  • In nuclear power plant operation and spent fuel canisters, it is necessary to provide a sound technical basis for the safety and security of long-term operation and storage respectively. Recently, the peening technology is being discussed and the technology will be adopted to ASME Section III, Division 1, Subsection NX (2019 Edition). The peening is prohibited in current edition, but it will be approved in 2019 Edition and adopted. However, Surface stress improvement techniques such as the peening is used to mitigate SCC susceptible in operating nuclear plants. Although the peening will be approved to ASME CODE, there are no performance criteria listed in the 2019 edition. The Korean International Working Group (KIWG) formed a new Task Group named "Advanced Surface Stress Improved Technology". The task group will develop a CODE CASE to address PWSCC(Primary Water Stress Corrosion Cracking) and CISCC(Chloride Induced Stress Corrosion Cracking) for new ASME Section III components. TG-ASSIT was started to make peening performance criteria for ASME Section III (new fabrication) applications. The objective of TG-ASSIT is to gain consensus among the relevant Code groups that requirements/mitigation have been met.

Web strain based prediction of web distortion influence on the elastic LTB limiting length

  • Buckling is one of the most critical phoneme in the design of steel structures. Lateral torsional buckling (LTB) is particularly significant for slender beams generally subjected to loading in plane. The web distortion effects on LTB are not addressed explicitly in standards for flexural design of steel I-section members. Hence, the present study is focused to predict the influence of the web distortion on the elastic (Lr) limiting lengths given in American Institute of Steel Construction (AISC) code for the lateral torsional buckling (LTB) behavior of steel beams due to no provision in the code for consideration of web distortion. For this aim, the W44x335 beam is adopted in the buckling analysis carried out by the ABAQUS finite element (FE) program since it is one of the most critical sections in terms of lateral torsional buckling (LTB). The strain results at mid-height of the web at mid-span of the beam are taken into account as the monitoring parameters. The web strain results are found to be relatively greater than the yield strain value when L/Lr is equal to 1.0. In other words, the ratio of L/Lr is estimated from the numerical analysis to be about 1.5 when the beam reaches its first yielding at mid-span of the beam at mid-height of the section. Due to the effect of web distortion, the elastic limiting length (Lr) from the numerical analysis is obtained to be considered as greater than the calculated length from the code formulation. It is suggested that the formulations of the limiting length proposed in the code can be corrected considering the influence of the web distortion. This correction can be a modification factor or a shape factor that reduces sectional slenderness for the LTB formulation in the code.

Code for Unplanned Encounters at Sea(CUES): Its Limitation and Recommendations for Improvement (해상에서의 우발적 조우 시 신호 규칙(CUES)의 제한점과 개선을 위한 제언)

  • Adopted in Western Pacific Naval Symposium(WPNS) 2014, Code for Unplanned Encounters at Sea(CUES) has been the most valuable output of WPNS history. Written and suggested by Australian Navy in 1999, the goal of CUES is to decrease the possibility of the naval conflict by establishing the code among international navies in the Western Pacific region. Facing many oppositions and requirement of People's Liberation Army Navy(PLAN) in WPNS 2012 and 2013, but it finally adopted in WPNS 2014, with many changes in detailed provisions. From then, navies in the Western Pacific region have followed CUES to prevent maritime conflicts in the region, CUES, however, sometimes does not work correctly. Contents of CUES is the mixture of the parts of Multinational Maritime Tactical Signal and Maneuvering Book(MTP) and International Regulations for Preventing Collision at Sea 1972(CORLEGs). There are means of radio communications such as frequency and signals, instructions for maneuvering and so on. Thus, it is not a new document for the U.S. Navy and its allies, but it requires training to implicate at sea for navies other than U.S. allies, like PLAN. Lots of provisions in CUES were changed because of the opposition of PLAN, and CUES has many shortcomings and practical limitations. First, since CUES is non-legally binding, and there are no methods to force the naval assets on the sea to follow. Second, CUES is only applied to naval assets; naval ships - warships, naval auxiliaries, and submarines - and naval aircraft. Third, the geographical scope in CUES is not clear. Fourth, there is no provision for submerged submarines. Finally, CUES has no time-based framework or roadmap for training. In this regard, there would be six recommendations for improvement. First, CUES should be reviewed by WPNS or other international institutions, while keeping non-binding status so that WPNS could send signals to the navies which do not answer CUES on the sea. Second, the participation of Maritime Law Enforcements(MLEs) such as coast guard is inevitable. Third, navies would use full text of MTP rather than current CUES, which extracts some parts of MTP. Fourth, CUES needs provisions with respect to submerged submarines, which recognizes as offensive weapons themselves. Fifth, the geographic scope of CUES should be clear. Since there are some countries in which claim that a rock with a concrete structure is their territory, CUES should be applied on every sea including EEZ and territorial seas. Finally, the detailed training plan is required to implicate CUES at sea. Rim of the Pacific (RIMPAC) is a good exercise to train CUES, because almost all WPNS member countries except six countries are participating in RIMPAC. CUES is a meaningful document not only for navies but also for nation-states in the region. To prevent escalation of conflict in the region, potentially caused by an unplanned collision at sea, CUES should be applied more strictly. CUES will continue to be in subsequent WPNS and therefore continue to improve in the effectiveness as both an operational and diplomatic agreement.

Catch characteristics of shrimp trap by submerged time (새우 통발의 침지시간에 따른 어획 특성)

  • Cast fishing gear needs some time for fishing progress, and catches and their composition by submerged time can change by several cause. Therefore, it is very importance to study fishing capacity of fishing gear by submerged time. This study is to investigate catches and their composition of shrimp trap, that is used in the coastal of the East Sea, and to find the fittest lifting time of trap. Experimental term are September 2006 and August 2007, the location is the coastal of Oho, Goseong, Gangwondo, Korea and one hundred trap is used at each casting and lifting of gear. For convenience of description, survey of 2006 and 2007 are dented as experimental code 1 and 2, and submerged time 21hr, 43hr and 66hr are dented as code A, B and C. The result of obtained from the above approach are summarized as follows: Many Northern shrimps(Pandalus eous), dominated 96.36%, are only catched in experimental code A, and in code B and C, some of coonstripe shrimp(Pandalus hypsinotus) and few morotoge shrimp(Pandalopsis japonica) are catched. CPUE of code 1A, 1B and 1C per trap were 21.67g, 29.51g and 28.48g, and those of code 2A, 2B and 2C per trap were 25.44g, 32.93g and 33.36g. Therefore, 24.66% of catch increased according as submerged time passes from 1 day to 2 days, and almost no change of catch was to be -1.1%. Carapace length of code 1A, 1B and 1C were 23.77mm, 25.00mm and 25.57mm, and those of code 2A, 2B and 2C per trap were 23.83mm, 24.95mm and 25.45mm. Thus, the more submerged time is, the less catch of small fish is and the more catch of large fish is. Consequently, fit lifting time of shrimp trap is after 2 days, and if considered trouble of fishing gear and condition of catch, the fittest lifting time is the third successive day of casting date.

A Study on the Ghost Fishing of the Plastic Sea-eel Pot - Investigation of Actual Condition on the Ghost Fishing - (플라스틱 붕장어 통발의 Ghost Fishing에 관한 연구 - Ghost Fishing의 실태조사 -)

  • This study was conducted to estimate the number of lost or abandoned plastic sea-eel pots and investigate the actual condition on the ghost fishing happened from the pots during the period of August 1996 and January 2002 In the Southern Sea of Korea. The average number of lost or abandoned sea-eel pots in the investigated sea area were 34 ea/$\textrm{km}^2$ and was the lowest as 5 ea/$\textrm{km}^2$ Sea Area code # 113 and was the highest as 94 ea/$\textrm{km}^2$ in the Sea Area code #106. Pots number in accordance with water depth was the highest as 89 ea/$\textrm{km}^2$ on the level of 61 ~70m and there was no collection for the sea-eel pot over 130m water depth. The average catch rate of ghost fishing happened from the lost or abandoned pots was 8.1% and the highest rate was 25% in the Sea Area code #224 and there were no catches in the Sea Area code # 92, 110, 243 and 253. The number of lost or abandoned sea-eel pots continued ghost fishing were estimated as 14.2 ea/$\textrm{km}^2$ in the Sea Area code # 99 and was the highest. Catch rate of ghost fishing according to water depth was the highest as 23.5% on the level of 71~80 m, and the number of lost or abandoned sea-eel pots continued ghost fishing were estimated as 12.7 ea/$\textrm{km}^2$ on the level of 81~90m and was the highest. Length distribution of sea-eel which were caught from ghost fishing was 25.5~66.0$\textrm{cm}^2$

A New Concatenation Scheme of Serial Concatenated Convolutional Codes (직렬연접 길쌈부호의 새로운 연접방법)

  • In this paper, a new concatenation scheme of serial concatenated convolutional codes is proposed and the performance analyzed. In the proposed scheme, each of information and parity bits of outer code is entered into inner code through interleaver and deinterleaver. Therefore, the interleaver size is same as the length of input frame. Since the interleaver size of proposed type is reduced to half of the conventional Benedetto type, the interleaver delay time required for iterative decoding is reduced. In addition the multiplexer and demultiplexer are not used in the decoder of the proposed type, the complexity of decoder can be also reduced. As results of simulation, the performance of proposed type shows the better error performance as compared to that of the conventional Benedetto type in case of the same interleaver size. And it can be observed that the difference of BER performance is increased with the increase of Eb/No. In case of the same length of input frame, the proposed type shows almost same performance with Benedetto type despite that the interleaver size is reduced by half.

Code Rate 1/2, 2304-b LDPC Decoder for IEEE 802.16e WiMAX (IEEE 802.16e WiMAX용 부호율 1/2, 2304-비트 LDPC 복호기)

  • This paper describes a design of low-density parity-check(LDPC) decoder supporting block length 2,304-bit and code rate 1/2 of IEEE 802.16e mobile WiMAX standard. The designed LDPC decoder employs the min-sum algorithm and partially parallel layered-decoding architecture which processes a sub-matrix of $96{\times}96$ in parallel. By exploiting the properties of the min-sum algorithm, a new memory reduction technique is proposed, which reduces check node memory by 46% compared to conventional method. Functional verification results show that it has average bit-error-rate(BER) of $4.34{\times}10^{-5}$ for AWGN channel with Fb/No=2.1dB. Our LDPC decoder synthesized with a $0.18{\mu}m$ CMOS cell library has 174,181 gates and 52,992 bits memory, and the estimated throughput is about 417 Mbps at 100-MHz@l.8-V.

  • This paper proposes an adequate UWA (Underwater Acoustic) communication system of underwater communication network in the Yellow Sea. UWA channel is obtained from Bellhop ray tracing method with Yellow Sea environments. Based on this channel, communication parameters for CDMA (Code Division Multiple Access) and SC-FDM (Single Carrier-Frequency Division Multiplexing) using diversity techniques are calculated. In order to prove the proposed methods, BER (Bit Error Rate) and data rate are obtained using computer simulations and the adequate communication system for long rms delay spread and low Eb/No environments is proposed from the simulation.

Code Tracking Scheme for Cosine Phased BOC Signals Based on Combination of Sub-correlations (부상관함수 결합에 기반한 Cosine 위상 BOC 코드 추적 기법)

  • In this paper, we propose a novel unambiguous code tracking scheme for cosine phased binary offset carrier (BOC) signals. We first obtain the sub-correlation functions composing the BOC autocorrelation function, and then, re-combine the sub-correlation functions generating a correlation function with no side-peak. Finally, by using the correlation function with no side-peak in the delay lock loop, the proposed scheme performs unambiguous signal tracking. Numerical results demonstrate that the proposed scheme provides a performance improvement over the conventional unambiguous scheme in terms of the tracking error standard deviation (TESD).
