An Exploratory Study on Development Strategies for Dementia Policy of Korea based on Dementia Policy of Japan (일본의 치매정책을 통해 본 우리나라 치매정책의 발전방안 탐색)

  • As various social problems have arisen due to the increase of the aging population, one of these problems is the increase of the elderly with dementia. The necessity of systematic and effective dementia management policies has been raised, as the increase of social and economic cost along with the growth of the dementia population. This study examined dementia management policy of Japan, where there is arranged and provided dementia management policy in advance. Especially, this study focuses on the contents of comprehensive promotion strategies for dementia policy(New orange plan) of Japan which was pronounced in 2015, and explores the development strategies for Korea by reviewing this plan. The suggestions through this study are provided as follows: inclusion of the support contents reflecting the dementia patients and their families, the necessity of coping for early onset dementia, organizing system for early diagnosis and prevention such as an early stage of intensive support team, a continuous progression for building the elderly-friendly community and conducting campaign for a deep understanding of dementia, are discussed.

  • To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.

A Security Policy Statements Generation Method for Development of Protection Profile (PP 개발을 위한 보안정책 문장 생성방법)

  • The Protection Profile(PP) is a common security function and detailed statement of assurance requirements in a specific class of Information Technology security products such as firewall and smart card. The parts of TOE security environment in the PP have to be described about assumption, treat and security policy through analyzing purpose of TOE. In this paper, we present a new security policy derivation among TOE security environment parts in the PP. Our survey guides the organizational security policy statements in CC scheme through collected and analyzed hundred of real policy statements from certified and published real PPs and CC Toolbox/PKB that is included security policy statements for DoD. From the result of the survey, we present a new generic organizational policy statements list and propose a organizational security policy derivation method by using the list.

  • As the global energy and climate crisis has complicated interests of each country, the agenda that requires a global response has recently been revived. In particular, Korea is highly dependent on energy imports and continues to have high energy consumption, low efficiency of energy consumption, and high greenhouse gas emissions, so innovative and effective energy policies are urgently needed to achieve energy efficiency and carbon neutrality. In this study, among the changes in distributed district energy policy after the integrated energy method was introduced in Korea in the mid-1980's, the case of the "National Heat Map Project" policy implementation is analyzed with a modified multi-flow model. The 10 years of the Lee Myung-bak and Park Geun-hye administrations, the period of study, was a period in which the main paradigm of energy policy shifted to a "distributed energy platform" and policy transitions such as policy agenda setting, policy drift, and policy revision were made. A study on the process would be meaningful.

  • In this study, we propose a shared storage system which is more efficient policy than MIS(Mixed Intermediate Storage) policy for relatively rare storage system and can be called CIS(Common Intermediate Storage) policy. Using this strategy, we develop a new completion time algorithm and apply it to two kinds of optimal or near optimal scheduling method; combinatorial search and simulated annealing method. We also extend this strategy to other storage policy, for example MIS policy, with PLC(Programmable Logic Controller) logic and on/off action of electronic valves. It thus can be accepted as a basic form of FMS(Flexible Manufacturing System) for operating various storage policies. Finally we suggest the interlocking block to compansate for the shortcoming of CIS policy, i.e, complication of operation and safety, resulting in a basic batch process automation mode.

An Essay on the Possibility of New Seoul International Airport as a Regional Hub (신공항(新空港)의 허브공항화(空港化)에 관한 소고(小考))

  • The construction of New Seoul International Airport is under way despite much controversy. Among much discussed, but not well-formulated controversy is the possibility of the airport as a hub in the North Asia Region. This paper specifies the factors which render it possible for an airport to be a regional hub. Then each factor is applied to the new airport to see whether it can function as a hub airport. Also examined is the qualitative cost and benefit calculation related to the hub function. The usual discussion has missed one big point of cost side of hub function in the belief that the hub only produces benefits to the national economy where the airline and airport industry belong; earlier-than-expected congestion and the necessity to expand the airport sufficiently enough to accommodate the increasing air demand. An airport as a hub is determined by several factors; geographical location ; economic status of the country where the airport belongs ; bilateral air service agreements according to which the airlines can exercise the route rights; the airport charges which directly influence the cost structure of the carriers ; international aviation and airport related policies of each country in the region ; airport capacity etc. The tentative implications of this paper are the followings; first, the new airport is able to function as a regional hub in the transpacific routes which connect Asian countries and North America. That is, directional hubbing by the airlines is implicated; second, the main benefits may be accrued to american airlines exercising all the route rights in the Asian region; third, the governmental effort to make the new airport a regional hub must take caution in optimizing the hubbing level (% of transitting passengers and freight) between the benefits and the costs. Further Studies may include optimal level of hubbing for the new airport and, quantification of the impact of the new airport on the national economy depending on the degree of hubbing.

A Study on Opinions of Oriental Medical Doctors in Introducing New Specialties in Oriental Medicine (한방 전문과목 추가신설에 대한 한의사들의 인식 조사)

  • This study was conducted to identify the needs of introducing new medical specialties in oriental medicine. Three stakeholders in introducing new oriental medical specialties are oriental medical doctors, policy makers and medical consumers. Of the three, this study intended to focus on opinions of oriental medical doctors. About 1,150 self-administered questionaries were sent to the potential respondents, 320 specialists, 250 interns & residents and 580 private oriental medicine practitioners, and 480 doctors responded. The study revealed that 62% of respondents showed negative attitudes towards the introduction of new oriental medicine specialties. The private oriental medical practitioners were more likely not in favor of adding new medical boardmanship. The reasons of objection were as follows : First, it is more important to enrich the existing oriental medical boardmanship (70%). Second, the newly established specialties are most likely to be weakened(15%). The study revealed that the first and most likely specialties to be introduced was Chuna(18%), subspecialization of oriental internal medicine (15.8%), the next oriental family medicine (15.1%) and so on. And the second specialties to be desired most by the respondents were (1) cooperative medicine between the westem and oriental medicine (28%), (2) oriental preventive medicine (17.4%) and (3) oriental family medicine (16.8%). Caution must be exercised in introducing new oriental medicine specialties. The failures of western medicine in the operation of its specialist production should carefully by examined here.

  • Since the introduction of new health technology assessment in 2007, benefit coverage process of health insurance related to new health technology has become an upgraded system through the evidence-based decisions. As a result of enforcing this system for 10 years, however, there have been several rising concerns. It needs to support the insufficient evidence of medical technologies, introduce reassessment system for post management of market entry technologies, and improve evaluation methods and process. In addition, there is the possibility of emerging an unheard-of medical technology, fused various categories like artificial intelligence, robot, information technology, physics and life science in the fourth industrial revolution. Now, new updated system introduced to improve new technology assessment, such as 'limited health technology assessment system,' 'system for postponement of new health technology assessment,' 'one-stop service system,' and 'integrated operation of approval for medical devices and new health technology assessment.' Therefore it needs to prepare the improvement plan for new health technology assessment to be established more advanced system, and we have to resolve concerns by communication with various healthcare experts and patients now and for ever.

  • Inclusive innovation refers to different types and forms of innovation activities or performance by which we can get more for lesser cost and which could cater and meet the needs and demands of more people. The essence of inclusive innovation is to help poor, marginalized and underprivileged sections of society to improve their livelihoods and enable them to climb up the socio-economic ladder. In the current phase of economic slowdown, increasing unemployment and inequalities, World Bank, OECD and various governments are turning towards inclusive innovation as a new source of optimism or even as a new innovation strategy. Whilst it is being reframed or packaged as a novel or a new strategy, one can trace its historical roots to the AT movement and the Gandhian ideas of economy and society in the 1940s and 1950s. These ideas have inspired and influenced a range of individuals, institutions and civil society groups in inclusive innovation.
