A facility is built by participating of various parties who are connecting each other by network of contract. Domestic construction industry has been suffering with high cost and low efficiency due to lack of cooperative relationship among companies who participated in the project. The government has tried to resolve this problem by diverse policy support, but practical result has not been realized in the level of satisfaction. This paper defined construction business ecosystem in the aspect of business ecosystem as a network among construction companies based on diverse production system, and diagnosed cooperative business ecosystem in construction industry. For construction business ecosystem to be more cooperative business ecosystem, the result of diagnosis shows that the type of cooperation based capacity and value sharing should be developed and interdependence among companies and cooperative relationship should be durable and reasonable price for construction should be guaranteed for the participant to have a profit from the project.

OTT service, which allows video content to be viewed as a streaming service on the Internet network, has recently attracted a lot of attention, and the number of users is also increasing rapidly. It would be a natural strategy for OTT companies to acquire more content to gain a competitive advantage in relations with traditional media companies and other OTT companies. However, there are research results to show that the investment in facilities by Internet service providers who must transport the increasing Internet traffic from OTT provider to end users should increase as the amount of Internet traffic originated by OTT services also increases. This study empirically analyzed how content investment by Netflix, a leading OTT company, affects its revenue growth and network investment by Internet service providers through a polynomial distributed lag model. And the analysis results show that Netflix's content investment contributes to the company's increase in revenue, and also has an effect on the increase in network investment by Internet service providers. This result confirms that OTT operators' content acquisition strategy is a valid management strategy, and empirically supports the study results that OTT operators need to share the cost of Internet network facility investment.

This study examined the overall feasibility of low carbon green village formed in rural area. The check method is analyzing its environmental and economic feasibility and energy self-reliance. The biomass of the villages was set as 28 ton/day of livestock feces and 2 ton/day of cut fruit tree branches which make up the total of 30 ton/day. The facility consisted of a bio gasfication facility using wet (livestock feces) biomass and combined heat power generator, composting facility and wood boiler using dry (cut fruit tree branches) biomass. When operating the system, 540,540 kWh/yr of electricity and 1,762 Gcal/yr of heat energy was produced. The region's electricity energy and heat energy self-reliance rate will be 100%. The economic feasibility was found as a loss of 140 million won where the facility installation cost is 5.04 billion won, operation cost is 485.09 million won and profit is 337.12 million won. There will be a loss of about 2.2 billion won in 15 years but in the environmental analysis, it was found that crude replacement effect is about 178 million won, greenhouse gas reduction effect is about 92 million won making up the total environmental benefit of 270 million won. This means, there will be a yearly profit of about 130 million won. In terms of its environmental and economic feasibility and energy self-reliance, this project seemed to be a feasible project in overall even if it manages to get help from the government or local government.

Recently, the artificial neural network (ANN) model is a promising technique in the prediction, numerical control, robot control and pattern recognition. We predicted the outside temperature of greenhouse using ANN and utilized the model in greenhouse control. The performance of ANN model was evaluated and compared with multiple regression model(MRM) and support vector machine (SVM) model. The 10-fold cross validation was used as the evaluation method. In order to improve the prediction performance, the data reduction was performed by correlation analysis and new factor were extracted from measured data to improve the reliability of training data. The backpropagation algorithm was used for constructing ANN, multiple regression model was constructed by M5 method. And SVM model was constructed by epsilon-SVM method. As the result showed that the RMSE (Root Mean Squared Error) value of ANN, MRM and SVM were 0.9256, 1.8503 and 7.5521 respectively. In addition, by applying the prediction model to greenhouse heating load calculation, it can increase the income by reducing the energy cost in the greenhouse. The heating load of the experimented greenhouse was 3326.4kcal/h and the fuel consumption was estimated to be 453.8L as the total heating time is $10000^{\circ}C/h$. Therefore, data mining technology of ANN can be applied to various agricultural fields such as precise greenhouse control, cultivation techniques, and harvest prediction, thereby contributing to the development of smart agriculture.

Currently, in Korea, due to the rapid aging and deterioration of facilities, the minimum Maintenance Level and Performance Level' of facilities are required by the 'Facility Safety Act' or 'Infrastructure Management Act'. Since infrastructure assets have a long lifespan and the pattern of deterioration over time is complex, it is very difficult to maintain infrastructure as 'minimum maintenance state' or 'minimum performance state' by the current way of management. 'Asset Management' shall be performed not only by a technical perspective, but also by an accounting perspective such as cost and asset value. However, due to lack of awareness of 'asset management' among stakeholder, only technical perspective management is being carried out in practice. In order to effectively manage infrastructure assets, complex consideration of various asset value factors such as budget and service as well as safety and durability are required. In this paper, we presented a theory to evaluate and quantify the road network value for efficient asset management of the road network. We also presented a method of simulation to apply the theory presented in this paper. Through simulation and the results derived from this study, it is possible to specify the budget for the future national asset management, and to optimize the strategy for the management of old road facilities.

This paper was able to indicate to the results the following thing that attempted a required potential development demand, through the contents and cost analysis in Rural Community Development Project. Nowadays, Rural Areas comparatively have a lot of development demands related to improvements environmental of residence life and construction of Urban-Rural Exchange Facility, on the other and, there is comparatively a few facilities demands regarding agriculture production. Demand is cold storage facilities and agricultural products direct sale facilities expansion to be able to raise value added of agricultural products as facilities related comparatively a little agriculture production, and an improvement of residence life comparatively has a lot of repair environmental uninhabited house repair, river-front and the roadside, rest shelter creation demands. However, that should be forecasted so that aging of rural, population decrease and development demand is caused by a lot of issues such as maintenances operation of many Urban-Rural Exchange Facilities and a similar program and content has a lot of them in bilateral adjacent zones. Therefore, in the future plan shall attempt efficiency operating facilities and a program through characterization and network of zone so that facilities and program can have complementary relation in the adjacent zones. And item development and an investor are necessary regarding new labor force supply for continuous value maintenance of space and returning to the farm that there were the reverse agriculture production and Amenity which are an rural village. Furthermore, developmental plan of rural village is necessary through the demand analyses that a citizen wishing for things.

The Objective of this Study is to Prove the Effectiveness of a Smart Water Management(SWM) Technology. The SWM Technology can Reduce the Production Cost using Internet of Thing(IoT) Technology that Utilizes Remote Metering of Consumer's Water usage and Reduce the Leakage of Supply Facilities. The SWM Demonstration Model Installed a Remote Water Leakage Sensor, Smart Metering and Micro Multi Sensor in Water Supply Facility, and Provided Real-Time Monitoring of the Operation Status. Consumers can be Provided the usage of Tap Water and the Water Puality through a Smart Phone Application. At this Time, we Surveyed Whether Consumers save the Tap Water or Drinking Directly using the Tap Water usage Information. Also, this Study is to Verify the Degree of Improvement of Water Supply Rates and Drinking Water Rate, and to Decrease Consumer's Complaints, Operating Costs, and Water Consumption by the SWM Technology. It is also Established a SWM Model Combined with the IoT Sensor at Supply Facilities, operator monitoring system and explored recovery solution detected events. It means the upbringing of the domestic water industry by developing the related technologies and spreading the SWM to advanced levels.

A public address (PA) system installed in a building is a system that delivers alerts, announcements, instructions, etc. in an emergency or disaster situation. As for the products used in PA systems, with the development of information and communication technology, PA products with various functions have been introduced to the market. PA systems recently launched in the market may be connected through a single network to enable efficient management and operation, or use voice recognition technology to deliver quick information in case of an emergency. In addition, a system capable of locating a user inside a building using a location-based service and guiding or responding to a safe area in the event of an emergency is being launched on the market. However, the new PA systems currently on the market add some functions to the existing PA system configuration to make system operation more convenient, but they do not change the complex PA system configuration to reduce facility costs, maintenance, and management costs. In this paper, we propose a novel PA system configuration for buildings using audio networks and control hierarchy over peer-to-peer (Anchor) technology based on audio over IP (AoIP), which simplifies the complex PA system configuration and enables convenient operation and management. As a result of the study, through the emergency signal processing algorithm, fire broadcasting was made possible according to the detection of the existence of a fire signal in the Anchor system. In addition, the control device of the PA system was replaced with software to reduce the equipment installation cost, and the PA system configuration was simplified. In the future, it is expected that the PA system using Anchor technology will become the standard for PA facilities.
The main objective of this study is to examine the situations of group-homes for the elderly and clarify the problems of them. This study investigates the present conditions of welfare facilities and supply conditions. 4 group-homes were surveyed in Jeonju and Kwangju cities. Data was collected through various ways including the survey conducted by facility operators, the measurement of living space, and photo-takings. The major results of this study are as follows: 1) With the introduction of nursing care insurance in 2008, the increase of the demand and supply to group-home will be expected, due to less cost for recuperation. The care of elderly in homelike atmosphere is effective to the elderly suffering from dementia. Therefore, it is proper that the supply of group-homes for dementia will be needed. 2) Group-homes for the elderly are being supplied under the standards of welfare facilities in the present. Separate supply standards, however, are needed because they are not suitable for small scale group-homes. 3) To supply Group-homes for the elderly on a one-unit basis would cause various problems such as economical unreality, personnel distribution and so on. It is necessary to supply more than two units for more efficient management. 4) The management of group-homes for the elderly is financially unstable because the operating funds heavily depend on the users or people who are connected with the facilities through private networks. Therefore, additional support is needed to settle the financial problem. It would be helpful to build the public networking that provides information about the group-home for the elderly for the public. 5) In case of the increase in the supply of the group-home in a residential area, it could be helpful to promote the group-home to the public. 6) The operators state that the main problems of group homes for the elderly lie in financial difficulties and the shortage of professionals and volunteers. The financial, personnel, and material support for personnel and the supervision of management are required for the transparency and effectiveness of the facility management. In addition, the closer network and cooperation system with the community is required. 7) The present living environments for group-homes for the elderly leave much room for improvement, considering the physical condition of the elderly. The more careful selections in the color, shape, material, and equipment of the facilities should be made for the convenience of the elderly users.

Traffic congestion cost is more likely to occur in the inner city than interregional road, and it accounts for about 63.39% of the whole. Therefore, it is important to mitigate traffic congestion of the inner city. Traffic congestion in the urban could be divided into Recurrent congestion and Non-recurrent congestion. Quick and accurate detection of Non-recurrent congestion is also important in order to relieve traffic congestion. The existing studies about incident detection have been variously conducted, however it was limited to Uninterrupted Traffic Flow Facilities such as freeway. Moreover study of incident detection on the interrupted Traffic Flow Facilities is still inadequate due to complex geometric structure such as traffic signals and intersections. Therefore, in this study, incident detection model was constructed using by Artificial Neural Network to aim at urban arterial road that is interrupted traffic flow facility. In the result of the reliability assessment, the detection rate were 46.15% and false alarm rate were 25.00%. These results have a meaning as a result of the initial study aimed at interrupted traffic flow. Furthermore, it demonstrates the possibility that Non-recurrent congestion can be detected by using car navigation data such as car navigator system device.
