Geographical indications are place names (in some countries also words associated with a place) used to identify the origin and quality, reputation or other characteristics of products. Protection required under the TRIPS Agreement is defined in two articles. The purpose of this study is to select the representative geographical indication item of Korea, discuss of the new intellectual property rights, and promote the trade of that product. It is also discussed of a geographical indication registration system and the recognition with international point of view. The international geographical indication protection is strengthening in recent. There are many multilateral and bilateral discussions and talks for geographical indication system. In order to protect excellent Korean products locally and internationally, the 'Quality Management of Agricultural Products Act' has been introduced form July 1, 1999. The geographical indication registration of Korea currently is 31 cases. The geographical indication is limited the regional promotion in Korea. Therefore, it is studied the registered items on the list and analyzed the result of the registration. Consequently, this paper suggests that more effective ways have to be prepared for the systematic management of geographical indications, campaigns for the recognition as a property.
In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limited number of functional harbors, to raise the income of fishermen, and to boost tourism, they have shifted their focus from simple functions, such as vessel evacuation and anchoring, to harbor beautification, which can work as a basis for fishing tourism. This paper shows that the AHP analysis method for prioritizing local harbors in Chungcheongnam-do could aid in the effective selection of target harbors in other cities and provinces.
When the international fisheries order changes following the UN Law of the Sea, the new regional fisheries order is forming among East North Asian states and era of Economic Zones is really coming. In those changes of foreign and domestic fisheries environment, to maintain sustainable growth of the industry in 21st century the North East Asian states plot adjustments to fisheries management, such as introduction of the TAC system and others. The TAC seems to be an appropriate systematic response especially because traditional functions of fisheries management have already demonstrated their limits in regards to fisheries sustainable development. Introduction of the TAC to the North East Asian fisheries not only resolves the inability of traditional fisheries management to develop the industry consequently, but also strengthens the EEZ and existing marine management systems. However, the TAC was born by thewestern industrial mentality, still contains persistent mistakes and is difficult to change. Therefore, its introduction to and implication in North East Asian region might cause numerous problems. From this point of view, introduction of the TAC system will disregard peculiarities of North East Asian fisheries, so main efforts should be concentrated on improving the functions of existing system via consecutive step-by-step approach. In addition, the TAC should be grafted into the existing fisheries system through cooperative management system, creating stable systematic ground and considering scientific and fisheries motives. Especially, TAC system, unlike the traditional fisheries' management system, is scientific, being systematically developed one, and needs to be gradually installed, considering its systematic character. Therefore, the TAC should better be introduced by systematic and scientific approaches, paying more attention to strengthening the existing fisheries system, but not immediately and in the form it is right now. Concluding, introduction of the TAC can not be made considering the outward factors deriving from the UN Law of the Sea without corrections.'h overcome limitations and ineffectiveness of traditional fisheries, most efforts should be concentrated on basic revision of 21st centuries' fisheries and strengthening the functions of traditional fisheries aimed to develop the leading business of marine industries.

The unit-lesson hour of curriculum according to specialist objective school system of fisheries and marine highschool was revised. professional subject 98 unit-lesson hour(52%), normality subject 90 unit-lesson hour(48%), and educational activity of professional subject 10unit-lesson hour, total training activity 10 unit-lesson hour. And the special objective school system need to revise curriculum of 208 total unit-lesson hour.
The construction of Jeju Naval Base was finally completed and donated to the Republic of Korea Navy on February 26th this year. There is no doubt that the new base will contribute to the substantial augmentation of Korea's naval power and maritime security. However, we should note that the new naval base took a long and hard twenty-three years to be completed. In the 21st century, Korea should adopt a new strategy that can fulfill the security requirements of Korea for the new age of international relations. The 21st century is characterized by globalization, and in the world of globalization, a national boarder has become meaningless. In the late 20th century, after the Cold War, trade between countries have greatly increased and so did the importance of the seas. Having transformed from an agricultural country into a commercial country, Korea went from a continental state to a maritime state. Korea has become the 9th largest trading state, and obviously, the importance of the sea has become significant. Korea's national strategic focus needs to be on the sea for national survival. Thus, since the 1990s, the Korean Navy has planned to build the Jeju Naval Base. Jeju, due to its geopolitical characteristics, is extremely important to the 21st century Korea's economy and national security. Jeju is the starting point of the sea route that reaches out to the world, and at the same time, the ending point of the sea route that heads towards Korea. Jeju is located in the center of Northeast Asia and thus, Jeju Naval Base is extremely important for the area's security and order. Jeju Naval Base will be very useful not only for the maritime security of Korea, but also for keeping peace and order in Northeast Asia. Jeju Naval Base was the minimal effort against the six sea route security threats towards Korea. The six sea route threats are: 1) Threat from North Korea; 2) China's Threat towards Korea's sovereignty; 3) China's treat towards Korea's fishery; 4) Threat from Japan; 5) Threat towards Korea's sea routes; 6) Threat from recent phenomena of isolationism of the United States. Jeju Naval Base is built for both warships and civilian ships--such as cruise ships--to use. Just like the United States' Pearl Harbor, Jeju Naval Base will become not only the largest military base, but a beautiful tourist site.

For the improvement of water quality in a harbor, several studies have been carried out on SEB (Seawater Exchange Breakwater) in recent years, but a problem has been shown whereby the water on the inside area far from the SEB cannot be easily exchanged. In order to solve the problem of the SEB, the Manifold channel, a new concept of the SEB, is introduced in this paper. By using the manifold channel, it is possible to exchange the water of the inside area for seawater from the outside. Here, to assess the outflow gates of the manifold channel governing flow behavior, a virtual manifold channel controlled the location, width and direction of outflow gates applied to the Jumunjin fishery port, where the SEB has been established. In addition, the desirable flow pattern of the port by utilizing the two layer current model is identified, and five general cases of the manifold channel are described in this paper. The model is verified by comparing with observation of the SEB model, and the results are in general agreement. From the results of the manifold channel, in the case of the Jumunjin fishery port, the small circulation of counter clockwise is necessary for the water exchange on the inside area, but it should be controlled by the outflow gates for other areas. Using the two layer current model, the desirable flow pattern of the port can be predicted, and the water exchange for the upper and lower layer can be examined. For the practical use of the manifold channel, further studies on the manifold channel will be necessary, and it may then be used broadly for the design of breakwater in the future.

This study aims to establish the integrated system of national protected areas by identifying OECMs which are not officially recognized as protected areas, but effectively and enduringly deliver the conservation of biodiversity and ecosystem service to expand them up to the level recommended by the international community. In order to identify them, candidates for OECMs were listed and it was developed a three-step systematic screening tool based on preconditions, essential characteristics, and sustainable means for conservation outcome of them. As a result of using the tool that considers domestic conditions, seven areas which included Development Restriction Zones, Urban Natural Park Areas, Fishery Resources Protection Zones, Riparian Zones, Natural Recreation Forest Zones, Water Source Protection Areas, and Buffer Zones for Korea National Arboretum were selected as OECMs. And the system of national protected areas was built by integrating them with national protected areas(NPA). Compared with the NPA, the system has been expanded by them and has reached to 17.88%, exceeding the target of 17% for terrestrial and inland water protections. It was proven that they were very effective in enlarging these protections. However, it failed to contribute to the target for marine protections. The expansion of marine protected areas requires different approaches, such as discovering new types of marine protected areas or linking them to biologically important marine areas all over the world.
This study examines, from an economic perspective, the reasons for introducing a resource taxe system into the Korean off-shore fisheries and the type of charges that can be introduced. Following a review of the charging systems in other advanced fisheries, we consider the types of charging scheme and some implications for the Korean off-shore fishing industry. Charges could be used for recovering part of fisheries management cost from the industry(i.e. administration, enforcement, research, etc). This can be justified on the grounds that the fishing industry is the main beneficiary of management and that it should therefore bear at least part of the cost involved. It is arguable that publicly-funded management is in effect a subsidy to the industry. Using charges to raise revenue in excess of the cost of management would represent the extraction of a public rent from the fishery resource, but the short-run financial consqquences for the industry would be significant. Results from a qualtitative analysis suggest that while any new charge will have a significant financial impact on the industry in the short run, a landings tax would have a lesser impact on fleet structure in the long run. The study also considers the possibility of a capital gains tax on license sales in order to recover some rent from the industry. Despite any short run-financial consequences, making the fishing industry pay for at least some of the cost of management could benefit the industry as a whole if there were more cooperation between industry and managers as a result. It is acknowledged, however, that there could be disputes over the relative management costs of different sectors of the industry. Even though this study makes few specific recommendations about charging the Korean off-shore fishing industry, it does advise that the issue be reviewed on the basis of the entire Korea fisheries. Finally, the study notes that insufficient data are available on the economic performance of the Korean off-shore fishing vessels and it recommands that a comprehensive system for the collection of costs and earnings data be put in place. It also suggests that MOMAF pay much attention to the permit right market and its transactions.

Net washing in a fishery involves considerable labor and is a time-consuming process; it also causes severe environmental pollution. In this study, we developed a net hauler for washing fishing nets. This hauler can be used to simultaneously haul and wash the net. We devised the revolver structure of the net hauler in order to resolve the net slip problem. The net hauler can be used by itself for washing small-sized nets, or it can be used in an auxiliary washing step in case of a large-sized net. Further, the component installed in the net hauler for unraveling the net improves the net washing performance of an automatic net washer. During the experiments conducted using the prototypes of the new net hauler, the net did not slip and the desired washing performance could be achieved.
In order to develope a new kind of fermented milk, basic studies on several lactic acid bacteria and yeasts were conducted, 8 kinds of alcohol fermented milk were manufactured and sensory evaluation was undertaken. The results obtained are summarized as follows: 1. Four kinds of lactic acid bacteria were isolated, among which Y-2 strain was strongest in acid productivity and it was elucidated that acid productivity of all strains was stornger in synthetic medium than in milk medium. 2. The pH in milk medium inoculated with Y-2 strain and incubated at $30^{\circ}C$ for 24 hours was dropped from 5.8 to 3.8 and fluctuation in amino nitrogen content was found during incubation. 3. The pH in milk medium inoculated with K. fragilis and incubated at $30^{\circ}C$ for 7 days was dropped from 6.2 to 5.2 and amino nitrogen content was in the range of $0.12{\sim}0.27mg/ml$. Alcohol productivity of K. fragilis was stronger than E-2 and E-4 strain but no difference in alcohol productivity was found between milk medium and synthetic medium. 4. The repression in growth and acid productivity of lactic acid bacteria was recongnized if inoculated after inoculating yeast firstly. 5. Alcohol productivity was increased rapidly at the end of acid production of lactic acid bacteria if lactic acid bacteria if lactic acid bacteria and yeast were inoculated simultaneously. 6. Sensory evaluation showed that the product that alcohol content and acidity were 1% and 0.8% respectively had the best palatability(p<0.01). 7. Chemical composition of final product was similar to that of milk koumiss in ash, protein and moisture content.
