A Study on the Application of Interactive Visualization Techniques to the Collections of the National Archives of Korea (기록물의 인터랙티브 시각화 적용에 관한 연구 - 국가기록원 기록물을 중심으로 -)

  • As the amount of digital collections has been increasing, a new approach is needed to improve access to records. Interactive visualization allows users to more easily browse and navigate across large collections. Cultural heritage institutions in the United States, United Kingdom, and Australia introduced interactive visualization techniques to diversify ways by which to access archival records. This study aims to propose a method for applying interactive visualization to archival collections. It began with an analysis of interactive visualization cases in overseas cultural heritage institutions. Based on the analysis, a visualization of the collections held by the National Archives of Korea using various interactive visualization techniques was suggested.

  • The purpose of the study is to reformulate the roles of local archives, reflecting the new archival paradigm. Archives management of local authorities is different basically from that of central administration agencies. This paper analyses four stages of archival paradigm shifts in Western archival communities, and finds some implications for roles and responsibilities of local archives and local archivists. Finally, it suggests the directions of local archives management and revision of related articles in Public Records Management Act.

  • With the development of information technology, users can freely search records and archives without the involvement of archivists. However, existing records retrieval systems show only partial search results, which do not consider the users' intention. To overcome this problem, semantic web technology is being developed, and the International Council on Archives (ICA) is working to develop RIC (Records In Context), a new archival description standard, which reflects the trend. The conceptual model for archival description and its ontology of RIC are the basis for implementing semantic-based retrieval. In other words, it is necessary to consider the viewpoint of the users on how the records retrieval based on meaning should be designed and provided. Therefore, this study selected three cases of systems, which are built as semantic web technology, and conducted interviews of the users for the evaluation of the systems based on user experience. This study proposes the kind of interface that can be implemented for the ontology-based record retrieval system.

  • The record continuum theory is now being studied in Australia, wherein the segregated record management of current, semi-current, and past records based on the temporal flow of the life cycle theory are being critcized. In addition, it emerged as a new paradigm for electronic record management without time and spatial constraints. Moreover, it is recognized as a logical and conceptual entity rather than as a fixed physical object. It also makes it possible to record multiple records in consideration of the complex, multidimensional environment of records. Based on this record continuation theory, the current information and communications technology (ICT) is applied to the four axes and dimension of the record continuation diagram of theoretical researcher Frank Upward. The researchers aim to realize a video recording management method suitable for the electronic record age.

A Study on Bangnyeong in Focused on Records during Han Period (한대(漢代)의 기록을 중심으로 한 방령(方領)에 관한 연구)

  • Bangryeong generally means rectangular collars at present. However, it is estimated that there would be Bangryeong in different shapes besides rectangular shape in ancient times, but there is no accurate evidence. The dispute on the shape of Bangryeong started with the records in Yegi(禮記) and Simui written during Zhou period, China, the oldest records on Bangryeong. However, there are no remains or paintings(pictorial data) accurately proving the different shapes of Bangryeong. While the new shape of Gokgeop(collar of Simui) was mentioned by Zhu Xi during Song period, it was not accurately verified. There are almost no literature, excavated objects or pictorial data on the shapes of Bangryeong which are not definitely identified. The shape of Bangryeong is identified to a certain extent by objects excavated or pictorial data during Yuan and Ming period. There will be definite reasons why Zhou Xibao and Hua Mei, the scholars in China, the y-shaped collar rolled on the chest among the objects excavated during Warring States Period as Bangryeong or Guryeong. Thus, this paper investigated the notes and description in Yegijeongui(禮記正義) and the records and notes during the Han period which are mentioned most frequently except Yegi among the records on Bangryeong. Accordingly, this paper identified that there are different shapes of Bangryeong except rectangular shape during the Han period. It is estimated that Bangyeong at that time had symmetric collars, the collars of Jikryeong which are not overlapped. The collar section after the neck section was straight. It was also said that Bangyeong was women's clothing. In other words, Bangyeong in the Han period suggests that the collar of Jikryeong was Bangryeong. As discussed above, Bangryeong has the long history and different meanings by period. However, it is very difficult to accurately define Bangryeong because there are almost no records on it. Nevertheless, Bangryeong will be discussed more in further study.

A Study on the Implementation of ROK Army Records Management Policy : Limitations of the Street-Level Bureaucracy Model and Proposal of the Policy Network Model (육군 기록관리정책의 집행맥락에 관한 연구 일선관료제 모형의 한계와 정책네트워크 모형의 제안)

  • The purpose of this study is to propose a model that can polish and improve the ROK (Republic of Korea) Army's records management policy in a new records management environment by analyzing the context of policy implementation. In this study, two distinct and different policy cases were analyzed using different models for policy analysis such as the case of the records management system of the ROK Army with the street-level bureaucracy model and the case of the archives personnel within the ROK Army with a Policy Network model. The results from the comparative analysis with both cases state that the street-level bureaucracy model has limitations in analyzing even a policy implementation case when multiple actors are involved. At the same time, a network policy model is useful in identifying the problematic points that need improvement in the case. Based on these results, some improvements for effective records management in the ROK Army were proposed. This study follows the approach of the two distinctive case studies from the perspective of policy science-a view that no archive researcher has ever explored before.

  • Record continuum is a theory providing the basis for archival science in the paradigm shift to the electronic record environment. However, critical analysis of it has been hardly performed so far, as it is still in development, and its core is a new perspective on records different from the life cycle model. Therefore, for further understanding of the significance and limitations of record continuum in the electronic record environment and performance of more in-depth theoretical development, an analysis of the meaning and nature of records contained in record continuum logic is essential. Given that record continuum does not define a record separately, the meaning and nature of records it contains in the recent electronic record environment are examined through the analysis of axis and dimension in a record continuum model.

  • It is time to prepare for the imminent development from the field of records management through decentralization to the records management of the new age in accordance with the flow of decentralization. To overcome a centralized record management system, more archives should be established to realize autonomous and decentralized records management. In accordance with the shift to a full-scale electronic record management environment, the appropriateness and effectiveness of the three-phase system of processing-archival-permanent record management based on physical transfer should be reviewed in terms of transfer cost and work efficiency. The archives should function as institutional archives to carry out the continuous volume record management and the autonomous record management at the institution level. This study examined the possibilities and implications of the archives to expand their functions as archives of institutions for the decentralization of record management and information governance orientation. In addition, the study diversified the types of records management institutions as a way to accomplish this and determined a way to design the functions of archives that integrate the current-end-end-end records management. At each level, institutions should set up archives based on their circumstances and aim at information governance at the level of each archive. Moreover, each archive level should establish a horizontal network to govern record information management.

Improvement Plan for Evaluation System of Records Management in Public Institutions : Focused on Introducing Self-evaluation System (공공기관 기록관리 평가제도 개선 방안 자체평가제도 도입을 중심으로)

  • The records management evaluation system is a system operated by the National Archives of Korea since 2007 based on the 「Public Records Management Act」. As the environment of public records management changes dramatically, there is a growing perception that fundamental improvement is necessary in the operation of this evaluation system. In particular, it is required that the most emphasized area is the customized methods based on the type and characteristics of the institutions. This study focused on the self-evaluation method, which aims to strengthen the autonomous evaluation capability of institutions as a new records management evaluation system in public institutions. In particular, the needs to change toward the self-evaluation method is described in relation to the diversity of the institutions to be evaluated, the specificity of the organizational structure of the archives, and the hierarchy and individuality of the institutions. A self-evaluation system (draft) was designed by which an institution diagnoses the records management work by itself, which aims to improve the level of performance. It also covered the development of evaluation items and indicators, the step-by-step application, and the legal and operational aspects to run the records management evaluation system in phases in public records management practices.

Record management system and Registry System in the Gabo Reform (갑오개혁기 기록관리제도와 등기실체제(Registry System))

  • One of the features of record management during the Gabo Reform is that the documents office controled producing and distribution of records. The records completed the operations were sent the record office and classified and arranged. previous researches understood this record management system during Gabo Reform were introduced from Japan. This article clarifies that new record management system settled through Meiji Restoration were introduced from German(Prussian) registry system at the time. However, German registry system managed current records and this system was based on modern record management system which open the records to the public with archives. Japan accepted only registry system, current record management system of German, and didn't established archives at Meiji regime. It is same with Joseon Dynasty during the Gabo Reform regime. Therefore, the record related regulation at the Gabo Reform regime could not be judged to be a modern system. The regulations on records at Gabo Reform regime had no terms about people's right or open the records to the public which decides modern record regulations. The meaning of record system during Gabo Reform regime is that the value of records and name of organizations coincides with record life cycle. The documents office managed current records and record office classified and filed closed records. Concept of "current record=document=documents office, non-current record=record= record office" didn't succeed to today. The term 'record' is used as current record or non-current record without difference.
