Study on Proactive Approach against a New Large-Scale Crisis of the Aviation and Tourism Industry such as COVID-19

  • In the face of the unprecedented crisis of coronavirus disease (COVID-19), the aviation and tourism industry fell without help. The bigger problem is that a crisis like COVID-19 can always come back. A new variant of the virus that is more powerful than COVID-19 may emerge, and another crisis such as a massive war may come. In addition, there may be an unexpected large-scale crisis that could shake the survival of the aviation and tourism industry in place. At that time, the aviation and tourism industry should not be pushed into a survival crisis defenselessly. Taking the experience of the crisis caused by COVID-19 as a crucial lesson, sufficient protection measures should be prepared in advance, and within the protection measures, the overall capabilities of the aviation and tourism industry should be preserved, and preparation should be made for the aftermath of the crisis. There is a need to establish a support system in which financial resources that can be used in crisis situation can be secured in advance, and various support measures can be implemented as effectively as possible by using the secured financial resources. Regarding the preparation for financial resources, various fundraising, insurance, and compensation for losses by the state or local government may be considered as a priority, and in addition, there is a need to continuously consider ways to prepare additional financial resources. On the other hand, in terms of system construction, establishment of the system inside the aviation and tourism industry may need to be considered first, but the improvement of related laws and systems needs to be more actively discussed and related legislation needs to be actively promoted.

  • Gyeongsangnam-do needed an employment stability response policy to induce re-employment of job seekers who retired due to large-scale unemployment and job instability following the employment crisis, and stable settlement and long-term employment after new employment.This study is to confirm the effective corporate support policy as an employment promotion strategy through new recruitment of the employment crisis in Gyeongsangnam-do. A total of 380 companies in Gyeongsangnam-do were targeted for the survey through online surveys and in-person surveys. As a result of the study, as a measure to improve working conditions through financial support for long-term employment stability, first, support for youth-middle-age asset formation of SME workers is required, and second, support for old-age income guarantee for SME workers was proposed. Third, direct corporate subsidies are continuously needed for job promotion and job stability of Gyeongsangnam-do companies.

  • Marine fish aquaculture has been introduced on the East sea since 1964. The production volume of the marine aquaculture has been increasing drastically since 1990 with the technological improvements and the introduction of new species. However, the increasing costs of feed, seedlings and medical supplies and the decreasing prices due to the increase in the imports and domestic production have decreased the profits in the aquaculture business. Futhermore, the damage from the natural disasters such as red tides and typhoons has accelerated the exit from the business. Even though managing abilities to overcome the business crisis caused by the above factors are required, business managers based on the small scale family businesses do not have enough managing abilities to deal with the difficulties in the business. On the other hand, advanced countries in the marine aquaculture such as Norway have reached the stage where the managing abilities of marine aquaculture are similar to those in the manufacturing industry. And the number of large scale aquaculture farms with developed technologies and advanced marketing strategies in those countries is increasing. Considering that the marine aquaculture in Japan under the similar fishery systems of Korea has developed the state-of-the-art management skills or lead to large scale management, it is difficult to expect the decrease in the production costs under the small scale family business in Korea and this will lead to the decreasing competitive advantage over the imported seafood. Therefore marine aquaculture in Korea needs to increase the economy of scale to acquire the competitive advantage. This study addresses the possibility of introducing the large scale aquaculture system in Korea by analysing the factors and process of leading to large scale businesses in the aquaculture in Japan.

  • As the COVID-19 pandemic crisis left developing countries with economic setbacks, it is high time to highlight that innovative technologies lead the digital economy. The big powers including the United States and China are already implementing industrial policies that involve large-scale fiscal expenditures to secure the lives and safety of their people. To prepare for the future up to 2025, this paper reflects opinions of industry-academia-research experts regarding changes in the external environment and industry trends. By reflecting results of focus group interviews and changes in the external environment and industry trends, a new high-level 5X strategy (Digital Transformation, Energy Transformation, Bio Health Transformation, Supply Chain Transformation, and Research Transformation) to solve national tasks required for the existing ten policy demand fields and ten agenda during lower-level policy implementation stages were derived.

  • In the past, the United States has been engaged in large-scale urban development projects as a tool for urban regeneration to revitalize distressed urban areas. On the other hand, large-scale urban development projects have been stalled or discontinued globally since the 2008 economic crisis. Despite this, the Hudson Yard development, which is the subject of this study, has resumed smoothly due to the characteristics of its development structure and rational negotiation process. Most domestic developments depend on the economic circumstances, and the problems that are exposed in a privately led development are repeated; the Yongsan International Business District Development is a representative failure case. This study examined the characteristics of the business structure and the nature of the negotiation process in the Hudson Yard development project in New York City.

  • Thanks to the developments of IT technologies, such critical infrastructures as fundamental structures of energies, material circulations, monetary circulations, and living necessaries are intertwined as well as mutually dependent. In this respect, the fact that national infrastructures are closely related to IT infrastructures implies not only expected benefits to provide diverse information-based services, but also anticipated costs to bring about new dangers. However, in spite of these threats, traditional researchers have not put enough interests in these indirect danger, which yield the damages in broad areas through paralyzing risk management systems, although they have investigated such direct threats as nuclear accidents, conflagrations, traffic troubles, and gasoline accidents. Considering that the tendency to depend on electricity, so-called electrification, which is caused by automation and informationalization, is intensified in all parts of society, the breakout problem as a factor to inhibit securities in information-oriented society is significant. Thus, the problems of large-scale power blackout should be treated as national crises. Also, preparation systems for large-scale power blackout have to be provided quickly. In this paper, with analyzing various cases of large-scale power blackout and investigation the causes of them, researches on the blackout management systems of Korea are to be present, on the basis of national crisis management states which are comprised of protection (mitigating and preparing), responding, and recovering(rewarding).

Trends and its Policy Implications of Copayment System on Office-Based Medical Care during the Last Decade in Korea (의원 외래 본인부담정액제의 변천과 정책적 함의)

  • Korean government had introduced copayment system as cost sharing to office-based medical care in order to reduce the demand for care in 1986. This review focuses on trends and characteristics of copayment on office-based medical care from 1991 to the end of Jan. 2001. Objectives of this study is ${\circled}1$ to analyse historical trends of copayment on office-based medical care during the last decade, ${\circled}2$ to analyse the effect of copayment introduced to office-based medical care on NHI finance, ${\circled}3$ to analyse the changing trends of the size of copayment in utilizing office-based medical care for the past 10 years, ${\circled}4$ to evaluate the meaning of copayment alteration implemented after the introduction of new prescription system and finally ${\circled}5$ to draw a some policy implications from the results of this review. We found that the main purpose of copayment introduction had been reduction in the expenditure of NHI finance. But, the reduction effect of insurer's expenditure has turned out to be negative and NHI finance has been in crisis after the introduction of new prescription system. Also, the copayment level of the insured has increased actually on a large scale. It seems that the introduction of new prescription system has changed the meanings and its policy implications of copayment system.

  • In response to the changing demands of ever competitive market, SK Telecom has built a new marketing system that can support dynamic marketing campaigns and, at the same time, scale up to the large volumes of data and transactions for the next decade. The system which employs Unix-based client-server (using Web browser interfaces) architecture will replace the current mainframe-based COIS system. The project, named NGM (Next Generation Marketing ), is unprecedentedly large in scale. However, both managerial and technical problems led the project into a crisis. The application framework that depended on a software solution from a major global vendor could not support the dynamic functionalities required for the new system. In March 2005, SK telecom declared the suspension of the NGM project. The second phase of the project started in May 2005 following a comprehensive replanning. It was decided that no single existing solution could cope with the complexity of the new system and hence the new system would be custom-built. As such. a number of technical challenges emerged. In this paper, we report on the three key dimensions of technical challenges - middleware and application framework, database architecture and tuning, and system performance. The processes and approaches, adopted in building NGM system, may be viewed as "best practices" in the telecom industry. The completed NGM system, now called "U.key System," successfully came into operation on the ninth of October, 2006. This new infrastructure is expected to give birth to a series of innovative, fruitful, and customer-oriented applications in the near future.

New business opportunity: Green field project with new technology

  • Since 2009 of global financial crisis, shipbuilding industry has undergone hard times seriously. After such a long depression, the latest global shipping market index shows that the economic recovery of global shipbuilding market is underway. Especially, nations with enormous resources are going to increase their productivity or expanding their shipyards to accommodate a large amount of orders expected in the near future. However, few commercial projects have been carried out for the practical shipyard layout designs even though those can be good commercial opportunities for shipbuilding engineers. Shipbuilding starts with a shipyard construction with a large scale investment initially. Shipyard design and the equipment layout problem, which is directly linked to the productivity of ship production, is an important issue in the production planning of mass production of ships. In many cases, shipbuilding yard design has relied on the experience of the internal engineer, resulting in sporadic and poorly organized processes. Consequently, economic losses and the trial and error involved in such a design process are inevitable problems. The starting point of shipyard construction is to design a shipyard layout. Four kinds of engineering parts required for the shipyard layout design and construction. Those are civil engineering, building engineering, utility engineering and production layout engineering. Among these parts, production layout engineering is most important because its result is used as a foundation of the other engineering parts, and also, determines the shipyard capacity in the shipyard lifecycle. In this paper, the background of shipbuilding industry is explained in terms of engineering works for the recognition of the macro trend. Nextly, preliminary design methods and related case study is introduced briefly by referencing the previous research. Lastly, the designed work of layout design is validated using the computer simulation technology.

A Study on Changes in China's Distribution Market and Firms' Response Strategies

  • Purpose - This study investigated the development process of the Chinese distribution industry and analyzed the current status of China's offline and online distribution industries under the development process of the Chinese distribution industry. In addition, the current status of offline distributors in China and representative companies were analyzed as case studies. Research design, data, and methodology - This study analyzed the overall environment of the Chinese distribution industry by using literature data. Then, this study conducted a case analysis using RT Mart and Jingdong, major companies in the distribution industry. Result -The main research results of this study show that the Chinese distribution market has already matured, and retailers are fiercely competing to secure sales and operating profits through various methods such as finding new management methods, improving awareness and customer loyalty by expanding the number of stores. Conclusion -Recently, the characteristic of China's distribution industry is that the boundaries of distribution are breaking down. Chinese retailers are taking strategies to expand the scope of services by erasing the boundaries of distribution. In other words, distribution companies are promoting a borderless distribution strategy in which consumers purchase products online and offline without restrictions on time and space. In addition, small stores in residential areas are on the rise compared to large-scale stores in the city center. The existing distribution industry operates various types of distribution stores to prepare for the post-COVID-19 crisis.
