Rethinking Korean Women's Art from a Post-territorial Perspective: Focusing on Korean-Japanese third generation women artists' experience of diaspora and an interpretation of their work (탈영토적 시각에서 볼 수 있는 한국여성미술의 비평적 가능성 : 재일동포3세 여성화가의 '디아스포라'의 경험과 작품해석을 중심으로)

  • After liberation from Japanese colonial rule in 1945, there was the three-year period of United States Army Military Government in Korea. In 1948, Democratic People's Republic of Korea, and Republic of Korea were established in the north and south of the Korean Peninsula. The Republic of Korea is now a modern state set in the southern part of the Korean. We usually refer to Koreans as people who belong to the Republic of Korea. Can we say that is true exactly? Why make of this an obsolete question? The period from 1945 when Korea was emancipated from Japanese colonial rule to 1948 when the Republic of Korea was established has not been a focus of modern Korean history. This three years remains empty in Korean history and makes the concept of 'Korean' we usually consider ambiguous, and prompts careful attention to the silence of 'some Koreans' forced to live against their will in the blurred boundaries between nation and people. This dissertation regards 'Koreans' who came to live in the border of nations, especially 'Korean-Japanese third generation women artists'who are marginalized both Japan and Korea. It questions the category of 'Korean women's art' that has so far been considered, based on the concept of territory, and presents a new perspective for viewing 'Korean women's art'. Almost no study on Korean-Japanese women's art has been conducted, based on research on Korean diaspora, and no systematic historical records exist. Even data-collection is limited due to the political situation of South and North in confrontation. Representation of the Mother Country on the Artworks by First and Second-Generation Korean-Japanese(Zainich) Women Artists after Liberation since 1945 was published in 2011 is the only dissertation in which Korean-Japanese women artists, and early artistic activities. That research is based on press releases and interviews obtained through Japan. This thesis concentrates on the world of Korean-Japanese third generation women artists such as Kim Jung-sook, Kim Ae-soon, and Han Sung-nam, permanent residents in Japan who still have Korean nationality. The three Korean-Japanese third generation women artists whose art world is reviewed in this thesis would like to reveal their voices as minorities in Japan and Korea, resisting power and the universal concepts of nation, people and identity. Questioning the general notions of 'Korean women' and 'Korean women's art'considered within the Korean Peninsula, they explore their identity as Korean women outside the Korean territory from a post-territorial perspective and have a new understanding of the minority's diversity and difference through their eyes as marginal women living outside the mainstream of Korean and Japanese society. This is associated with recent post-colonial critical viewpoints reconsidering myths of universalism and transcendental aesthetic measures. In the 1980s and 1990s art museums and galleries in New York tried a critical shift in aesthetic discourse on contemporary art history, analyzed how power relationships among such elements as gender, sexuality, race, nationalism. Ghost of Ethnicity: Rethinking Art Discourses of the 1940s and 1980s by Lisa Bloom is an obvious presentation about the post-colonial discourse. Lisa Bloom rethinks the diversity of race, ethnicity, sexuality, and gender each artist and critic has, she began a new discussion on artists who were anti-establishment artists alienated by mainstream society. As migration rapidly increased through globalism lead by the United States the aspects of diaspora experience emerges as critical issues in interpreting contemporary culture. As a new concept of art with hybrid cultural backgrounds exists, each artist's cultural identity and specificity should be viewed and interpreted in a sociopolitical context. A criticism started considering the distinct characteristics of each individual's historical experience and cultural identity, and paying attention to experience of the third world artist, especially women artists, confronting the power of modernist discourses from a perspective of the white male subject. Considering recent international contemporary art, the Korean-Japanese third generation women artists who clarify their cultural identity as minority living in the border between Korea and Japan may present a new direction for contemporary Korean art. Their art world derives from their diaspora experience on colonial trauma historically. Their works made us to see that it is also associated with postcolonial critical perspective in the recent contemporary art stream. And it reminds us of rethinking the diversity of the minority living outside mainstream society. Thus, this should be considered as one of the features in the context of Korean women's art.

The Analysis of the post Catch-up Research in the Public Sector (탈(脫)추격형 공공부문 연구활동의 특성 분석)

  • Korea is in the middle of a transition from the catch-up stage to the post catch-up stage. This requires a new approach, a new perspective, and a new strategy to survive in the new environment. This research investigates the post catch-up research activities in the public sector, including universities and national research institutes. In this case study, the experts and research teams at the highest level in the world are introduced, and research environments and know-how possessed by the experts and research teams are analyzed. The cases shows that the post catch-up research teams have research patterns to open new research field and integrate prior knowledge base with new knowledges from other research field. They succeed in producing highly regarded research results and making research platform for further advanced research.

  • This study aims to analyze the types of occupations that are presented through the illustrations in the elementary school textbooks specifically designated by the government, from a perspective of a digital world.. Types of occupations were analyzed from a perspective of digital world by analyzing the illustrations presented in Korean language, social studies and ethics textbooks of elementary school year 3~6. Occupations that would disappear in future were compared and analyzed from a point of view of a report, "The Future of Employment: How susceptible are jobs to computerisation?". As a result of the analysis, it was confirmed that the occupations presented in the textbook were not reflecting the change of society and occupations, and there was absolutely no reflection of the times at all that highlights SW. This study has a significance for proposing directivity regarding writing of new textbooks at a current situation of new textbook work being processed, based on the 2015 amended curriculum.

  • This paper reviewed outline of Strategic Niche Management(SNM) and its usefulness and limits as policy tool. SNM is based on Multi Level Perspective(MLP) that traces technological innovation and makes transition of lock-in socio-technical system. This approach is one of systematical then traditional one, market failure approach. SNM had get a attention not only as a analytical frame of technological development, but also tool of radical innovation, although its limits of theoretical and empirical immaturity. SNM could provide a new perspective to analysis and action within urgent needs of alternative innovation policy for aging society, news energy policy for sustainable and disaster policy in danger society.

  • Park, Keun-Hye government has just established a new ministry for integrating and managing the policies for science & technology and ICT. From the ICT governance perspective, the new ministry implies separating promotion policies from regulation polices. The current paper aims to present ICT policy implications by providing a perspective on regulation and promotion. A delphi survey was conducted for 32 experts in ICT sector. According to the experts, a clear distinction between regulation and promotion policies is difficult, and thus, integrating regulation and promotion policies looks more preferable. In general, an independent ministry that integrates regulation and promotion policies is mostly preferred. Some suggested an independent committee inside the ministry might be desirable, especially for the broadcasting regulation policy to be independent from the ministry control. The current study proposes tight collaboration between the newly established ICT ministry and the Korea Communications Commission, and in the long term, integrated administration of promotion and regulation policies. In particular, this study emphasizes the importance of the integrated policy management to enhance government policy capacity.

New Method for Vehicle Detection Using Hough Transform (HOUGH 변환을 이용한 차량 검지 기술 개발을 위한 모형)

  • Image Processing Technique has been used as an efficient method to collect traffic information on the road such as vehicle counts, speed, queues, congestion and incidents. Most of the current methods which have been used to detect vehicles by the image processing are based on point processing, dealing with the local gray level of each pixel in the small window. However, these methods have some drawbacks. Firstly, detection is restricted by image quality. Secondly, they can not deal with occlusion and perspective projection problems, In this research, a new method which possibly deals with occlusion and perspective problems will be proposed. It extracts spatial information such as the position, the relationship of vehicles in 3-dimensional space, as well as vehicle detection in the image. The main algorithm used in this research is based on an extension of the Hough Transform. The Hough Transform which is proposed to estimates parameters of vertices and directed edges analytically on the Hough Space, is a valuable method for the 3-dimensional analysis of static scenes, motion detection and the estimation of viewing parameters.

  • This study organized various perspectives on the scope of arts management in terms of business management based on bibliographical speculations and statistical data. Management of arts such as performance art involves organizational management, human resources management, marketing and financial management. However arts management needs a new perspective in terms of access to specific academic area of arts while it can be approached in a derivative perspective of management theories. For arts include professional areas that need aesthetic perspective and interpretation of aesthetic history. As art market were opened where active international exchanges have been made over the past ten years, a new strategic approach in management is needed for major international arts markets such as the U.S.A., Europe and China. Such international arts markets involve international auctions markets, international Biennale, international art fair and overseas advance of galleries. First, we need strategic approaches such as nurturing star artists. Second, large-scale exhibition planning of artistic works from world-famous museums or art museums should be developed.

A Study on Jeungsan's view of Pungsu: Chiefly focused on Jeonkyung (증산의 풍수관(風水觀) 고찰 - 『전경(典經)』을 중심으로 -)

  • Master Jeungsan understood a general view of Pungsu but actually he used the theory of Pungsu in his own religious perspective, transcending it. The theory of Pungsu is different. But the fact that it is premised on the principle of 'in and yang', the five-element principle, the Book of Changes, energy thought, and To chugi piyung, etc. is generally recognized. The three important elements of Pungsu are mountain, water, and direction or man. Pungsu has formal principles such as Gallyongbeop, Jangpungbeop, Deuksubeop, Jeonghyeolbeop, Jwahyangbeop, and Hyeongukron. etc. In the late of Joseon, Jeungsan established a new traditional thought, understanding Bibopungsu, Gukdopungsu, Minganpungsu, etc. However, he reinterpreted them to be suitable to his religious ideal and let his followers understand them as well. In particular, Jeungsan overcame the previous view on earth and expressed a new perspective to enhance earth up to the level of heaven. In the perspective of the traditional world, earth is lower than heaven, but Jeungsan made it a status equal to heaven. He mentioned that in the past, the culture and history of man was influenced by earth's energy but today, at the age of man respect, he put passive man influenced by earth-condition on the more subjective and active status. Even though he mentioned different Pungsu, Hyeongguk, and Hyeolmyeong, he expressed the shape of Pungsu within the construction of three worlds, the one of heaven and earth transcending good or ill luck or a favorable change in fortune. He practised the expedient of Pungsu from the stand of the construction of heaven and earth instead of the usage of Bibopungsu, Gukdopungsu, and Minganpungsu. He diagnosed that the division of the world is caused by the one of earth and tried to solve it. Moreover, he said that Myeongdang(a propitious site) must be the man-orientation rather than the earth-orientation. It means that Pungsu, stressing the energy of earth and turning one's luck, is changing into the world of man-orientation. In other words, Jeungsan diagnosed the world of Pungsu but he ultimately used Pungsu theory in building up his own view of religious world transcending such a theory.

  • Purpose: This paper discusses the intrinsic assumption of one-dimensional relationship between the upper and lower levels in AHP(Analytic Hierarchy Process) for the Preliminary Feasibility Study of National R&D Program. This assumptions has not been questioned in academia and industry so far. Methods: This discussion is induced by understanding the Theory of Attractive Quality (Kano et al. 1984) and explains the limitation of AHP in the preliminary feasibility study of national R&D program. Results: In this paper, we propose a new questioning method based on two dimensional perspective, which is named as 2D-AHP (two dimensional AHP), to overcome the limitation. The main idea stems from the observation that the relationship between the upper and lower levels in AHP can vary depending on the subject of R&D. Conclusion: The two dimensional perspective pointed out in this paper should be more deeply studied in the field of MCDM(multi-criteria decision making) since it can be applied to the more general problems in human decision making.
