In 2000 FFIA , FIA, RDC are united into new corporation. This corporation will manage rural water with TM/TC(Tele-Monitoring/Tele-Control) system. Most systems which were adopted in TM/TC system were Closed Control System which use exclusive network and protocol . Closed Control System can not support new corporation's requirement in water management system. Therefore, new corporation should adopt Open Control System as standard rural water management system. Open Control System support Fieldbus technology, TCP/IP various protocols, programming model, OPC which is essential to the water management program, and so on.

This paper discusses management education by utilizing the cyber education learning system in a web-based. New learning system tools offer great promise for a new contents of management learning. The cyber education learning system a shift from face-to-face lecturing to interactive learning. The situation changes profoundly when information technology becomes develope and education paradigm is shift. By exploiting the digital media. educations, and students, managers can shift to a new, more effect cyber education learning system. The following shift from classic educations to cyber educations learning system: from instruction to construction, from teacher-centered to learner-centered, from school to lifelong, from one-size-fits-all to customized, from teacher as transmitter to teacher as facilitator. Cyber education learning system has an important role to play in management education. Web-based technology is regarded as a general solution to cyber education learning. This study discussed many factors of implementation in cyber education systems and provide utilizing the learning system at main, detail functions. Lastly, management implications of these cyber education utilize are discussed in more detail.

New renewable energy information becomes one of the greatest issues all over the world because of serious environment problems and limited fossil resources. The new renewable energy source information system is treated seriously for efficient management and distribution as dealing with these energy problems. However, it is difficult to manage and utilize new renewable energy information because gathering and surveying information is progressed individually in each research field. Therefore this paper will establish ISP(Information Strategy Planning) and propose the basic management system based-on GIS to analyze new renewable energy such as solar energy, wind power, small hydro, biomass, geothermal etc. and build the integration management system. The proposed integration management system can provide spatial analysis using thematic map, data search, data import/export and interpolation about users' queries.

The purpose of this paper is to design a new management model based on the grill-formed product charscteristic area(PCA) which specify the position of products classified by the level of market and technology. This product characteristic area is composed of 9 cells and the cases sorted by market and technology are analyzed by each cell. Conclusion of this study based on many significant results gained by the various multi-variate analysis is summarized as follows; First, it can be noted that success/failure factor and progress stages are different by each cell. Second, a new management model is designed by combining the Motive Resource, Success/Failure(S/F) factors, and Progress Stages of New Product Development. Third, success products featured a balance between marketing oriented and technically oriented activities. A new attemp that combine S/F factors with development stages by each product cell will be of great usefulness for further study.

New Zealand appears to be a water rich country; however there are considerable water allocation issues. Mostly these revolve around balancing environmental concerns with economic development. The largest economic sector is agriculture which currently utilizes around 80% of the allocated water and has considerable potential to increase in size. The resource management framework that New Zealand has developed over the past twenty years revolves around local decision-making and sustainable management principles. As the demands for water have grown there has been growing concern that this framework is inadequate to deal with the issues of declining water quantity and quality through agricultural intensification. In Canterbury, the region with the highest water allocation and demand, a new approach is being trialed. The Canterbury Water Management Strategy (CWMS) recognizes the need for: ecological restoration for past damage; infrastructure development for increased irrigation; and the need to link infrastructure with more efficient use of water by both existing and new water users. These three elements are recognized as having equal value. The CWMS builds on the local decision-making concept but is deliberately aimed at consensus building in order to remove expensive and adversarial resource management hearings. It is practical enough to recognize that economic development is needed but that it need not proceed in conflict with the environment, but rather can be a means towards environmental improvement.
