  • This article aims at the study on Improvement of legal System which is related to automated vehicles in the era of the 4th industrial revolution. Legal aspects of driving automation have two view points. One is to permit a automated vehicle, the other is to regulate the behavior of driver on the road. Signifying elements of the 4th industrial revolution are IoT, AI, big data, cloud computing etc. Automated vehicles are the imbodiment of those new ICT technologies. The vehicle management act(VMA) rules about vehicle registration and approval of vehicle types. VMA defines a automated vehicle as a vehicle which can be self driven without handling of driver or passenger. Vehicle makers can take temporary driving permission for testing and research the driving automation. Current definition of automated vehicle of VMA is not enough for including all levels of SAE driving automation. In the VMA must be made also a new vehicle safty standard for automated vehicle. In the national assembly is curruntly pending three draft bills about legislation of artificial intelligence. Driving automation and AI technologies must be parallel developed. It is highly expected that more proceeding research of driving automation can be realized as soon as possible.

  • In 2023, the Cultural Heritage Administration of Korea is transforming a system that has been in existence for the past 60 years. In these circumstances, an increasing recognition of the need for such changes is intended to start the study of the historical context in the conceptual development of cultural heritage. The employment of imported concepts of heritage created the demand for understanding at least the original contexts. Many European concepts have been introduced. In this study, the French Revolution is selected as the starting point for historical research on conceptual development. France opened a new horizon to national heritage since the establishment of the Republic at the end of the 18th century. The French Revolution placed monuments denied by the collapse of the Ancien Regime back into the boundaries of protection. In this process, the Commission des Monuments and the Commission Temporaire des Arts were created. There were limits to conservation activities in the context of the revolution and war. However, it is meaningful in that they established conservation principles with instructions and created new value for looking at monuments. It was pioneering in that it demonstrated the perspective of national heritage. This is significant because the top flow of conceptual development has led to a monument historique, bien culturel, and patrimoine culturel in France. This history provides a universal essence and has great implications for Korea as a divided country

  • In the course of the emergence and development of new ICT technologies and services such as Big Data, Internet of Things and Artificial Intelligence, the future will change by these new innovations in the Fourth Industrial Revolution. The future of this fourth industrial revolution will change and our future will be data-based society or economy. Since there is personal information at the center of it, the development of the economy through the utilization of personal information will depend on how to make the personal information protection laws. In Korea, which is trying to lead the 4th industrial revolution, it is a legal interest that can not give up the use of personal information, and also it is an important legal benefit that can not give up the personal interests of individuals who want to protect from personal information. Therefore, it is necessary to change the law on personal information protection in a rational way to harmonize the two. In this regard, this article discusses the problems of duplication and incompatibility of the personal information protection law, the scope of application of the personal information protection law and the uncertainty of the judgment standard, the lack of flexibility responding to the demand for the use of reasonable personal information, And there is a problem of reverse discrimination against domestic area compared to the regulated blind spot in foreign countries. In order to solve these problems and to improve the legislation of personal information protection in the era of the fourth industrial revolution, we proposed to consider both personal information protection and safe use by improving the purpose and regulation direction of the personal information protection law. The balance and harmony between the systematical maintenance of the personal information protection legislation and laws and regulations were also set as important directions. It is pointed out that the establishment of rational judgment criteria and the legislative review to clarify it are necessary for the constantly controversial personal information definition regulation and the method of allowing anonymization information as the intermediate domain. In addition to the legislative review for the legitimate and non-invasive use of personal information, there is a need to improve the collective consent system for collecting personal information to differentiate the subject and to improve the legislation to ensure the effectiveness of the regulation on the movement of personal information between countries. In addition to the issues discussed in this article, there may be a number of challenges, but overall, the protection and use of personal information should be harmonized while maintaining the direction indicated above.

So this time animation are things that are the subject of academic research studies or analysis has been depreciating almost uniformly without evaluation. However, of all the cultural and artistic creation it is developing in its own specific historical conditions and has the aesthetic results. This paper puts the primary purpose is to hold in consideration the aesthetic principles that led to cultural and artistic creativity and objective perspective the achievements the Chinese animation of the time period of the Cultural Revolution. Cultural Revolution is avoided to the previous period in accordance with the socialist ideology of Mao Ze-dong(毛澤東) sikindaneun highlight the culture of the proletariat and placed our goal to create a new class culture. • In the area of new millennium of twenty first century, one of the urgent and critical research issues in commerce area is the regenerating of new business opportunities from the high value added perspectives. With this motivation, in this paper, we create new on-line e-businesses with the speed of lightning their affiliated supply, finance and business communities - which are involved in more and more tightly connected, open trading - we find that we need to deal with hundreds of business collaborative partners, millions of buyers and sellers while we have to face incompatible IT systems. Challenges of new business opportunities linking multi-enterprise data and processes cost effectively, reliably and securely in real time remains an open area in e-business. This challenge we shall describe as the problem of synchronization of multiple enterprise collaborative e-business opportunities (production related), value (finance related), business (operations related) in new business opportunity and infrastructure integrated all together over the off-line and online basis. It brings a new e-commerce opportunities infrastructure into this profitable challenge: by extracting and tracking new business information, new trends in the events of e-business processes. The transformation of the traditional commerce into this type of electronic based commerce can be interpreted as new Cultural Revolution. The revolution will be a new paradigm crossing over the geographical, and organizational zone, restructuring enterprise business process infrastructure.

  • Inclusive innovation refers to different types and forms of innovation activities or performance by which we can get more for lesser cost and which could cater and meet the needs and demands of more people. The essence of inclusive innovation is to help poor, marginalized and underprivileged sections of society to improve their livelihoods and enable them to climb up the socio-economic ladder. In the current phase of economic slowdown, increasing unemployment and inequalities, World Bank, OECD and various governments are turning towards inclusive innovation as a new source of optimism or even as a new innovation strategy. Whilst it is being reframed or packaged as a novel or a new strategy, one can trace its historical roots to the AT movement and the Gandhian ideas of economy and society in the 1940s and 1950s. These ideas have inspired and influenced a range of individuals, institutions and civil society groups in inclusive innovation.

  • In the era of the 4th Industrial Revolution, new technologies such as artificial intelligence, big data, cloud, Internet of Things, and blockchain are being developed and applied to new industries. Blockchain has the characteristics of decentralization, security, and transparency, so it can serve as a core technology for developing new growth industries. Blockchain is provided as BaaS (Blockchain as a Service), but it is not easy for users who are introducing or building blockchain to choose BaaS. In this study, we identify evaluation factors and develop a decision-making model using fuzzy theory and AHP for BaaS selection. Eventually we aim to help companies choose the best BaaS and develop and commercialize blockchain-based services by developing a new decision-making model for BaaS selection.
