This article adapts the democratic approach to the National Archives System. We must now search for a new archival landscape. Authors are agreeing that democracy is a basic principle for the new national archives model. This research looks into the direction of reform of the national record organizations in terms of individuality, integrity, and professionalism. It is, the fact that there are discussions rising on the need to reform the national records organization in the recent perspective of democracy. Democracy is a system that takes responsibility of even the results. This article describes all the discussions on what the best model for national archives system could be. In this social regulation, the archives carry out a noble mission of accountability. The discussion that suggests a clear perspective of democracy must be taken in to notice. Authors try to represent the voices of records managers. They also argue that records managers are the common wealth for our society. The national archives system is now the signature for the moral identity of national ruling powers. We argue that the new archives model should be derived from the point of the Candle Revolution.

Education and training of technical staff for the new generation technological equipment has a vital importance for developing countries in order to maintain sustainable development and keep up with new generation technologies. Mechatronics the synergistic combination of mechanical, electronic and software engineering from an engineering perspective to serve the purposes of controlling advanced hybrid systems is a product of new generation technology which can be given as a sample to this phenomenon. Recent marine engines are combination of heavy industry with high technology. Nowadays, ships are built in full automation and equipped with computer controlled mechatronics systems. However, finding qualified officer and engineers who can operate, maintain, control and repair when it is required such full automatic systems with knowledge of a new generation system became a serious issue. Due to importance of this fact STCW Manila amendment has new training and certification requirements for electro-technical officers. In this paper, Mechatronics applications on ship are introduced, importance of it highlighted and a new syllabus is proposed for the training of marine engineers to be nurtured with mechatronics knowledge as it is required.

This phenomenological study is to understand the meaning and essence of experience from the perspective of a New Yorker. Participants were 11 Korean single women around 30 years old who work as fashion designers or advertising designers living and working in New York. Data were collected from November, 2013 to February, 2014, and one-to-one in-depth interviews were performed for data collection. Data analysis used the descriptive phenomenological method proposed by Giorgi. Phenomenological research is useful to understand the meaning of the experience for select cases and is used as an epoch and free variation method. The study results were identified from 70 common meanings to 14 exposed themes and 4 essentially themes from a gentile New Yorker's experience. The 4 essential themes were as follows. 1) Self-realization at the highest stage, 2) Indulge in the advanced culture of affluence and freedom, 3) Collapsing every day in depressed foreign workers, and 4) Becoming a rootless gentile New Yorker.

In this modern era of technology and information, e-learning approach has become an integral part of teaching and learning using modern technologies. There are different variations or classification of e-learning approaches. One of notable approaches is Personal Learning Environment (PLE). In a PLE system, the contents are presented to the user in a personalized manner (according to the user's needs and wants). The problem arises when a new user enters the system, and due to the lack of information about the new user's needs and wants, the system fails to recommend him/her the personalized e-learning contents accurately. This phenomenon is known as cold-start problem. In order to address this issue, existing researches propose different approaches for recommendation such as preference profile, user ratings and tagging recommendations. In this research paper, the implementation of a novel interaction-based approach is presented. The interaction-based approach improves the recommendation accuracy for the new-user cold-start problem by integrating preferences profile and tagging recommendation and utilizing the interaction among users and system. This research work takes leverage of the interaction of a new user with the PLE system and generates recommendation for the new user, both implicitly and explicitly, thus solving new-user cold-start problem. The result shows the improvement of 31.57% in Precision, 18.29% in Recall and 8.8% in F1-measure.

The objective of this study is to use the Korean Automobile Industry to exemplify typical problems with Korean capitalism by studying the structural characteristics of the Asian New Industrialization movement and analyzing the establishment and reorganization of the Korean Big Three System. Through comparative analysis taken from previous research, it was found that the Asian New Industrialization movement emphasized not only exports also but also included the importing of parts to Japan. Additionally, the pattern of development, technical accumulation, and other characteristics of the automobile industry were analyzed from the perspective of the Asian New Industrialization movement. Since the start of this movement is closely associated with the history of Korean capitalism, we have also analyzed the structural characteristics of the Korean New Industrialization movement. Through this analysis, that the study clearly shows that the Korean Automobile Industry has the framework characteristics of the Asian New Industrialization movement.

A public management paradigm matters for public enterprises as it has a direct impact on their business management and the performance evaluation on public institutions by the Ministry of Strategy and Finance. This research reviews key theories about public management that has attracted attention since the 1980s: New Public Management (NPM), New Public Governance (NPG), and New Public Service (NPS). These paradigms represent their unique features in terms of efficiency, networks, and public service, and have their own merits and shortcomings. This research asserts that more integrated and multi-dimensional approaches to the public management theories are needed to effectively cope with rapidly changing environments for public enterprises.

In order to overcome the limitation of market orientation concept, Narver et al. (2004) have extended the original concept into two dimensions, responsive market orientation (RMO) and proactive market orientation (PMO), respectively. Yet, there has been very limited empirical studies that analyzed the differential effects of each market orientation on firm outcomes, especially in the Korean context. We analyze the impact of RMO and PMO on the new product performance in the perspective of SMEs and examine the moderating effect of external factors such as environmental uncertainty and market similarity. The results of this study show that both RMO and PMO have a significant positive effect on the new product performance of SMEs. Also, environment uncertainty shows a negative moderating effect on the relationship between RMO and new product performance, whereas it has positive moderation with PMO. This suggests that focusing on potential customers' needs rather than current needs helps improve firm performance as the competitive environment surrounding the firm becomes more uncertain. Lastly, market similarity showed a positive moderating effect on the relationship between RMO and new product performance, but not on PMO.

The main purpose of this paper is to explore the role of meta-knowledge for knowledge creation and knowledge transformation in cooperative problem solving processes. For this I will discuss what the primary functions of meta-knowledge are from the knowledge representation perspective. The proposed theoretical model is useful to develop a new form of knowledge management support systems beyond the first generation of knowledge-based systems.

The objective of this paper is to survey and put in perspective the existing methods of dynamic filter development. This includes theories and practices for linear and nonlinear filters, multiple model filters, and data association methods for tracking in multitarget environment. The presentation of this paper is motivated by recent surge of interest in the area of designing feedback control systems with reduced number of sensors, detection and identification of abrupt changes, and multitarget tracking in clutter. It is hoped to be useful in view of the need to take a grasp of existing techniques before using them in practice and developing new techniques.

It is an hot issue to reduce vibration for improving quality, reliability and safety in railway vehicles including magnetic levitation, monorail way, surface car etc. This paper aims at literature survey in rolling stocks vibration standards. Firstly, we investigate literature concerned vibration test standards and compare these standards. Secondly, we give some suggestions for future study and developing new test standards.
