate. A number of solutions have been investigated, including using an electronic bill of lading, by controlling changes in title to goods through irrevocable, but transferable instructions to the carrier, or by appointing an independent electronic data registry, or replacing the bill of lading with a sea waybill, which is non-negotiable. The purpose of this study is to investigate some problems which may hinder SWB from coming into wide use and to analyse how to solve problems due to introduction of electronic sea waybill.

Treatment of Bone Repair by Inductively Magnetic Fields

  • An inductively coupled magnetical signal (pulse wave, 0.7 to 60Hz, eighteen volts peak to Peak) that was applied non-invasively on the skin surface overlying the approximate site(measure position). In the group with unipolar pulse signal currents produced smaller than in the group with bipolar pulse signal. The signal was transmitted to the active coil, including a time-varying magnetic field: this in turn induced a the-varying electrical field in the field in the bone. It is very important to determine system parameters due to treatment time(healing) and the simplicity. This paper investigation was designed to compare the relative effects of pulsed unipolar currents with the effects of an identical pulsed bipolar currents. Since Inductive coupling is non-invasive and involves portable equipment, it is easy to apply and requires precise localization, it has distinct advantages and field characteristics along the bone for each different signal.
