A Study on the Construction of B New Town in Gyeonggi Province and the Establishment of Public Libraries (경기도 B신도시 건설과 공공도서관 건립에 관한 연구)

  • Establishing public libraries is more convenient in new towns than in older cities. This is because public libraries can be established during the construction of new towns. This study examined how public libraries were built in B new town, which is one of the first new towns constructed in the capital region of Korea. B new town has problems that not even one public library was operated before the people moved to the B new town and that establishing public libraries was not finished when the construction of the new town was completed. The number of public libraries is not enough in B new town. In conclusion, there are many problems in establishing public libraries in B new town.

  • The Seoul Housing Corporation pronounced an alternative design competition and a bidding for Eunpyeong New Town in December of 2004. At first many construction companies were interested in the first New Town Project. But at last a few companies had proposed the alternative design and construction cost. This project needed a conjunction of design ideas and technology know-hows. And the client wanted the brand power of construction company. Ultimately the Corporation hoped that the first New Town Project will end up with high quality successfully. This competition had started with the original construction drawings. Then it needed some alternative ideas and the lowest cost. There were two drawings of non changeable part and changeable part. Non changeable parts are structure like housing unit plan, underground parking lots. Changeable parts are outdoor layout, interior design and building facade. So we tried all ideas of landscape technology and design principles within limited guidelines. The author applied new technology like tilted rooftop greening and sustained container greening on high-rise apartment house. This green technology will be the first trial in Seoul and in the world as well. Daewoo Corporation have accumulated greening technology through the researches by national funding since 2002. Through this New Town Project the green technology will go forward step by step.

A Study on the Construction of P New Town and the Establishment of a Public Library (P 신도시 건설과 공공도서관 건립에 관한 연구)

  • This study aims to make the establishment of public libraries that can provide the best use and services in the construction of new towns in the future. The study aimed what problems there were related to the establishment of public libraries during the construction of P new town. For carrying out the study, literature review, field study, and interview methods were used. The study reveals the following problems. First, there was no plan to build a public library in the early stages of the construction P new town development plan. Second, in the establishment of a public library, there was discrimination among the three new towns. Third, the number of public library is insufficient. Fourth, the size of the public library is not sufficient. Fifth, the location of the public library is insufficient.

  • New Seoul Town is a new town in Seoul Mapo-Gu, Which is planed by Seoul metropolitan government. There are Nanji Waste reclaimed land and Seoul world-cup stadium, which is under construction in the new town. This study is executed for urban nature conservation by assessing the biotope in the new town. The biotope map is mae by the selective mapping method, and assessing the biotope is executed by a quick method, which is originated with R. Wittig and Scheriber(1983). The assessment criteria include the period of development, area, rarity and variety of habitat condition. In the result from this study, biotope type of the new town is classified eight types, and all biotope type is valuable for nature conservation. The reason of this result is because of little natural area which is rice field, farm field, forest, swampy land, etc, except New Seoul Town, in Seoul Mapo-Gu. And so, Biotope in New A Seoul Town, must be conserved and restored in new town urban planning.

  • New town development project which has manifold operations is usually on a large scale and its spin-off spreads widely. Although international new town development market is widely increasing, new town development market in Korea is now decreasing. Thus, Korean public new town development company which has a lot of business experiences in local new town development market is now facing the necessity of making a foray. This study had a Focus Group Interview with people who experienced in international construction market to set up the core factors of international new town development market. After that, Importance Performance Analysis and Content Analysis were performed with questionnaire to determine the present condition of Korean public new town development company.

  • Recently, domestic construction companies have been moving towards overseas markets due to decreasing orders and an increase in competitiveness within the domestic market. However, there is a higher risk involved in the overseas construction Industry than in the domestic construction industry. Especially, because domestic construction companies lack development's experience, such a companies have a weakness of hidden risk factors. For Overseas New Town development project's success of domestic construction companies, preferentially, It Is necessary to deduce and analysis of risk factors in real estate development phases. This study would possibly be able to provide the preliminary data for Overseas New Town development projects in the future.

Examining the Urban Growth Process of the 1st New Town -Focusing on the Keyword Network Analysis of Newspaper Articles using Text Mining- (1기 신도시의 도시 성장 과정 고찰 - 텍스트마이닝을 이용한 신문기사의 키워드 네트워크 분석을 중심으로 -)

  • The purpose of this study is to explore urban issues that have arisen in the urban growth process of the 1st New Town for about 34 years since its construction through newspaper articles. For this purpose, newspaper articles related to the 1st New Town were collected using web crawling, and content analysis was conducted based on text mining. The main findings of the study are as follows. First, in the early stages of the construction of the 1st New Town, issues were diverse in the following six sectors: living service facilities, real estate, transportation, urban development and maintenance, safety, and housing supply, but gradually narrowed down to those of real estate and urban development and maintenance. Second, during the new town construction and urban stabilization stages, the network structure centered on 'Seoul' was maintained, which can be explained by the fact that the 1st New Town was geographically located on the outskirts of Seoul, and many articles compared the issues to Seoul. Third, the issue of urban aging appeared from the 10th year after construction, and the discussion on urban reorganization due to urban aging began in earnest from the 30th year after construction. The significance of the study is that it explored the urban issues that occurred throughout the urban growth process of the 1st New Town, and can be used as a basis for preparing a plan to reorganize the 1st New Town.

  • The purpose of this study is to examine the actual experience in establishing public libraries in I New Town, and then to propose how to build properly public libraries when new towns are constructed. In the case of I New Town, four public libraries were built in good locations but with considerable delay, and one of them was built 18 years after the new town plan was established. Those libraries are relatively bigger than the average public libraries in Korea, but their organizational structures are not ideal at all.

A Study on the Establishment of New Town Competitiveness Model (신도시의 경쟁력 모형 설정에 관한 연구)

  • This study aims at understanding both the mechanism of new town's competitiveness and its normative pursuit. For the purpose the study steps as follows; (1) Defining operationally cities' competitive power by means of analytic interpretation of substantial nature involved in the preceding studies, (2) Finding some lessons for the desirable development suggested from the history of new town construction in England, France and Japan, where the spatial needs for solving urban problems were exploded after the Second World War, (3) Focusing to agendas regarding development, for example, sustainable development, (4) Recognizing differences between competitiveness of cities and that of new towns and finally (5) Building the model of new town competitiveness, which explains what makes the competitiveness and what kind of effort are necessary for acquiring the advantage. As the result of the process this study concludes that the competitiveness is caused by, or composed of 4 factors. They are Self-sufficiency, Identity, Innovativeness and Sustainability. This frame can be named SIIS-model of new town competitiveness. But there should be contingent and elastic approach in adaptation of these factors to a specific new town, considering its own goal, scale and other situation. The model established in this study is expected to be a analytical frame for the follow-up studies on finding problems and seeking directions of new town development in our country.

Influence of New Town Development on the Urban Heat Islands - ln the Case of Pan-Gyo Area and Bun-Dang New Town - (신도시 개발이 도시열섬 형성에 미치는 영향 - 분당신도시와 판교지역을 중심으로 -)

  • The main purpose of this research is to discuss the urban heat island which will be caused by urbanization, especially by the construction of new town on a wide green zone. Over the last ten years, five new towns have been developed around the Seoul metropolitan area. However these new towns become bedroom communities and create traffic problems between Seoul and its surrounding areas because of an increase in population and a lack of roads and other infrastructures. The construction of another such new town is under consideration in the Pan-gyo area. But it is important that Pan-gyo remains a wide green zone. Many studies show that green space can play an important role in improving urban eco-meteorological, ameliorative capability and air hygiene. The objective of this study is to analyze the urban heat islands of Bund-Dang Si which was constructed in 1996 and of the Pan-Gyo area planned as new town. To investigate the local thermal environment and its negative effects caused by change of the land use type and urbanization we used LANDSAT TM images for extraction of urban surface temperature according to change of land use over 15 years. These data were analyzed together with digital land use and topographic data. As a study result, we found that the thermal island of this area from 1985 to 1999 rapidly increased with a difference of mean temperature of more than 12'E. Before construction of Bun-Dang Si the temperature of this area was the same as the forest, but during the new town construction in 1991, an urban heat island developed. The temperature of forest with a size of over 50% of the investigation area was lowest, which leads us to conclude that the forest cools the urban and its surroundings. The mean temperature of the residential and commercial area is more than +4.5$^{\circ}C$ higher then forest, so this method of land use is the main factor increasing the urban heat island. Urban heat islands and green space play an important role in urban wind systems, i.e. Thermal Induced Air Exchange and Structural Wind Circulation, because of their special properties with regard to energy balance between constructed urban and land. The skill to allocate land use types in urban areas is a very important planning device to reduce air pollution and induce the fresh cold air from green space. An urban climatic experiment featuring a numerical wind simulation study to show the air corridor will be published in a following research paper.
